This is Eyewitness News at five. A plan to reorganize the city's police department is putting Baltimore as top cop under the gun. Good evening, everyone. Baltimore's police chief, Thomas Frazier's plan is upsetting several groups and community groups in the police department. Dennis Edwards joins us live from the Pratt Library and Garrison in Park Heights, where an important meeting is scheduled to take place Dennis. Richard, at 630 this evening, members of the Vanguard and Noble Police Societies, along with the ACP and community groups, will meet here at the library to send the message to Police Chief Thomas Frazier. That message is quite simple. Don't take Major Barry Powell away from the north Western District and don't take black commanders away from the community. A few weeks ago, Police Chief Thomas Frazier announced the command shakeup. 13 lieutenants, majors and colonels were reassigned based on the chief's long range plans. But George Bunting says the NAACP is most concerned about a decision to move Major Barry Power from northwestern district to administrative duties downtown. The civil rights organization fears the number of blacks in the command structure is dropping. Major Barry Powell, who is the commander of the northwestern district, has been there less than a year. He's done an exemplary job. Crime is being reduced. And we know that there are other reasons why he's being forced out. Chief Frazier says this shakeup adds to the number of black command officers before his arrival. The department says there were eight black commanders. Now there are ten. There were four black district commanders before. Now there are three in a separate in what may be unrelated action. A Northwestern district officer is threatening to sue the Baltimore Police Department. He says black officers aren't getting the positions they deserve. Officer Ed Foxx says he will file his suit in the near future. Fox refused on camera interviews but says black officers aren't getting choice assignments. A spokesperson for Chief Frazier says his policy of rotating officers into different jobs opens up those jobs. The commissioner has put the first African-American commander in the central district, his place, the first African-American lieutenant in the homicide unit. There are new reports tonight saying that the ACP national headquarters will not have money withheld from its by two of its West Coast chapters. After all, the organization was likely to lose money because of allegations that Benjamin Chavis used an ACP money to settle a sexual harassment suit. But members say Greg Evans, the president of the Washington and Oregon State Conference, did not consult with them before saying the money would be withheld pending the outcome of an audit. A slumber party in Orlando, Florida, has ended in tragedy. Police are holding Amelia Bell for murder. She's charged with shooting her five year old daughter in the head and killing the child's friend who was just sleeping over for fun. Though his daughter is in critical condition. Police say that Bell was being treated for psychiatric problems and was depressed at the time of the shootings. There's a new twist tonight in the O.J. Simpson murder case. California were engulfed by wildfires, which cut a course across more than a thousand acres yesterday. And in Utah, one of the three fires is threatening a forest of pine trees, which are the oldest living things on earth. This has been one of the worst wildfire seasons ever in the western part of the United States. Firefighters from across the country are joining the battle to control them. A 20 member crew from Maryland has just returned from the Rock Creek Fire near Leavenworth, Washington. It was magnificent. You know, you have to have tremendous respect for it and get out of its way. Luckily, firefighter Mike Carnegie and the other 19 firefighters from Maryland were able to get out of the way. They're just back from Washington state where flames have already consumed more than 100,000 acres. Mike's team spent 15 days on three fire lines. Having seen people die who have a lot more training then then than I do you. The real challenge, says Mike was at Rock Creek, still raging out of control tonight near Leavenworth, Washington. His crew worked the night shift, 6 p.m. to 6 a.m.. It was a very beautiful sight seeing, you know, just how areas of the at night, how areas flaming up and so forth. The fire may not look like much, but in a mere minute or so with the winds pick up or the weather changes, you could find yourself in a situation that's that's quite dangerous. Tonight, there are 39 wildfires burning in eight states, almost all of them caused by lightning. Mike is eager to go back. We have about a week to recover. And police tell us a resident of the Corsica Hills nursing home in Centerville apparently fell down a 40 foot embankment and drowned in a small stream. 87 year old Her2 Wendt suffered from Alzheimer's disease. Tonight, Baltimoreans are remembering a city councilman who spent most of his career working very hard to become part of this community. Dominick Mamie DiPietro died Friday night at the age of 89. But maybe he still lives on in the hearts of many. That everybody could help. Never said no. Well, you could count on it. At least he went with you. And he was very nice guy. I'm sorry to hear how he died. But it was good man for us. I hope that we get somebody in this area. As nice as he was. Maybe if he made his mark on the east side of the city. It's out of my hands. There's nothing I can do. And MTA officials say a baseball strike would definitely cause a slowdown in transporting fans to and from Camden Yards. They say it would be costly. We're talking approximately $200,000 over the remaining 24 games they have. And we certainly hope it doesn't happen. But if the strike lasts for 24 games, the impact on lost revenue would be approximately $200,000 for that period of time. Okay. Back at you live where you get a look at some of the diverse clientele that comes into People's Park, particularly the two legged pickle, one of a kind. You know, they are a rarity around here. And today he went on trial for his alleged crimes. 37 year old Alphonso Quinn is accused of breaking into the home of 24 year old boy woman last summer, threatening her with a crossbow and raping her. Quinn is also accused in at least four other rapes. He faces a maximum sentence of life in prison. There is some frightening news tonight from the FBI. Women are more at risk of being raped in August than at any other time of the year. Pat Warren talked with one victim and has some very timely advice on preventing sexual assaults. They often appear as nameless and faceless, but their stories are real and horrifying. I was at home in my bed, asleep in New York. A man broke into my apartment and attacked me in the early morning hours. He had a knife to my throat. I mean. I don't know how you tell people to be safe because I was the place that I thought you'd be safest home, asleep in my bed. According to FBI statistics, three out of five rapes occur at night, most in residential settings. The home of the victim, a friend, a neighbor. And trust your instincts. And if the worst does happen, we need more more women to come forward. Our judicial system in society does not realize how prevalent this issue is. And the more we talk about it and the more people that come forward, maybe we can get the laws changed. And also to make sure that society realize just how bad this is. And downtown bars and restaurants are concerned about a baseball strike as it draws closer. If the strike happens, nearly a thousand concessionaires at Camden Yards will be laid off. Oriole Park employees aren't the only ones who will be affected. Restaurants and shops surrounding the park are also anticipating a sharp decline in business. Few are so eager to talk about this. The horse suffered a wound to its side, but it did get up on its own, which is a good sign. It was 25 years ago tomorrow, the beginning of one of the most brutal killing sprees in U.S. history. In his crusade to ignite a race war, Charles Manson orchestrated the gruesome murders of six people, including actress Sharon Tate. CNN's Toria Tolley looks back on the violence. The mansion in Benedict Canyon no longer exists. It was torn down. A new multimillion dollar estate is being built to take its place. But the memories of the slaughter here 25 years ago still linger. Police found five mutilated bodies. Actress Sharon Tate. Eight and a half months pregnant, was killed. Also murdered, celebrity hairdresser Jay Sebring. Polish filmmaker Voytek for Koski, coffee heiress Abigail Folger and Steve Parent, a friend of the caretaker. Sharon Tate's husband. Filmmaker Roman Polanski was out of the country at the time. Afterwards, the killer scrawled the word pig on a door with Tate's blood. Sharon Tate sister Patty was 11 in 1969. I can still get so angry and and hurt and all the emotions are still there. Another called member, Leslie Van Houten, was charged only with the lobby and her killings in court. Manson maintained his innocence, but came across as a mad man. This confusion belongs to you in your confusion. I don't have any confusion. I don't have any guilt. I know what I've done. And no man can judge me. I judge me. What have you done for me? I'm staying in the desert, man. With the cowardice and Adolf the plants and found out you can live out there without this society. And that's where I'd like to go live. You know? But you won't let me go with you. Vincent Bugliosi was chief prosecutor of the case. He still today calls the most bizarre mass murder case in the recorded Annals of Crime. Collectively, in two nights, we had 169 stab wounds. Some of these wounds were post mortem, meaning that the victim died and they continued the stab, showing that the killers weren't just doing what Manson told them to do, but they were very willing participants in these murders. The trial lasted nearly a year. The defendants were convicted and given death. This community, the vanguard in noble societies of black police officers and the ACP are sponsoring this rally to send a message to Police Chief Thomas Frazier. We're concerned that while the number of majors has increased under this new command, the overall number of African-Americans in the command structure has been reduced. We are in the process now of trying to set up a meeting between the commissioners and all of the concerned parties. I'm sure that meeting has happened will happen. The issue is when. A few weeks ago, Police Chief Thomas Frazier announced the command shakeup. 13 lieutenants, majors and colonels were reassigned based on the chief's long range plans. But George Benton says the NAACP is most concerned about a decision to move Major Barry Power from northwestern district to administrative duties downtown. The civil rights organization fears the number of blacks in the command structure is dropping. Major Barry Powell, who is the commander of the northwestern district, has been there less than a year. He's done an exemplary job. Crime is being reduced. And we know that there are other reasons why he's being forced out. Chief Frazier says this shakeup adds to the number of black command officers before his arrival. The department says there were eight black commanders. Now there were ten. There were four black district commanders before it. Now there are three in a separate and what may be unrelated action. A Northwestern district officer is threatening to sue the Baltimore Police Department. He says black officers aren't getting the positions they deserve. He now has a colonel in the Criminal Investigation Division who is opening up opportunities to African-Americans in ways that they haven't been opened up before. We need African-Americans on the street where they can help to control these officers that are on the street and and sensitize them to the problems that we have in the communities. Organizers tell us that the chief has been invited to this rally, but he is not expected to attend. Now, while Dennis is the chief still planning on going ahead with the reorganization as we know of it, those plans are still set to go, as he has already said. But at this point, we're told by Sam Ringo that the chief is still willing to talk to people about them and to consider alternatives. Nothing written in stone at this point. Apparently not. Baltimore County police are facing a multimillion dollar lawsuit from a handicapped man who accuses three officers of brutality. Eric Alexander Carnelian says the officers arrested him for carrying a concealed weapon, a pen knife. Carnelian says the officers reinjured a previously fractured hip during the arrest and hit him on the head and shoulders with a flashlight. County police will not comment until their legal department reviews the suit. He lunged at the officer, standing in the doorway with a knife, and the other officer fired twice, hitting him in the lower back and in the leg. The suspect is listed in serious but stable condition. A shock trauma. 26 year old officer Darryl Hunter has been placed on administrative leave during an investigation of the shooting. An anonymous tip from an Eyewitness News viewers led police to a suspect in the hit and run of a motorcyclist. The tip led police to a Parkfield body shop and threw the owner of a red Toyota believed to be involved in the accident. Motorcyclist Christopher Tag was hit by such a car and the driver sped off without stopping. Tiger is still being treated for his injuries. Police arrested 36 year old Robert Gary Lenz over the weekend, charged with hit and run. A 16 year old has been arrested and charged with the shooting that created some moments of terror for the Inner harbor this weekend. According to police, 17 year old Michael Parker was shot twice while standing at the corner of Light and Pratt Streets. He ran in terror into the Light Street pavilion, creating some chaos. This morning, police arrested 16 year old Marcus sprigs. Charged him as an adult with a number of crimes, including assault with the intent to murder. Above ground sits a possible omen of things to come. A perfectly quiet stadium underneath the stands. However, it's business as usual for workers who wonder what life will be like if the strike goes on as planned this coming Friday. The bottom line is that means no more money income will be cut off. Luckily I have another job in the morning. But for those that depend on this as the only job. They wouldn't they would have no job. About 1000 employees worked for HRA Services, which provides food, beverages and merchandizing sales here at the stadium come Friday. If the strike does become reality, all of those workers then face temporary layoffs. We'll have to lay them off depending on the length of the strike and things like that. Mostly the concessions the seasonal employees will have to be laid off because there's no there's no games. There will be nothing for them to do. Ari, workers got this letter telling them that in the event of a strike, they'd be let go the following week. I talked with him earlier, Al, and he told me he depends on 75% of his yearly sales to come from baseball fans who are very active here during baseball season. So basically they said we're not buying a chance on the game. It may not be played. Folks at the ARP Foundation try to assure potential buyers if there is no game on Saturday the 13th. The ARP Foundation counts on that money to fund research on the degenerative eye disease research done at the Wilmer Eye Institute at Johns Hopkins. Without external funding from such important agencies like the Retinitis Pigmentosa Foundation, that work cannot go on. So we are delayed possibly by months or even years. And better understanding the causes of the disease and in finding the cure. There's fierce competition for grant money harder to come by as the federal government cuts back. The problem is, what if it doesn't? Well, in Edgewood, woman was faced with just that problem. Her tax money was being held in escrow by the bank. But when she sent it the tax bill, nothing happened. She was starting to get nervous, with good reason, and wrote. They failed to pay the property taxes for 1993 from the escrow money held by them. And I was within four days of losing the home. Well, that's enough to get anyone's attention. Even though the primary obligation to pay the taxes from the county's point of view is the homeowner. The lender faces some serious penalties if it fails to pay the taxes it has collected, provided it has received the tax bill on time and has enough money in the escrow account, it must get the payment out to the county before the late charges, penalties and interest start to build up. If they don't, then you have a right to make the bank pay all those extra charges.
