The sinking of an Estonian passenger ferry in the Baltic Sea today may even be a bigger disaster than it first thought. 800 people are now feared dead as the search for the missing continues. ABC's Mike Lee joins us now reporting from London where he has all morning. He has the very latest situation. The boat was making its way from Estonia to Sweden when it went down. It's closest to the country of Finland. Here's Mike Lee. Among the latest revelations is a report that the ship had been inspected earlier this week and, according to a Swedish maritime official, watertight seals, which are supposed to keep the ocean from flooding through the gates on the car deck, were found to be unsatisfactory. There is still no official explanation as to why the Estonia, if unsafe, was allowed to set sail. In the cold, windy Baltic Sea. There was no sign of the 515 foot long ferry, which sank like a rock in the middle of the night. Merchant ships and military rescue boats, even other ferry boats trolled for life. But as the day wore on, there was virtually no hope for most of the passengers and crew of the Estonia. Rescue helicopters did find a few bright orange life rafts, but most were empty and there was obviously no chance of getting the life saving equipment in the sea. The list was too heavy. They couldn't launch the lifeboats or life rafts. Gradually, survivors began to give their own eyewitness accounts. One man said that many elderly passengers were either in the lower decks or not strong enough to make it to the rafts. It seems that many passengers who had paid extra for a sleeping cabin were trapped, while others who paid for cheaper fares and stood on the top deck at least had a better chance. This man said that the flooded ship had listed on its side for a while before sinking. That raised the grim possibility that hundreds on the lower decks had a prolonged ordeal of panic before they drowned. The Estonia, seen here in recent times, is one of 4500 such ferries worldwide which have car and truck ramps at both ends. Accidents are rare, but there have been disasters in similar ships when a door was left open. In one surviving crew member today says he watched on a surveillance monitor from a camera pointed at the ramp door and saw water rushing in. Once the huge cavern of the car deck is flooded, a ship like this has virtually no chance to stay afloat. The Estonia capsized so fast that the crew had only a few seconds to send a message. It was a mayday, mayday, message from but, passenger vessel, Estonia. And, it was the only, only message we got after that. The connection was broken both in Stockholm, Sweden, and in the Estonian port of Tallinn. Friends and relatives gathered to hope and pray that their loved ones were still alive. But for most, it will only end in grief. Administrators are meeting to discuss security concerns today while police continue to investigate the stabbing of a teacher visit. Teacher Kathleen Johnston was robbed and stabbed at Howard. Howard High yesterday morning. She told police she was attacked by two men. Johnson is now listed in stable condition. The grandson of the two doctors found dead in their Guilford home has been indicted for those murders. 30 year old Michael Rouse was indicted yesterday for the killing of doctors Walter and Mary Locke. The couple was beaten to death August 14th, whereas was also indicted for robbery with a deadly weapon. He's being held without bail at the Baltimore City Detention Center. A Washington County jury will meet today to decide whether or not the man convicted of killing his family should be put to death. Yesterday, Michael Reese was found guilty of murdering his wife and two sons in their Baltimore County home last year. The trial had been moved to western Maryland. The jury could sentence Reese to the death penalty. The man convicted of murdering a Baltimore real estate agent will be sentenced on November the 18th. It took less than an hour yesterday for a jury to find Kenny Brooks guilty of killing Lynn McCoy. She was trying to show him a South Baltimore home last December, when he raped and murdered her and stuffed her body into a closet. Brooks faces a maximum sentence of life without the possibility of parole. They're now changing their stories and are willing to serve. Judge Lance Ito has held over 222 potential jurors for the second phase of the selection process. He wants a pool of 250 prospects, from which a dozen jurors and eight alternates will be chosen. A local sports hero is back in Baltimore today. Former Oriole Rick Dempsey is interviewing for the job of Oriole Skipper. That position was left open after the team fired Johnny Oats earlier this week. Dempsey led one of the Dodgers minor league teams to a league championship this year. Orioles general manager Roland Human will also interview Davey Lopes for the manager's job sometime during this day. The cost of going to college is going up by double the rate of inflation, and not for the reasons you might think. A report put out by the College Board says the average tuition at four year colleges and universities, public and private, went up 6% this year. And while the money allotted to instruction has actually shrunk, the proportion going to public relations and marketing is actually way up. I think a lot of people are getting ripped off. I mean, it seems they have like stupid advertisements on television and things like that. And everybody knows the college already exists. College costs aren't the only thing that seems to be increasing. There's a chance the number of manatees being sought out in the bay may be on the rise. So far, there's been only confirmation of one, but there have been reports of manatee sightings from the Susquehanna River all the way to the Queenstown Creek. The creatures are in danger because the bay water will soon be too cold for them. Well, I got to tell you, the, that would be most interesting, wouldn't it? I love to watch you when I'm in Florida. I'm recommending in my new book, The Antioxidant Revolution, that all of us should be taking at least 1000mg of vitamin C and 400, in addition to vitamin E and 25,000 to beta carotene daily. And by doing that, we can protect ourselves from the harmful effects of the free radicals. Now that the recipe you gave us there is that your antioxidant cocktail we've heard so much about? That's the oxidant cocktail. And again, for those people who are exercising excessively since I said earlier that excess exercise may increase an unusually high level of free radicals. They have to increase that. In fact, in the new book, you'll find that we've age adjusted, sex adjusted, weight adjusted inactivity, adjusted our recommendations for antioxidants. For example, the person who's running over 30 miles a week, the person who's involved in over 300 minutes of high level, intense activity per week should be taking 3000mg of vitamin C, 812 hundred international to Vitamin E and 50,000 of beta carotene per day. So the bottom line is, if you exercise more, you take less interview exercise. If you exercise less, you take more. But the important thing too is to exercise. Don't ignore that. Our studies show clearly even walking two miles in 30 minutes three times per week is almost as good as running three miles five days a week if your goals are reducing deaths from all causes. The teens were arrested yesterday for allegedly shooting cars, people and property with paintballs from a gun like the one you saw there. The one of the women was hit during one of the drive by shootings. Both boys jumped. Heard the noise and the pain here. And of course, look right down and this big red spot was spreading out of my face. The suspect's car was found in the parking lot of a local high school, where they are so thought to be students, they say it was all a practical joke. The boys do face felony assault charges, though. And the woman you saw there says all she wants is an apology. American troops are tightening security at Haiti's parliament building today. Members of Parliament are meeting to discuss whether or not it will grant amnesty to its current military leaders. Under the deal struck with former President Jimmy Carter, generals saved us and other military leaders could receive amnesty if they leave Haiti by the 15th of next month. There is a different kind of art exhibit taking place in New York City. One of the exhibits is said to be fit for a queen. Another is music to the feet of its designer. They're going to have to sit back and make an evaluation of what's best for this organization now and for the future. Tragedy on the high seas as 823 people are presumed drowned in the sinking of a Baltic ferry off the coast of Finland. ABC's Mike Lee reports. Only 141 passengers and crew members appeared to have survived one of the world's worst shipping accidents, despite a massive rescue effort by ships and planes from throughout the Baltic. There were precious few survivors pulled from the cold and windy waters. Most of those were nearly unconscious from hypothermia. The Estonian run ship seen here in recent pictures, had huge doors at both ends to allow cars and trucks to roll on and roll off quickly. Today, this surviving crew member claimed that he saw on a closed circuit TV monitor water coming in through one of the big doors. Experts say that only a few inches of water can throw the ship off balance and cause further flooding, and with no bulkheads to compartmentalize or contain a leak, the big car deck can quickly become a cavern of water. And now the anguish. Families hoping against hope. Mike Lee, ABC news, London. Late this afternoon, rescuers reported the chances of finding other survivors in the cold, stormy waters of the Baltic Sea are almost nonexistent. A Howard Howard County teacher is home tonight recovering from stab wounds she received yesterday at school, 46 year old Kathleen Johnston told police she was stabbed and robbed by two men shortly after she arrived at Howard High yesterday morning. A student found Johnston face down on the floor of a classroom. She had a stab wound to her side. Johnston's husband is a music teacher at Howard High. Police have no suspects in this case, and they are still without a description of the two men that Johnston says attacked her. A jury in Washington County is still considering the fate of a Baltimore County man they convicted of a triple murder yesterday. The jury found Michael Reese guilty of stabbing and killing his wife and two sons, ages ten and seven, last summer. Reese confessed to the crimes. The jury now has to decide Reece's sentence. Prosecutors are asking for the death penalty. The city state's attorney has indicted a 30 year old man for the murders of his wealthy grandparents in Guilford. Michael Re-arrest was indicted yesterday in the killings of doctors Walter and Mary Locke. Ramirez is being held without bail at the city detention center, was also indicted for robbery with a deadly weapon and theft. The locks were found murdered in their home this past August. They were bludgeoned to death in the attack. The Gilford area was also rocked this spring by the murder of Baltimore lawyer Marvin Cooper. Tonight, a third suspect in that murder is in police custody. FBI and city police arrested 28 year old Gregory Sterrett in connection with the murder of Cooper near his Openshaw home. Also today, Judge Ito denied a prosecution request for a hearing on genetic evidence. That hearing will now have to wait until jury selection is over. In Cecil County, the search for a missing state police dog ends on a sad note tonight. For two days, Trooper Jimmy Nolan and his partner, Trooper Chris Tied Berg, have combed wooded areas and neighborhoods in Cherry Hill looking for his 90 pound black Labrador. Bo Nolan thinks a thunderstorm scared Bo, causing the dog to bolt from his backyard kennel sometime. Monday night, after two days of searching, Beau was found on the shoulder of route 213 in Providence. He had been hit by a car. When you ride with somebody for about two years. Be it a human or a dog. You're pretty close to him. So. He's, missed by myself and my family. Beau was a five year veteran of the state police. It's the big one that keeps getting away. And it might be the worst thing that could happen to the manatee that has strayed north into the Chesapeake Bay. Rescuers are trying to capture and move it to warmer water before the bay gets much colder. But as Alex Dietrich reports, the manatee is 1,200 pounds of slippery blubber. How many humans does it take to catch a manatee? You look like an alligator swimming across the top of the water. All I could see was his head, you know, and he headed right towards me. But then when this big boat came out, they said he can't move very fast, but, I mean, that's Jasper. He flipped that old tail and he was gone. Was right here where we think we can start deploying the net, make a circle around him from the outside so he can't a little longer to get out. But circling the manatee takes a lot of net, a lot of time, and a lot of people. Meanwhile, the manatee can hold its breath for upwards of 15 minutes, and regardless of how slow it swims, it still moves faster than the people trying to catch it. And even the spectators on the dock know that could mean trouble. Supposedly, they can't take the cold temperature because they live in Florida, and you would figure it could with all the blubber it has, but apparently it can't. Even with all the insulation, blubber provides a manatee. Experts say the cold water still makes the animals more lethargic than they usually are, and as they slow, they may eat less, dehydrate, and die. They don't deserve to die. And as you can see, she was very upset. She said she didn't care about anything anymore. Well, we've been taking things out of the house so the cleaning crew can have more room to clean. It looks a bit different here since our first story a month ago, with all the Wilson's belongings in the front yard instead of inside, but not that much has changed. The house is still filthy and the Wilsons must still live on their front porch. The Wilson's sleep in these chairs next to a tall stack of belongings, with their food close at hand. Inside, there's no electricity. Debbie Williams has been organizing an effort to help the Wilsons, and has lined up promises of donations like a new roof. Once they've gone through everything, salvaged what few think they can. The debris is pretty much out of there. Then we have a crew of men who are going to go in. But Gloria Wilson's former neighbor is skeptical that she will ever move forward and clean up her house despite the promises. Since she told everybody she had all our help and they were going to put a new roof on on the 19th September and clean it up. You know, they've got all these plans to rebuild it, but is the house structurally sound? And she's now willing to let them come in. He ordered her to. She was hesitant, but she said she would. Party members are voting on that recommendation tonight. A new Mason-Dixon poll says Democrat Parris Glendening has only a slim seven point lead over Republican challenger Allen Sauer in their race to be governor of Maryland. But in his commentary tonight, Michael Lester wonders, do the numbers mean anything? You know what, Allen Stourbridge could be up by seven points, I don't know, and I don't think the pollsters know either. In a state where democratically registered voters outnumber Republicans 2 to 1, everybody figured Parris Glendening an easy winner overall and celebrated, particularly after he swamped all Democrats in the primary a few weeks ago. Now, with the new Mason-Dixon poll saying he has only a seven point lead, Republican hearts are suddenly all a Twitter. And Democrats are worried. I'm not sure either party should be getting excited here, even though the pollsters like to say they have a margin of error of only 3.5%. High winds, heavy rains knocked over an historic oak tree named for Abraham Lincoln. The Lincoln Oak on the grounds of a Fort Lincoln cemetery in Brentwood, Maryland, near Bladensburg, was 400 years old. Lincoln stood beneath the tree to review the troops during the Civil War. Luckily, the tree did not fall on a nearby spring house where Lincoln used to come to drink. Water. I presume you are waiting for the lake, but I am presuming. Yeah. Doesn't say for sure now. Now, we have had this storm system that's been winding its way up ever so slowly between the Mississippi River in the mountains for the last week or so now pulling its way on up to the Great Lakes. But notice what's happening back here. A very strong flow coming out of Canada, headed down behind this. And this is going to import some refreshingly cool autumn like Canadian air behind it. As this thing finally slides on out of here and we're going to start to feel the effects of that cooler air moving on in tonight. But one thing it's going to show up with that tomorrow is going to be some wind. By tomorrow afternoon, say, midday, we could have wind gusts over 40 miles an hour. As the leading edge of this cooler air comes into the region. She says she brushes every day because I don't like cavities, which makes life easier for Sophia's mom. She got both of her young daughters to start brushing early. Many parents don't know when to start. The question is always asked, and the answer is as soon as they come in. I mean, really, not to wait to all the baby teeth are there, but once they start to see the teeth, which is about 3 to 6 months early, brushing prevents the teeth from weakening and wards off diseases like baby bottle tooth decay. Baby bottle tooth decay develops when sugars and acids and things like milk and juice break down the enamel on the teeth. Make sure the child brushes twice a day after breakfast and dinner for infants, wipe the teeth before the child goes to sleep at night. If your child doesn't like the taste of toothpaste, brushing without is fine. It's better than not brushing at all. And here's another tip. The mistake parents make is trying to get the child open. Better to keep their mouth fairly closed and just go in simply while the lips are out and do it. That relaxed position and the child and the parent probably won't have an easier time. An easier time brushing, which helps create a much easier time with the dentist. Cute kids. Now make sure you use a fluoride toothpaste during brushing, and also keep your kids away from sweet and acidic foods like soda, candy, fruit, roll-ups, and raisins. I was surprised with the last two, but they get caught in the grooves of your teeth and can cause cavities. All right, so what about kids who hate to brush? I mean, how do you inspire these kids other than, I guess, offering to take them to Atlantic City to see Merv? Other than bribing them, right? Yeah. You got to make it fun. You really do. And, the doctor's telling me about ten. They call it disclosing tablets, and you can buy them at the drugstore. Maryland's notoriously high closing costs keep many people from buying a home, or at least make it a lot more difficult. That's why Dick Gellman has some tips on saving money at the settlement table that people don't know. But there are plenty of ways to to cut that cost when you get to the table. But the problem is nobody advertises them, you know, nobody talks about them. Most of us don't have too much experience at buying homes, so we're told what to do and what to pay. And we do it without asking too many questions. But the answers can save you plenty. The business of real estate settlements is big business and today a very competitive one. Don't be afraid to shop around calling title companies as well as law firms. You'll find big differences in prices. Some lenders used to charge a fee for allegedly walking through the property. With rare exception, these so-called lender inspection fees are now illegal. And if you see that charge, complain about it. One of the biggest expenses at settlement is the transfer tax. That's the tax imposed on the value of the property at the time it is transferred. This big. But if you go ahead and settle instead on just a vacant lot while your value is smaller and your taxes will be smaller, you can also save some property taxes at the table, thanks to a new law that requires you to pay only half a year, rather than a full year's taxes upfront. But right now, it's only effective in Baltimore City and Harford County. If you will live in the property, there's no transfer tax on the first $30,000 of the purchase price. That works out to about $150 savings. You can get a credit on the cost of title insurance if the seller's had title insurance, but you've got to get that policy from the sellers and bring it to settlement. And you might also ask your lender if it will allow you to pay your own homeowner's insurance. That will save you the growing of that money when you settle. So the law says that only Baltimore City and Harford, Baltimore City and Harford County, you only have to pay half a year's property tax upfront. Why just Baltimore City and Harford County? Well, what the legislature actually did was it said any county in the state has the right to require that only half the taxes be paid up front, the only two counties are the only two jurisdictions that have done it so far, or Baltimore City, which is trying to encourage people to move in in Harford County, which said, maybe we need a competitive edge here. So as I understand it, though, this coming legislative session, what's going to happen? Is it going to be a new law introduced where it would just apply statewide?
