Well, Sally, it may well be one of the slowest vote counts in modern Maryland history, although there are less than 45,000 absentee ballots to go through, it will not be until next Monday, or perhaps even next Tuesday before they are all counted. As it stands right now, 19 of Maryland's 24 counties and part of Baltimore City have completed that absentee count in the governor's race. Combined with the nearly 1.5 million votes cast on Tuesday, Democrat Parris Glendinning now has 692,415 votes. Republican Allen South 690,456. Glenn Denning's lead has been whittled down from 6000 votes to 1959. Here in Baltimore City. Absentee votes finally made it into the counting machine about 330 this afternoon, and they continue to be counted by districts instead of in one quick run. So far, the city breaks down like this. Glendening 637 votes. Our break 232. That's four districts reporting. Now. In any other year, these numbers would have come out in a matter of hours instead of days. But of course, this is not any normal year, and each candidate is clinging to each vote and there are a lot of people clinging with them. Sour Breeze attorneys ask for unlimited time to examine the absentee ballots for improprieties. Team Glendenning asks for a deadline. We're going to push and push vehemently for a vote count today. I am not opposed to you having some additional time, so that you all can continue your investigation, but the voters will know who, they voted for. Today. We made that commitment yesterday. I'm not going to go back on TV and say, well, listen, maybe it'll be tomorrow, or maybe it'll be Sunday for them. Unchallenged ballots are opened. Now you're looking at a live picture now of the people operating that voting machine and some of those absentee ballots going through it. The plan in Baltimore City is to count all of the absentee ballots tonight. They hope to have that done sometime before 8:00. Sally. Alex, we heard from a few voters at the top of this newscast. How are the voters that you're talking to today responding to this process? The first of what could be many ongoing court battles over Maryland's gubernatorial race got underway this afternoon. Helen Sarri's camp went to court in Montgomery County to try to get 2000 absentee ballots thrown out, celebrate claiming the ballot envelopes were open too soon so they shouldn't be counted. Our team coverage continues tonight, with Deborah Stone joining us live from the Montgomery County Board of Elections with the latest from there. Hi, dad. Hi, Richard. You know, the count of absentee ballots has yet to begin here in Montgomery County. They are still comparing signatures before that count can begin. There are over eight. Thousand of those absentee ballots here. The Sour Break campaign wants to throw out 2000 of them for two reasons one improper affidavits and two, they were opened before they should have been. So today, representatives of the Glendenning and summer break campaigns showed up at the Montgomery County Circuit Courthouse. Judge Paul Weinstein opened his courtroom on Veterans Day. The proceedings were brief. A complaint was filed. And having this election finally resolved using the threat of a lawsuit to achieve that end. Hopefully they will not try to employ any other delaying tactics in having this election finally resolved. And there was some posturing here as well. Both sides say they are anxious to claim victory. The inevitable drop in is going to be Mr. Glendening is going to be the next governor. We want to find out as soon as possible that Ellen Ray won the election. So this is the bottom line. Those 2000 ballots will be counted. They will just be held aside from the other ballots while the counting is done. Sally and Richard. Deborah, let me ask you this one question. Those 2000 ballots, are they the only issue in contested right now? They're the only issue that is, and it's ended up in court. However, they are not the only ballots at the sour break campaign. Sam. Two. Well, we lost old ever out there in Montgomery County. Hope it had nothing to do with the campaign. But anyway, that's the latest from Montgomery County from Deborah Stone. And those 2000 ballots are being contested. The numbers out of Montgomery County are of huge importance to Republican challenger Alan Salisbury for reaction from the salary cap. The judge has held up, has upheld the fact that the Montgomery County Election Board, once again, was trying to act in a manner that would have obstructed the ability to determine the integrity and fairness of the election process. And at summer headquarters, the work continues on the over 200 fraud allegations. No matter which way the count ends up, we will continue to vigorously pursue the other issues that we think are at least as important, probably more important early in the day at the Baltimore County Board of Elections. Bray was doing well. Both the machines. Next balance. Our brain may vary. These old machines from the 50s are being used because the printer messed up the balance sheets. The specs call for a certain type of ink, and the printer did not comply with that and sensor sensitivity of this race. We're going to use our voting machines. Bad ink means hand counting and the need for quiet. One thing is certain more than a few people want this over with. Well, it's needless to say, it is nerve wracking. I guess the most difficult thing is that it would be nice to be able to get on with planning. And. And at this point, it's very hard to know how to plan. Helen Salisbury says she's going to use this weekend to do a little bit of planning at the a time when the count is going to be stopped. With all that's been going on, we haven't heard much of anything from Paris. Glendening, a lawyer for the candidate, says he is pleased that Montgomery County will continue counting ballots. The lawyer also says our great campaign has cost the citizens of Maryland two days of delays in finding out who will be the next governor of Maryland. President Clinton's bound for the Philippines tonight, where he'll attend ceremonies at the largest U.S. military cemetery outside the United States. Pedro Zamora dedicated his short life to educating the public about Aids. Today, at the age of 22, he died in Miami. Pedro was infected with HIV, the virus that causes Aids, five years ago. Since that time, he's been featured on MTV's The Real World. Pedro toured the country telling anyone who'd listen he was infected through unprotected sex. Before his death, Pedro was reunited with family members he left behind in Cuba. Turn out of other news. For years, severe heartburn sufferers have lived with pain and digestive problems because they just didn't have many options to cure this disorder. Healthwatch reporter Kelly Lynn is here tonight to tell us about a laparoscopic technique. Is giving these patients the answer that they've been looking for? Yeah, Richard, for years, these patients could have had a procedure that would open the abdomen. One large cut. But that was a frightening and painful option. And now instead of making a large cut in the abdomen, doctors can operate by making five small incisions. That way, patients have very little discomfort and they can get back to their regular activities a few days after surgery. This is a procedure known as Laparoscopic Nissen Fund application. Randy Jensen feels like a new man. Recently, he had an operation that healed his severe heartburn problem, a disorder he's battled since he was in his 20s. He had pain after eating, and what's worse, I wouldn't be able to keep my evening meal down toward the end. It got to the point where I would. I would lose my evening meals more often than I could keep up. After years of antacids and prescribed medication, Jensen decided to have surgery. Laparoscopic Nissen application, a procedure that wraps the upper portion of the stomach around the lowest portion of the esophagus. We take the upper portion of the stomach. We free that up all the way around, and we wrap it around itself and then suture that together, and that piece of stomach wrapped around itself, right where the esophagus comes into the stomach, prevents reflux. It allows for food contents to come down very easily into the stomach, but it prevents things from going back up into the esophagus. Doctors insert a telescope into the abdomen so they can see inside, and then they make four more small incisions. Those incisions allow them to insert a variety of instruments that will help them complete the procedure. And we can use this to grasp the stomach and the esophagus and move some of the tissues out of the way. The surgery takes only a few hours, and when it's over, patients can get back to their routine within about three days after the procedure. Patients usually experience difficulty swallowing gas and pain in the abdominal area, but that only lasts for a few weeks. Last night at 1:00, I was hungry, I went down. That's another story making headlines this Friday, November the 11th, 88 employees were asked to take a two week leave last month. The civil rights group is hoping extending the furlough will help reduce their $4 million deficit in Philadelphia, the first ever workplace sexual harassment case involving two gay men, 21 year old waiter Warren Swage, claims his former boss harassed him on the job, and a cook at a Sizzler restaurant in New York City says she had breast. Reduction surgery to stop sexual harassment. All the way in from Washington Boulevard over toward the toll plaza as you make your way under the Patapsco. Problem was the disabled vehicle and an accident in the left tube, though. Remove still very slow. Harbor tunnel Thruway is really not much better. Where? Stop and go there all the way in from the route three and I-90 seven spur all the way around to the toll plaza, then once again northbound 95 as you make your way in toward Eastern Avenue, another problem spot is inbound or eastbound I-70 midway between route 29 and the Patapsco River bridge to right lanes are blocked there with construction work. Watch your delays all the way in from route 40. That, in turn, would be your best bet at this point. To make your way through. Ellicott city had a little beltway, so I was repairing parkway up toward Green Spring Avenue in turn on the southbound side of the Harrisburg Expressway. As slow as you make your way all the way down from pardon to your road heading out of town. Not too bad. Eastbound on the main span Bay bridge. But in Annapolis, an accident. As we slept last night, a cool frost settled over this area, meaning that many of us had to use our windshield wipers before we could leave on our morning commute. Eyewitness news reporters are stationed around the state as the gubernatorial ballot count continues to trickle in. First, a quick check of the latest numbers from 19 of Maryland's 24 subdivisions, including a few districts in the city. Republican Allen Bray continues to trail Democrat Parris Glendenning. As of this hour, it's our Bray is losing by 2194 votes. Much of our focus today has been on Montgomery County, where Southbury forces went to court alleging 2000 absentee votes were illegally handled. Team coverage reporter Deborah Stone joins us live with the latest from Montgomery County. Deb. Well, as you said, the fight here in Montgomery County centers over 2000 absentee ballots. The sour break campaign says that they contained improper affidavits and that they were opened before the law says they should have been. The Sour break campaign wants those 2000 ballots thrown out the envelopes. So today, representatives of the Glendening and summer break campaigns showed up at the Montgomery County Circuit Courthouse. Judge Paul Weinstein opened his courtroom on Veterans Day. The proceedings were brief. A complaint was filed. And there was some posturing here as well. Both sides say they are anxious to claim victory. The inevitable drop in is going to be Mr. Glendening is going to be the next governor. We want to find out as soon as possible that Ellen Sauvé won the election. Now, let's make this clear. There was no victory or defeat for either side today. The ballots will all be counted here in Montgomery County, but those 2000 ballots will be held aside, and no court date has been set for hearing on this matter. Meanwhile, my colleague Kai Jackson has been here in Montgomery County all day as they tried to count the ballots here. Kai. What's happening? Well, it's been a tough process. They've been here for about two and a half days, Deb, and I think everybody is ready for this process to move on. But it can't move on right now. All they're doing is they're going through these ballot applications, and they're also looking at the signatures on the actual envelopes that came in. But right now, they're not able to do anything. Of course, workers are tired. The Republicans and Democrats out here, this screening, the process along with election workers. It's a very lengthy process, so long that workers say there's no way they'll be able to finish tonight. Some who believe the Republicans will stall this as long as is necessary to hold up the count. We are not stalling. It's clear there's been a pattern of this administration here at the election board, and we have an obligation to make sure that there are signatures on the ballot cards. All right. Election Commissioner Carol Evans joins us now. You all have been working out here very hard. We know. Carol, when do you think you'll actually start counting the ballots, the absentee ballots? We hope to begin counting on Sunday. We don't know what time. Probably Sunday afternoon. What what's going on in this process tonight? A lot of people are probably sitting at home and saying, what are they doing? What's taking? So right now the challengers are reviewing the absentee ballot applications and comparing the signatures on those applications with the entire ballot envelope. And there's no way you can finish that tonight. No, we've only gotten to we've only done 48 precincts and we've been here all day. All right. Thank you very much. And I guess to button this up in Montgomery County, 2000 votes have been placed on the side. Mr. Ray, what is your reaction to your success in Montgomery County? How important was it to you and why did you do it? Well, we're very happy that the court upheld our concern. If we had not had those ballots set aside, which were opened, prior to the time that they were legally allowed to be opened, with no one there to ensure that they met the proper date, they were actually in on time. We would once they were commingled into the other ballots, we would have had no ability at that point to challenge them. So it was important that, the judge did rule in our favor. A Democrat today told me that, Ellen Salisbury didn't get enough votes in the surrounding counties, a stronghold. He said, you know, basically it's over. Is it over? Are there any other legal challenges or anything else you think is important enough to go before a judge? At this point, I'm not aware of any particular issues regarding the absentee ballots. We have been collecting affidavits. We have about 16 trained investigators that are following up on all the complaints and all of the the issues that have been phoned in to us by outraged citizens who are unhappy about the the sloppiness of this process and things that they think are fraudulent. Quickly, if you could. But what is the intention of those affidavits? What are you what's the eventual end point to, to use those for? Well, one step at a time. I think we have to determine what we have and how significant they are in terms of potentially affecting the outcome of the election. And then we'll make a decision as to whether we want to carry this further. And thank you very much for joining us once again. The pressure of the ballots used the wrong ink and it couldn't be read by the machines. Another reason for the slow down. All the onlookers checking the vote from both sides are Bray and Glendening, and they're challenging on my effort every other ballot or every third ballot for a signature. The affidavit irregularity. The county is only able to process 180 ballots an hour. They say it could take days before they're done. Well, the count of absentee ballots is finally underway tonight in Baltimore City. The count began at city election headquarters after a day of ballot wrangling between celebrating Glen Denning's Cams team coverage. Reporter Alex Matrix is live to tell us how the count is going. Alex. Well, Denise, here in Baltimore City, the logjam of lawyers and loyal footsoldiers is finally busting loose. After two days of haggling over postmarks, signatures and paperwork. The 3700 absentee ballots here in the city are finally being counted. Although that process for the moment has come to a halt. I'll explain a little bit about that later on. But right now, in the race for governor, they break out like this for Democrat Parris Glendening, 1078 absentee votes for Republican Alan Sauer, 438 votes. I think as long as we're focusing entirely on the absentee ballots, it looks fairly definitive that, Glenn Benning, would appear to have a lead that, Alan Siberry cannot overcome. Clinton told the gathered veterans he would not forget the soldiers still missing in action from the Vietnam War. He also praised the forces currently serving in the Middle East and in Haiti. Most NAACP employees have been forced to work at a total of five weeks without pay since October 3rd, with ballots still being counted three days past voting day. Paris Glendenning is widening his lead over Ellen South. Bree Glendenning has 692,856 votes. Sauer has 690,662. The two candidates are separated by just 2194 votes in favor of Glendenning, but still missing from the count. Baltimore City, P.G. and Montgomery counties and on the way, go race. But it really did it past most of the things. Test data shows that student performance at those schools has not improved as previously claimed, that average reading and math scores have fallen at a time when those scores have slightly improved and the rest of the school system. And now it turns out that attendance at EAA schools also lags behind other city schools. Contrary to earlier reports, it's not surprising that some people are calling for an immediate end to the five year contract with AI, even though it's only entering the third year. Mayor Schmoke and school Superintendent AMP Ray say they too are disappointed, but want to give EEI at least the rest of this school year to improve. We agree that pulling the plug now might be premature, but if I is to stay on Doctor AMP, Ray and Mayor Schmoke must insist on some immediate changes. First, much more accountability for the way performance and attendance data is reviewed and reported. Second, much closer monitoring of Tesseract schools by city administrators. What they must not do is stop looking for new approaches to education in Baltimore City. Even if Tesseract fails, it's better to have tried it than to have settled for underachievement.
