Baltimore school officials have noticed an interesting correlation. When report cards are handed out, there's an increase in child abuse. Baltimore students bring home report cards four times a year, and each time the schools do all they can, do all they can to make sure they end up in the parents hands. Parents don't have to go to their children's school and report card day to pick up their kids grades. But now, nationwide, studies show incidents of child abuse increase around report card time. And to try and head that off, the city's school system will send out a leaflet with report cards this year with advice about what parents should do if they're unhappy with their children's grades. This is very important that we get parents to stop and consider the report card. Really look at it, listen to the students, review with them what's going on in the schools, what they're expected to do, what their achievements are, that you may say it should be routine and we should do it all the time. But many parents don't believe that it's paid for by a $10,000 grant from the state Human Resources Department. The leaflet advises parents to visit their children's school and talk to the teacher. Ask the principal to arrange tutoring, check their children's homework every day. And it lists a number of services students can use to get help when they're with their homework and other problems. The leaflet also includes numbers for parents to call if they need advice dealing with their children. Even though the calendar says winter is not here yet, the homeless are being forced to deal with winter like temperatures. More than 700,000 people in Maryland regularly go without food at some point each month, and many of them are children. The city, along with children from area daycare centers, today kicked off the fifth annual Bags of Plenty campaign. The food and money raised will be used to provide a Thanksgiving meal for people who would otherwise go without. The goal of this year's effort is to raise $150,000 and 650,000 pounds of food. Maryland Attorney General Joseph Curran says many doctors are illegally billing members of health maintenance organizations. He says a 1989 law prohibits doctors and hospitals from directly billing HMO members. There is growing evidence that many patients are receiving bills for medical services their insurers have authorized and agree to pay for already. Current says the billing tactic is the doctor's way of getting quicker HMO payments. For newly elected Howard County Council member Darryl Drown. Even quick payments will mean less money. Grant was formerly a budget officer for the Howard County School system, where he made $67,000 a year as a member of the county council. He'll now only earn 27,000 a year. Brown said he knew of the sacrifice he would have to make going into the election. And he adds, he also has another iron in the fire added income from a financial consulting firm. Topping our Health Watch report this noon, a major health insurance company is financing a study on a promising breast cancer therapy. Blue Cross and Blue Shield will pay about $10 million for women in the study to receive bone marrow transplants. In a preliminary trial, 90% of the women who received the transplants showed no recurrence of their cancer. The therapy could benefit 30 to 40,000 women now suffering from breast cancer in this country. Also in Healthwatch, new research that supports the theory that the immune system plays a role in hardening of the arteries. A Boston University researcher says that some people make an abnormal type of a protein that carries cholesterol through the body. The body's immune system then attacks the abnormal protein, leaving the cholesterol lodged in the arteries. And that's our new Health watch report for today. A recent Channel 13 editorial endorsed a proposal to allow certain college graduates to teach in public schools without a degree in education. Responding to that editorial is Baltimore Teachers Union President Irene Dandridge with another point of view. The most successful programs have strict guidelines on a statewide level. But fortunately for 72 year old Walter Swift and his 69 year old wife, Alice, their neighbors were there to help out, too. One look at the witness in the house fire that came out on the porch assumes come out on the porch. She was some caught, some as a nightgown, caught up as she couldn't get off. So she like fell. My husband and my son, Cortez, she she's coming down. But according to Joseph May, Anderson, the Swifts rescue didn't stop there. I was screaming up the ladder to get the ladder. I couldn't think of how to get them out as they had cause problems pulling up the one that's downstairs. So, you know, you couldn't go to the door with the ladder in place. The rescue of Walter Swift was a success. They thought fast. If they had the did it, the table would not survive because as soon as they got them off the roof, the roof just went up. Last night's fire destroyed most of what the Swifts had saved over the past 36 years. Today, their children came to sort through the rubble and who knows? Damn sure. As we reported last night, the city council unanimously passed a bill that would mandate four member fire engine crews. The nightmare smoke says he will veto that bill because it would spin the city budget out of control and it would set a costly and dangerous precedent. I think it is extremely bad deal for the citizens of our community. What that bill was is really a guaranteed overtime bill masquerading as a public safety ordinance. Schmoke says the bill is also in violation of the city's charter and he will not hesitate in giving it his veto. A bizarre stabbing in district court this morning where the weapon was an ink pen. Paula Tuchman says a man charged with assault with intent to murder repeats his alleged crime in front of the judge and a courtroom full of people. It happened this morning at the district court building on La Bash in courtroom six. And then I saw him get up, stab my brother, beat my brother in the head, all in a court of law. Black Bey was subdued and taken back to the holding cell. The victim, 26 year old Kevin Alston, suffered stab wounds to the face and was treated and released from Sinai Hospital. Judge Matthew says this is a rare incident and the court ID procedure may need some scrutinizing. The judge says at the very least he wishes he had more information that would have indicated Eric Rodney Black Bey may have been volatile as well as violent. The Alton family's response to that is district court may be facing some charges of its own. Paul Tuckman, Channel 13 Eyewitness News. Black men will probably face additional assault with intent to murder charges stemming from this morning's incident. Tonight, the escapee from a Florida prison who killed a Hagerstown police officer has been recaptured. Well, Denise, because of this trend, insiders will be going out with report cards on Friday. The inserts will advise parents who are not pleased with their kids report cards to avoid reacting out of emotion. It advises them to stop, look and listen before acting too late for kids. Report card time is like D-Day. Whether they actually get these or not. Because even high achievers like these fourth and fifth graders get anxious about making the grade. The best kind of magic book said, How do you think your report card is going to be this time? I think our report card is going to be pretty good. I am very nervous to see a program and to make my mother feel proud. And when children don't do well on their report cards, problems can arise. In fact, although there are no hard, cold stats, folks at the child abuse unit of the state's attorney's office say incidents of child abuse go up. Rather than sitting down with the children and doing something positive about making the grades better. Parents have been losing their tempers and physically reacting. And it just concerned us greatly. And we were hoping to do something positive. That positive action is in the form of an insert that will be going out with report cards to parents on Friday. About 900 students held a pep rally to remember their classmate, Stormy Jones. The world's first heart liver transplant patient. She died of heart failure Sunday at the age of 13. Stormy schoolmates vowed not to let her remember. Things included planning a live out tree in front of the school. We will eventually have a marker put in. The school in front of the laboratory, we will have a ceremony to dedicate that. Stormi was six years old when the operation was performed. Her friends thought she'd prefer they celebrate her life rather than mourn her death. An alert from the state attorney general's office tonight. Well, according to the Attorney general, Joseph Curran, the office has received more than 60 complaints from about various HMOs, hospitals and doctors about this. Basically, it is against the law for doctors, labs, hospitals to be billing you for services that are covered by your HMO. And that happened to the PA's law or not. It was an aggravating experience that threaten their credit. January 1st, 1990, was when we joined. Casey had just been born. Aaron was four. She's five now. When the family joined the HMO, we looked at it as an opportunity to save money. Saving money has turned into an aggravation. Before Casey could even sit up, let alone walk, Cindy had a medical problem and needed a specialist. She followed all the HMO rules going to a specialist specified by the HMO. But he made a mistake that she's paid for four months. He had done some blood work, some extensive blood work, and probably very innocently sent the blood to a laboratory that was not in the health plan. Big mistake, I guess. A very big mistake, because from that point on, the billing was coming to me from the laboratory that, according to Attorney General Joseph Kern, is simply against the law, which specifically states a health care provider may not collect or attempt to collect from any subscriber or enrollee any money owed by the HMO to the health care provider. You know, if you have a collection agency come in, the only thing it's going to ruin is your credit and your credit rating. And we think why this alert will simply never do in the bud and everyone will start obeying the law. The lab bill finally got paid, but now I have a bill that has been sent to me three times from a hospital in the area where I live, and I call them again and they tell me they haven't received the bill. Okay. So if you have a problem, you've followed all the HMO rules, you should contact the state attorney general's office. That number is 1-800-969-5766. But beyond that, what I guess should be the first thing to do, if you get one of these immediately call the doctor, The hospital lab say, I belong to such and such an HMO. Please, bill that HMO directly and remind them that there is a state law requiring them to do that. Okay. Thank you. Simple. Well, Darryl Drown has discovered the prize for winning can be high after running a successful campaign for a seat on the Howard County Council last week, He is taking a $40,000 pay cut from his job as a budget officer for the school system, and that's to take on his new $27,000 a year council post. It doesn't look that unusual until it takes off. This is when the RPA V or remotely piloted vehicle shows its stuff back down on the ground. Controllers see what the RPA vs television cameras see. Transmitted first to a satellite. The images are bounced back to earth. Okay, that is larger than a model plane, but far smaller than a manned craft. Our PVS are currently being used for surveillance work in the Persian Gulf. But those flying cameras that bring back true pictures are of growing interest to some in the news business. It's to deal with news situations that you can't normally cover. I don't think your news well, maybe your news director would send you the Chernobyl at Three Mile Island, but I'd prefer to send the RPMs in. But then Chuck DeCaro has a thing for airplanes. He's equipped a four engine plane as a flying newsroom to cover stories anywhere in the world. The small, remotely controlled ppvs go with him to take pictures too dangerous for humans to take and for a i. So when a New York modeling agency came to town offering a bright future, a local man thought he was on his way to a profitable career. We got the answer directly from Jeremy Foster Fell, who explained that the Baltimore office was a licensee and that because of problems, that license was revoked and reissued to new operators. The day starts out with all of the employees in the car, go to their central mosque and they pray for about an hour. And Nic tries to bridge a gap of time, space and culture, describing to students at the Friends school what she and 11 others experienced this summer on the morning of July the 3rd. The generations of men dressed in new and fine clothing gathered in the sandy courtyard of Dakar's magnificent mosque. Thousands facing east, reciting prayers that have been shared by Muslims for nearly 1400 years and independent media. The students didn't go into the mosque. Women aren't allowed inside. Outside, on this day, it is swarming with people. Some selling sheep to be taken home and sacrificed in honor of God. The students and I are invited to the home of their guide to Noor. Two police officers say the suspect, 23 year old Bennie Darnell King, allegedly robbed a Zales jewelry store, swallowed two diamond rings, therefore, temporarily at least, getting rid of the evidence. A reserve sergeant from North Carolina has filed a federal lawsuit claiming his orders to go to Saudi Arabia are unconstitutional. We believe that those orders are a violation of the war powers clause of the Constitution and of the War Powers Resolution. The college had just reopened for classes and a newly renovated and converted department store And fire has left a family in Columbia devastated tonight. Two alarm fire totally destroyed their rent a townhouse. No one was home when the fire broke out. No one was hurt, but damages totaled $185,000. Firefighters say by the time they arrived at the scene, smoke was pouring out of the basement. Windows and flames had spread to the first and second floors. Still no word on what caused the fire. The family has been relocated by their church. Another lesson in the old adage, crime doesn't pay tonight. Police say it all began when a gunman shot himself in the leg and it ended with both the gunman and his mother in the hospital. And items little Dow has more. Dennis Cunningham knew it was a bad day when someone tried to steal an order of chicken wings he was bringing back for his boss. But when the would be thief followed Cunningham into this convenience store where he worked and pulled a sort of rival, Dennis, they got much worse. And the boy just came in here and he came up to our way and they say they go. And he was going in his coat to pull out his gun. The couple made a deposit at a Sacramento bank last Wednesday. Soon, the teller say, they began to smell the pungent odor of marijuana drifting through the air. The aroma came from the money. Astronauts arrived at Cape Canaveral, Florida, today and started to prepare for Thursday's blastoff in which they will deploy a military payload. Dangerous high winds, however, are expected during the time Atlantis is due to lift off. The mission is already four months late. Hydrogen leaks forced a major overhaul of the shuttle. As of now, NASA's says there are no reports of trouble with the shuttle, however. A California woman locked in the trunk of a moving car did the only thing she could to get help. She threw emergency flares through the tail light hole and waved a white sock. Well, the plan apparently worked because it caught the attention of Sonoma County police who chase the car and caught the man driving it. Police say the woman had been stabbed and knew the driver, but they still haven't found out what sparked the incident. Tonight, Baltimore City is hoping to put an end to reports of child abuse during report card time. The city sent out inserts to parents urging them to stop, think twice before reacting too harshly to their children's grades. Studies show when children don't do well in school, problems can arise. I am very nervous to see a program and to make my mother feel proud rather than sitting down with the children and doing something positive about making the grades better. Parents have been losing their tempers and physically reacting. And it just concerned us greatly. The police got a search warrant for the contents of King's stomach on the theory that what goes into a digestive system has to come out of a digestive system. Fact is, this practice is routine enough that it's part of a local of local movie lure. A dozen years ago, a young director named Barry Levinson shot a movie in Baltimore called And Justice for All. Then the president and congressional leadership should call the Congress to Washington to debate and a vote on authorizing the president to commit United States military forces and United States financial resources to complete fulfillment of United States missions in the Middle East. The senator and others on Capitol Hill had seen a USA Today poll showing that support for the president's policy in the Gulf had fallen from 82% approval to 51% approval. This is the time to stop the erosion that we cannot have an unraveling at this point. The country's two leading military policymakers made the rounds on Capitol Hill today discussing the Gulf. What we're doing as part of the regular continuing consultative process. But consultation is one thing. Full debate is another. The idea of a special session was seconded by a leading Democrat. But for a different reason than Senator Lugar's.
