The number of Marines hitting the ground in Haiti continues to grow. But so far they've met no resistance, only hundreds of curious civilians. U.S. soldiers today took the seaside town of Cape Town. And ABC's Nathan Thomas is standing by with a report from port au Prince. The U.S. military occupation of Haiti continues. Several thousand more troops will come in by boat and plane today here in port au Prince and in Cape Haitian, the northern city where U.S. Marines began establishing a beachhead this morning. And though it has been peaceful, it is a military operation. Weapons are loaded and ready, just in case. So far, it remains a staging operation, with few, if any, troops actually having taken up positions anywhere but the military base camps at the port and airport. Still in a television address. This morning, President Clinton was already talking about U.S. troops leaving Haiti. I want to emphasize that in a matter of months, the United States troops will hand over to the United Nations the responsibility for completing this mission. Though U.S. troops have not been attacked, there is growing violence here. Yesterday, when supporters of Jean-Bertrand Aristide clashed with police and civilian militia of the Cedras government. U.S. troops did not intervene and soldiers and units will always protect themselves and protect their force. And if that involves disarming civilians to do that, that's what they'll do. Making peace, or at least preventing violence between these two factions, is about the only way it will be possible to bring Aristide back and have any hope of creating a peaceful democracy. Our troops have already entered Haiti peacefully under the command of Lieutenant General Hugh Shelton. Our troops are working with full cooperation with the Haitian military. We must be prepared for the risks that remain to the troops. But we should recognize that we are in a much stronger and safer position to achieve our goals in Haiti today. The de facto leaders are leaving power and the democratically elected government will be restored. The chairman of the Joint Chiefs Joint Chiefs of Staff said the mission in Haiti will be measured in months, not weeks, and we'll have the latest on the situation in Haiti, of course, tonight at five and again at six. A motorist found the body of 42 year old Douglas Flowers in Lincoln Park. Flowers was a foreman for the county highway bureau. He reportedly withdrew $1,500 in cash from a bank shortly before he was murdered. Police think someone killed flowers for the money, then stole his 1989 gray Plymouth Voyager minivan. Smith is charged as an adult with first degree murder and some weapons violations. The latter only had $11 on him when he was killed. A Carroll County jury may be nearing a decision in the case of a teenager accused of murdering his mother and her boyfriend. The jury has been considering the case of Jason DeLong for four days now. DeLong claims he was not criminally responsible when he committed the murders last year. Yesterday, it appeared the jury could be deadlocked. And these detectors are designed to pick up the carbon monoxide before the levels become dangerous. And then they sound an audible, shrieking sound that, in the case of if you were sleeping at night, would awaken you and alert you to the fact that there are potentially dangerous levels of carbon monoxide beginning to build in the home, and you can seek help at that particular point. What about the little cardboard litmus paper type ones you see hanging out on a rack at the grocery store? Those carbon monoxide detectors work well, those work, but but they're not as effective. This particular one, for instance, has artificial hemoglobin, which is just like the hemoglobin in your blood and carries the oxygen. Those are sensitive to, temperature. And sometimes they don't reset. And they're not they're just not as sensitive. They're good. And I'd say if that's all someone could afford, that would be good to have. But they aren't as sensitive as, say, a regular carbon monoxide detector.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136394/file/252982#t=1243.93,1336.45"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136394/file/252982/transcript/71308/annotation/14","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Okay. Haiti looks relatively calm today as U.S. troops continue their peacekeeping presence. But as ABC's Nathan Thomas reports, problems are simmering and violence is breaking out on the streets of port au Prince. Throughout the day, there were clashes between the Haitian military government and those awaiting the return of Jean-Bertrand Aristide. The crowds of Aristide supporters, feeling a newfound freedom following the agreement of the generals to give up power, gathered in the port area to watch the arrival of the American troops, who they call their saviors. Government troops and police used tear gas and clubs to try to break up the crowds, who responded by throwing rocks a week ago. Aristide supporters would never have challenged the authority of the police or military. Now they do. Expecting the Americans will protect them. But about the only help they are getting is the police are a little less brutal than they used to be, knowing they are being watched. American soldiers who are not being attacked directly are not getting involved in clashes between Haitians. They drive right by and do nothing. I have been from the very beginning of this operation, very much concerned about getting our military men and women caught up in this Haitian on Haitian violence, that murky sort of a threat out there that's always there. And I will tell you that nothing that we have seen so far, removes my concern about that. While it began as a gift to a museum foundation, it has turned into a dispute that may have to be settled in court. The donor is trying to stop the museum from auctioning off some of the antiques that were donated. Technically, this argument goes back to the 19th century to the life of Michael Jennifer Stone. His great great granddaughter, Betty Taussig, inherited his home and donated over 100 antiques and artifacts to the historic Annapolis Foundation, which has six museum sites in Annapolis. I wanted them protected for the future because antiques are not replaceable. One of the gifts, a desk, is on display at the foundation's Parker House. But last year, the foundation looked over its collection and decided, in light of limited storage space, to sell some of it, including 39 of the pieces donated by Mrs. Taussig. Her gifts were given in the 80s and some of the gifts, as I understand them because I wasn't here at the time, were given when we had some plans to use one of our buildings as a guest house, and that no longer is even contemplated. So we didn't need these items. I got a letter from the present president, and she said they were going to auction my things on the Eastern Shore. I was in a state of shock. Mrs. Taussig went to court to stop the auction. I'm very sorry. She's so distraught. She obviously didn't have the same understanding that we did. You know, from our paperwork. The best thing is, if you give something to a museum, you have to be willing to part with it. Absolutely. And trust the museum in the future and different generations to deal with the object is they best care. This dispute may soon be resolved. The board of directors at the Historic Annapolis Foundation will meet on Thursday to consider a settlement offer, and hopes that it can be resolved without going to court. We've all been told many times how important it is to safeguard our credit card numbers. While the same thing can now be said about our checking account numbers. As one man who decided to get Gellman recently found out. Yeah, he found out right after his, whole, checking account got cleaned out. It used to be that a check and a signature were needed to get the money out of your checking account. In fact, neither one are needed today, and some businesses are taking advantage of that. John Raleigh thought he beat the odds. A winner in a magazine subscription sweepstakes. He was told about cruises, watches and a $250 shopping spree, but the operator needed something first. If they asked me if I had a checking account and I said yes and asked what branch it was, and I said First National Bank. And they said, well, what's your next number? And any check you would write out? And I said, 491. The result was this a document that looks like a check prepared by the magazine company. Raleigh's address was even preprinted on it, and it withdrew nearly $300 from his account. But instead of his signature, it merely said the authorized signature was on file and or audio recorded. Well, First National treated it as a check and paid it, deducting the money from Raleigh's account, which caused problems with other checks he had written for on bass.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136394/file/252982#t=4445.3,4546.79"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136394/file/252982/transcript/71308/annotation/42","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"I mean, it had $600 a head and they can't cover some of the checks that I wrote out. When Raleigh complained to the bank, he says he was told that since he gave out his account number, it was his loss. If that were true, then every canceled check would be a key to your account. Every check you write is seen by at least 10 to 15 people. So lifting the account number is very easy if that's all it's needed to get into your account. And we're all in trouble. Raleigh admits he did agree to order one subscription, but insists he did not authorize any withdrawal from his account. And even if he did, that contract would not be enforceable in Maryland because of the Telephone Solicitation Sales Act. It says a contract procured by a telephone sales pitch is not enforceable unless reduced to writing. Now, based on our inquiry, First National has already refunded the service charges of $125 to this gentleman, and they're also looking into whether he should get the rest of it back because of that telephone solicitation sales. Is there any way to prevent someone from getting into your account this way in the first place? Absolutely not. That's the real problem.
