The air was so thick with change, it was almost stifling. You couldn't miss the congratulation roses on the deaths of O'Malley and Dixon and never gave you anything. Before I left the couch and the middle of the meeting, O'Malley passes out his roses to the council. Women and two people. Democratic nominees expected to win council seats easily in November are introduced. And in closing, Bell made this statement. This jazz ballet, like it always happens. A new study by economist at Umbc say a professional basketball team would not only fail to create jobs, it would diminish the area's economy. The study says a new arena and team would reduce the personal income of every resident in the metro area by about $44 a year for the first ten years anyway. That's in stark contrast to past studies by supporters of a proposed new arena that estimated an NBA team would create 4400 new jobs. I don't see how that there would have to be an influx. Well, first of all, it's a moot point. It's not going to happen. Peter would certainly bring. Now, you know, they are talking about some serious expansion up the Howard Street corridor there. And we have talked about this on coffee with with a venue that will be run by the MSA Maryland Stadium Authority. Linda Tripp, the woman who secretly taped conversations with Monica Lewinsky, is suing the White House and the Defense Department for what she calls smearing her reputation. Bill Plante joins us from the White House with the tale. Good morning, Bill. Morning, Ross. Linda Tripp claims that she has been subjected to extreme public embarrassment, humiliation, anxiety and ridicule. And she wants the Clinton administration to pay. Tripp is seeking an unspecified amount of damages, but her lawyer says it's not really about money. For a full year, she was the brunt of negative jokes, very negative campaign. Tripp is not clear, particularly because reputational injury to a public figure. It's a very weak case to bring to a federal court. Ultimately, Ms.. Tripp may be disappointed. The case may be thrown out. And even if she's successful in the end, I doubt it will give her everything she really wants. Tripp still faces charges in Maryland and a state court for taping her conversations with Lewinsky. She says that charges inspired by the White House, the White House, has no comment, but in fact, they'd love it for this just to go away for us. Bill Plante at the White House, thank you. New research shows children who wear bike helmets that don't fit have twice the risk of head injury in an accident than children with proper fitting helmets. Researchers looked at more than 1700 riders who were involved in an accident. They found with children the problem was often that their helmets were too wide. Nearly half of the children with head injuries had a helmet that was almost an inch wider than their heads. The way a helmet is positioned makes a difference to a helmet that's tilted backwards on the head can increase the risk of injury by 50% compared to those that are centered on the head. And here are some of this morning's top stories. A new study suggests that people who don't get enough sleep and get behind the wheel are just as dangerous as those who drink and drive. Jacquelyn Adams reports. Until he was diagnosed with sleep apnea three years ago, Dale Snape thought he simply was a loud snorer. He didn't know the disease meant his breathing stopped dozens of times an hour, interrupting his sleep. You wake up and you're not totally rested. You're tired earlier than you would normally be. Only half a million Americans have been diagnosed with sleep apnea. But the National Institutes of Health estimates that 12 million Americans suffer from the disease. It's a frightening number. Recent studies on sleep deprivation have shown how easy it is to fall asleep at the wheel. And now a new Stanford University study finds that drivers with apnea can be more dangerous than drunk drivers. You certainly are not very enthusiastic about having somebody following you that's got a blood alcohol that's abnormal. You might run into you and you make a stop. And if you're exceedingly sleepy, that could be the same problem. On seven of seven reaction tests, the apnea patients scored as poorly as people too drunk to drive a bus or truck in California. On three of seven measurements, they did worse than people too drunk to drive at all in 16 states. Scientists say the study underscores the dangers of driving while sleeping. Whether or not the cause is sleep apnea. Our health correspondent Dr. Emily, seniors in suburban Westchester County, where they have been using helicopters to spray insecticide to kill off the mosquitoes they thought carry the virus. Good morning, Emily. Good morning. Just last night, experts here were using helicopters just like this one to spray to kill off these mosquitoes that were believed to be carrying Saint Louis encephalitis. Now, however, researchers say that the virus that's been causing four deaths so far, three in New York City, one here in Westchester County, was not, in fact, Saint Louis encephalitis, but another virus never before seen here in this hemisphere called West Nile fever virus barrier. Emily, tell us a bit more about this new virus. Well, this virus saw West Nile fever virus and Saint Louis encephalitis virus are very closely related, which helps explain some of the confusion. They are both passed from birds to mosquitoes, mosquitoes to humans, and they cause identical illnesses. In fact, maybe West Nile is slightly milder form, but it's difficult to distinguish them clinically. Tell us how many people how many people have been affected by all of this? Well, so far, 14 cases were believed to be caused by Saint Louis encephalitis virus. Now, however, that has been reclassified. At least 33 cases of West Nile fever virus have been confirmed. Experts are looking into another 174 cases, including a number of deaths where they were unable to isolate any virus. Closer to home this noon, things are back to normal after a hazardous materials scare in southwest Baltimore. It all started around 730 this morning near the Red Star Company in an industrial park off Washington Boulevard. Police evacuated the building after someone found what they thought was ammonia leaking from a truck. But that turned out not to be the case. Nobody was hurt. And everyone is back to work now. An elderly man walking to his car is carjacked and thrown into his trunk. It happened yesterday afternoon at the Eastpoint mall parking lot. Police discovered the car more than an hour later, abandoned in Heron Run Park with the victims still locked in the trunk. The man was freed and taken to the hospital. Doctors expect him to be okay, but police have no suspects in this case. Eyewitness News will have more on the story tonight at five and six. Meanwhile, Baltimore police need your help finding a carjacking and sexual assault suspect seen in this composite sketch. Investigators say that he carjacked a woman and then sexually assaulted her at a Woodlawn cemetery. Officers are also looking for a man driving a red truck that unknowingly distracted the attacker, allowing the victim to get away. An area woman is suing Cranberry Mall and a produce stand in Westminster after slipping on an orange peel while shopping there. Bertha Hagan says the mall and Bagger enterprises are responsible for her fall in 1996. Sister Janine Gramlich and the Reverend Robert Nugent were some of the wrong this past summer in order to end their ministry to gay and lesbian Roman Catholics by the Vatican. Father Nugent says suddenly, July, that he would stop ministering to homosexuals thanks to some extra state funds. In just three years, they'll be a quicker way to get down the ocean. The C-5 that they flew back on landed about 1115, a little after 11, and a huge crowd of well-wishers out to welcome them back. They spent a week over in Taiwan. They rescued one man, a 32 year old man named Kai. He was buried in the rubble of a 12 story building in the central Taiwanese city of Tolu. And they spent eight hours pulling him out. They got him out and he's in the hospital now. He's doing okay with a crushed foot and a crushed leg. Witnesses tell Eyewitness News that the barmaid ran to get help at another bar around the corner where Baltimore City sheriff deputies were holding an f o p meeting when the sheriff deputies arrived at the scene of the alleged robbery. That's when the gunfire started. I got about ten, 15 shots and it sounded sound like gunshots, but it didn't, you know, just sound like the firework or nothing like that. It was gunshots. But 10 to 15, at least two of the deputies responded to the two in. And as one of the suspects was coming out armed with what we now believe is a baby gun, the deputies fired several shots striking the suspect. Now, police say the suspect was taken to baby medical. We have no condition on him yet. At first, police thought that this was a hostage situation, but as of now, they believe that only the two suspects are in the bar. Negotiators are here on the scene trying to talk the suspects out. Also here, police say is a Swat team just in case negotiations are unsuccessful. Now several streets are shut down here, Clinton or Orleans streets and Palatka. And also many people have been evacuated from their houses, houses to make sure this is a secure situation. And he's holding hearings this week in an effort to make smart guns the only guns sold in Maryland. Guy Jackson is standing by live with more of the debate over these smart guns. Hi, Denise. They're called smart guns because they're supposed to work only for the guns owner. But some of the gun lobby say there's nothing smart about this idea. Anything that can be done to protect our children and save our lives. I put my full support behind it. John and Carole Price don't know much about guns, let alone smart phones. But ask them about the pain of losing a child to a handgun and they'll give you an earful. All these people that are opposing it and saying that the smart guy. It's a really crazy idea. You know what I have to say that I mean, what's crazy is bearing your son at 13. Well, smart gun is a weapon that in theory, would fire only for the owner. Governor Glendening is pushing the idea. Gun experts are blasting it. Unlike a lot of crops, apples actually thrived in the dry weather. Maryland apple growers are expected to produce 7% more apples this year, and this year's crop is sweeter because the heat and dry weather intensified the fruit's natural sugar. That also means there be more flavorful cider this season. Cider such as this mother's apple cider will be awfully good. Congratulations to another plus for. Apple growers. The drought was hard on insects so that farmers spent less on insecticides and the rains from hurricanes Dennis and Floyd pumped up the apples, preventing them from falling from the trees too soon. Even if a cell phone is disconnected, it still gets you to 911 and to the police for help. What an abuser attempts to do is isolate a victim. Fox said Parkinson's disease for nearly ten years now. Today, he told members of Congress, people with a neurological disorder need the government's help to fight it. For many people with Parkinson's, managing their disease is a full time job. It is a constant balancing act. Too little medicine causes tremors and stiffness, too much medicine, produces uncontrollable movement and slurring. And far too often, Parkinson's patients wait in wait as I am right now, for the medicines to kick in. I'm an expert in only one what it is like to be a young man, husband and father with Parkinson's disease. With the help of daily medication and selective exertion, I can still perform my job, in my case, in a very public area.
