The word of the day was salt and plenty of it. As Rob crews got to work early, creating slushy conditions everywhere. See that little make a little ice, a little igloo out of There's just a little bit of sleet and freezing rain fell after the snow, which found most of the day. Take a look at radar. Nothing showing here right now. It just totally disappeared. It's moved out here. We're not going to see much in the way of precipitation this evening. Temperatures are still below freezing. Generally in the mid 20s. They're going to slowly rise a bit later on tonight. And so by maybe about midnight or 1 or 2 in the morning, we're going to get some more precipitation moving in. That would be in the form of rain. That rain will continue through tomorrow. Let's take a look at some interesting numbers for you. We totaled up some of the snowfalls over the last several winters. This is show you how things had changed. You remember 95, 96 here, 62.5. The plans were out driving the salt trucks to the guys on North Avenue handle it all by hand. We can go by the store, so we've got to get on top of it. Spread the salt. And since that's the case, have a tow truck will travel. We go to where we can't get around or if those calls come in. But we don't ever stop. I know so many of you, including yours truly, have held that that good, good feeling that all help has finally arrived. But let me tell you something. The Senate has voted to proceed with the impeachment trial of President Clinton beginning next Thursday. We're changing gears here, leaving open the possibility of witnesses and testimony, something the president absolutely doesn't want. Lee Cowan begins our team coverage of another historic day on Capitol Hill. The morning began with smiles and handshakes, a public show of bipartisanship before a closed door meeting to see if that spirit would hold inside the old Senate chamber, the same place where a century ago the future of slavery had been debated. An extraordinary compromise was born. I'm very proud of it. I think it'll be fair to the Senate on both sides of the aisle, to the House and to the White House. Several hours of writing the tricky language produced a final proposal. We have reached a bipartisan agreement on a procedure that follows the ancient rules of the Senate, follows the constitutional process, and follows the rules of impeachment. With both leaders behind the plan. It passed on the floor of the Senate with a user 100. It means the trial, which was put on hold since its ceremonial opening yesterday, will resume during the middle of next week. The House managers will present their case first, followed by the White House, each given 24 hours. But the thorny question of whether to call any witnesses remains open, even as the arguments proceed on the floor. A bipartisan committee will be working behind the scenes. If a majority vote allows witnesses to be called. It would be up to that committee to figure out how to do it, at least if we can get through this process as we now have proposed and agree, it will be fair, expeditious and dignified. As for the president, he left the impeachment process behind today as he traveled to Detroit to tout the nation's economy without a final decision about the likelihood of witnesses being called, Attorneys are still left up in the air as to exactly how to proceed.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136485/file/253068#t=770.13,878.25"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136485/file/253068/transcript/71180/annotation/11","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Both sides seem to agree that this process could be wrapped up by the beginning or middle of February with or without witnesses. Eyewitness News is live there where Alex Dimitri continues our team coverage. Hi, Alex. I saw, you know, it's easy to be blinded by all the marble here in Washington and overlook the fact that it's every day flesh and blood that works the Hill and calls it home. Wheels were spinning in Washington, but it had nothing to do with headlines about impeachment. For the people who live on Capitol Hill. There were more down to earth concerns. The topic at neighborhood shops today has been the weather. Yesterday was impeachment. A nice change of pace. Yeah, it is. I'll tell you anything is a diversion from the impeachment. Even the snow. Even. Especially the snow. It's beautiful. It's finally something beautiful. Better than mud being slung. Indeed. Indeed. Or something worse. Well, I think it's everything's been proven. Why drag all these people through this again? I actually would like to see them called because I think if it's trial, it's a trial. And a trial has witnesses. And I think people really want to hear the whole story. All of this madness will never go away because it's part of history. Our first warning radar we've been watching all afternoon. If you were with us earlier, you saw precip down to our south. It slid right through the area, moved up toward New York. They're getting snow now across New Jersey, New York, Connecticut area. They're going to warm up as well. We're going to see warmer temperatures, but not into it looks like after midnight tonight. It's still cold here, 26. So anything that does fall or precipitate will freeze. How can it be raining? It's 25 degrees out. Where is the precipitation made? Five, eight, 10,000ft up. That's where the cloud layer is. Warmer air came in off the Atlantic Ocean aloft. Change that precipitation to liquid. The snow that was being produced turned to liquid. So as it fell, it fell through. Temperatures that in some places were below freezing, some above freezing had some sleet. And when that liquid precip hits the ground, it freezes as freezing. Right. So here are east of the mountains. It looks like it's going to take quite a while for our temperatures get above freezing. We thought earlier today would be around 1 or 2:00 this afternoon. But if that doesn't do it for you, there's always fidgeting. Believe it or not, people who fidget appear to stay slimmer than those who don't. Researchers at the Mayo Clinic gave 16 people an extra thousand calories a day for eight weeks. Those who fidgeted didn't gain as much weight. What we found was that some people can eat a lot of extra food, and the reason they don't gain weight is because they increase their physical activity, but not in the form of exercise. So anything from fidgeting to standing up often or stretching appears to help burn calories. I mean, I had a homeowner's warranty initially when I moved in. It expired. I didn't have the money to renew. So they run a few bucks. But I'll tell you, I mean, they they can save you a lot of money. The good ones really can save you a lot of money. But there are some gigantic loopholes in these things that most people don't know about. You know, even though you have a home inspection before you buy that report does not say, listen, you know, if we're wrong, we're going to go ahead and pay for whatever doesn't work. As a matter of fact, those reports usually have a disclaimer that says something like they won't pay. So separate policies have become very popular. They can offer everything from appliances in the house to various systems like heating and cooling to structures like the roof. Repairing any one of those things can run into the hundreds or thousands of dollars. So for one annual fee, you insure against possible huge repair costs. But there's a problem. Many policies contain clauses that say they won't pay. Listen to this for a preexisting condition. It's things like a health insurance policy. Well, you don't know about it. And that's what's crazy about it. I mean, you have no idea. There's you know, you all you know is that you can't prove that there was a policy when you took it out, your problem when you took it out. So if you can't prove that there was a problem, they won't pay the claim. That thing like the water heater gone, man, they come in, make the repair and they say, we're not going to do it because, you know, it must have had a problem right before you before you bought the policy. And the problem is the insurance commissioner, you can't complain to the insurance commissioner because his office doesn't have jurisdiction. These aren't considered for insurance policies. So you can't even complain to the insurance commissioner's office about it. You know, you're. So who do you gripe to? Well, you know, one thing you can do is contact the attorney general's office. They have a consumer protection division. You know, they will look into it. They'll try to resolve it for you can always contact us. There are other places, you know, consumer kinds of agencies that will look at it, but they're like not regulated. But you've got to read the fine print. That's the bottom. Yeah, Yeah. Thank you, Robert. If you did much driving this afternoon, you already know the salt trucks and the plows were out in force. In the city alone, a crew of 400 men and women work to spread 2500 tons of salt on the roads. And that's just the city. The snow did create a backup on the light rail this morning. One of the tracks north of Clipper Mill in the Woodbury area had to be closed. It was fixed by Ford this afternoon. Trains, we're told, are now running on schedule. Of course, some tackle their commute the old fashioned way. They simply walked or trudged, as our grandparents used to say through. Which brings us to our seasonal warning about shoveling lift with your legs, not with your back, but a small amount of snow on the shovel each time they take a little longer. But you in the end will last a lot longer. Well, I trudged through the snow. Did you trudge when you were a child? I was a child. I grew up in the sun. That's right. No trudging. And you know what? I served you. Sorry? The school. Well, the snow did close schools in the districts across the state, but not here in Baltimore City. And that made for some very irate parents. They were not happy with the city's public schools decision to stay open. Hey there. Hi. I'm with some local kids here who some of them went to school all day. You went to school today. You go to Medfield Heights Elementary? No, I went to Rob. Who? You just said that. You did. Where do you go to school? You go to my bill. Has. Okay. Lots of parents in the city, and he goes to Medfield High School. Thank. Lots of parents in Baltimore City tonight angry because they say that their kids should not have gone to school today. They're mad because a lot of kids in the county stayed home while their kids had to play out through the snow. Some very disgust. And I'm not the only one. So Debbie Stuart took control, bundling up and heading out into the snow to bring her daughter home. Now we're worried about how we're going to get them home. Hello. And if they're going to come and if they're going to come home and what happens if we can't get them home? And why is Baltimore City so worried about one day of of school? As the snow fell, the classes continued. We went inside Medfield Heights Elementary and found other moms with the same gripe. I was going to bring my daughter to school, but they're saying that school's my clothes, so I'm taking her room and it's snowing worse in the city and it isn't a county. And while I was there, I said, Well, I'm going to get my children before we get to any work, before I get an accent, because I studied undecided close to schools. Moving on now, a unanimous vote in the Senate approves the blueprint for the impeachment trial of the president. Late this afternoon, all 100 senators approved a compromise agreement that sets the trial to begin next Wednesday. Jonathan Freed has details from Washington. The plan that broke the political gridlock will give both sides 24 hours to present their case spread out over several trial days. It will all be based on the record of evidence established in the House of Representatives. Then, after a period of questions from the senators, motions could be made to dismiss the trial or keep it going by calling witnesses. The motions would be brought to a vote. We have reached a bipartisan agreement on a procedure that follows the ancient rules of the Senate, follows the constitutional process, and follows the rules of impeachment. The Senate will now resume consideration of the articles of impeachment against William Jefferson Clinton. The Senate and convene to vote on the plan. Mr. Kennedy. It passed unanimously. The Democrats were calling it a fair deal, especially since it gives them a chance to try and block the inclusion of witnesses. Our goal was to ensure that first, this process be bipartisan. Today, I think we were able to establish that indeed this will be bipartisan. If the trial plays all the way through, it will end with an up or down vote on the articles of impeachment. Now, later tonight, around 11. If temperatures are still below freezing, there could be a period of some freezing rain before it changes to rain. So that is I've been looking at the radar and it has moved a little further north at about 35, 40 miles an hour. And that's the we're talking southwest Virginia. So we might see some precipitation by about 11 or 12, which could come in the form of some freezing rain or sleet for a while. And then we're looking for a change to rain. Right now, not much happening at all. It's very, very quiet. Our radar, our middle attic radar shows you push up today, move off to the east northeast. Freezing rain right now in New York, but Maryland and not much of Virginia now very quiet. In fact, there's nothing in to get that down to. We found both at McCafferty, which is where we took the grill it, which promises to deliver the holy grail of microwave cooking, sizzling steak seared to perfection. I have a microwave at home and I use it to cook bacon and to reheat things. And that's it. That's the only thing it's good for. Or popcorn. Ashley Sharp is McCafferty, chef and obviously skeptical about whether the grill will really grill anything. He's used to real grills. These burners put out over 30,000 BTUs. So you're getting temperatures of at least 800 degrees on that grill. So what happens is when you throw the steak on there, the outside sear is very quickly sealing in the moisture flavor and then the caramelization takes place. Could all that really take place in a microwavable plastic pot with two grilling elements? Shah prepared two identical steaks for the test. One hit the grill. The other went into the microwave for four minutes, which was supposed to yield a steak that was medium rare. Could this contraption really cook a steak that would compare to this?
