It passed by a margin of about twenty votes on a reconsideration motion this afternoon and that's the latest on the prison issue right now. That is, just a few minutes ago, the Maryland House voted to send that prison back to the Fort Armistead location. One of the problems with the prison is that virtually nobody wants it in their neighborhood. But now Baltimore State's Attorney William Swisher says there is a solution as he sees it. The number is designed for emergency use only, be it fire or police related, where a human life is in jeopardy. Within seconds, let's say a fire dispatcher has the call and units start it in route to the scene. Thus county officials believe this could cut down on property losses and save lives. Today, however, most of the incoming calls to this $300,000 plus command post were non-emergencies and they were few and far between. Howard County and C\u0026P Telephone notified county residents of the 911 emergency number through pamphlets like this. Doctors have insisted Wayne's hospitalization has nothing to do with the cancer he suffered 14 years ago. Patients still suffering with cancer may soon be helped even more. Continued testing of a new cancer drug goes well. Researchers at the University of California say they have developed a new drug which could have a major impact on cancer treatment. It is known as astomycin and was designed by a computer. In laboratory tests, one dose completely destroyed malignant tumors in mice. Researchers say the reason astomycin appears to be so effective. Is because the drug sticks to the cancer cells a lot longer than conventional cancer drugs. It's hoped more testing will prove the drug useful on people. If you're one of the millions of women who use birth control pills, starting today, you will find a new brochure inside your pill packet. The pamphlet will warn of the increased risk of heart attack and stroke in women who use the pill and who smoke. It's part of a new food and drug administration campaign to encourage women to give up one or the other. The FDA says the risk of heart attack or a stroke is ten times greater in women who both smoke and take the pill. Last week, 69 workers at the two William Burnett Company plants in Jessup and Baltimore complained of bladder and related nervous system problems. Tonight, state officials are being blamed for not adequately investigating chemicals used at the plants. Following up on the complaints of union furniture workers at plants, the Federal Occupational Safety and Health Administration looked into the state's inspection of the at operations. Federal authorities said inspectors failed to get sufficient information on the chemicals used in the plants and to evaluate their hazard potential. We've had some freezing rain, some sleeting, a little snow that close. At the same time, down about 250 miles to our south, temperatures were in the 50s and 60s. There's some real warm air moving in our direction and by tomorrow afternoon we'll probably see 70 degrees. So it's Very cold, catching weather. Kind of watch yourself, make sure you're wearing a coat in the morning tomorrow, but you might want to take it off somewhat in the afternoon. Here's the way it looks right now under cloudy, rainy, drizzly skies. Quite cool for this time of year. Only 42 degrees, our high today was 44 here. That's 5 Celsius humidity, way up there at 63 percent. The wind's southeast off the cold Atlantic Ocean, still cold. Eight miles an hour, barometer pretty high. 30.43 inches right now, it's steady. Let's take a look at the satellite tonight and let's see what's coming our way. And it's good news, I might add. If you look down to our south, you see our funnel system. This is a warm front. And down to the south of this front, with fair weather over the southeastern part of the United States, temperatures in the 70s and 80s over parts of Georgia and the Carolinas. It's moving in our direction slowly and should be here by about noon or so tomorrow afternoon, so it looks real good. Of course, we have a lot of cloud cover here with that warm, moist air hitting the cold air here. Causing precipitation, light precipitation. Nothing has been very, very heavy around the eastern part of the United States today, but it's that drizzly, cold stuff. New York this afternoon, only 39 degrees with drizzle and fog, 24 degrees, believe it or not, this afternoon up in northern Maine. They had a little bit of snow over parts of northern New England. The warm air is beginning to move in our direction. We might see a shower or a thundershower tomorrow morning as the warm air begins to move northward because all that warm, moist air. Hitting that cold air probably caused some turbulence. We might see a shower or a thunder shower. And then, I don't trip on my mic cord, we're gonna be in some very warm air tomorrow afternoon through Wednesday afternoon. And on tomorrow's map, I'll show you what's gonna be happening. There's a weak cold front coming in from the west. I'll probably have still some showers and thunder showers down to our south. But we'll be in a warm airflow, 78 tomorrow in Richmond. We'll be upper 60s at least, maybe 70. And on Wednesday, we'll probably a have a funnel system going through. Maybe a shower at that time. And then returning to temperatures in the upper 60s. Not bad either for this time of year. Normal high, by the way, for this time of the year is around 62 degrees, so we'll be above normal at that time. 39 in Salisbury, 40 in Dover, 37 in Pikesville. It's pretty rotten right now. Warmest in Maryland, 45 in Oakland, and in the 50s and low 60s in southeastern Virginia. Here's the forecast, excuse me, southwestern Virginia, forecast for tonight. We're gonna see some light rain and cool temperatures. Low from 35 to 40 degrees. Tomorrow we'll see some showers, perhaps in the morning, giving way to warm, sunny afternoons, 64 to 72. On our eyewitness news crime beat tonight, a 42 year old city man is in jail, charged with the killing of his former girlfriend and another man. Police tell us that John Austin went into a house in the 700 block of East 39th, 36th street early this morning. There he found Rabinia Patterson, age 22 and 43 year old Warren Williams. Police tell that Austin then apparently shot both people. He was arrested a short time later. Convicted mass murderer, Charles Manson, got turned down by the U.S. Supreme Court today in his attempt to have his conviction and life sentence overturned. Manson was appealing his 1970 conviction of murdering two men within weeks of the infamous Tate Lobbioca Massacre he was convicted of ordering. Testimony from former Manson family members and others was enough to convince a jury that Manson also ordered the two other men killed. 37-Year-old man held tonight in connection with the Hillside Strangler Murders in Los Angeles. Is out of jail. Peter Jones been arrested last Thursday and booked as part of the investigation of two strangler victims. But today the Los Angeles district attorney says there's not enough evidence to hold Jones on the murder charges. So he was released. Philadelphia police are now holding a man who took a lawyer hostage earlier today. The man was reportedly upset over a lawsuit he's involved in and took the lawyer hostage in a downtown law office. No one was injured in the siege. Most of us do not know very much about our cars. So when we bring them in for repairs and we're told what has to be fixed, we're not in much of a position to challenge what mechanics tell us. But according to the federal government, we might be a lot richer if we did. In testimony before Congress last week, the National Highway Traffic Safety Administration estimated Americans waste $20 billion a year on unnecessary, fraudulent, or improper auto repairs. 40 cents out of every dollar we spend on car repairs is wasted. The biggest types of loss, according to the administration, are for unneeded parts, such as ordering a tune-up when only one spark plug is needed. Consumers also paid for incompetent repairs for which they did not try or did not succeed in getting refunds. Maryland law provides protection against such loss. We have the right to a written estimate for work that will cost more than $50. The mechanic can charge us a reasonable fee for that estimate. If we get an estimate, we cannot be charged more than 10% over that estimate unless we approve first. If we do not get an estimated, we still may not be charged for repairs we do not authorize. And the repair shop must offer to return any replaced parts to us. If you feel your auto repair rights have been violated, you can complain by calling the Attorney General's Office of Consumer Protection at 383-3700. Finally, the federal government is considering taking steps to help consumers stop losing money on automobile repairs. One plan they're discussing is developing a system of diagnostic vehicle inspection facilities. That means we'd be able to bring our cars to a state diagnostic center, and for about $15, we could learn what repairs actually are needed before bringing our cars into a garage.
