MORGAN State University students plan to state their case loud and clear in Annapolis today. Hundreds of students and alumni climbed aboard 23 busses a short time ago to head to Annapolis. They're marshaling their forces for a rally this afternoon to air their grievances about conditions at the school. And closing arguments began shortly after 1030 this morning with the defense attorneys saying to the jury, I told you this was going to be the most bizarre case and it has been in the 18 years I have had of practicing law. Karlene Wilkinson quietly wept as she was characterized as a sinner, not a saint, a woman with a lot of problems and illegal alien with a string of convictions, but a loving mother of four who had no need to kidnap another woman's baby. The prosecution, however, hit hard, characterizing Wilkinson as a woman incapable of telling the truth. A con artist, devious, conniving, a liar. A woman with a string of aliases and several versions of her own story who can't explain how she got the Avery baby or the whereabouts of the child she said she gave birth to. Closing arguments will continue in about 10 minutes and we'll have more of the story tonight at six. Back to you. Then we got to do kind of it an episode of shower activity, want to put it that way, move everything, clear it out. Now, you would figure it's going to stay clear much of the afternoon, but we are now into a position just like you'd find in the summer, where the clear skies themselves may help bring some more showers and clouds later on. No advisories now on the bay. Winds in the southwest, 10 to 15 knots. You bay water temperature is 38 degrees. You look at norm sunny picture and you may have gotten up late and wondered what clouds will take a look at the four d satellite photo. It's only about ten or 15% possibility, but it can't be overlooked. 51 now down at the airport, 51 in D.C., 50 degrees now out in Colombia. Here's your radar plot. All the shower activities hang hanging just to our north. And this is the actual border of the warm front itself. Look down to the southwest, nothing going on. No one is exactly sure why, but for some reason, the hammerheads in the Sea of Cortez off Baja School, they can be up to several hundred individual strong. To most of us, that would create fear. But for Dr. Apter, clearly sharks create wonder. The sharks we encounter are almost always in schools north of this. Occasionally you'll see sharks on the sea male. But generally just a few of them. Clearly is trying to learn where sharks go when they go their separate ways at night. He theorizes they follow magnetic highways. Each shark follows its own specific path. Now, if true cleanly figures, he can apply his knowledge to commercial fisheries. We think by understanding the way this one species navigates, we can understand how all animals navigate better. Dr. Cleverly wants to attach a radio transmitter to tricky operation at best. To do it, he spends hours swimming, waiting for the right time and the right animal. Then he dives as deep as 70 feet with just a spear and the air that's in his lungs. And in a flash, the transmitter is attached and the chase is on. If Clem Lee's theory is correct, the six foot long shark will leave this area at night. Follow a path and feed along the way. The morning the shark will return following the same path, the same magnetic highway. Ironically, the more science teaches us about the hammerheads, the easier they become to kill. This is war. And that's today's Noon Health Watch. A panel of experts is concerned about the practice of admitting young people to state hospitals because of emotional problems. Our vice president, general manager Marcellas Alexander, looks at an alternative to care in public or private hospitals. In this Channel 13 editorial. A kid who is emotionally disturbed has problems enough. But the medical system his parents turn to for help may be making matters worse. A panel of experts says what happens to troubled youngsters in Maryland isn't pretty. Too often, they're carted off to overcrowded, understaffed hospitals more often than not. That experience does them more harm than good. For many youngsters, inpatient care is unnecessary to begin with. Removing them from home and community further isolates kids who are already withdrawn. Then it sets them up for a second crisis, having to readjust to home after being released. Many suffer the stigma of having been committed. Here's the real sickness in all of this. The research panel says state officials have done very little about hospitals providing substandard care. The report also cites a lack of policy and planning. Some experts say doctors are too quick to refer kids to inpatient care because its most profitable outpatient care is less expensive and often more effective. It's based on a patient's need, not his insurance allowance. Parents should rely on outpatient service first. You'd think the state health officials would be savvy enough to do the same. But they expect to meet only one half the need for outpatient care in 1991. That's inexcusable. This was a WJC TV editorial. He told me that if I didn't dissect the animal, that there was no sense to me being there because I was going to fail the lab. Normally, we use about eight different maps in our forecast. Let's let's tell you how we do it. How do we do? Well, here's how we do it. Normally, we have a state map, a local radar, a national radar, a4d clouds. Now cloud cover, current map, forecast maps into Mars and basically how we do it. Satellites up in space send data back to ground stations. We get data through computers, also through telephones, through to fax machines. We put all this information together. Basically, modern communications really make things a lot easier today for forecasting with all these different pieces of equipment, plus an observer, someone who goes out, I go out. People go out all around the country to give us weather data and feed them into these computers and satellites and fax machines. We come out with what we hope will be a good forecast. Prison officials are catching heat for some construction projects that have taken too long and cost too much. Bobby Joe DiPietro is a delegate from Prince George's County who happens to build shopping centers when he isn't working in the legislature. DiPietro was listening to testimony regarding the construction of a prison roof. The roof took ten years to complete ten years, said DiPietro. I can build a million square foot shopping center in 16 months. The prison problems would be laughable if they weren't so pitiful. Testimony in Annapolis reveals that in 1978, the Maryland prison system decided to spend $70,000 for a new roof on a Carroll County lockup. The work took ten years. Instead of $70,000, it cost one and a half million dollars. Then there's the case of the three and a half million dollar prison kitchen in Hagerstown. It took eight years to build this kitchen instead of three and a half million. The cost was six and a half million. What's the problem? Well, prison officials blame bureaucrats. Bureaucrats blame builders. And everybody agrees it's the taxpayers who bear the burden. Most of the time we hear about prison overcrowding might be worth a little overcrowding to toss into prison. But as education reporter Debbie Wright explains, Morgan State remains shut down tonight and the students are talking tough. But some weary Morgan State students boarded busses for Baltimore tonight and vowed to continue their sit in in protest of state funding levels for the school. That's despite the fact that university president Dr. Earl Richardson has ordered them back to class. If we have to, we'll sit here. The students spent the day rallying behind their leaders who met with Governor Schaefer to try and get him to put the school's funding on par with other state schools. And the governor is really being positive towards us. And although student leaders call that meeting positive, they say they did not get the concrete assurances they sought. So far, their sit in has left the school virtually shut down for four days. We're unified now and we are holding strong and steadfast on our issues. So we're not backing down. Governor Schaefer would not talk with reporters after the meeting, but all week he has steadfastly said that funding discrepancies happened in the past, but that he has increased the school's funding. He points to a multi-million dollar appropriation he made to fix dilapidated dorms. Student leaders applaud those efforts, but say more is needed. So the sit in here at Morgan State University continues. Student leaders say they will meet throughout the weekend to further develop their strategy. But with future meetings planned between the governor and his staff, the mood here is positive because at least the lines of communication have been open for the night.
