The Congress of People's Deputies and of the parties guarantee the leading role in the Soviet society by okaying a multi-party political system. In an overwhelming vote, the lawmakers also legalized private ownership of factories and approved broad new powers for Gorbachev. Another country in the midst of change is Nicaragua, and President Bush is reacting to that change. The president today lifted the U.S. trade embargo against Nicaragua and called on Congress to speed through a $300 million package of emergency aid. Bush is also pushing for a half billion dollars in help for Panama. With all the money coming from the Defense Department. These nations need our help to heal deep wounds inflicted by years of strife and oppression. Years of loss and deprivation. And we must act and act soon to help the peoples of these new democracies in two great and historic tasks reconstruction and reconciliation. The president says other nations can and must help, but only America can take the lead in this effort. Back here in Baltimore, the Morgan State University campus is quiet for the first time in a week. The students protest over poor conditions, and low funding has ended for now. The school had originally threatened to cancel spring break, but it will go ahead as scheduled. There won't be any backlash on the part of the administration here at Morgan. We understand clearly that the students had some legitimate concerns, some legitimate demands that had to be addressed. I'll never forget a long journey, because one day we decided to sit in, stand up for our rights. Stevens will tell you they've won. They have a meeting tomorrow with the Department of Higher Education to check Morgan's budget. A week later, they will go meet with the governor. The call might be deceptive, though. Students say if they decide the governor doesn't deal with them in good faith, they won't shut down. Truth hold. They'll shut down the whole campus. Lowell Deo, Channel 13 Eyewitness News. Two more students plan to rally outside Truth Hall every afternoon at 2:00 until they meet with the governor. And Anne Arundel County police are investigating threatening messages sent to three black families living in a Brooklyn Park neighborhood. Last week, Ballard testified before the county grand jury investigating former Crossfield police chief Norman Swift. The 1987 fire did $5 million in damage to a two block area of that town. A new effort is underway to track down parents who owe child support. State officials are reporting to credit companies the names of parents who are at least $1,000 behind in payments. So far, 1300 parents from three counties have been turned over to two national credit reporting companies. Officials are hoping the new tactic helps since most people don't want their credit ratings affected. The number of hepatitis A cases is on the rise in Maryland. State health authorities say the number of cases has nearly tripled in the last year. Much of the increase comes from cases reported in Anne Arundel and Baltimore counties and in Baltimore City. Authorities say they have no explanation for the dramatic rise. Hepatitis A affects the liver and is very contagious. Hepatitis B infects the blood and hepatitis B can be fatal. Some Baltimore school students can't get away with lying to their parents about their homework anymore. Mayor Schmoke is calling parents of the Canton Middle School. He's telling them about a new phone line that gives parents a recorded message describing their homework assignments that day. Canton is one of three schools taking part in this pilot program. It will help parents keep track of their children's homework assignments. I like that one. Doing taxes by hand means spreading your receipts and records all over the kitchen table, then figuring out which forms you need and which numbers go where. Income tax software is designed to get you through the maze of IRS forms, helping eliminate some paperwork and reducing math errors. We tested four popular software packages, all designed for IBM and compatible computers. We gave the software to four volunteer tax payers, all on home computers, but none is a computer whiz or tax expert. Terry and Mike Enright was dreading doing their taxes here. They bought a house in 1989. They also had several tricky deductions. Swift tax, they say, made things manageable. There are enough things, too, where it was getting extremely confusing. And the program helps helped out quite a bit as far as that's concerned, kept this perhaps from going to an accountant. Floyd Davis usually does his taxes on the kitchen table. He gave high marks to TurboTax. Andrew Tobias His tax cut requires the user to provide six blank floppies, something that's not mentioned on the outside of the box. Overall, though, we got four thumbs up. All of our testers said the programs gave them more than enough help and all said they would use tax software again. A few tips should you decide to try a tax program by software compatible with your computer? Buy a program with the right size disks for your machine and make sure the program handles all the IRS forms you'll need to. This is her voice bomb reporting. And you do that, but you do it. But I'm sure that my accountant's been using computers for, I'm sure, accountants for years. But if it's good enough for the big leaguers, it's good enough for a sandlot players, too. The Senate Judicial Proceedings Committee will hear testimony on that resolution this afternoon. Jackson is a resident of D.C.. He is testifying as a guest of the resolution's author, Prince George's County Senator Decatur Trotter. Question today about the whereabouts of D.C. Mayor Marion Barry. Barry checked out of a South Carolina substance abuse center this past weekend, but he has not yet returned to the nation's capital. Officials running the city in Barry's absence say they don't know where he is. But a spokesman for the mayor says Barry is still in South Carolina. Topping our noon health watch, a first ever gallbladder operation at the University of Maryland Hospital. At a news conference today, doctors announced the world's first gallbladder removal with only local anesthesia. The patient, a Pennsylvania opera singer, was worried that the throat tube used for general anesthesia would damage her vocal cords. Doctors described a procedure using a laparoscopy and a miniature video camera to remove her gallbladder through her navel. Changing your toothbrush could mean a change in your health goals and is about as meticulous as can be when it comes to brushing and flossing. She's got a healthy smile to show for it, but like most of us, she's holding on to her brushes way too long. Well, I've used this one for about eight months, and I guess the reason I've had it so long as I haven't lost it yet. And I didn't really know that you're not supposed to use it that long. I had no idea. If the bristles on your brush are starting to splay to spread out like gales, it's definitely time to switch. Brushing gently and rinsing your brush in cold water instead of hot will make bristles last longer. If you keep using your toothbrush on and on and on and you let it get completely worn out, then your ability to clean your mouth is going to decline. You'll make yourself susceptible to gum disease into cavities. You'll get abrasions and nicks in your mouth that will be irritating so long as you aren't sick and you alternate your brushes. JOHNSON Seven month old grandchild Brandon is in surgery at this hour after being shot three times in the abdomen and hip. Tragedy on the road has taken the life of another young Baltimore child. Emergency crews were dispatched to north west Baltimore this afternoon when a two and a half year old boy was struck by a truck. Unfortunately, the child could not be saved. Police say the boy ran into the street and his mother sent his older brother chasing after him. When I first came out the gate, I could see him doing about as well as he turned around the corner. And when I got down to the corner, a very strong shot was in, I certainly don't believe. The boy was taken to Sinai Hospital, where he died late this afternoon. His name will not be released until his entire family has been notified. The notes warn, move out or you'll be sorry. Police say they do not know of any organized group of skinheads in the county, but they are investigating. The threatening notes have caused concern in the community. I really discussed. I really feel bad about it and I really hope that someone would do something about it because, you know, you anyone should live where they want to now. There's never been any problems with blacks or whites or any of us living together. The Harbor Valley Community Association is expected to take up the matter at its next meeting. I've heard of it on the news and all, but in this neighborhood I just couldn't imagine. Why has anything like this ever happened to you before? Tonight in Edgewood, man remains behind bars, charged with starving to death a military police clerk. A Harvard County district court judge refused to set bail for 31 year old Daniel Eugene Turner today. Turner is charged in the murder of Bonnie Sue Joseph. Her body was found yesterday morning, several hours after she left the military police station at Aberdeen Proving Ground. No date has been set for Turner's preliminary court hearing. State police arrested a New Jersey woman at BWI today after finding £35 of marijuana in her suitcase. The marijuana was discovered by a drug sniffing dog in a suitcase in the airport's baggage area. The search was made after state police got a tip on a shipment of drugs. 29 year old Marie Reed of East Orange, New Jersey, was arrested and has. She got off a flight from Houston. She's now facing drug charges. Well, tonight, for the first time in a week, all is quiet at the Morgan State University campus. The students protest over poor conditions and low funding have ended for now. They've told Low Day what happens next. School had originally threatened to cancel spring break, but it will go ahead as scheduled. There won't be any backlash on the part of the administration here at Morgan. We understand clearly that the students had some legitimate concerns, some legitimate demands that had to be addressed. I'll never forget a long journey, because one day we decided to sit in, stand up for our rights. Students will tell you they've won. They have a meeting tomorrow with the Department of Higher Education to check Morgan's budget. A week later, they will go meet with the governor. The call might be deceptive, though. Students say if they decide the governor doesn't deal with them in good faith, they won't shut down. Truth hold. They'll shut down the whole campus. Lowell Deo, Channel 13 Eyewitness News editor and student say they'll meet outside Truth Hall every afternoon until they meet with the governor. Well, D.C. Mayor Marion Barry is back. The Reverend Jackson came before the Senate Judicial Proceedings Committee to speak in favor of a resolution sponsored by Prince George's County Senator Dick Carter Trotter in support of a bill in Congress to grant statehood to the District of Columbia. Jackson said he supports D.C. statehood for four basic reasons D.C. statehood is morally right. D.C. statehood is politically possible and necessary. D.C. statehood will not harm Maryland and D.C. statehood will help Maryland, Virginia and the country. It is not for D.C. only. And he said proposals to annex the District of Maryland missed the point. We do not need to be a next and our problems become Maryland's problems. We need self-determination to solve our own problems. Jackson said the statehood campaign is based on the principle that if something is morally right, it will eventually become politically possible. This morning, the ailments caught up with him. My head hurt, which is going to take my legs, cotton. And I couldn't breathe and felt like I was falling asleep and I couldn't wake up. Luckily, when all this trouble started, Mr. Hurt was on the phone with a customer service representative. A person, it turns out, who knew just what to do. And what's the problem over there? The customers are patient free. The customer service operator who was helping Charles with his telephone bill heard him wheezing and called 911. Come on down, jerk. Yes. Thank you so much. You're quite welcome. Thank you so much. This afternoon, Charles invited that operator, Jacqui Alston and her supervisor over to say thanks. About the third or fourth time I called and he was wheezing even worse then. And I could barely talk because kind of. Well, he couldn't really talk to me because of me. It sounds like he wasn't breathing. That scared me. She saved my life. And I said he and I cried because she saved my life. Jackie's deed is remarkable because she's only been on the job for about 18 months and has never had an emergency like Charles before. As for Charles, he's got an extra tank of oxygen on hand now and has recovered from his latest bout with illness. And he's grateful. Running his own landscaping business in a sparsely populated section of Baltimore County. Given the fact that the business is located somewhat off the beaten track, Randy needed something that would bring business in, and he found it right here on his own property. A place for a sign right on the Beltway that would be seen by about a half a million motorists a day before putting the sign up. McMonagle applied for and got a permit from Baltimore County. It showed the sign as it now exists 35 feet high in setback, six feet from the road. He also got a permit for an entrance sign along the road. Two years later, a county inspector told him they both had to go. He said that the two signs that I had were illegal, but that they I didn't have permits for him and I shouldn't have put them up. And I said, No, sir, I've got permits for these. You don't go back to the consumer and make him pay for an error that was made in house. There's got to be some sort of a law that states once a county has made a mistake like that, then they're liable for it. Will the county pay for the damages? No. Robert Haines is Baltimore County zoning commissioner who ruled that the Beltway sign must come down because a permit doesn't make an illegal use legal. You could have a 50 storey building that cost $50 million to build, and technically you could be ordered to move it. Someone should not be able to come in and remove something that you've got a permit for to do in any way, shape or form. I wouldn't let them do that. I would stand in their way. Now, I wanted to add, this case is now on appeal, but that to me is going to be a long process and frustrating and make you angry. So where is the protection? I mean, you get a zoning permit and why should you believe it? Well, that's the whole problem. Let me tell you the theory. The theory behind all this is that you're supposed to know whether the permit you're given is properly issued. You're supposed to know the law, in other words, better than they're supposed to know the law. Six alarm fire ripped through the Jack and Jill Ice Cream Company in East Baltimore early Saturday morning. Still no idea what started the fire. When it comes to cutting hair and applying cosmetics in Maryland, who needs to be licensed and who doesn't? Deborah Stone tells us that question has brought a storm of controversy in Annapolis. This is the International Academy of Hair Design and Technology, one of several barber schools in our area right now. Teachers, assistant teachers and students at schools like this have to be licensed by the state barber board. But a bill in Annapolis would eliminate those licenses and place these schools solely under the jurisdiction of the Board of Higher Education. The school's owner approves. We're not brain surgeons. We know we're barbers. Okay. And which is cutting. We teach in perm and hairstyling and so forth. They they may not be. They may not know the proper way to do it. And they'll have nobody to oversee and they'll have no one that that will actually ever say it. I think it's the worst atrocity to the public that I've ever seen. It means that anybody can teach you can teach skin care, you can teach makeup, you can teach hair cutting, you can teach in chemicals, anything without any background at all. We have sanitation regulations that are in the bill, so we're protecting the health and safety of the public. The running dispute over these bills did not stop the measures from passing the House. The only places that really cooled off today were on the western side of the bay because the west wind picking up the nice, cool air off the bay. Temperatures were held into the seventies. Now we have some severe weather outbreaks right now from Minnesota into western Iowa, central Kansas into central Oklahoma. These are severe weather boxes, severe thunderstorms and some isolated tornadoes in these little areas that are boxed in the red right there. Also, some severe weather in western Illinois and eastern Iowa. Showers and thunderstorms breaking out. Why do all this tropical air moving up with very high temperatures and a lot of humidity out here running into the colder air that's moving across the central plains. Sets up the perfect scenario for this violent weather here in the east. Nothing violent, anything violent. That is how hot it's getting. Take a look at the cloud cover. Considering the NFL, 50% of those athletes use steroids. Who's stopping them? You see people trying to sell too much in order to get into college. And people don't understand. Murder, robbery and drugs, chronic problems for the people of one southwest Baltimore neighborhood. Tonight was to have been the beginning of a grassroots effort to take back the streets. The night Paula up and tells us what happened. Well, I'm fired up, and I'm not going to take it anymore. It's Reverend Willie Way's first of the year. Take back the streets and save another youth rally. This time it was a prayer vigil for two recent neighborhood killings. Marvin Carpentier, a suspected dope peddler who was gunned down, and Craig Randolph, a suspected thug shot to death by police both some two weeks ago within several blocks of each other. These young men weren't being held up as heroes so much as examples of what happens when you are seduced by a criminal lifestyle. It should have been a powerful message, but only a handful of people turned out to hear it. Many of the people around here are just apathetic. They don't care. And the drug dealers and the drug lord, they're taking over the streets. People are scared. They I think most of them just don't care. Mayor Marion Berry is back. Berry told a shopping mall crowd of supporters he is suffering from alcoholism and from addictions to anti-anxiety prescription drugs. But the mayor refused to talk about his cocaine possession and perjury charges. I'm not coming back here as a crusader against alcohol and chemical dependency. Nor am I an instant expert on addiction by the hand, though this problem is not well understood by Americans. And I realized that I have to speak out about this chronic illness. Berry vowed not to give up his office and promise to say soon whether he will run for reelection. Well, tonight, the state legislature is tackling the issue of drug abuse by elected officials. State police at BWI arrested Marie Reid of East Orange, New Jersey, as she stepped off a jetliner. Reid is charged with drug possession and distribution. Nearly half the billboards displayed throughout Baltimore City are illegal, and almost all of them advertise nicotine or alcoholic products. That fact has the city council considering a new measure that would make it faster and easier to tear them down. The night team's Andrea Koppel as a report. Ours is a nation that thrives on competition. And in order to compete successfully, many companies spend lots of money to advertise their products. It's hard to miss these two billboards here in East Baltimore one advertising, alcohol, the other Cigarets. And in the eyes of the city, these two billboards are legal. Meanwhile, half a block away here at the intersection of Green Mountain Chase are two other billboards advertising the same product. But in the eyes of the city, these two boards are illegal. The city says they're illegal because they weren't approved by the zoning board, a lengthy process that sources say can take up to nine months. Council President Mary Pat Clarke has sponsored legislation in hopes of correcting this problem. If an ad comes on television that I don't like, I can reach over and turn it off or the radio. If it's in a newspaper, I can put it down, but a billboard stares me in the face and I can't turn it off. Next Tuesday, the council will hold another public hearing on the billboard issue. What's the matter? Other county families have been getting messages delivered to their homes. Messages of hate for homeowners in Brooklyn Park opened their mailboxes recently to find notes. Warning, move out or you'll be sorry. They also say you're not wanted in this neighborhood and are sign the skinheads. They're being delivered to homes owned by black families in the new Development Harbor Valley. They've upset blacks and whites and police. White people can't live and let live. You know, I stay here and don't bother anybody. And the neighbors seem to be real nice. And I just couldn't imagine why anybody would want to do such a thing. There's never been any problems with blacks or whites or any of us living together. Anything with the racial overtones we take seriously, whether it turns out to be a prank or whether it is actually serious, they're all taken seriously. Mary Johnson is listed in stable condition at this hour. Dimitri Davenport of the 500 block of Desmond Street and Michael Willis of the 2100 block of Druid Hill Avenue have been identified as suspects in those shootings, and both are still at large. Nearly 80 disabled people were arrested in D.C. today as they protested for a bill guaranteeing their rights. The arrest came as the demonstrators chanted slogans and chained their wheelchairs together in the Capitol. This was the second day of lobbying for the Americans with Disabilities Act. Some protesters are demanding it be passed within 24 hours. Congress says that request is unreasonable. A Baltimore telephone operator went above and beyond the call of duty today while talking to a customer with heart trouble. The customer, Charles Hurt, was on the phone when he began to have an attack. Luckily, the customer service representative knew what to do. My head hurt. And what's the problem over there? The customers are patient free. She in my life. And I said he and I cried because she saved my life. But this afternoon hurt. Thank the operator, Jackie Austin, in person for saving his life. This was the first time Jackie Austin had to handle an emergency like this. Hurt was has fully recovered from his attack. A pilot, copilot and second officer were arrested last week upon landing at Minneapolis Saint Paul Airport after an FAA official suspected they were drunk. Also tonight, residents of a housing project in Madison, Wisconsin, are reeling from a fire that claimed the lives of five children this morning. The children ranged from five months to nine years of age. All brothers and sisters neighbors have lodged a protest against police who stopped them from rescue attempts, even though the children could be seen pounding on the windows for help before they burned. Sweeping changes continue to grip the Soviet Union tonight. Today, the new Soviet Congress approved Mikhail Gorbachev's proposal for a multi-party system headed by a president with sweeping powers. You haven't asked for his position. At a news conference in late January, Schaefer declared. When I'm ready, I'll issue it. Two weeks later, mid-February asked again. He said, You can ask all the questions you want. I'm still not going to answer. Schaefer ran for governor as pro-choice but pulled back after he was elected. However, the legislature votes he could still okay or veto their action. What would he do? That's a fair question, Schaefer said today. And his answer? I'm not going to answer it, said Schaefer. Ted Koppel, if you have been watching television today or listening to the radio and when you read your morning paper tomorrow, you will probably have learned more about children with AIDS than you have heard over the past year. That tells you something about what attracts attention in this country and why. Since early this morning, Elizabeth Glaser has been appearing on television, giving interviews and testifying before a congressional committee on the subject of pediatric AIDS. Mrs. Glaser tells a grim and compelling story. She contracted AIDS from a tainted blood transfusion. One of her children has already died of the disease, and another carries it. But Mrs. Glaser would probably be the first to acknowledge that the attention she has received is due in some measure to the fact that her husband, Paul Michael Glaser, is a well-known actor. Most of the children in this country who have AIDS, however, are black or Hispanic. One or both of their parents are frequently drug abusers. And as Chris Barry reports, they have been getting almost no attention.
