Well, now Bell says the stunt was an error and has exclusively told Eyewitness News who is taking the fall for it. My shoes live in the eyewitness newsroom to begin our team coverage. Mike Sally Lawrence Bell told Eyewitness News that he didn't know ahead of time about the shout down at the O'Malley rally. But the man who did he is prime political consultant Julius Hanson did. And today he is out of a job. The gloves came off right here. Political heavyweight Pete Rawlings endorsed candidate Martin O'Malley. But if you were there, you'd never know it because of the Bell supporters. Soon after the shutdowns, mastermind political consultant Julius Hanson The Sun put a picture of Hanson at O'Malley's rally on its front page last week. Why now? Hanson has used this tactic before. But last year, a Washington newspaper called this shutdown of Mayor Schmoke endorsement of Arlene Richmond. Brilliant. I'm sorry that the thing evolved the way it did, although Governor Glendening did this last year. I'm not Governor Glendening, and that wasn't my plan. In fact, Bell calls this shutdown an error. I don't think that a parent can control everything that their children say when they walk out the door. And I don't think that I I'm not a puppeteer. I can't control everybody's comment. What I can do is make it very clear what represents to me, what does not represent me and who does represent me. So it is no surprise that the number one issue that the people of Baltimore want the next mayor to address is crime on our streets, in our neighborhoods, places where we're supposed to feel safe. Tonight, a look at crime through the eyes of people who are doing something about it. I'll just bring you all the. I just want to be freed up. I don't know. I wish I didn't have to be funny on the streets of Baltimore. Most of the time, peaceful and safe. Many times mean and threatening. Far too frequently. Our neighborhoods are the scenes of violence and death. In the first three months of this year alone, more than 15,000 crimes were committed, including murder, rape, robbery, aggravated assault, burglary and auto theft. So me going back to Duke and we're going back to Duke. Let me get Sanders. He is on patrol with Thomas Wilson and Penn North. Citizens on patrol. They are not police. They are residents who are taking back the streets, taking back the night. When you're out here and you're patrolling. What are you looking for? So when they see us coming, they move. And that's the goal, to keep keep the drug dealers moving. Because if if they're not at a specific site, then they can't keep the clientele. There is no question that when neighbors get involved, crime goes down an average of 4% in most neighborhoods where neighborhood patrols began. Here's an example of how effective these patrols can be. The street corner is clear right now. Moments earlier, drug deals were taking place right before our eyes. Said the dealers running the dealers know the patrols always have police backup and see everybody moves because they know they noticed the car. So that's our goal. A few seconds ago, there were people standing right here. Right. And just by you patrolling around here, they've disappeared. And what that does is if a car comes down here and wants to buy some drugs, it's gone. It's this kind of neighborhood cooperation that makes police crime fighting programs work. The proof is in the pudding. Crime is down 30% over the last three years. We have good strategies, good solid community partnerships. We're real proud of what we've done. Most communities don't want the drugs, and most of the drug dealers don't even want to do what they do. We try to provide opportunity jobs in a whole lot of other supportive activity other than citizen patrol. Residents firmly believe that crime in neighborhoods is in direct proportion to vacant houses and filthy lots. So the Pen North Association and others in Baltimore are working to clean up the streets, and they're pushing landowners to clean up their lots and board up vacant houses. When I go to school to learn how Baltimoreans want the next mayor to improve education. So a surprising development in the case of a former city police officer accused of robbing three Hispanic men. Dorian Martens plea bargain, which would have spared him jail time, has been thrown out because of a recent Court of Appeals decision which said home detention cannot be imposed as a condition of probation. Ron Matz has the latest in the case, which is outraged Baltimore's Hispanic community. You have them being taken from a number of national Hispanic leaders embraced after the decision. They came to the courthouse to protest a plea bargain that would have kept former officer Dorian Martin out of jail. Martin pleaded guilty last month to robbing this man. Felix Navarro, a Spanish speaking immigrant. Now, what's likely Martin, will stand trial. We need to make sure that we know there is justice and justice works. And a plea bargain Agreements are appropriate sometimes, but I think they were not appropriate in this particular case. It would be better if you direct our questions to my counsel. Dorian Martin did not want to talk. Today was about 30 protesters march outside the courthouse. His attorney looked ahead to a jury trial. So we think that when it's all said and done, that rather than being subjected to 120 days home detention and having to pay people for moneys he didn't take, he'll be relieved of all of that through a not guilty verdict on the part of the jury. Dorian Martin is scheduled to go on trial November 3rd. He resigned from city police last December after six years on the force. A massive fire forces everyone on board and a yacht into the water. Denise joins us now live with the details. And spectacular video shot exclusively by Sky Chopper 13, Denise. Well, Kyra, when Baltimore County Fire and Coast Guard rescuers got to the scene and back River, they were in for quite a sight. Here's what's going on. Chopper 13 captured on tape as the 38 foot bay liner burned out of control. Incredibly, everyone on board did manage to escape the flames unharmed and another boat nearby picked them up. Crews were forced to let the fire on the boat just burn out. And that took quite some time because there were more than 200 gallons of fuel on board. You're looking at exclusive video of a rescue in Frogmore Creek. Eyewitness News has learned a woman on a personal watercraft hit a bump and went flying into the air. Unfortunately, she came down on the craft's handlebars. She broke her jawbone, cheekbone and ankle. The unidentified woman is now being treated at shock trauma as Eyewitness News. First morning weather has been showing you water continues to be a precious commodity for homes and businesses around Maryland as levels an area reservoirs continue to drop during Maryland's drought emergency. Now a new water source is being tapped and Harford County is are the first ones to get their water from the Susquehanna River. Suzanne Collins is live from the Jersey Outback to explain how the big switch went. Hi, Suzanne. Hi, Sally. Well, traditionally, that area of Harper County got its water from the Loch Raven Reservoir. But after the big changeover, the water. Instead, they shut down the line from Loch Raven and opened a new pipe that comes from the north from Pennsylvania. It hadn't been used in almost five years, so it had a lot of cruddy and smelly water that they washed through. And suddenly it became clear and it's being treated with different chemicals like alum potassium carbon. After treatment, the new water is filtered clean three times at the Abingdon Water Treatment plant. To make the change over public works, employees work nearly around the clock after the original line was closed. It took 18 hours to flush the new line. Stored water was used. The temperature that we were getting from like Raven, it was coming that probably at 7080 from like raven degrees. Yeah. And by the time it got here, it took about seven days to come in in that line. So by the time it got here, it cooled off to about 60 degrees. The new source of water is warmer, 80 degrees because it's underground, a shorter time. It's also being tested every half hour, twice the normal. I appreciate that. Thank you, ma'am. Was that a citizen calling in? Say it was a citizen. Complain about the taste of the water. There was only one complaint called into the treatment plant in a day and a half. County executive Jim Hawkins came by to congratulate employees who pulled off quite a task without a hitch. According to their boss, it's crystal clear and has good taste. 32,000 people are affected by this who are in the Harford County area, Sally. And also today, Baltimore City began to bring down 50 million gallons a day from the same supply. People probably won't even notice it because it's going to be mixed with the regular water. Even private wells are drying up, causing concern for those who depend on them. Eyewitnesses as live in Sky Chopper 13 above the Pretty Boy Reservoir where Christy Dale Camp has the very latest. Hi, Christine. Hi there. Change of plans. Actually, we're near the Susquehanna River right now, a resource that, as you just heard, is helping Baltimore get through this drought emergency. But we wanted to find out about those resources that you can see, those wells that are hundreds of feet beneath the surface. Raining, still drilling for days. The prize is water. 600ft down. The drought isn't what brought this crew out to drill in Cecil County today, but it certainly isn't making the job any easier. Yes, we usually have to go deeper to try to pick up more water. You know, it's not the higher tables aren't there anymore. So we have to drill deeper to find more water. And finding that water is already hit and miss. One of the wells that Barlow drilled here was dry. And with more calls for service, every hour counts. But not all of them are false alarms. Baltimore County says it issued 28 permits for replacement wells in June. That's up from June of last year. But in July, it was less than last year. And in Cecil County, where that crew was today, the trends were the same 36 permits issued in June to last year's 22, but less than last year in July. And we're back now live on board, Sky Chopper 13 above the Cecil Hanna River. And as we know, those river levels can fluctuate. So can Wells. But three different well, drillers that I've talked with today say half the time when they get these calls about wells supposedly running dry, a lot of times, half the time they say it's another problem, like a pump or something like that. It's not to say that there's not a problem out there. But it may be less than you might think. All right, Christine, thank you very much. Eyewitnesses live aboard Sky Chopper 13. So we know that everybody is supposed to be conserving water, but are the restrictions working? Eyewitness News has the answer with today's Water Watch. If you live in the city, Baltimore County, or are on city water in and around Howard or Carroll County, listen up. Normal water consumption for your area is 240 million gallons of water per day. Well, that's about how much we use. Yesterday, just over 240 million gallons. Last year at this time, we're way above average at over 317 million gallons of water. Well, we know it's been dry during the last several months, but just how tough has it all been this year? Nothing officially. The airport yesterday had for 107 inch. That's barely enough to clean the dirt off your car, unfortunately. Let's take a look at the numbers for this year. All right. Normal today would be 24.70in. We've had 18.94in. So as you can see, 4 or 5, six inches or so below normal sat still quite a bit below normal more. More importantly, however, in the last year, it's the last 12 months that we're really looking at this drought. We're like 16 and 17in below normal. That's why we're having problems this year. Yes, we're below normal, but during the last 12 months, we're way, way, way below normal. And there's no rain in the forecast tonight, that's for sure. A very dry air mass. Any precipitate yesterday gone. Very, very beautiful, dry afternoon. Take a look at your night out forecast. We've got clear, pleasant conditions. Upper 70s now to the upper 60s. Later we get down the 50s overnight. A very cool, very cool air mass. There are some changes with tape, but that will come back. And take a look at our forecast in just a few minutes Salako. In Baltimore, 81 Richmond. Check this out. This is for real. 32 degrees freezing right now. The wind chill at Mount Washington, Hampshire, is four below zero. The winds blowing at 56 miles an hour. Here it is August. And if you go up there, you'd be freezing to death right now, 81, 66 today, average is 86. 67. We've dropped we've dropped two degrees since our high back in July. Records 1 to 1 in 1930 and 53 degrees back in 1989. And I'm Vic Carter. Here's what people are talking about tonight. It has happened. Maryland's drought emergency has finally forced lawmakers to call for the big water switch. The pipeline that was sending water from Baltimore to Harford County is closed down to make way for water from the Susquehanna. We have team coverage of all the changes now going into effect by the drought beginning of. Suzanne Collins is live in the WGC outback. Suzanne. Well, denice, the people in harford county are now drinking water from the susquehanna river basin. That change took place on the weekend. And then today, for the first time ever, that water started to flow even further south down to Baltimore, where today it is making up for the first time a sixth of the city's water mix. By next week, it will make up one third. Susan Howey sips a glass of water that started out in the Susquehanna River Basin and after Filtration ended up in her Abington home in Harford County. What do you think? Have you had time to let it roll around in there for a moment? Over the weekend, that line was closed and a pipeline unused for years was reopened from Pennsylvania. The stagnant water was flushed through before it was sent to homes, and it's been there for about four years, eight months. It must have been pretty putrid water. It was really bad water. Brown Once clear, the water is treated with alum potassium, carbon and polymer, then filtered clean three times in great pools. The temperature might be pretty good, but then the finished product. The Harvard County executive gives it a try today. So that's pretty good. They soak as good as any bottled water. It tastes good. No smell at all. I think biosolids are the county executive. I might be biased, but this water tastes very good. This is a totally unrehearsed water taste test from the typical layperson. Let's see which one is already filtered. And finish this one. One. It really does taste quite good. Looks clean as a slight taste of chlorination, but I'm told if you put it in the refrigerator, you won't taste that. The water normally tested every hour is being tested every half hour. Only one person called to complain in the first day and a half. Most people don't seem to mind the taste. It's more earthy. Most people in Baltimore may not notice any difference at all because the portion of water from the Susquehanna is so small. And one more mentioned and the temperature is very different. They used to have a 60 degree water. Now they're finding that it's 80 coming out of their taps. And the reason for that is it doesn't travel underground quite as long and gets so cold. But what about the many, many families who rely on their private wells? Eyewitness News team coverage continues now live in Sky Chopper 13. Well, Custodio camp is high above the Loch Raven Reservoir. With that story, Christo actually think we're near the Liberty Reservoir right now where the water you drink is 25ft below crest level. That's about the same as it was last Friday. Now, that's what you can see. And we can't tell the situation from that. It is harder to touch the water supply underground, but you can't. Do you have water problems? Tom had none for part of the day with the turn in, the water already done. Went off that quick. And so this water went off around 11, you say? Yes. And it's still off and it's too. Well, she says water problems have been an issue at her Cecil County trailer park for years. A neighbor says the drought certainly isn't helping matters. Just recently, it's been more now because of the drought. But there has been a water problem out here off and on for probably years. As crews drill 600ft down to help the situation. The drought isn't making their jobs any easier either. Yes, we usually have to go deeper to try to pick up more water. You know, it's not the higher tables aren't there anymore. So we have to drill deeper to find more water. And finding that water is already hit and miss. Baltimore County says it issued 28 permits for replacement wells in June. That's up from June of last year. But in July, it was less than last year. And in Cecil County, where that crew was today, the trends were the same 36 permits issued in June to last year's 22, but less than last year in July. And back now lot you can see where we stand with our water situation. When you take a look at kind of dry scenes like this surrounding Liberty Reservoir, of course, you know, that's if you're taking your water from a city or municipal system. But it's much harder when you have a wells system. And that's what some of these well, drillers are telling me that you almost don't know until it's too late, when your water reserves are all used up and you're on a well system. So, of course, the best advice from that. Is to conserve. Okay. And that, of course, is good advice. Thank you very much, Christa del Kent. Well, whether you use your own well water or city water, the usage restrictions apply to you. Here is another reminder of the dos and don'ts. Do not water your lawn. Do not wash your cars at your house. You can still go to the car wash. Don't fill or top off your pool. Everywhere from your backyard and here? Yes. Here. You can't use excessive water like that. You can't top your phones. And if it happens again, a citation will be issued. Okay. The rainfall amounts so far this year. Year to date, we're up to 18.9. Four inches. Yes. At the airport, they only had 4/100 of an inch. Normal today for this year would be 24.78. So you can see we're anywhere between 5 and 6in below normal this year. But it's during the last 12 months that we're practically 17in below normal. And that's the problem. Well, it's it's kind of hard to find a light at the end of the year or maybe some benefit for the drought. Well, I think Pat Warren came up with at least some positive to this dry weather. Glad you asked that question, because I spent all day finding the answer. Now, most of us think the only bright spot in this drought has been the sun. And there's been way more than enough of that. But ironically, there is one crop that thrives in this kind of weather. And coincidentally, at the same time, it might ease our pain. So I can appreciate what other types of farmers are going through this year, because 96, it never stopped raining. And every morning I wake up it was like Chinese water torture. I heard the rain and I thought, there goes the crop. And in fact, it was a very, very bad year. But this year, along with the sun is Rob Deford's turn to shine. It's loaded across the road. This is the nicest crop I have ever seen. His family operates the Bordeaux Vineyards in Baltimore County, one of the oldest wine labels in North America, and which, because of the exceptionally dry weather, is expected to produce some of its best wine ever. And I can tell you that one of the effects of the drought is we'll have an earlier harvest this year indicated by the time of color change. So we're looking at this vineyard. And what does it tell you? Well, this row in a wet year would be grown together and we would not be able to walk down the row. And in a dry year, you can see how how open, bright, apart, spread apart the rows are and how open it is, which means that more sunlight and air can can penetrate into the vines, which means that you get a much healthier crop because the vines are dried off and the sunlight hits the grapes and makes them sweeter. Wine experts have rated Bordeaux's Cabernet Grand Reserve as impressive as some of the best Europe and California have to offer. There are other wines have become local favorites as well. Winemakers like their weather like I like most. Champagne. Very, very dry. We sell out every year. We used to have tomatoes and we'd seen enough tomato crops die from drought that we thought we wanted it. We wanted to get into something that was more drought resistant. To which wine lovers say Viva la résistance. And if you don't care for wine, grape jelly is also going to be good this year because eating grapes are just as well off as the winemaking grapes. And I do want to add that there is still a chance that the crop may fail because if we get a big rain, then the grapes will suck up all that water and then the grapes will explode and the year will be ruined. So there you go. A frightening scene on the water this afternoon as rescue crews are forced to let a boat fire continue to burn sky. A top 13 captured these exclusive pictures of a fire consuming a pleasure boat on back River. Two people were on board the 38 foot bay liner. They were rescued, taken on to a Good Samaritan boat and no one was hurt. The cause of the fire is just under investigation. Another scare on Maryland's waters today. Sky Chopper 13 also exclusively captured the rescue of a woman in a personal watercraft accident. It happened on Frogmore Creek. Rescuers say the victim went airborne and then landed on the handlebars of the watercraft. She only suffered minor injuries but was taken to shock trauma. Her name has not been released. An escaped fugitive still is on the loose tonight, but police say they've scanned Cecil County and come up empty. Sally Thornton has been following the story and has the very latest. At least a hundred local police and state troopers from Pennsylvania, Maryland and Delaware have been combing the area with infrared scopes, K-9 units and two police helicopters. Johnston was convicted in 1980 of killing four teenagers to cover up a multi-million dollar burglary ring he ran with his two brothers. Just call 911 immediately. Well, we may be seeing some immediate changes in the race for city Hall. The frontrunner for mayor just shuffled the deck in his back office. A publicity stunt backfired and now his prime political consultant has paid for it with his job. Mike Shu is live in the ABA decision with the exclusive story. Mike? Well, the thing is, if you're going to run for office, you need someone knowledgeable in the back room in this city. Julius Hanson is just that man. He's run a successful but controversial campaigns in the past. Until today, he was Bell's prime political consultant. The gloves came off right here. Respected politician Pete Rollings endorsed candidate Martin O'Malley. But if you were there, you'd never know it because of the Bell supporters. Eyewitness News tells you about the former city police officer who pleaded guilty to robbing an Hispanic man. In exchange for that plea, the officer received no jail time. But today, Dorian Martin's original plea bargain was thrown out. Ron Matz has the details. Members of Baltimore's Hispanic community came to the courthouse to protest a plea bargain that would have kept former officer Dorian Martin out of jail. Martin pleaded guilty to robbing Felix Guevarra, a Spanish speaking immigrant. Home detention was part of Martin's deal, but the state's highest court says that can't be a condition of probation. Now it's likely Martin will stand trial and the protests will continue. This is not a protest against the police. This is not a protest against the state's attorney's office. It's now estimated at 50,000 for these protesters. The issue is trust. But he fears the police. Now, he thinks that a police officer might do something to him because of what he's doing. I mean, definitely put fear in his heart. Baltimore's Latinos vow to continue their demonstrations. Dorian Martin now faces trial in any language. This case is far from over. We will be here again and again and again until we get justice so they can do all the deals they want because we're going to be here and do it. Justice is done. He resigned from the city police last December after six years on the force. A new poll says it's a tight race for mayor of Baltimore. We're now five weeks from primary Election Day. Polls are only a snapshot of public opinion at a given time. So naturally they will change. But Lawrence Bell has to take note that his once very large lead has evaporated and his negative numbers have tripled since the campaign opened. During testimony, it came to light that a note under the suspect's bed referred to the Trenchcoat Mafia. The shooters at Columbine were also associated with the Trenchcoat Mafia. The hearing will continue tomorrow. 24 year old Howard County High School teacher is leaving the classroom for the streets of Baltimore. Why does she want to become a city cop? From veterans to rookies, there is plenty of advice for our Penn State all star. I think it's a good career for a female who wants to pursue that career. You just have to, you know, just be strong and, you know, maintain your composure. The best thing I can tell you to do is just if there's something you really want to do, stick with it because it pays off in the end. And get promoted.
