If you own a home in the southern part of Baltimore City and you've been fighting assessment increases for the past couple of years, then you might want to sit down before we go any farther today. The state director of assessment says 65,000 city homes will be reviewed in the next few months and new assessments levied for 1979. Just as it seems property owners are winding up this year's assessment hearings and are calming down after emotional tax protest meetings around the city, this news arrives with its virtual assurance of higher assessments for the properties reviewed. All of South and Southwest Baltimore will be reassessed, as you see there, beginning in Brooklyn and progressing in a clockwise fashion. Also, Patterson Park, Old Town, and Johnston Square in East Baltimore. And Union Square, Rosemont, and Harlem Park in West Baltimore. All of the properties in those neighborhoods will be re-assessed, but state officials say homeowners, once again, will bear the brunt of the assessment increases because of rising residential values. There's other news about homes this afternoon that might interest potential home buyers. The League of Savings Association says that government figures on the high cost of buying a house are totally inaccurate. The League has just finished a study of all the mortgage loans arranged in 1977, and it says that one in three of those home buyers was under age 30. Thirty-eight percent of them earn less than $20,000 a year, and more than half of all the homes sold last year cost less than 50,000 dollars, a significant conflict with government estimates on the same topic. Now that study acknowledges that housing costs are soaring, but it indicates that people are buying houses anyway. One thing the league doesn't tell us is what type of house those buyers got for their money. A Wheaton, Maryland man is dead. One other person was killed and three people injured when a helicopter taking them to an offshore oil rig off Atlantic City crashed into the sea yesterday. Something on the chopper malfunctioned, plunging it into the water 40 miles from shore. William Gazdick of Wheaton died from that crash. The others managed to get out of the helicopter as it sank, and they were rescued, all except for the pilot, whose body is still trapped inside the chopper today. A baby girl, Jennifer Logue, was killed this morning when fire gutted a house on Abbey Place off Liberty Road in Baltimore County. County firefighters still on the scene of that single alarm fire, which is now out. Another child and Jennifer's 57-year-old grandmother were hurt and were taken to Baltimore County General Hospital. The woman, Mary Bouhey, has since been moved to the burn unit at City Hospital. She has been burned over 40 percent of her body. More arson at University Hospital over the weekend. This time a small fire was set in the trash can of a men's room in pediatrics. Firefighters got to that before the flames spread. They say this is the tenth such fire in 12 days, and they have no idea who is setting them all. Even a small fire like that one could soon be troublesome in Annapolis. Where firefighters are negotiating a new contract with city officials. Today, they say those negotiations are at an impasse. The current contract expires in June, and for their new one, firefighters demand a 7% across the board raise, a 20 hour work shift, excuse me, and a 50% payment by the city of all fringe benefits for retirees. However, FOP President Joseph Davis says that many policemen are upset with the agreement. Houston police are patrolling the tense north side area where 15 people were arrested. Thousands of Mexican Americans rioted when police tried to break up a fight at a park fiesta. Flint is in satisfactory condition and protected in his private $106 a day room by university police and county sheriff's deputies. Flint was shot March 6th in an ambush outside a Georgia courthouse. He was paralyzed from the waist down. Former First Lady Betty Ford spent a relaxing weekend at her desert home following her discharge from Long Beach Naval Hospital. A family spokesman says that her treatment was absolutely successful and she won't require any continuing treatment. Mrs. Ford entered the hospital's alcoholism and drug addiction center April 11th. She has long suffered from arthritis and a pinched nerve in her neck. Joseph Kennedy III. The 25-year-old son of the late Senator Robert Kennedy, has bought a new home in Boston's Brighton section. The house is located in the district of House Speaker Thomas O'Neill, but Kennedy laughed off suggestions that he might want to be O'neill's successor someday. Kennedy currently works in Washington for the U.S. Community Services Administration. And Prince Charles says that he won't change any of the pomp and ceremony of the monarchy. He also says in Time Magazine, he hopes that he wont leave what he calls a messy mark on history. The 29-year-old prince is featured on the magazine's cover, and his interview is the first ever given to a non-British publication. Donnie Osborne, the popular star of the Donnie and Marie TV series, will be married today in Salt Lake City to 19-year old Deborah Glenn. The ceremony will be a private one, attended only by the family and close friends. The young couple announced their engagement in April, and a family spokesman said that they decided last week to get married today. When Osmond decided that he wanted Ms. Glynn with him as he begins a three-week Las Vegas engagement tomorrow. And a defense attorney for the Chicago 7 charges that newly found FBI evidence shows that a U.S. District judge and a federal district attorney collaborated to keep the defendants from getting a fair trial. William Consler says the documents show that Judge Julius Hoffman spoke to the prosecution about possibility of imposing contempt citations without notifying the defense. A 12-member state panel is investigating life contracts at retirement homes to make sure the elderly do not get ripped off. Under those contracts, the elderly turn over their financial assets to sponsors of retirement villages in return for the promise of lifelong care. Dr. Matthew Tabak, director of the state office on aging, says he started the investigation because more senior citizens are buying the contracts from the unregulated industry, and he just wants to make the elderly are protected if a retirement village should go bankrupt. An investigation into the safety of Ford pit-hoes and Mercury Bobcats could result in one of the biggest product recalls ever. The transportation department says there is a serious safety defect in the fuel systems of some 1,900,000 pit-hos and bobcats. Officials say tests show that low to moderate rear-end collisions produce massive fuel leaks in the pit-hole. Those leaks have triggered explosions and have resulted in the destruction of the car. The investigation actually is centered on the pet hall but officials say The Bobcat fuel system is identical to the pitot's. Cars in question were built between 1971 and 76. Well, Route 29 North near Columbia is now clear, but earlier tonight was the scene of a huge traffic jam. The reason? A truck carrying over 2,000 cases of beer flipped over. Late this afternoon, lawyers for a suspended Governor Marvin Mandel asked the U.S. Court of Appeals to reverse Mandel's conviction on mail fraud and racketeering charges. In a lengthy brief filed with the court. Attorneys for Mandel and his five co-defendants claim the government had overstepped its authority when it applied federal mail fraud statutes to the case. Lawyers also said a number of other errors were committed during the course of the trial. Former U.S. Attorney Stephen Sacks plans to become an official candidate for Attorney General this week. Sacks says he will file with the State Board of Elections on Thursday. Sacks has refused to run on any of the Democratic gubernatorial tickets but instead plans to run as an independent candidate. And it looks like a lot of sunshine will be coming out in the afternoon. And let's take a look what's happening right now, because if you haven't been out, I'll tell you that things are pretty nasty. Although it's warmed up. To 59 degrees, and that's 15 Celsius humidity, way up there, 86%. The wind southeast at 8, the barometer still continues to fall at 2,997. And instant eye was out just a little while ago, about three minutes ago. And you see the pretty much empty streets, but you can see reflections because it's still raining out. And it's kind of a dreary. There's cars coming right down there. And there's a radar trap set up. Watch it, right over there. Watch it, guys. And you see, it's kind of a nasty night. If you're driving out tonight, drive safely because it is kind of slippery out. The satellite tonight will show us why are we getting all this precipitation. Look at this. Big cloud mass all over the eastern part of the United States. Warm, moist air coming up from the south. Some cooler air coming in behind it. A cold front right there stretching through Texas into the Gulf of Mexico. This front is moving in this direction. The warm front is also moving to the north. Our temperatures are going up right now. And in fact, right now, the warmest all day with 59 degrees. Most of the day was like 54, 55. And we're getting this onshore flow from the Atlantic Ocean. It's kind of cool and moist. But overnight, our temperatures are going up because this warm air is beginning to move in our direction. And we'll get some drizzle and rain showers overnight. But by early morning, just actually a few hours from now, this final system will be approaching with more showery type of weather, showers, maybe and thunderstorms also. Before it moves through the region. I think right now, I think the balance of tomorrow, Tuesday, will be mostly sunny. We'll have some cloudiness. We might pick up a shower or a thundershower as the front moves through and clears things out. And there's a little bit of backlash, some cloudness also through the Great Lakes, which might move through the regions. But I think it's going to try to be a little better day than it looked a little earlier. Tomorrow's map will show you that the front will be off the coast already, will be under the influence of some high pressure, actually way down here in Texas, governing most of the weather. From the Rocky Mountains all the way to the Atlantic coast, the frontal system will be off the Atlantic Coast, clearing through our region. And the showers will remain up in New England. This little weak frontal system probably won't do anything to us, except maybe give us a few clouds on Friday. Temperatures tomorrow, generally in the 70s, 80s to the south, 60s to the north. So we'll be in some nice upper 60s to low 70s during the next couple of days. Normal is 74, so we'll still be below normal. Around the area, temperatures generally in 50s. But they're rising.
