Baltimore City police are trying to make a dent in the drug traffic in southeast Baltimore. Late yesterday, federal agents and more than 100 city police officers converged on the Perkins Homes Housing project, arresting more than 40 people. Three of them alleged drug kingpins. Also today, it's been learned the city police department is bringing in and out of state consultant to review the way arrests are being made in Baltimore. It's something that's certainly been called into question with the recent death of Jesse Chatman shortly after his arrest and while in police custody. But the department says the consultant was contacted before that incident. It's not directly because of Jessie Chapman. The commissioner has been concerned some time about arrest techniques that are being used in addition to equipment that is issued by the department. Basically, the consultant who is coming in as an individual who's been in the business for 25 years of of training and traveling around the country, consulting with various departments. It's just simply to look at how we're arresting people. Are we taking advantage of the latest techniques that are out there and being utilized by the other departments? I guess the short of it is if what we're doing is outdated, then perhaps it needs to be changed. Specifically, Commissioner Tom Frazier had some concerns about how often his officers make what's called a felony arrest, where the suspects placed face down on the ground before the cuffs are applied. The consultant comes in next month. The officer riding the 14 year old horse was trying to join a nearby foot chase when the accident happened. He was thrown from the bound but not seriously injured. The horse, named Bozeman had been with the department for about a year and was the animal was dead at the scene. Several different law enforcement agencies are talking to this man about why he used a murder victim's name to get a phony driver's license. 20 year old Brian Everett was arrested yesterday and charged with using the name of John Temple to get a license. The Secret Service, the MBA, the Postal Inspection Service and Baltimore County homicide detectives are all in the process of questioning him. Authorities say as of right now, though, Everett is not a suspect in the unsolved murder. Testimony continues today. In the end, the second day of a domestic violence trial of in Harford County, Robert Mincer is charged with dousing his wife Mary with gasoline and trying to set her on fire. Today, Mary's son and a next door neighbor described how they fought with Mincer to try and keep him from striking the match. Robert Mincer was charged with attempted murder and could face life in prison if convicted. If you go to the movies this weekend, you'll get a sobering message about domestic violence at the local Loews theaters. Baltimore Investment, the investment banking firm of Alex Brown, now says it's not interested in exclusive negotiating rights for the Inner Harbor power plant. Brown expressed an early interest in the facility as a possible site for its corporate headquarters. The city says the company told the mayor's office it's still interested but does not want the exclusive bidding rights. As of this time, talks in Major League Baseball's labor dispute took a turn for the worse, increasing the chance of a walkout by the players next week. The Baseball Players Association announced yesterday it will stick with the August 12th strike date, though it was tempted to move up the date. Back here, a frustrating story from out west where firefighters working to contain one wildfire. One wildfire turned to see another one blazing out of control. Firefighters are declaring victory over a stubborn blaze near Idaho City, but already a new fire is raging in the Tahoe National Forest of the California Nevada border. That fire has already destroyed three homes and burned 12,000 acres. And some good news from Washington State, though, with higher humidity and lighter winds have helped firefighters gain ground there. In all, more than 233,000 acres have been burned in seven western states. And while the wildfires scorch thousands of acres, it is the threat to human life which worries firefighters the most. In Washington, one group of hikers is lucky to be alive after getting caught by the blazes. You know, on Wednesday, we saw the third green and two days later, three days later, it was it was in black and white. It's one trip this group will never forget. When they started their hike on Wednesday, two miles south of Leavenworth. The fires weren't even a threat by Friday night. They knew things had changed. I looked up and saw a plume of smoke was a big white plume of smoke, actually. It was a restless night. I looked outside the tent and it was so thick and so dark, I couldn't I couldn't see my hand from my face. And I looked up into the sky and there weren't any stars. And when I went to bed, there were the next morning they made it to the trail only to find the fire had beat them to it. There were a lot of there were a lot of prayers. They said on the way down on the mountain. These are pictures taken by the group as they headed down the trail, which only hours before had been engulfed in flames. They knew they were in danger, but had no idea how close it would come. My brother and my dad heard a kind of like a rifle shot kind of tracking. And and Antonio looked up and he saw a tree starting to fall. And everyone was right under it. And I was directly under it. I saw him there and I was really close to him. I couldn't see the tree. I just heard the cracking and it scared the bejesus out of me. I mean, I heard it and I knew I had to get out of there. And he was right next to me, Fredricka, was. So I grabbed him and I kind of tossed him ahead of me. It took them 3.5 hours to make their way out. The hikers say after the incident with the tree, they really didn't want to take time to rest or even get a drink. All they wanted to do was get out of those woods. That look like people had bruised me. You know, I'd been hit for something like down the back of my legs and my kids would say, Oh, what's that? And things like that. It kind of makes you want to do something about it. For Michelle, that something was scleral therapy. Using a needle, doctors inject a solution into the veins. It makes the veins lining swell until blood can't get through without the blood. The vein collapses. It breaks up and gets absorbed by the body. The needle sticks burned for a few seconds like a bee sting. But doctors say that's one of the only negatives, especially when you compare it to veins surgery. Rather, it's about one 6 to 1 eighth. The cost of surgery. There's very little downtime. Patients are back to their routine activities within 12 hours. And it can be done right in the office without having to go through the rigors of surgery. There can be some side effects, an allergic reaction, a lump or tenderness that disappears in a few days. Some patients say their leg changes color at the injection spot. I think the discoloration we see here will probably fade within the next 6 to 8 weeks. Michelle is not worried. She says it's a small price to pay for getting rid of those varicose veins can hurt and sometimes lead to serious problems like phlebitis. The Serbs then fired on a U.N. helicopter trying to locate the weapons. The weapons taken were among those turned over by the Serbs last February. They were vowing to pressure to end the siege of Sarajevo. Today's removal of weapons can only be considered a deliberate act undertaken by the Bosnian Serbs in full awareness of the consequences. I regret the use of force. Our job as peacemakers is to keep the road to peace open. But there is a limit. The planes involved in the action included at least two American A-10 Air Force jets like these one target, an armored vehicle, was hit by an American pilot. Secretary of State Warren Christopher called the action a positive step. I think this is a way to keep additional pressure on the Bosnian Serbs to accept the contact Group peace plan. We hope that will have that effect. At the White House, spokeswoman Dee Dee Myers warned of serious consequences if the Bosnian Serbs do not accept the peace agreement. And though we can't confirm it, Maryland pilots may have been at the controls during today's bombing run. These are some of our friends that are still over there that are flying these missions. And we saw them just yesterday talking to you. But they're on standby ready for the U.N. troops if they need them. These are real missions. Every mission that we went on, we practice as we would employ in wartime, because you may be called upon to do that, as these guys did today, apparently. But the returning members of the Guardsmen, 28 days in the region. They describe the horrors they witnessed in the Bosnian civil war from the loss of human life to the mass destruction on the ground. A mission to rid southeast Baltimore of drug dealers is a success, according to Baltimore City Police. While most residents are saying thank you, one woman thinks police owe her an apology. Police Commissioner Thomas Frazier is getting a second opinion on the way city police do their jobs. He's asking an outside consultant in California to review procedures for making arrests. The request comes after the death of Jesse Chapman in police custody and the protests which followed. It is not directly because of Jesse Chapman. The commissioner has been concerned some time about arrest techniques that are being used in addition to equipment that is issued by the department. Basically, the consultant who is coming in is an individual who's been in the business for 25 years of of training and traveling around the country, consulting with various departments. It's just simply to look at how we're arresting people or are we taking advantage of the latest techniques that are out there and being utilized by the other departments? I guess the short of it is if what we're doing is outdated, then perhaps it needs to be changed. The department is specifically concerned about what's called felony arrests. That's when police put a suspect face down on the ground before they handcuff him or her. The consultant is scheduled to come to town next month. A former president of Frostburg State University and his wife were found murdered in North Carolina. 74 year old Harold Delaney and his 71 year old wife were apparently victims of a robbery gone bad. Police have charged 33 year old Keith Bradley East with the murders. But Delaney's, who were from Silver Spring, were visiting Mrs. Delaney's mother in North Carolina. Delaney served as interim president at Frostburg from February to August 1991. Mary Mintz, his teenage son and one of her neighbors delivered some key testimony for the state today. Both helped rescue her from the clutches of her estranged husband. And both vividly recalled for the jury of nine women and three men what happened the night of August 8th last year with his mother covered with gasoline. 18 year old Mary Mensah's son, Phillip. No Lay testified that his stepfather held a lit match over his mother's head, but the match burned out. He said Robert Mincer went to light another one. But as he tried to strike the second match, his mother escaped and she ran from the house and started screaming for help. James Terrell Law, Harford County Hazardous materials expert who was called to Mary Minster's house that night, testified that her clothes had been soaked in gasoline and that if a match had been struck, she would have gone up in flames, in his words, like a torch. But the most dramatic testimony of the day came from Ronald Lawson, a neighbor. He said when he heard Mary Mensah screaming, he kicked her front door down and found Robert Mincer holding her in a headlock with gasoline dripping from her head. A lit match was in his other hand. He quoted Mensah as saying, Mind your own business. I'm going to burn her. I tried to keep him talking. Lawson told the jury. I told him, You don't want to hurt anybody. I talked until the match burned out and got to him before he lit another match. And if so, has the defense given you any idea of what kind of case it will present? Here's the situation right now. We understand that the defense will be starting its case probably sometime Tuesday. That's when the trial is scheduled to resume. The big question right now is whether Robert Mincer will take the stand in his own defense. We'll have to wait and see until next week. All right. On Barrier Island, woman has won her sexual discrimination suit against the world's largest waste removal company. Don Monday drove a garbage truck for the Waste Management Corporation in Baltimore. She claims coworkers tried their best to force her out of the job because she is a woman. Monday asked a federal judge for $13 million in damages. Late yesterday, she was awarded just over $77,000. Neighbor congratulated neighbor today at the Lexington Po housing development. For months now, people who live in the project have been cleaning up the grounds, hallways and areas surrounding their apartments. Today, they held a combination indoor block, party and festival to celebrate the changes they've made. Mickey Steinberg setting a new standard for Marilyn. Cab drivers may be getting some much needed help in their fight against crime. Some cabbies want to require mandatory bulletproof shields in every cab. But Dennis Edwards reports some drivers don't like the idea. No, I don't. I don't like. Because, you know, people in the back, they don't they don't hit as much air and all that stuff, you know, because the deal is sealed. James Roberts has been driving a cab ten years now. He doesn't have a bulletproof plexiglass shield in this car and he doesn't believe it'll stop people from robbing him. Guys that have this shield have been robbed and without it, you know, also. So I can't see where I really benefit one way or the other. But Dan Seltzer, president of the Royal Camp Association, disagrees. Celsius Association is part of a group asking the Maryland Public Service Commission to require camp owners to install shields. It's most definitely going to reduce the crimes against the cab drivers. You know, the shields are very effective. Seltzer believes the shields could have helped drivers like immensely low deer. He was shot in May after a man with a gun argued with him at this intersection. Seltzer says about 45% of all city camps already have shields. Maryland Transportation Authority police say the ringleader behind the robbery was 40 year old Christy Warner, who works at the airport. Warner And 21 year old Melanie Mong Schauer were arrested today, charged with theft and conspiracy. Police expect more arrests. So far, they haven't recovered any of the money. The NAACP is executive director Dr. Benjamin Chavis is taking the offensive tonight following allegations he made a secret lawsuit settlement with a former employee. But in his commentary tonight, Mike Rowe, Lasker says Chavis still hasn't answered several important questions. And until he does, a lot of his own board members aren't sure how much support to give them. Dr. Benjamin Chavis scored a few pretty good points when he produced a letter from his accusers own attorney claiming allegations of sexual harassment were overstated. And he scored some more points when it was shown that the accuser, former employee Mary Stansell, has a history of filing lawsuits, some of which look pretty flimsy. When asked what they did over their summer vacation, these kids spent the hot summer days painting a mural in their Sandtown Winchester community. It is part of the 1994 Baltimore mural program. The mayor even stopped by for the celebrations and helped dedicate the painting to the neighborhood. Today, police were back to follow up. We have increased uniform patrol in the area by foot patrol and mobile. We have a mounted unit in the area. We are working with the community groups to come out and form court block watchers. While most of the people who live here praise yesterday's raid, one family says police made one major mistake. The police raided my house and turned my house upside down. Broke a lot of stuff in there for no reason at all. Looking for some drug dealer, Ella Huynh says police kicked her door in and searched her entire house. They hate my name, but they just said, I guess, to hit the wrong house. I'm not a drug dealer. I don't associate with drugs. I don't associate with drug dealers. I work two jobs and I don't have time to mess with drug dealers. Hines wants police to apologize and repair the damage, but a spokesperson says no mistake was made. Word tonight of a setback for plans to build a large Coca-Cola plant in Howard County. The Coca-Cola Company wanted to build a $200 million facility in the Parkway Corporate Center near Route one. The plant would have brought about 500 new jobs at about $4 million a year to Howard County. Now, the company says it's delaying construction indefinitely. Coke says technological changes are responsible for the delay, but it didn't quite explain what those changes are. All the movement toward a baseball strike next week left fans to sweat it out. And as Alex Demetrius reports from Milwaukee, where the Orioles are playing tonight, it's ruining not only the season but expensive vacations. The kind of stadium the birds of life remind you of. Milwaukee is the Orioles home away from home tonight, but they are not alone. That's a rough cut this summer. Like every summer, baseball fans from Maryland are with them. Today's removal of weapons can only be considered a deliberate act undertaken by the Bosnian Serbs in full awareness of the consequences. I regret the use of force. Our job as peacemakers is to keep the road to peace open. But there is a limit. The planes involved in the action included at least two American A-10 Air Force jets like these one target, an armored vehicle, was hit by an American pilot. Secretary of State Warren Christopher called the action a positive step. I think this is a way to keep additional pressure on the Bosnian Serbs to accept the contact group peace plan. We hope that will have that effect. At the White House, spokeswoman Dee Dee Myers warned of serious consequences if the Bosnian Serbs do not accept the peace agreement. If the Bosnian Serbs continue to reject the proposal, a decision by the U.N. to lift the arms embargo could become unavoidable. In Sarajevo, sniper fire intensified after the airstrike. Two passengers on a city street car were wounded. The airstrikes apparently hit home. The Bosnian Serbs have agreed to return all of the weapons they seized. But if there's a repeat performance by the Serbs, the White House is warning of additional air attacks. Lisa Stark, ABC News, the White House. Military officials won't say much, but they do confirm troops have been flying support missions. You know, we've got half of the airplanes over there right now. So the odds are 5050 that that we have the airplanes involved in that skirmish. This afternoon, Maryland pilots aboard the A-10 aircraft have been providing backup for U.N. peacekeepers on the ground. And with so much violence in that part of the world, the guardsmen have a lot to accomplish. It's really pretty much falling into chaos unless we do something about it. So I think it has a big presence to, you know, to keep some kind of enforcement over the top of that, to to try to preserve peace as much as possible. Today, some of the troops from this area came home. Many of them describe terrifying experiences of life in this war torn country. There's villages that were just almost completely leveled over there. It's it's very sad to see such destruction. You flew over Mostar and you see virtually all the bridges just collapsed in the center span. The National Guardsmen say violence in Bosnia is unpredictable. The situation goes up and down almost daily. So one day it can get bad and the other days are pretty good. Many of the men and women in the Maryland Air National Guard who are stationed in Bosnia right now are from this immediate area. A double murder in North Carolina is touching a number of Marylanders tonight. 74 year old Harold Delaney, a former president of Frostburg State University and his 71 year old wife were murdered. Police believe the Silver Spring residents were killed during a robbery and have charged 33 year old Keith Bradley East with their murders. Harold Delaney served as an interim president of Frostburg State in 1991. The couple was visiting a relative in North Carolina. A lot of people are applauding yesterday's police raids on suspected drug areas in southeast Baltimore. But the applause stopped in one home in which a woman says they made a mistake. Police recovered cash, cocaine, guns and two vehicles in the raids. They also arrested 43 suspects on various charges. But did police make a mistake when they smashed in Ella Hines door in Perkins homes and searched her entire house? They hate my name, but they just said, I guess, to hit the wrong house. But the death of suspect Jesse Chapman after he was arrested last month has prompted Commissioner Frazier to move up the date of the consultant's visit to next month. Basically, the consultant who is coming in is an individual who's been in the business for 25 years of of training and traveling around the country, consulting with various departments. It's just simply to look at how we're arresting people. Are we taking advantage of the latest techniques that are out there and being utilized by the other departments? The commissioner is specifically concerned about how often his officers make what is called a felony arrest, where a suspect is placed face down on the ground before he or she is handcuffed. Well, day two in the trial of Robert Mincer in a Harford County man accused of dousing his ex-wife, Mary Mincer, with gasoline and threatening to light her on fire. Pompei was put on administrative leave while being investigated for what appeared to be a misuse of school funds. Baltimore City State's attorney Stuart Sams now says he'll take no action but that his investigation did show a pattern and practice by Pompei of undocumented expenditures, poor management and an avoidance of accountability. Attorneys for the school system will review Simone's report and decide what, if any, disciplinary action should be taken against Pompei. Clinic administrators said 34 abortions were performed the usual amount on a normal day. The evidence seems to continue to pile up against O.J. Simpson. Today, police reported having a receipt showing that Simpson bought a fake beard and mustache shortly before his ex-wife and friend were murdered. The purchase made from cinema Seacrest in Burbank was the latest bizarre development in the case. Simpson is standing by his claim of innocence in the murders. Firefighters in Washington are finally gaining ground and one of the state's largest wildfires.
