Here's what's happening, Newswise this morning. The strong thunderstorms that rolled through our area overnight caused widespread power outages, as you might imagine. Biggie says about 30,000 people lost power because of the storm. At this hour, about 5600 homes are still in the dark. Most of those are located in Baltimore County. The utility says it hopes to have everyone back online by some time. This morning, right after the heavy rains began, city firefighters were busy battling a blaze in east Baltimore. The fire broke out just after 1230 this morning in a row home on east North Avenue. It quickly went to two alarms and took firefighters about an hour to bring under control. It appears the house was vacant, but there are and there are no reports of any injuries. The cause of the blaze is still under investigation. A Lansdown woman is in critical condition today after being stabbed overnight allegedly by her boyfriend. An autopsy report has cleared four city police officers from any criminal wrongdoing in the death of Jessie Chapman, who died while in police custody this June. But some West Baltimore residents say they are not satisfied with that. They have refused to accept the grand jury's decision not to indict the officers in Chapman's death and last night held a protest rally to voice their concerns. As Eyewitness News reported exclusively on Wednesday night, the Chapman autopsy indicated he died from cocaine and toxic. Complicated by asthma. But others are criticizing the medical examiner's findings. For the sake of argument. Jesse did have cocaine in the system, but that didn't justify the beating he took that day. One witness said he cried out for help for his mother. You're not going to cry for mommy because you high on coke. You won't cry for mommy because you're taking a beating. The Chapman report also indicated the injuries received during his arrest did not contribute to his death and that medical examiners had become increasingly aware of the association between cocaine use, physical exertion and sudden death. Mayor Kurt Schmoke says he accepts the findings of the medical examiner. The Chapman family, though, does not and will sue the city for $25 million, alleging police brutality. There is some good news this morning for the 3200 workers at Baltimore's General Motors assembly plant. Local union officials tell US employees are to report for their normal shifts today. The political battle is over and a $30 billion crime bill is now headed for President Clinton's desk. Last night, the Senate joined the House in passing the crime bill. The vote was 61 to 38. The bill was passed with the votes of 54 Democrats and seven Republicans. Maryland Senators Barbara mikulski and Paul Sarbanes both both voted for passage of the bill. The legislation authorizes thousands of prison cells, establishes new crime prevention programs, bans assault style weapons, and creates more than 50 new death penalty cases. It also helps state and local government pay for or will help them pay for 100,000 new police officers. And turning to sports, the stage is now set for the final game of the Little League World Series. It will be Venezuela against the US champion. Northridge, California. Northridge earns a spot by defeating Springfield, Virginia, yesterday. For Northridge, the game got off to a great start in the first inning with two men on. Spencer Gordon took one deep over the wall in center for a three run homer. That would be the only scoring of the game, it turns out. And in the meantime, Northridge pitcher Nathaniel Dunlap was on a roll, taking a no hitter into the sixth inning. Dunlop's biggest challenge came in the top of the sixth when Springfield put him out on first and second. Several thousand people are waking up in the dark this morning thanks to the strong thunderstorms that rolled through this area overnight. At the height of it all, 30,000 homes were without power. Now that number is down to about 5600, mostly in Baltimore County. Excuse me. Well, while the storms were raging, city firefighters were also battling two alarm fire on east North Avenue. Authorities say the house was vacant. No one was injured. It appears the storm was not the cause of the fire, but investigation continues into what did start it. A Lansdowne woman's boyfriend is being questioned by police this morning after she was found stabbed overnight. Baltimore County police were called to a house on hummingbird court for a domestic dispute about 1130 last night. There they found the 36 year old woman with stab wounds to her chest and stomach. She's in critical condition at Johns Hopkins Hospital, but is expected to survive. Her boyfriend was arrested at the scene and charges are pending against him. So far, no names are being released until their relatives can be notified. Congress has handed President Clinton a critical victory by passing the crime bill. Late last night, the Senate joined the House in passing the $30 billion bill by a vote of 61 to 38. The bill was passed with the votes of 54 Democrats and seven Republicans voting against it, with 36 Republicans and two Democrats. The utility says it hopes to have everyone back online sometime later this morning. A Lansdowne woman is in critical condition after being stabbed overnight allegedly by her boyfriend. Just after 1130, Baltimore County police were called to a report of a domestic dispute at a house on hummingbird court. When they arrived, they found a 36 year old woman stabbed in the chest and stomach. Her boyfriend was arrested at the scene. He's still being questioned and charges against him are said to be pending. The victims in surgery at Johns Hopkins, she is expected to survive. So far, we're still waiting for names until their relatives can be notified. An autopsy report has cleared four city police officers of any criminal wrongdoing in the death of Jesse Chapman, who died while in police custody this June. Some West Baltimore residents, though, say they're not satisfied with that. They have refused to accept the grand jury's decision not to indict the officers in Chapman's death and last night held a protest rally to voice their concerns, as Eyewitness News reported exclusively on Wednesday night. The Chapman autopsy indicates he died from cocaine intoxication complicated by asthma. But others are criticizing that report. Let's say for the sake of argument, Jesse did have cocaine in his system. That didn't justify the beating he took that day. One witness has said he cried out for help for his mother. The bill was passed with the votes of 54 Democrats, seven Republicans. Maryland Senators Barbara mikulski and Paul Sarbanes both voted for passage of the bill. The legislation authorizes thousands of new prison cells to be built, establishes new crime prevention programs, bans assault style weapons, and creates more than 50 new death penalty categories. It will also help state and local governments pay for 100,000 new police officers. Again, Bob Dole says that there's going to be sticker shock when we when we hear about it.
