Whether with Marty Bass. Baltimore is in a deep freeze as temperatures dip down to a record low of six degrees. Hello. Ann Kellan is off on special assignment this afternoon. The National Weather Service says the mercury dropped to six degrees at the airport this morning, breaking the old record of eight. That is forcing many people to bundle up. And power failures are forcing crews to battle the cold to make repairs. Doctors at University Hospital are using extraordinary measures to help a man recover from hypothermia. His body temperature had dipped to 74 degrees by the time he was found in the cold. The cold has also hampered efforts to repair a transformer in Harford County overnight. And now a power failure has shut down at least one local school. Patuxent Valley Middle School closed at 930 this morning. It is cold weather like this that worries energy activists, too. The worry there isn't enough money to help the poor pay their heating bills. A coalition of groups today released a report on how those budget cuts will affect families and the elderly here in this area. Five kids, right? And we are like we in one room and we have to stay in one room to keep warm and got heat in this room because it's cold downstairs and I can't go. I'm the only one going out, you know, to get food or even to cook downstairs, you know, and bring it back upstairs to the kids. And it's cold air. The frigid weather is also hampering efforts to free a humpback whale over an ocean city. Rescuers are heading back out into the Isle of Wight, Bay this afternoon. They hope to pull the 15 ton whale out of the mud and push it back out to sea. But Coast Guard officials don't know if they can free the whale in time for it to survive. I don't know. It's not moving around very much. I just found a little bit of water and occasionally I lift its head out of the water. But other than that, it's about the only movement. The whale has apparently been stuck so long, a coating of ice has now formed on its back. Some high school students in Baltimore County have come to the rescue of dozens of needy families. The juniors at Saint Joseph High School got up early this morning, picked up donated turkeys and then filled the rest of their food baskets. Now those students are spreading a little Christmas cheer to families who wouldn't normally have such a holiday feast. Students, of course, have been told not to drink and drive, but at the state legislature does what it has set out to do. They won't be able to drop out of school and drive. City police have charged a Baltimore couple with child abuse in the death of their daughter. Allen Simkins and Grace Geisler called 911 yesterday to get help for their daughter. Paramedics say the two year old was dead when they got there and may have died from dehydration. 36 hours earlier. Simkins and Gessler are being held pending a bail hearing. Another child is now in protective custody. A Pikeville mortgage lender is in Howard County Circuit Court at this hour to be sentenced for theft. Jacob Frey faced a number of charges relating to a home buying fraud. Jonathan Scott bought a house from Braeden. It was supposed to be an investment, but he lost that house and his own home, a home that I was going to move into with my wife and my new baby. And it's just really taken us to the brink. But as snow showers spread, particularly over the southern part of the bay, visibility may be cut to under two miles. So our local radar does show that snowfall is being picked up by the radar. Some of this is still aloft, but this has been expanding over the last hour or so, pretty much forming up in northern Virginia and gradually moving into the Maryland area. These echoes penetrate as far north as the Washington suburbs now. And I think we will see light snow developing during the course of the afternoon. There's no doubt about some heavier echoes down in the lower eastern shore. And with the southern moisture, I should check the national radar map because that shows out a little bit better. There is a southern system that we were talking about over the weekend, but this southern system is going to track well to the south of us carrying its moisture off. It's a real mess down in the southeast today. Second day in a row of sleet and freezing rain. And you know what a pleasure that is to drive in. But that stuff will stay to the south of us. That other location. Sure. And the snow event doesn't look like it's going to be all that big a deal commensurate with this thing falling apart. Move along to the forecast map. We'll settle into a high again, cold. But here's the thing for the weekend. This is a very, very cold Arctic air mass. It's coming down from the far reaches of the northern hemisphere. We're expect to see we're expecting to see temperatures Friday and Saturday. That may well not get out of the teens. That's not windchill. That's actual air temperature. And then add on a pretty good wind. We're talking about a very, very cold period here into the early part of the weekend. So not much in the way of snow, however, in that longer term forecast. Rest of today looks like this. It's going to stay cloudy. A little snow will be developing during the course of the afternoon hours. I really don't think it's going to be enough to cause any big problems with rush hour or anything like that. High temperature, only 28 degrees or so. We'll have snow during the early part of tonight through the evening hours, 1 to 2in of accumulation. We may be being a little bit liberal there with the two inches. Maybe we should say 0 to 2 across the area. She says she'd buy service contracts for expensive products with lots of moving parts, things like camcorders and videocassette recorders because they're electronic and mechanical and is the mechanical part. It's the belts and the pulleys that will wear out before you buy a service contract. Make sure you know what's covered and what's not. Is it both parts and labor? What about regular maintenance? And who pays for travel charges if the service person has to come to your home? There is, however, no single focus, I think it's important to say and and really, as yet, no no motive. The Atlanta bomb was detected by routine X-ray screening of incoming mail. And this morning in Washington, D.C., a floor of the main justice building was evacuated following a bomb threat that turned out to be unfounded. All three of the bombs found in the south apparently arrived in the mail. And that presents a problem for authorities with the U.S. Postal Service handling 150 billion pieces of mail each year. Federal officials say letter and package bombs are probably unstoppable, but only 14 bombs went through the U.S. mail in 1988. And the reasons are clear. You have to understand electronics to some degree and and wiring diagrams. So that's not your average run of the mill type bomber. That'll do that. Many businesses and federal offices screen all incoming mail. Mail to members of Congress is always checked. Mail to the White House, goes to the Washington Navy Yard first. But for most Americans, postal officials say the first line of defense is always that mail clerk who spots the suspicious package. The parcel maybe ticking The parcel has, like I say, has broken open and there's wires hanging outside of it. Most letter and parcel bombs are sent for revenge to a spouse or boss. And there's one other thing. The jury awarded the Arnold, Maryland, couple $4 million in damages. Today, there are published reports of a possible breakthrough in the treatment of Aids. Doctors at Johns Hopkins say they were able to completely eliminate the Aids virus from a patient's body. Doctors say following a bone marrow transplant and the administration of the drug AZT, there were no they were no longer able to detect the Aids virus. However, the man later died of cancer. The parents of a two year old girl found dead in their Brooklyn home yesterday are in jail today, facing first degree murder and child abuse charges. David Murphy reports. Police say the parents neglected their child while friends say they loved her. For this Brooklyn neighborhood, the child's death was bad enough. Murder charges are unbelievable, especially when you're a neighbor of the accused. I know Kathy, and I'm the one who brought the baby home when it was born, and I don't feel she would do something like this to her child or to anyone. The baby's been sick for a while and she always takes the baby to the doctors and all that all the time. And I can't understand why that baby died like that. But murder is exactly what police who investigated two year old Brandy Simpkins death are calling it. Despite the Christmas decorations on the door this morning, it was looking very much as though no one from this house would be home for the holidays. The parents are in jail. An elder daughter is in the custody of the state and a two year old child is dead. This afternoon, this woman, Grace Kathy Geisler and Alan Simpkins, both 23, were charged with first degree murder for neglecting their young daughter. The medical examiner says the child died from dehydration and paramedics who first saw her said she looked malnourished. In fact, they call this air we've seen so far this early winter, late fall season, even colder than we saw last weekend. And more importantly, we're going to have a lot of wind. Severe cold weather tends to bring out the worst in man and machines. Heating problems at Bear Creek Elementary School yesterday forced the principal to close the school. Today, Bear Creek had heat and angry parents. A blown boiler at Bear Creek sent over 400 kids home early yesterday. But this morning, a group of parents were here saying they were left in the dark. I don't want to be on the news when my daughter is missing. It's too late and it's when it's too late. We want to prevent this from ever happening again. The parents are angry because some six and seven year olds walked home in the cold by themselves. But the school's principal says it's impossible to call 400 parents and plans for emergencies should start at home. This is extremely important because it could be a fire, for example, and no phone calls could be made from school. No one would be allowed in the building. So we hope emergencies don't happen, but we know they do. And children need to know what to do. The principal says children who walked home did so because their parents hadn't told them what to do in an emergency. The report details the impact of reductions in federal funding for weatherization and declining fuel assistance grants. On Maryland's poor and elderly residents. The groups hope to convince legislators to fill the gaps created by the cuts. Many people in Baltimore are not lucky enough to even have the warmth of a roof over their heads. On any given night, there are about 1900 people without homes in the city. Today, advocates for the homeless announced many are being turned away from city shelters because there are not enough beds. Almeida. Taurean has just moved into her own home. She treasures every inch of it because this is where she was just nine months ago. Almeida was one of 28 people evicted from the North Avenue Motel that night. Big Daddy took her in. I thought all was lost. The problem of homelessness seems to become most apparent when the weather turns cold. A homeless south west Baltimore man froze to death over the weekend. Doctors at University Hospital today are trying to save the life of another man who was found near death in a parking lot yesterday. At a news conference today, the executive director of Action for the Homeless said the homeless problem is growing worse. She says a new survey shows a growing number of people are being turned away from city shelters for the month of July. The average daily number of turn away was 118 people on November 13th. The number of people turned away was 177. 60% of all the people turned away were in family groups. This group and others are starting a public awareness campaign with billboards and public service announcements urging Baltimoreans to become involved in solving the homeless problem. Almeida Taurean has been there. She knows what it means to have a place to live. It means stability in the lives of me and my three daughters, where I can come in from the cold and be all right. It's my home to groups who help the homeless have requested a meeting with Mayor Schmoke. They want him to help provide more shelter beds and more services aimed at breaking the homeless cycle. Well, the mayor is also being asked to open public buildings to the homeless. The prolonged cold wave is putting a tremendous strain on available shelter in the city. The mayor says public buildings will be used if they're needed. And this past Saturday, Atlanta Circuit Court Judge Robert Vance was killed by an exploding parcel. We didn't stop in the 60s. We didn't stop in the 50s. We did not stop in the 30s in the 30s and said, We're not going to stop in 80s and 90s. You're scared now? Not at the moment. So what does it make? I'm not going to deliberately expose myself. I walk around here at night with my blinds pulled down. I don't leave these blinds. I don't invite death. But you know what I say To be man dies once a coward dies a thousand times. The FBI says all three bombs were packed with nails. And investigators think white supremacists may be behind all of the attacks, including the bombing of the ACP headquarters in Atlanta last August. Alex Dietrich reports. The old man came to the rescue. Nature will determine if the orphaned whale will survive. It took hours of rolling, coaxing and flat out tugging to free a young humpback whale trapped in three feet of water in the bay in Ocean City, the first time in anyone's memory a whale has come into these waters. Evidence to experts that the whale became separated from its mother during the humpbacks annual winter migration from Cape Cod to the Caribbean. I really don't see a positive view of the animals and ground this long and doesn't have the strength to get off. And the fact that he is following the shoreline could show that he's the juvenile and fearful of being on his own. The whale was first spotted in Ocean City's bay Sunday morning. Stranded half out of the water on a sandbar. Local volunteers did what they could to free it. But at nearly 20 tons and 35ft, even the best of intentions barely budged it. When he was crying yesterday, he was almost human. You could see it was really moving as we were working on him, trying to you know, you could almost sense the terror. You know, we're trying to talk to him and all. But, you know, he was just so scared. And just a stranded whales worst enemy is its own sheer size. Its skeleton was never meant to support 20 or more tons out of water. It's not the first time this lender has been accused of deceiving his clients. Jacob Freedman makes loans to people who are desperate for money. In return, he charges high interest and points in an I-Team report. Four years ago, we showed fraud and charged rates as high as 32%. Families told us they were deceived about the rates. Some even lost their homes when they couldn't afford to pay. Since then, the Banking Commission refused to renew Friedan's lending license. And today, a Howard County court sentenced Friedan to jail for taking advantage of the Scott family. And because of this case, this has put that off for about 4 or 5 years for us, which is a long time. Friedan says the jail sentence is unfair. He turned down an interview because he's appealing. He will remain out of jail until that appeal is heard. Suzanne Collins, Channel 13 Eyewitness News. Friedan lost another appeal to get back his lending license two weeks ago. But until all further appeals are exhausted, he can continue to lend money. The Maryland real estate agent, dubbed Robin Hood, wants to limit testimony on her behalf. Marilyn Herrell goes on trial next month on charges of stealing millions of dollars from the federal Department of Housing and Urban Development. Harrell says she gave most of the money to charity, but now she doesn't want those charities to have to testify in court. Harrell says because of her religious beliefs, she wants to tales of her donations to remain secret. For the second time this week, what seemed like a routine police call turned into a major drug bust. Two men, both of Danville, Virginia, were arrested. They've been charged with smuggling and of cocaine possession with the intent to distribute the cocaine and also possession of cocaine. Melvin tells us Jesse Lanier and Jerome Williamson are being held on $200,000 bond. Both suspects have prior drug records. Today, 12 people who live in Baltimore's public housing were honored as outstanding tenants. Mayor Schmoke presented the awards at a ceremony at City Hall. The recipients were recognized for their special service to other public housing residents. Their activities include organizing youth groups and coordinating cleanup efforts. Medical researchers at Johns Hopkins Hospital are getting a lot of attention today for an experimental therapy to combat Aids. Health Watch reporter Ann Kellan joins us now with more details. This news is all based on findings that go back several years and actually was released at the Aids conference in June. But we have to say researchers are cautiously optimistic about this. But they say this new procedure may be a breakthrough in fighting the Aids virus. Researchers at Hopkins confirmed they have found a way to rid the human body of Aids, thanks to combining two known treatments. This bone marrow transplant, along with the drug AZT, two years ago, they gave AZT along with that bone marrow transplant, to a 41 year old Aids patient, even though he died from a cancerous tumor. 46 days after the procedure, doctors found no trace of the Aids virus, HIV one in that patient, making researchers somewhat optimistic. If we can demonstrate in a group of patients that we can achieve the same result, we can demonstrate that this is not only eradication of the virus in a one time frame, but we can demonstrate that the virus is gone for prolonged periods of time, months. Then I think it might be reasonable to consider this therapeutic approach. Dr. Cyril cautions that their work is not necessarily a cure for Aids because it is possible that the virus may still exist in amounts too small to detect with current technology. We have done a second transplant that was very recently recovered just very recently. I would like to make no additional comment on this picture. Harnish has practiced karate for only the last six weeks, but already the Orioles 23 year old right hander out of Comac, New York, is feeling the benefits. The biggest difference I notice right now is the flexibility aspect. I mean, my stretch has increased tremendously in just a month. Yet as he improves his conditioning and looks towards 1990, Harnish can't forget what he calls a disappointing 1989, his rookie year in which he won only five games and lost nine. I was real uneasy. I didn't feel real comfortable at all thing. And I went through a lot of adjustments this year and it's just probably my own fault and a lot of pressure I put on myself. Yet no matter how his pitching is judged, Harnish is most remembered in 89 for an injury that he suffered off the field. And if there's anything noticeable as you watch Harnish work out here in his martial arts uniform, it is that there is absolutely nothing wrong with his right foot, the same one that he injured in Toronto the final day of September when the Orioles were in town to try to win the pennant the night Harnish stepped on a nail. It caused so much pain that Harnish would have to miss pitching in the Orioles most crucial game of the season. He woke up the next day and it had blown up tremendously to the point where I couldn't even stand on it. It was a game highlighted by a courageous effort from Harnish, his replacement, Dave Johnson. Yet the Orioles lost the game and their chance at a pinch hit if they didn't win the division. We have a follow up tonight on the truck accident that closed Interstate 270 for 20 hours last week. The driver of the tractor trailer, 41 year old Larry Stewart, is now being charged with negligent driving and unsafe lane changing. Stewart told authorities at the scene that his right front tire blew out moments before the crash. State police believe the flats happened after the accident. Tonight, the state charges spa ladies health clubs may have been letting people's money go unprotected. The Maryland attorney general's office accused the spa of violating consumer protection laws, saying the spa has allowed some $200,000 worth of advance member payments to go unprotected. The Consumer Protection Division wants Spa Lady to post a bond for those advance payments or refund them. The hearing is scheduled for February 15th. In Annapolis yesterday, a court spokesman declared Judge Murphy could make much more money as a private attorney. He happens to be correct, but every judge on the bench could make the same argument. Almost all of them gave up lucrative private practices, knowing they'll make far less money on the bench, but also knowing they're doing something vital for the life of the community. They knew this coming in. In Judge Murphy's case, he's been a figure of strength and integrity for the state of Maryland. But it's a meaningless argument to say he could make more money as a private attorney. And it's unseemly to look for a 25% raise when most state employees are getting next to nothing.
