We've got the latest on the GM shutdown. The governor's plan to get guns off the streets draws fire from across the state and get ready for the gridlock as the Beltway improvement plan goes into high gear. We'll show you where the traffic headaches are going to be the worst. You're watching TV with Baltimore. Most watched 6 p.m. newscast. This is Eyewitness News. Vic Carter. Weather with Bob Turk. Sports with John Burin. A strike in the Midwest closes plants in the East, including here in Baltimore. General Motors workers at the Browning Highway plant were told today the assembly line is being stopped. The eight day strike in Ohio is affecting General Motors assembly plants all over the country. Here in Maryland, the Browning Highway plant is the city's biggest manufacturing employer, with over 3130 100 workers. Alex Demetric is live at the plant now with the latest on the effects of the strike. Alex. Well, for those 3100 workers here at this GM plant, work officially came to an end about 430 this afternoon. The night shift had only just started work when it left home, when it was sent home early. Because a strike in Ohio has brought a halt to parts supplies here at this plant. I need a job. How can I get a job? There were jokes, but they were more along the lines of gallows humor. As the night shift was sent home early from the General Motors assembly plant on Droning Highway, the latest casualties of a strike that began last week at a ports plant in Ohio and has been spreading ever since. Everybody's resigned. That is going to happen there. Some saying, okay, a couple of days were fine, but other than that, you know, after pickets went up at two break manufacturing plant parts have been drying up.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136414/file/253005#t=5.63,118.89"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136414/file/253005/transcript/71257/annotation/2","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"15 factories are now closed. 60,000 are out of work in Baltimore. Making ends meet is now worry number one. It all depends on how long the strike will be for. You know, the really hurt. But people are living from paycheck to paycheck will be in trouble. Sometimes they hit us hard. Sometimes they hit us all and all depends on how long they be out. The Baltimore plant makes Chevy Astro vans and GMC safaris, but because GM plants do not carry a large inventory of parts, the factory here was forced to shut down its assembly line when parts for brakes ran out this afternoon. That means 3100 workers are on indefinite unpaid leave, although there will still be work for haulers and plant maintenance crews. There's a lot of work to me because that will be ripping out a lot of things that, you know, normally would drag on that I only do on weekends, so I'll be doing them during the week, then give you a chance to catch up. It'll give me Saturdays off. Local suppliers like Murata in Carroll County are still operating, building up their inventories. But if the shutdown stretches into next week, layoffs may begin hitting these factories as well. In a shutdown, time is literally money. But a cause is still a cause. It's jobs. And it's you and your brothers and sisters losing our job. So right now we have to take a stand and we're behind them 100%. Whatever. Whatever's got to be done, it's got to be done. You know, we're behind them. But that's how long this strike lasts is very much up in the air. All workers were given as they left here this afternoon was a sheet of paper saying, don't come back to work tomorrow and monitor the news media to see when you can come back.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136414/file/253005#t=119.34,217.26"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136414/file/253005/transcript/71257/annotation/3","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Of course, we know the strike has gone on for eight days. How now is General Motors positioned for the strike? Well, actually, General Motors might be positioned fairly well, even though the analysts say that they could lose up to $250 million a week if the strike spreads to all assembly plants. And it might very well do that. Yet the company still has a reserve of 80 days worth of trucks and cars that it can send off to the retail to the the car dealers. Okay, Alex. Thank you. So far, no new talks are scheduled. As we mentioned, Maryland is not the only state affected by the Ohio strike. Just this morning, the plant in Linden, new Jersey, closed because it ran out of parts. 17 of GM's 29 assembly plants have completely stopped production because of a lack of parts. Another 14 are partially affected. So far, the strikers idled more than 60,000 workers nationwide. In addition, the plants in the United States, plants in Canada and Mexico have also been idled. A Harford County community is shocked to learn that the person charged with a racial attack on an Aberdeen family is a 14 year old boy. The sheriff's department says the boy is responsible for this racial slur written on Karen Johnson's windshield last September. He also allegedly wrote a threatening note. The boy was first questioned in connection with a church burglary, and then he was charged with both the break in and the racial incident. I think it was malicious because they knew whose house it was. Whatever. That's beyond a prank, definitely beyond a prank. And it's hard to believe that parents do not know what their kids are doing. It's really sad. They are in the custody of their parents pending action by juvenile services. The governor's gun control bill is attracting widespread attention. People around the state traveled to Annapolis today to make their views of the bill known. We have team coverage tonight. First statehouse reporter Suzanne Collins. She says the governor's bill is based in part on a law in Virginia. Suzanne. Well, Vic, in Virginia, they limited the number of guns a person could purchase at any one time. And the governor here would like to make that one a month in Maryland. Another provision regulate second hand sales. Once they're gone from the gun shop. And a third but really controversial provision would license people who buy handguns. That's fingerprinting in all. Now two mothers testified for and against today. In the morning. I remember the shock. The pain. Melanie Thompson says her son was killed in Glen Burnie two years ago by a jealous boy with a handgun. The point is, is we need less access. It's teen gun violence that's gotten out of control. It's not just in the cities. It's here in this county. She came to testify in favor of the governor's bill. And there were other parents who'd lost children. A young man shot in the eye. A teacher shot in the face by a teenager.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136414/file/253005#t=313.47,409.72"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136414/file/253005/transcript/71257/annotation/5","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"But some affected by violence were opposed to the gun control bill. My only child had committed suicide with a handgun. And I know whenever someone suffers that type of loss, they go to an extreme and they want to eliminate the cause. This mother says gun laws are already too restrictive. And when I called state police headquarters to obtain, the paperwork, whatever I needed to do to carry a gun to protect myself because I had some experiences in the city that were frightening. They told me I could not get a permit to carry a gun, to defend myself. Only if I were transporting jewelry or making deposits for a company, which I found was ludicrous. Governor Glenn Denning claims ever since Virginia tighten gun laws, criminals are flocking to Maryland to buy them. Today, Marylanders are not only killing one another and killing our children, but we have become the major source, the exporter of the instruments of death up and down the East Coast. Gun owners plan strategy before the hearing. An NRA spokesman says sights should be set on punishing criminals instead. We know that that criminals will be resourceful. They will find ways around the law. But regardless of what happens, it's very fundamental that if they don't have serious reform in the criminal justice system, there isn't a law on the books that's going to work. In the past, powerful committee chairman Walter Baker blocked gun control bills, but this time he supports some of what the governor is asking. I have no problem with, limiting multiple sales. But we'll see what comes out. Suzanne, what about the people on the front lines, the folks who see these guns every day? The police. What do they say about the governor's bill? Well, you know, it's interesting. There's a bit of a division there. You have the Chiefs of Police Association who've supported the governor endorsing the bill, but then some FOP leaders are on the other side of it. So I suppose it depends on whether their top brass or rank and file. Okay, Susan, thank you for the live report. There will be another hearing in Annapolis on the governor's gun bill, this one by a House committee. Well, an effort to get guns off the streets is not new. In fact, the city has had a program in full swing for nearly a year. By many standards, the program is working. Police are making raids, and they are confiscating guns. But our team coverage continues with Dan Saunders, who says some residents are not convinced that the program, called disarm, is as good as it sounds. More often than not, the calm and peaceful side of Baltimore is interrupted by this. Today, city Police Commissioner Thomas Frazier said. So far this year, the disarm program has taken more than 800 guns like these off Baltimore streets. That's 814 guns that won't be pointed at law abiding citizens or killing innocent bystander in a shootout between drug dealers. City, state and federal leaders say gun toting repeat violent offenders, some with rap sheets this long, can look forward to federal judges handing out mandatory sentences once convicted. They want to be there when it hit and look they bad. Man, you dressed this good, man. You out here on the street. We are here struggling. I don't think it's as terrible as it once was. I mean, we send them to jail, we get a college degree, they get free meals, they watch TV. I'm not so sure that that's punishment. Of course, officials do realize that the task of taking guns off the streets here is easier said than done. However, many Baltimore we talked with on the streets today took it a step further by saying such an undertaking is virtually impossible. I don't know how they're going to do that unless they stop making, you know, words or selling them. Somebody is going to always find a way to sell guns to somebody who really shouldn't have a gun. Nevertheless, police here say they are committed to taking as many guns off the streets as they can. Saying that even one less gun will make the city safer. Stan Saunders, channel 13, Eyewitness News. The disarm program is part of Attorney General Janet Reno's national plan to get violent criminals off the streets. So today, the state announced major plans to widen part of the Beltway. But Mike, she reports, live in the Beltway. Future relief may mean more headaches in the present. Mike. You know, this is an area of the Beltway that everybody just dreads. Anyway, there are three lanes, but four are needed just to handle the current traffic, and that is what is expected in the future. Now that is going to take two and a half years to pave four miles of roadway. It's already bad during rush hour. Well, we're still stacked up on the west side, out a little bit. It's very slow. I drive halfway around the Beltway each day, morning and evening, and I find it a miserable experience. Miserable now because every day about a dozen additional cars use this road. Over time, that means that this road is too crowded. Tonight, thousands of these barrels are going out into the lanes in order to speed you up. The grass median is going to be taken away in its place, an additional lane each way. The area affected is the busiest part of the beltway. These four miles are also among the narrowest. So right about now, this is all beginning to sound like a great big hassle to you, isn't it? Well you're right. But take heart. If you drive during the day, it won't be as bad. But if you drive at night, be prepared for traffic on the interstate to come to a complete standstill. I may stay and work an extra hour to avoid it. Well, that's true, but, yeah, we're all good. Things must come some bad, and we're going to have to do it a bad. No, it was a good, good. These are the same people. That'll be grumbling now, but they'll be very happy in two and a half years old, being very excited when they have their new lanes. The goal is in sight. But get used to playing a high stakes game of dodgeball first. So get used to seeing these bright orange barrels around tonight. And so there are going to be inconveniences. They don't say they're not. But the real problem also may be for people who travel regularly on the Beltway after 10:00 at night, because then at some points it could be down to just one lane of traffic, or when they have to replace some of the bridges, like the Falls Road bridge is going to be replaced and that's going to be completely gone for eight months. They may have to stop traffic altogether for 15 minutes or so on portions of the Beltway. That is going to affect a lot of people in this building. Yes. All right. Thank you. Mike. The state is already drawing up plans for the next big project, lengthening the bridges on the Beltway east of York Road. Someday, a fifth lane might be needed for that stretch of 695. She paid her rent on time, but her landlord's default was being taken out on her, even though the tenants rights in the property and when the landlord's rights in the property. And there is a remedy to be found in the courts. Judges are aware of the fact that frequently the tenants have had no notice about what's been going on, who has been chasing the landlord. So you can file something known as a motion to extend time, which is a way of saying to the judge, look, I need more time in this property until I can find another home. What the judge is concerned about in these kind of cases, Vic, is that the mortgage holder, the you know, that person shouldn't have to suffer either.
