Hundreds marching down Main Street in Union Bridge to remember a good friend, Sam Aleppo was in their hearts. Today. More than 1000 mourners said goodbye to the beloved Westminster police chief, who died in a traffic accident on Wednesday. He was outstanding. He was very he motivated people and he was just a very good leader and he was a good man. There was a state police honor guard. Officers came from around the state. Townspeople lined the street. They would remember Chief Lupo as the man who helped build the Westminster police force, a man who loved two families his own and the men and women who worked for him. First of all, Sam was a very loving father and husband to his family, and he had a deep sense of commitment to his community. The body of 41 year old Harold Howell was found yesterday near the Quay Bridge, one day after his boat began taking on water. There were other people in the boat with him were rescued shortly after they all went overboard. The Coast Guard did find the life jacket Howell was supposed to be wearing when he went into the water drain. Plugs on the boat were also found to be missing. You know, from our Eyewitness News drought watch, the lack of rain has killed just about everything this year, but one menace is still flourishing the dreaded Asian tiger mosquito. This nasty little bugger needs only a drop of water, so even old soda can supply enough H2O to breed millions more mosquitoes. The big story people elsewhere are talking about this morning, $1 million lawsuit filed by a special education student at Columbine High School, Christina Yao, reports. The student says she has been unfairly kicked out of school. All new painting on the wall. When the doors to the newly renovated Columbine High School open on August 16th. Sophomore Melissa Souder will probably not be there days after the April 20th shooting, in which 15 people were killed, including the two gunmen. The school claims Souder told a friend she was glad some of her classmates were dead. Melissa says she has simply been misunderstood or taking someone else's word against, like a lot of other people's words. I mean, it's one word against another word. Souder says what she actually told a friend was that she hoped something good would come from the tragedy. Not that she approved of the shooting, but school officials have told her she can either register at another school or get a tutor for the year. There's some good things about that school that I haven't found in any other school. All Souder wants is to join her classmates and to put last April's events behind her. Christina Gow for CBS news, Littleton, Colorado There are two students still hospitalized from the shootings last April. Both are paralyzed from the waist down, but both plan to return to Columbine sometime soon. It looked a bit like Woodstock 99 at the Dave Matthews concert in Hartford, Connecticut this weekend. Well, Saturday and Sunday night's violence erupted at the outdoor concerts. Fights broke out, cars were torched, and people threw rocks and bottles at riot police. More than a dozen people were arrested at last night's concert, and The Sixth Sense scared away the competition at the box office this weekend. Bruce Willis new drama debuted at number one, bringing in $25.8 million. Two Maryland made films were also big sellers this weekend. But China reportedly will not allow it because of the Vatican's diplomatic ties with Taiwan. In this morning's medical report, British doctors are about to try to create cancer free babies using in-vitro fertilization. Doctors in London will implant embryos, which have already been genetically screened for cancer, in three women whose families have a history of the disease. Critics claim it is just another step toward creating so-called designer babies. Well, what should you do if you are stung by one of the sea's less friendly creatures? You know that jellyfish. Our doctor, Emily Senay, is here to tell us what we should do. You know what? I have to admit, I've never been stung by one. They come in all shapes and sizes and inhabit either shallow coastal waters or the much deeper sea. All of them have tentacles that contain stinging cells with tiny barbs that inject venom. But not all jellyfish are dangerous to people. In fact, jellyfish stings are rarely fatal, but some are more poisonous than others, and numerous stings can really cause you some serious problems. If you're in doubt or experiencing a lot of pain, you want to see a doctor right away. Now, if you are stung, there are some important steps you can take immediately. First, you want to take an oral pain reliever as soon as possible, then carefully remove any remaining jellyfish tentacles from your body. But you have to do it without letting it touch any other part of your body, because it can still sting you. So you want to cover your hand and pull it off and do not rub it. Then wash the area to remove any stinging cells left behind that may not have been triggered. So you have to be careful how you get it off you, because it can actually make it worse. Beautiful little creatures though. Yes, they're very pretty, you know that. They're so unfriendly. Okay, but what is the best kind of treatment for the pain? You said oral treatment. You want to take something right away by mouth. Things like steroid cream, anesthetic creams or antihistamines don't work at all for jellyfish stings, so don't try that. That might work with something like the Portuguese man of war, but with something like the sea nettle, it will actually make it worse. So you have to know what kind of jellyfish you're dealing with. For the sea nettle, you want to put something like baking soda on it. You have to be specific for what it is. The Baltimore VA medical center is looking for a way to prevent the debilitating effects of shingles by testing a vaccine. It's the same one routinely used to immunize children against chickenpox. Researchers are looking for people 60 years old and over who have never had shingles to take part in this study. Volunteers will get the real vaccine or a placebo injection. It was an Hispanic. Leaders are very happy with this latest development. The state Court of Appeals ruled last week that home detention cannot be imposed as a condition of probation. So this morning, the state went into court and asked that the plea bargain in the case of former officer Dorian Martin be thrown out and Judge Clifton Gaudi agreed, saying he had no choice. So essentially this case is back to square one now. Officer Martin resigned back in December, pleaded guilty in July to robbing a Spanish speaking immigrant. His plea bargain would have kept him out of jail. That outraged Baltimore's growing Hispanic community. Protesters marched in front of the courthouse this morning, saying the plea bargain sent a bad message among the protesters. The man, the Dorian Martin, is accused of robbing. So today's ruling means this case starts all over again and likely will mean a jury trial for Dorian Martin. I think it's a good thing. I think, he can't get a deal now. He has to go to court. And when you have a jury that will find him guilty or that's what we want. So I think it's a good thing. And so we think that when it's all said and done, that rather than being subjected to 120 days home detention and having to pay people for money that he didn't take, he'll be relieved of all of that to a not guilty verdict on the part of the jury. People living in Cecil County are on edge after news an escaped murderer may be in their midst. Police say 48 year old Norman Johnston, who escaped from a Pennsylvania prison last week, was spotted yesterday at a fruit stand near Fair Hill. He was convicted of killing four teens in 1980. Residents in the area are understandably frightened. Everybody is looking out for him. Everybody's, you know, worried about it, about you. You lock in your doors. Yeah. And turn it on the alarm. I mean, you know, when somebody is desperate and on the run, they're going to break into the first place that they can and look for hostages. Police say members of Johnston's family lived nearby in child's. And he may have been waiting for a ride from a family member when he was spotted. The investigation continues today into the death of a boater this weekend. The body of 41 year old Harold Howell was found yesterday near the Key Bridge, one day after his boat began taking on water there for the people who were rescued shortly after they went overboard. The Coast Guard also found the life jacket that Howell was supposed to be wearing, and said the drain plugs on the boat were also found to be missing. Baltimore City says it will begin citing people today for violations. No more warnings. But from the looks of the water consumption numbers, we're doing a good job conserving it. And the numbers show the area you use just over 240 million gallons of water yesterday. That's down from more than 317 million gallons one year ago. I got a bottle on my head. Some kid knocked me out. I woke up an emergency room last night. Parents came to get me. It seems alcohol is part of the experience. Bottles are scattered all over the parking lots. There is broken glass everywhere. Not everyone comes here for the concert. Many just come to hang out and drink. Last night was just terrible. A car just hit cars on park turned cars over. This is not the way you have fun in Hartford. And we got to make sure everybody understands that tonight. Police tell us about 50 people were arrested this weekend at the Dave Matthews concert. They say they're going to work with the Meadows Music Theater to make sure this doesn't happen again. They say free parking should only be for the people going to the concert, and that people without tickets will not be able to park for free. That was Susan Raff reporting. A brand new poll has been released, and for the first time, the mayoral shuffle is too close to call. Hello, everybody. On to the East Coast, and I'm Vic Carter. Here's what people are talking about tonight. The numbers in this poll are dramatic and affect everyone living in Baltimore. As little as eight weeks ago, it looked like City Council President Lawrence Bell was sailing into the mayor's job. Not tonight. A new survey from Gonzalez's Scott research shows Bell with 29% of the Democratic vote. Councilman Martin O'Malley is right behind with 26%. Former Councilman Carl Stokes has 20%. City register of Wills Mary Conaway 4%. The gloves came off right here. Respected politician Pete Rawlings endorsed candidate Martin O'Malley. But if you were there, you'd never know it because of the bell. Supporters soon give up after the shutdowns. Mastermind political consultant Julius Hanson. The sun put a picture of Hanson at O'Malley's rally on its front page last week. He was down. Hanson has used this tactic before. But last year, a Washington newspaper called this shutdown of Mayor Smoke's endorsement of Eileen Raymond. Brilliant. I'm sorry that the thing evolved the way it did. Although Governor Glendening, did this last year. I'm not Governor Glendening, and that wasn't my plan. I on the sidelines, a Carl Stokes supporter, a man who ran five and won four citywide races, a man who says these shutdowns do nothing for the candidate. Would it be possible for Clarence to burns? No, no. Back then, they would smoke, shout down. They wouldn't be, supporters. The same thing happened to him. I don't think they were his supporters. They were just dummies. As of today, Julius Hanson no longer works out of Bell's campaign offices. Julius Hanson is no longer working for you. Right? That story coming up in about 15 minutes at about two this afternoon, a spectacular boat fire near the bay. Imagine the craft you saved a lifetime for goes up in flames. That's what happened to one Aberdeen couple on the back River sky. Chopper 13 was there to watch the tragedy unfold. Eyewitness news is now live at the Curtis Bay Coast Guard station. Kathy Fowler has more on today's fire and rescue. Kathy. Well, the Karen grown Jean had just bought their yacht two months ago. Tonight. They were coming home from a weekend boat trip. They were just minutes away from the Marina, but they never made it. Instead, they were stuck on the water watching their $120,000 boat burn to the water. Bright orange flames tear through this 38 foot yacht like its paper. It doesn't take any time at all. If it's getting, if it gets going, doesn't take any time at all to really engulf the boat in just ten minutes, according to the Coast Guard. That's all it took for the fire to look like this. The Coast Guard raced down that river to rescue Carroll and Gran Jean, but knowing there was no time, nearby, boaters stepped in. It was, prudent sailor that had their VHF radio on and heard the mayday call to the Coast Guard. They stepped off their boat and didn't get their shoes wet. From a safe distance away, the Gran Jean's watched firefighters desperate attempt to control the raging flames. The grounding boat is supposed to be towed back here to Weaver Marina. The problem is, the only thing that's left is the bottom of the hull. They don't even know if it'll float or boats don't. Aren't required. According to the Coast Guard, the Grand Jean's did exactly what you should do on a boat fire. Although your first inclination might be to jump. Don't stay on board. Believe it or not, you want to stay with the boat as long as you can. It's a lot easier for rescuers in other people to find you if you're at a larger object. Thanks to quick thinking, the Grand Jean's can boat again, but not on their $120,000 yacht. It burned to the waterline. Now, if you own a boat, it's very wise to have one of these. A fire extinguisher. The Department of Natural Resources tells us there are nearly 2600 boating accidents over the past eight years. More than a thousand people were injured, 143 people were killed. But there is good news. The DNR tells Eyewitness News that even though the number of boats continues to soar, the number of accidents on the water has actually fallen in recent years. Well, water is still a major concern for most of you tonight as Maryland remains under a drought emergency. Today, a pipeline began pumping 50 million gallons of water a day from the Susquehanna River into Baltimore's water supply. You might not even notice the difference in the taste, since it will only make up a small portion of the water supply. Meantime, at the National Governor's Conference in Saint Louis, Governor Glendening meets with other states leaders to try and figure out better ways to conserve water, state by state. We'll probably be working closer and see what is actually working in terms of water conservation efforts in the different states, because we're having, degrees of success here. And some, some things work and some don't. Baltimore City isn't relying solely on the Susquehanna. We're also counting on people conserving the water. We do have, of course, some need reminding. But a lot of them, though have come in so far, have been bogus complaints. It's just I guess neighborhood field officers responded to this complaint in Edmondson Village. Evidence of a recent alleged car wash was all around. You cannot wash them now because of the water restrictions time. It's the man told the sergeant he was unaware of the ban in this Guilford neighborhood. However, the homeowner says he didn't find out about the ban until he was out of town on vacation. Too late to shut off his automatic sprinklers. We were aware of it, but we didn't have anybody here to turn off the sprinkler system, which we just did because we got home. Now, even if no one calls to report you, well, there's another way to find out who's violating the water ban. Just follow the trail. The truth of the matter is, gravity will tell on you faster than your neighbor taking water. Their flowers, they just can't water their grass. And you got to keep that in mind. There is no question that when neighbors get involved, crime goes down an average of 4% in most neighborhoods where neighborhood patrols began. Here's an example of how effective these patrols can be. This street corner is clear right now. Well, earlier drug deals were taking place right before our eyes. Patrol sent the dealers running. The dealers know the patrols always have police backup. And see everybody moves because they know they noticed the car. The proof's in the pudding. Crime is down 30% over the last three years. We have good strategies. Good, solid community partnerships. We're real proud of what we've done. Most communities don't want the drugs. And most of the drug dealers don't even want to do what they do. We we try to provide opportunity, jobs and a whole lot of other, supportive activity. Other then citizen on patrol. Residents firmly believe that crime is in direct proportion to the number of vacant houses in filthy lots.
