Well, the streets of Baltimore are apparently more dangerous these days for everyone. This is according to the latest crime figures from the Baltimore City Police Department. More than 71,000 crimes were reported in 1989, up more than 1300 from the year before. One of the biggest jumps was in violent crimes, which increased more than 6% in Baltimore City. The number of murders, rapes, robberies and aggravated assaults reached more than 15,000 in 1989. And a high speed chase has landed an internal county police officer in the hospital. Police say that at about 10:00 last night, John Hood of Odin, ten, was running from police, driving at about 90 miles an hour. Sergeant Field of Ireland had just left the Western District police station to join in the chase when Hood's car smashed into his island, was flown to shock Trauma, where he's in fair condition at this hour. Ask a city driver about auto insurance rates and this is what you'll get. I live one block inside the city line. If I had one block north, my rates, our rates would be what, Half, Half of what they are. I have three automobiles in my family, and and I am a safe driver and I have asthma record for over 25 years and I pay an outrageous rate. Members of the Northeast Community Organization met at All Saints Lutheran Church this afternoon. After two years of working on the city auto insurance rate issue. They're ready for battle with City Council President Mary Pat Clark on the front line. But I don't believe it is legal under Maryland law for a good driver in Baltimore City to be paying more than a high, high risk driver out in a suburban neighborhood. That's not fair and that's not legal. Clark is referring to a 1973 law prohibiting the setting of insurance rates solely on geography, but rather on underlying risk considerations. It means how risky a driver are you. And when you think about that, that has nothing to do with what your address is. It has to do with what your driving record, how many years you've been driving and how many miles do you drive every day. As it stands today, anyone who lives inside the city red line gets a surcharge added to his rate, a surcharge ranging anywhere from 50 to 300%, depending on the driver's insurance company. Insurance companies blame high city rates on congestion. More accidents, more theft. Good drivers everywhere should pay good driver rates. High risk drivers should pay more, and that will make up the slash. Here on the future playing field for the Baltimore Orioles, archeologists have found Babe Ruth's first boyhood home. Actually, it is the remains of his father's first Baltimore saloon. George Herman Ruth Senior set up shop in what is now Camden Yards. His son, Babe grew up in the family's home above the bar. Archeologists haven't found any baseball bats yet, but they have found soup bones, Babe Ruth's mother cooked with. And, of course, beer bottles. I think it's just ironic that it's a baseball player in the middle of the stadium and not just any part of the new stadium. Babe Ruth's roots sink right into the new center field, a coincidence which now brings baseball pilgrims to the muddy wasteland of Camden Yards. I wanted to see Babe Ruth's place before they turned it into center field. Why? Well, it's January. I got to get a baseball fix of some sort any way I can. The fact that Babe Ruth once slept here is adding steam to a drive to have the stadium named in his honor. What other city in the country? One of the ballpark in the country can claim this kind of wonderful distinction. I think this year, the very fact that his father had a saloon here in middle of center field is just so special and so wonderful. So it looks like it's going to be a nice evening to head outside. No real problems at all. Winds tomorrow on the bay. We'll start out from the southwest, then become the northwest and shifting to the northeast. We will be having a frontal passage tomorrow, although it looks dry, but it will be changing the direction. The winds around velocity 8 to 16. Now we look for precipitation on the national radar. Really very quiet day around the country. And there is a frontal system now making its way across the midsection of the country. There have been some pretty good winds from, say, Nebraska through Illinois in excess of 50 miles an hour. Also, Santa Ana winds out in California kicking up to 30 to 40 miles an hour, but really not a lot of precipitation anywhere we look as we check the satellite photograph, though, the front becomes more identifiable. There are some clouds, but it looks like as this front pushes in our into our vicinity, the clouds will pretty much break off. We don't see really much of a chance of precipitation, only an outside outside chance of a passing shower tomorrow. Right now, I don't think we have a big problem with this, but we will be watching tomorrow to make sure that the temperatures will keep this as rain and not snow. But we will have to keep an eye on that later in the week. Another frontal passage gives us a shower possibility Tuesday and then long about the end of the week, way up here in the northwest. But to get a good look at what happens when you don't have an atmosphere to shield, you check the moonscape. I mean, the moon shows all kinds of crater activity. While some Baltimore city drivers are seeing red over the high cost of auto insurance and the battle cry goes out tonight, I am a safe driver and I have estimate record for over 25 years and I pay an outrageous rate. Members of the Northeast Community Organization gathered at All Saints Lutheran Church to map out strategies to fight the high rates. But I don't believe it is legal under Maryland law for a good driver in Baltimore City to be paying more than a high, high risk driver out in the suburban neighborhood. That's not fair and that's not legal. City Council President Mary Pat Clark is demanding the enforcement of a 1973 law prohibiting the setting of insurance rates on the basis of where a driver lives. As it stands today, any driver living inside the city's red line gets a 50 to 300% surcharge tacked to his rate, depending on the driver's insurance company. A surcharge insurance companies blame on more accidents, theft and congestion in the city than in neighboring counties. However, more than 50,000 names have been collected on petitions that City Council President Mary Pat Clark will deliver to the state insurance commissioner at a hearing on Monday. The group hopes that out of this comes a ruling that begins to change the way rates are made in Maryland. Alex Demetric has the story. A fragment of crumbling brick wall, a muddy hole in the ground. Not much, maybe, unless you know what you're looking at. We've got the remains of the George Herman Ruth Senior Saloon. This was a saloon that was run by Babe Ruth's father from 1906 to 1912. It's also the family home during that period. Here on the future playing field of the Baltimore Orioles, archeologists have found Babe Ruth's first boyhood home. Actually, it is the remains of his father's first Baltimore saloon. George Herman Ruth Senior set up shop in what is now Camden Yards. His son, Babe grew up in the family's home above the bar. Archeologists haven't found any baseball bats yet, but they have found soup bones. Babe Ruth's mother cooked with. And, of course, beer bottles. I think it's just ironic that it's a baseball player in the middle of the stadium. And not just any part of the new stadium. Babe Ruth's roots sink right into the new center field. Starting out actually from the southwest, turning eventually to the northwest and then to the northeast at 8 to 16.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/114710/file/218076#t=2840.67,2931.67"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/114710/file/218076/transcript/62304/annotation/28","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Not so very changeable winds on the bay tomorrow. Now, our initial radar doesn't show a whole lot going on in the entire United States, although compared to what we saw during the dinner hour. A little bit more moisture now being picked up on this front that is pushing in our direction. That's the thing that's going to change the winds around the bay tomorrow as we're just talking about. And there is an outside chance that we may see a shower at some point tomorrow. Right now, I don't have a lot of confidence, confidence that that is going to happen. And I'm going to call it partly sunny, but I can't completely rule out a little shower with this moisture creeping in otherwise across the country. Really pretty uneventful. The big thing and what's going on right now with this front are the winds. Chicago, Illinois, area, 50 mile an hour winds. Santa Ana winds out in California, 30 to 40 miles an hour. So real breezy in other parts of the country. Look at the satellite photograph and now that front becomes much more evident. The clouds really defining that pretty well. And there's this flow of warmer air up west of the mountains. Eventually that will be pushed out by this cold front. But the cold front doesn't have really strikingly colder air behind it. There's some colder air up here. But the thing we're really keeping an eye on now, push the front along to the forecast map. It should be by here by this time tomorrow. But another system developing along the front will track up in that same direction coming across us looks like early Monday morning now. The problem with this is as it comes up and gets off the coast depends on how much of this cool air it's able to drag in behind it.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/114710/file/218076#t=2931.96,3020.91"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/114710/file/218076/transcript/62304/annotation/29","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Right now, we're not 100% sure of this, but we can't rule out the possibility that Monday morning may show up with some wet snow on the ground. Again, tomorrow we're just going to have to track this and keep an eye on how much of the cooler air gets pulled in behind it. We're always so close to the freezing level right here in Maryland. Beyond that, two more little systems to pass by Tuesday. Another shot of showers up here. Then it looks like the end of the week or the end of weeks, a bit unsettled. This system here may be bringing us another shot at showers. Temperatures will remain above normal during this whole period, but we should get some moisture out of this whole five day period tonight. Let's call it clear, two partly cloudy overnight lows, 35 degrees and tomorrow partly sunny. But like I said, I mean, I'm not entirely convinced we may not see a passing shower somewhere in the area of 54 degrees for the temperature. And then Monday, we'll call it rain right now. But again, we're not you could be some wet snow early Monday morning and some moisture later in the week. Start out your Sunday, though, should be just a few clouds around.
