And whether with Marty Bass. It is a storm we'll tell our grandkids about. Well, I certainly hope so. The Blizzard of 96 is one for the record books, and it's going to be days before it's out of our lives. Already a couple of school systems have called it quits for tomorrow, and Arundel County schools and county government offices, Baltimore City Schools, Harford County schools and offices, and Washington County schools will not open come tomorrow morning. And they say they can make it through rain, sleet or even gloom of night. But even the U.S. Postal Service is at least partially giving up today because of the storm and transportation problems. There will be no collection or delivery of mail in the region today, so it must be pretty bad out there. So let's check in with Mike shew, who's been out in the weather all morning long. Mike, how is it down? It's great. I got to tell you, though, Snow Squall has just moved in, and it was kind of tapered off there for a while, but now we have some heavier snow coming back in.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209#t=158.43,267.94"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209/transcript/70089/annotation/3","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"And you can see here on York, road, it is clean. You can have a little two wheel drive car on this and it's no problem. Not necessarily should, but it really is the land of four wheelers out here today. But the problem starts to be like the rest of us after the snow plows come through. You have this very thick, heavy berm that you have to shovel through. Now here are some interviews I did a short while ago with a guy who just is a couple of hundred feet down the way. You can see him down there. That's Charlie. Charlie's out, trying to shovel through this berm. Private plow operator. And then finally, a guy just out there trying to have a look at posterity. So here it is. Well, this was about an hour or so, this piece. And that's because of the, heavy frozen chunks of snow that the snow plow throws in. But the lighter snow is easier. I can probably get that in a half an hour. How long have you been out? Since 5:00 yesterday morning. Plowing? Yeah. You got a name for what this is called, white girl, baby, I'm 42, and I've never seen anything like this, so I want to capture it for posterity, for my my grandchildren. To know about this side of the road is Stoneleigh. And there's some, entrepreneurs over here. Actually, the snow so deep. I'm stepping over a hedge right now into the front yard of a man who hired a couple of entrepreneurs to come out and to do the snow fellows. What's happening? Mark and Scott here. How's it going? Well, I appreciate the entrepreneurial spirit, and I'm sure some of the people appreciate you doing, the fine work you're doing. Thank you. Thank care. That's it here from Stanley. You ought to see it. Everybody from out the area have come out of their houses, and they're trying to dig out whether they can go anywhere or not. That's another story. But at least they're trying to get their cars and their their houses looking right. Don. Okay. Got a quick question for Mike, if I may. Yes. Someone who shovel snow yesterday. As soon as I shoveled it, it was back in there. I see snow blowing in your face. Still, if you shovel the sidewalk. Is it been clear for a while? Today? It looks like it. The winds we're having now, it's probably about an hour to two hours before you got a couple of inches. Okay, but much longer before, you know, completely goes over. Anytime you want shoe wear a shoe size that a 12 triply filled up in just a couple of hours. That is blowing and drifting snow. Here's your current radar. We'll see clearing quicker, in the west. And we will the east, obviously the quick below the clearing line, it's going to move from west to east. I still think your weather headline this afternoon is going to be the blowing and drifting snow. Winds are clipping out of the northwest up to 35 miles an hour. And, it looks like even though skies are going to start clearing here a little bit later on, it's just blowing and drifting snow that will play us this afternoon into tonight through the overnight and into tomorrow. Kelly and. All right, Marty. Well, this was indeed an unusual storm because Baltimore City got hit just as hard as the outlying areas. And on the phone with us now is George Bailey, the chief of the city's Department of Public Works. Hi, George. Can you hear me? I sure can't tell me how it's going right now, but we're, we're doing some experimenting in the side streets, right now, and we're going to take some action this afternoon. We've talked to several places throughout the country, with regard to side streets, and they all indicated to us that it's kind of fruitless to try to plow them. So we're going to use other methods. We're going to use other type of equipment in the side streets. We're going to see how the how successful we are.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209#t=431.65,518.38"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209/transcript/70089/annotation/6","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"We're still working on the main street. Also using equipment called off loaders. Front end loaders. Okay. And what we're going to have to do, we're going to have to, in some areas physically pick the snow up and put it in trucks and haul it away. Okay. Now where what area are you going to start? At first you mentioned the downtown area is a town that we are going to store now and the northeast, south and west. We're just going to experiment. Okay. We're going to start setting it. Okay. Well, thank you very much. George Bailey, director of city, the city director of public works. Okay. And we obviously, we're having some phone problems here. If you are heading on to the highways this afternoon, please, or because. I'm sorry, I just skipped a page there. Cleaning up from any major snow events such as this is no easy task. Less than an hour ago, Paris Glendenning held a news conference, along with the leaders of 16 state agencies that are helping in the aftermath of the Blizzard of 96. You don't rush on that one. And the governor says the storm is going to cost the state a lot of money, but he's hoping a presidential declaration of emergency can help some cover some of those costs with federal dollars. And if anybody is heading out on the highways this afternoon, please be careful out there. Absolutely. But if you must get out there, Chuck Brown of the State Highway Administration joins us now on the phone with the latest on the road conditions. Hi, Chuck. How are you doing? I am doing just great. Tell me how things are going for you and the workers out there making a dent in this storm. I'm actually looking at a couple camera shots right now around the Beltway. 83, six, 95, 95. I am actually starting to see some bare pavement, so that is good news. However, as Marty said a little while ago, we are going to contend with into tonight and tomorrow. A lot of the blowing, a lot of the drifting. So 83 in the northern portion as well as I-70 out west. We're still having some problems with some blowing, making those interstates impassable at this time. Okay. You can see everywhere around the state on your monitors. How's the Eastern shore look? Any better or worse? Well, the Eastern Shore is getting a little bit better. They didn't quite get as much snow as we did here in central Maryland. So the efforts to clear the roadways out there have been going on a little bit longer, and they've been doing that. They got the big bare pavement. A lot of the the roadway view is 5301. So they're looking in better shape. However, the crews are, are tired, as you can well imagine.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209#t=607.72,694.0"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209/transcript/70089/annotation/8","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Oh, sure. We can talk a lot about Western Maryland. How are things looking out there? Well, 68 well, as I said about I-70, we're starting to see some blowing and drifting, in the Frederick area along I-70. It opens up and then the winds gust over, closing that back down. But for the most part, it is open on the most segments on I-70 and I 68. However, they have received a lot of snow. In is the the mountainous terrain of contributes to a lot of the blowing a lot of the drifting. So we're going to continue to deal with that throughout the day tomorrow. And for most the the better part of this week. Yeah. How about that. All right. Chuck. Well, that's Chuck Brown of the State Highway Administration. Thank you very much for joining us this afternoon. Sure. You're welcome. Okay. And again, if you do get stuck, please stay in your vehicle and also do your best to get it out of the middle of the road if you can't so that the snowplows can get through that area again. The best thing is don't go out in your vehicle that you absolutely have to. And most of you, I don't think have to. You may or may not be relieved to know we are not the only one suffering through the blizzard of 1996. The snow drifting has just about paralyzed the entire eastern seaboard. At least 23 deaths have now been blamed on the bad weather, all from outside Maryland. Down in Washington, D.C.. The government was supposed to reopen today, of course, but it did not. And to give us the latest on the situation, there is Adrian Pitman Walker. Adrian, are you there? Yes, I am. All right. Well tell us the latest. The latest is that, this morning about, 830 or so. Actually starting at 6 a.m., we had crews and they've been working, I guess since it's snowing here, we're working around the clock, I. Snow from the airfield. But as you all know, we've been faced with blizzard conditions, high winds, snow drifting, and overnight we got about seven inches of snow, which brought our accumulation to about 22in total. And because of those things, we assess the situation and decided we would throw all of our efforts again, pull in some additional resources, and work on getting the airport open tomorrow by noon. That's the plan. That's the goal this year, and that's what we'll be working towards doing. And we we talked about this before, but is it the 22in or the 40 mile an hour winds that are causing it problems? I think it's a combination of both. So now that we moved yesterday has moved elsewhere today. Okay. So it's it's a man and machine against Mother Nature, and, we're doing the best that we can, and, and, we think we're going to be able to do it by noon tomorrow. We could see some snow showers tomorrow afternoon, if I could just add insult to injury. But, there is a real possibility we could indeed see some snow shower activity. All right, we've got high pressure down to the south. It's actually not playing into our weather at all. The reality of the storm really hit home this morning, as we all realize that our cars and sidewalks were buried by the blizzard. Our team coverage of the Blizzard of 96 begins with Mike Schuh, who has been out since the early morning hours in Rogers Forge area, Baltimore County. Mike Sallee, it's a good thing I like snow because this stuff is really incredible. It's so high on the cars, you know, six foot four guy like me can hide behind him. Absolutely no trouble at all. I got to tell you though, when if you're going to shovel your car, make sure you really want to have your car to come out. I just saw the most pathetic thing as I was driving over here. A guy had shoveled his car out, kind of like one of these spaces here.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209#t=1817.0,1927.77"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209/transcript/70089/annotation/20","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"And then he had been. Obviously, you can tell by all the skid marks on the surface. He'd been trying for minutes, maybe a half hour to get back in his spot. He couldn't do it. So you might want to wait a little bit if you have a little front wheel drive car or something. Not a four Wheeler, because really, a lot of the roads just aren't ready for. But I tell you what, what has really helped the people in the city and county were plowing. It's wonderful now that the wind has died down. Just listen to the blizzards howl. Four wheelers only on the roads this morning. Many trying to forge a way for lesser vehicles. By morning the drifts had filled in where a shovel had already been. This man has four feet of hard packed snow thrown by the plows to break through. Oh, it's a lot of effort. And it will probably get partially plowed back in before it's over, but at least I have a good start now and won't take very long to finish it off. The next time, be at the Royal Farm. The manager had to use a four Wheeler to get her employees to come to work. Husband too bad once we get all the employees in there, but it's been very cooperative so far. Speaking about cooperation. This man would like to give something back. Like all the snow on his car. Still, it's worth recording. I want to capture it for posterity. For my my grandchildren to know about. I think that is going to be a pretty well viewed tape in the years and months to come. Let me give you a little parking tip. This person is has cleared out around their car and they could get out now, but because the road really isn't ready for them, they're not getting up. Or what some people are doing on some of the wider roads. And don't do this on the the narrow roads. They're taking their car. And instead of doing it this way, right parallel to the curb, they're kind of putting it out at a 45 degree angle. And that means instead of having two turns, one to get this way and one to go out on the street, you just have one clear shot out. Now, I just talked to the gentleman who clears all the highways for the county. He said, you know, they'd prefer you not to do that. Because they like to come by with their plows, but they understand that people are probably going to do that. Mike, we were just talking to, Baltimore County Executive Dutch Ruppersberger, who said that there is no way there's going to be trash pickup tomorrow. And the same goes for the city. Well, from what I understand, they're really supposed to, once the all clear is given to put it out, you're supposed to put it out in front. Because you know those alleys, often times, you know, they look like that. I mean, let's face it, you put your trash out there, it's going to stay there until spring sometime. So when the all clear is given, put it out on the street side. Gotcha. Thank you very much. Mike Schuh reporting live, as he has from the first few flakes from Rogers Ford. All right. The metro area I'm looking right now at 695. That good color black is peeking out. There's still some white covered areas. We're just really trying to keep one and two lanes clear and passable. There's 20 of us that were joining up to go on a Royal Caribbean cruise. There's 12 on the ship and there's eight said people over here. Timing, as they say, however, is everything from the to the sheriff that have come to Washington International Airport due to weather conditions. Some flights are delayed. You are picking up or dropping off someone at the terminal. We suggest parking in the garage directly in front of the terminal and checking flight information on the flight. Information matters and the terminal. They were lined up five deep at the U.S. air ticket counter. It's 75 degrees and sunny. Last time I called my wife. Be sure to tell your wife this. We are not used to this kind of weather either. Well, this is really some day. As a result of the heavy snowfall in Frederick County, a farm is facing total disaster. One barn collapsed and workers are trying to prevent cattle from getting loose. Last night at the same farm, another barn collapsed, killing several hundred livestock and at the Bradford Oaks Nursing and Retirement Home in Clinton, the dining room ceiling fell in this morning. There were no injuries, but the roof collapse did cause a power outage and gas leak. About 125 elderly residents were evacuated as a precaution and taken to Southern Maryland Hospital and also a local hotel. And as you've seen following our coverage here on channel 13, the entire state of Maryland is really tackling the cleaning up from the Blizzard of 96. Earlier today, Governor Glendening, along with leaders of 16 state agencies, held a news conference thanking everyone and reminding us the job is still far from over. County Executive Derek Wiesberger asks citizens to please be patient waiting to get their secondary roads cleared. He said it will take days to dig out some of the side streets in Baltimore County. And we really want to let our constituents know that, we have, snow that sometimes is drifted in the side streets as high as your chest. His real name is Inkosi King, but Mom and dad are calling him Blizzard Boy and with good reason. He was born just after three this morning at the Baltimore Birth Center. Deon and Tyrone King made a long ride through a lot of snow to make it in town. I wasn't sure we were going to make it here, but I was hoping we would because I wanted my baby. It was more comfortable, much more comfortable to me than have, you know, to being at a hospital. So I'm just happy everything turned out. It took the Kings one hour to drive through the snow from their home in Sedona to the Baltimore Birth Center here on Park Heights Avenue, and that was only the beginning. When I pulled up to the Bourbon Center, about two foot of snow, nowhere to park, I said, oh no. So I knew I had to park somewhere, but I knew I couldn't park on the main street. Road crews are working feverishly to clear major highways, and in most cases, won't get to secondary roads for days. Still ahead on our three hour edition of Eyewitness News coverage of the Blizzard of 96, we take away from the news for a moment of the snow to tell you about the trial of the Madonna stalker, which is in the hands of the jury, I wrote. I'm liking it. It is. Every minute goes by. It's even though it's more fun, I let me tell you, you wouldn't ever think to drive through this snow, right? Because it's 22in deep. But you look over here and you go, hey, you know, I could probably drive my car through that, could I? But you stick this down in there and you have like seven inches. And then below that right here you have another inch. So it's eight inches. And then when you get stuck because it hangs up on the undercarriage or your car, your wheels dig down into this and you're not going anywhere. And your neighbors have to come out and help you push. So don't think about driving in this stuff. Now we have some kids down here. I promised I'd get on TV. So how long y'all been out? And it's about 11:00 this morning. 11:00? I never know it from your face. Your face is so red. Like. Yeah. Oh, yeah. What do you been doing? Just playing in, digging. Digging and having snowball fights. So what happens when you dig? I mean, what's under there? Snow. So going. You dig? There's more snow. How later your mom's gonna let you stay out here today? Probably, like 730. What happens then? We have to go in and eat. Okay. Well, good. Enjoy your snow. I kind of wish I was about seven or 8 or 9. How old are you? Ten is. Well. A lot of fun to be had out here. Reporting live from Rogers Sports. Well, all the snow and extreme cold are certainly putting, an awful big strain on the heating systems of most homes. Here are a few tips to make sure that you keep warm over this wintry spell. If you have gas heat, make sure your events are cleared of snow. Not only is it a hazard, it could be the reason your house is not keeping warm. And if you have a heat pump, make sure to brush the snow off the unit. Use the emergency heat if you have to as a backup, and try to cover the heat pump units so the snow does not get in and freeze your fan. Now, many of us have been spending today outside trying our hardest to clear off the cars and your sidewalks, but it's important that you be careful. All that bending and lifting can be dangerous, can be deadly. Healthwatch reporter Kelly Lin continues our team coverage of the Blizzard of 96 with some important tips. Kelly, where are you while I'm at Union Memorial Hospital. Richard. And it is important that people focus on shoveling the snow the right way. The correct way. Don't use your tennis racket. Don't use your dustpan. Don't use trays to shovel snow. It's important to have the proper snow in here. To tell us a little bit more about it is Robin Edwards. Doctor Robin Edwards of Union Memorial Hospital, who works in the emergency room. Have you seen many injuries today, Doctor Edwards? Not yet, but we expect them after the storm is over. For a while. Mainly back injury, back injury from shoveling and then broken bones from slipping. Oh my goodness. All right well let's get into it right now. What is the right way to approach shoveling the snow. Well first of all you should always keep your knees bent. Use the muscles of your legs. Flex at the hip, use your leg muscles rather than your back muscles, because every 10 pounds of snow at the end of that shovel, 150 lifted with your back. So you flex at the knee and take small amounts of snow and pivot at your feet before you dump it, rather than twisting your back. And that'll prevent slipping your discs and really get into some bad problems. Okay, I'd like to go over that again. If we could make sure that you first of all, flex at the hips and bend the knees. Secondly, it's helpful to to use a snow shovel with a bent handle. That's helpful because what it takes the emphasis off of your back, off of your back. And it's easier to use your legs. Okay. And then of course, shovel in in small amounts if at all possible. And folks don't spend more than ten minutes at a time out here. It's very cold. We ourselves are freezing, aren't we? Are we? Sure. We'll turn it back over to you, Richard and Sally. All right, Doctor Edwards. And thank you, Kelly. And then another thing. You have to be really careful about your physical condition, because, as you know, Sally, if you're just one of these guys is not in good shape, and you try to all of a sudden start using using your heart in a way that you're not accustomed to it, you can have heart attacks even if you are in good shape.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209#t=4408.72,4494.55"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/135165/file/250209/transcript/70089/annotation/47","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"You have to be smart about it, you know, do a little, take a break, etc. that's what I believe, man.
