Well, we're giving a little bar of soap because especially where my son Patrick is, the large bars of soap, when you drop them in their little bucket that they have to do their shaving and to do their brush, their teeth and to wash their clothes, the soap melts and they don't have any place to keep it. And the shampoos, the same way they don't have the facilities to carry large bottles of shampoo. So the small ones, they can just peel them or open them and use them and then they can throw them away. In honor of the Veterans Day holiday. Many government offices are closed today. All federal, state and county offices are closed, including the post office. Banks are also closed. City offices are open today and so are schools. And you must feed the parking meters in Baltimore City and county. The MTA busses and subways are running on regular schedules. And as Americans pay tribute to the soldiers in the past and in the Persian Gulf, some words from Saddam Hussein of possible negotiations. Iraq says it might attend a proposed Arab summit aimed at avoiding war in the Gulf, but only if the meeting also deals with the Arab-Israeli dispute. Back here, lawmakers say they want to be sure President Bush won't launch an attack without the support of Congress and the American people. Joseph Scipio has been held in Beirut for more than four years. Officials at Pennsylvania Hospital say his 35 year old son, Joseph Jr died yesterday of a heart attack. Since the Scipio has been held captive in Lebanon, his sister and her husband have also died. In other news, Baltimoreans are facing with after effects of strong winds. Overnight in northeast Baltimore, high winds blew a tree over into a parked car. Fortunately, no one was inside, but unfortunately the car was eight days old. I was watching some TV and I heard a thump. I ran upstairs and I came out here and I looked around and the tree was laying across the car. I had to look twice because I couldn't believe it was my car. Okay. And it's eight days old. Brand new car really drove it much. And now it looks like it's totaled. Virginia says it received reports of about 2000 power outages from the high winds. All of the outages, they say, have now been repaired. Later this week, members will distribute thousands of cards with instructions on how to get police on the trail of a reckless auto truck or bus driver. The group's leader says they are not out to destroy the trucking industry, but are after those who are ruining the reputation of truck drivers. A group of Baltimore homeless advocates says it's concerned the cold weather is here, but the city has not addressed the need for more beds for the homeless and they hope to fix that later today when they meet with City Council President Mary Pat Clark. The group held a protest in front of City Hall in September, hoping to draw attention to the problem. Several members were arrested when they refused to leave. Following the protest, council President Mary Pat Clark agreed to meet with the group, which says it will hold a news conference later today to discuss that meeting. They're off and running in the World Solar Challenge car race, which started yesterday in Australia. After the first day, Switzerland is now leading and the University of Maryland is in 10th place. 36 student built solar powered cars, some speeding as fast as 60 miles an hour are competing in this 1900 mile race this summer. It's real localized knocking out of the area. We have principally clear skies in the area now and we'll have throughout the remaining four hours and 40 minutes of daylight temps throughout the region. Now, you can forget all these numbers. Wind chills are what count right now. Wind chills are like hanging around the low 30s in some locales, upper teens. And we've got strong winds coming out of the northwest. And that's definitely going to be affecting the temperature. Here's that lake effect stuff, high pressure now controlling our weather. We're not even looking for any real rain shower activity over the course of this week. Front moves off lake effect stuff to form and high pressure now starting to build and slide toward the East Coast. And once it gets to our region and that'll be on Wednesday, it really looks like the winds will calm down and the weather's going to get very nice. One big area of high pressure looks like it's going to literally dominate almost three quarters of the United States. And I got news for these cold temperatures. They've been forced up to the northeast. All of this will do around about and we're going to get back up to almost 70 of this area by the end of the week today. A local credit clinic previously bankrupt. The Ivies could not obtain credit cards or a loan to buy a second car. We didn't even have enough credit standing or enough time on the job for none of us down. The Ivies used rent money, promised that they were buying an improved credit standing and the opportunity to buy that car car supplied by them. Right. And they were going to arrange the financing. Right. Do you ever get the car? No, we didn't. The so-called credit doctors who victimized Monica and Lee were affiliated with a national credit clinic called U.S. Express Services. He also wants to force credit clinics to advise customers of federal law, which provides a system for people with bad credit to repair their own rating. I think by doing this, we're going to keep a lot of these fly by night as out of business. Experts say there are no quick fixes for bad credit, only discipline and patience. But unlike his predecessors, Emperor Akihito promised to uphold Japan's democratic constitution and took the throne as a mortal, not as a descendant of the gods. The event was not entirely peaceful. Despite massive security, opponents of the monarchy launched attacks on military bases, train stations and Shinto shrines. The ceremonies were strictly a formality since Akihito has been performing his duties since his father, Emperor Hirohito, died last year. It's been a long time in coming, but the countdown has finally begun for the space shuttle Atlantis. Atlantis was supposed to go into space last July, but a series of fuel digs kept the shuttle grounded. Liftoff is now scheduled for Thursday night. Atlantis has a super secret mission to launch a spy satellite that will eavesdrop on Iraq. The shuttle will spend four days in space, but there will be a news blackout because of the shuttle's classified mission, according to a new report on education in the United States. Current teaching methods are so bad they often interfere with education rather than promoted. Since then, there have been three other major wars, and the nation is on the brink of a fourth. The flag flew today outside the Dundalk, home of John F Perella, a paratrooper during Vietnam. Winner of two Bronze Stars. He was one of only five in his platoon who weren't killed or wounded. We thought that with the Vietnam War, that that would be the war that ended all wars and the veterans would eventually trickle away. But it looks like we will have a steady flow of veterans from here on out. The flag also flew today outside the overly home of Gordon Wetzel. He drove a tank in World War Two until he was captured by the Germans. He knows the horror of war and prays that doesn't happen. But like a German told me over there when I was as a prisoner. That's what war is. I mean, what else is war? It's. It's there to do what you have to do and to win. It's quite a few things that go through my mind at that. My buddies that I lost in World War Two. As Americans here in Baltimore honor those who've served their mine. Dedicated Just eight years ago, the Vietnam Memorial wall has become one of Washington's most popular monuments and tourist attractions. A Baltimore County woman is on a campaign to remember those on front lines of the Middle East tonight. And she's doing it in a most unusual way. Don Scott reports. Her son got shipped off to Saudi Arabia. Now she's shipping out some of life's little necessities. 20 year old Private Patrick Marsilio has suddenly seen the world courtesy of the U.S. Army, where he sits high and dry in the Saudi desert, having floated through the Suez Canal to get there. And now, courtesy of his mother and others like the Sheraton. And here he and his buddies are about to get two cases of hotel soap. Police say the attack took place at the Meridian Randall's Town Nursing Home last July. 80 year old Sidney Bloch was visiting his sister of the home when he engaged in sexual contact with his sister's roommate. Bloch pleaded guilty to a third degree sexual offense, indecent exposure and committing a perverted sexual practice. He was given a suspended term of 13 years in prison and will be treated at the Johns Hopkins Hospital Sexual Disorder clinic. Tonight, seven teenagers are charged with assault and destruction of property after police say they stood on a BWI overpass and shot at cars with their B.B. guns. The incident took place last night. At least five cars had shattered windows, but no one was reported injured. The suspects range in age from 15 to 17. They're being charged as juveniles. Tonight, Howard County's new executive elect is already taking action. Charles Ecker won't be sworn into office until December 30th, but he is already putting his unity team to work. Ecker has set up six subcommittees on issues from county safety to human services. He says he wants to assure a smooth transition from the Bobo to Ecker administration. I want to make sure that the employees of the county have an open government. I want them to begin treating people and opening up county government. I want them to begin treating people as they would like to be treated. But the tree that's being turned into firewood proved to be more annoying. Around 930 last night, the Tanners were watching TV when they heard a bang. I ran upstairs and I came out here and I looked around and the tree was laid across the car. I had to look twice because I couldn't believe it was my car. Last year, a new sidewalk was put in. Mr. Tanner says workers dug around the earth and the tree to get the pavement in. He thinks that work disrupted the root system of this tree enough so that the first major wind took it out. And on top of what used to be the Tanner's eight day old 1991 Honda Accord, it only had 200 miles on it. They got it last week after their old Honda Accord was totaled in an accident. One big tree and two Honda's. Later. The tanners are scratching their heads. Their neighbor, Eddie Briggs, is counting his blessings. If the wind had blown at 830 instead of 930. We'd be standing over his car instead of theirs. About an hour earlier, we had parked there and my fiancee left to go to a birthday party with her daughter. Now, since June 3rd is a cost cutting measure in the fire department. The fire trucks have been running out with three man crews accrue. However, the mayor, Mayor Schmoke, is not in favor of this bill, although he likes the option of having format crews. Well, if you have ever rented an apartment, you know that before you can get your security deposit back, the landlord will want to inspect for damages. But what if there is no apartment left to inspect? A man with just that problem found he had to get Gelman to get his money back. Things are slowly getting back to normal. Roofs being rebuilt, walls going back up. But Zenz knew this community would no longer be his home, and to find a new one, he needed his security deposit back. He called citywide management to ask when he could expect it, and they said that they had to do an inspection or a walk through on a certain date, and that would be receiving a letter to that effect. And I said, walk through. I said, that's ridiculous. I mean, I mean, I didn't do anything. But she said she wanted to know whether I or my pet did any damage to the apartment after a tornado went through it. But the letter Zenz and other tenants got was clear. An inspection had to be scheduled inspection. For some tenants, there was no place left to walk through. Under the law, a landlord does have up to 45 days to return a tenant security deposit and can insist on a walk through to make sure that there is no damage. But that's in the normal situation. A tornado we didn't think was exactly normal. At first, citywide management refused comment. But several days later it called to say that the money would be returned. Some 80 youngsters from the Mildred Monroe and Dallas F Nicholas Elementary schools took to the streets today not just to celebrate but to raise money as well. Each walker collected donations from sponsors for completing the walk. Proceeds will benefit the Donald Bentley Memorial food pantry. Now, in other education news, a Baltimore County school is also being honored by Ladies Home Journal for a program that teaches people just how to be good parents. The centerpiece of the program is building self-esteem in both parents and students. Later, will Maureen volunteers in her son's school. She helps his third grade teacher by working with small groups. Guess what happened to me? But the core of the program is all about self-esteem, both for parents and students. Parents are the models for their children. And the more esteemed a person is, the better they are at being a parent and helping to nurture the self-esteem of their children. So parents form a support group where they learn parenting skills and trade information on how to handle common problems. I enjoyed getting together with some of the other parents and seeing that we weren't the only ones that had some of the struggles that you may have at home. The bottom line is that this is actually a preventative program. That's because the middle school where these kids will go has a high dropout rate. This program is aimed at getting kids hooked on education before they get there. And for that, it is one of half a dozen programs in the country that was given high marks by the Ladies Home Journal. And we should probably point out that that program started two years ago, actually was only in the second grade last year, but it got an additional grant and it's now at an entire school at Martin's Boulevard Elementary School. Tonight, hundreds of lives might be saved with the development of a new vaccine that can be given to infants as early as two months old. Healthwatch reporter Ryan Kellogg is here with information about the new HIV vaccine. And most parents probably already know HIV. It stands for Haemophilus influenzae type B, and it can be deadly, especially when it comes in the form of meningitis or pneumonia, their skin infections. And it literally does kill hundreds of people. Unfortunately, these diseases most often attack children between the ages of six months to a year. And before now, those children would be vaccinated with HIV at 15 months. That's why doctors are so excited that babies now even younger than Shanika Freeman, can get the new modified HIV vaccine. I was 23 weeks pregnant when I deliver her, so she weighed a pound and four ounces. A pound had four ounces. Well, she's really growing a lot. Yes, she's up to 9 pounds now. And today, Shanika is getting one of the three vaccines that two and four month old should be getting now, the DPT or diphtheria, pertussis, that's whooping cough and tetanus, the oral polio vaccine and the new HIV vaccine. This is very exciting that now we can start giving it at two months of age and hopefully the children will have enough protection by the time they reach the age when they're at greatest risk. A child this small. Are there any side effects with the HIV vaccine? At six months a child again get DPT and the HIV. And at 15 months you add the measles, mumps and rubella vaccine. Three vaccines at two months. Can they get all of these vaccines at the same time? Yes, they can. There's no problem immunologically for the child to get all the vaccines at the same time. And the protection to the child or to the young infant is very, very important. All. All right. Okay. All right. And if everyone can be like Seneca getting a shot at your man. That was real quick. No problem. New HIV vaccine will be available, by the way, at the beginning of December. And if you have a child now over two months and want the vaccine, there are specific recommendations depending on the age of the child, seven months to 11 months. And after that. So you should see your doctor and talk to your doctor about that. In the past you've talked a little about the DPT vaccine side effects. That was a concern. What's that? Well, the deputy, they're still looking into these side effects, but the doctors we talked to still are confident that the side effects of the benefits still outweigh the side effects and are still recommending the vaccine. Responding to that editorial is Baltimore Teachers Union President Irene Dandridge with another point of view. This station has taken an editorial position in favor of the Maryland State Department of Education's resident teacher certificate. While the BTU was glad to see alternative methods of certification, we question how effective this plan is going to be. Other school systems across the country have implemented similar programs. The most successful programs have strict guidelines on a statewide level. The state board is requiring only 90 classroom hours of instruction and education. 90 hours cannot begin to cover all the educational practices and theories a teacher needs. What is even more alarming is that each local school system will be responsible for training of teachers. Baltimore cannot even provide adequate staff training for our first year teachers. Think about what the system will do with people who don't have the educational background. And in addition, where are the so-called poor subdivisions going to get the money for this training program? The Department of Natural Resources expects to make a decision on the hunting issue after the first of the year. Well, tonight, Baltimore firefighters have won the latest round of a staffing battle. Despite a veto threat, the city council voted for the bill requiring four firefighters per fire engine. The mayor said the measure would force him to close down several fire stations to control costs. But City Councilman Joe de Blasio is all for the bill, and the council feels that public safety is primary. We're not talking about dollars and cents here. We're talking about saving lives. The couple did manage to escape by jumping onto the roof of their porch, and then neighbors helped them down a ladder. They were not injured. Investigators still don't know how that fire started. As temperatures begin to drop, attention is being turned once again to the homeless. Under the city's winter plan. Most of the needy should by now have access to beds and shelter. But the night seems a little dire. Reports a lack of money is leaving the homeless out in the cold. Tonight, we saw the homeless try to stave off the cold with hot food. But hot soup and sandwiches are no substitute for shelter, especially when windchills will probably dip in the low 20s. It gets cold. No ways you don't want to get up and go to the bathroom, especially if you are already warm and you want to get that way. He calls himself Curt and daily he and 2400 folks like him scramble for the 736 beds available in city shelters. Those that don't make it inside make do. I've been through that. Sleeping empty, no rest stuff running around. You know, they have a body, you know, And then I go in and there's no right to sleep. You know, I know that you run around in there, you know, trash and stuff. And others simply say, you know, we can't do more. We've got more than enough beds. We've added beds. They're in our lobby, they're here. You know, we can't do more to prepare for that. The city plans to open city buildings if need be. But with homelessness rising, the winter plan delayed and the opening of two shelters put on hold, it's still one step forward and three steps back for the 19 year old. Well, the winds that ripped through Baltimore last night have left more work behind. Curtis Tanner hopes his insurance company will clean up the mess left of his car. And once they were finished here, the winds whipped up the East Coast, upending boats in the Long Island sound and ripping the roof off. The Savage River has become home to whitewater competition since 1989, when 600 paddlers competed in world championships. Organizers were hoping to hold next summer's World Cup tour in Frostburg, but they say a projected state budget deficit and an uncertain economy have made it impossible to raise the necessary funds. A Baltimore County school has received special recognition by Ladies Home Journal for its efforts to keep students interested in school. A program at Martin Boulevard Elementary School is called Effective Parenting, and it encourages parents to help out in the classroom.
