Horse racing is a source of great income for the state and entertainment for many of us. But it also has been a source of embarrassment, as evidenced by the trial and conviction of Mr. Mandel. Furthermore, both racing fans and the general public may be taken for a ride when the Racing Commission fails to tightly control the racing industry. Both gubernatorial candidates, Jay Glenn Bell and Harry Hughes, have promised that, if elected, they would address the issue of regulating the tracks. One solution favored by both men is the establishment of a quasi -public, non -profit corporation to own and operate the tracks. This seems like a good idea for the future. But we think the more immediate need is for the next administration or the legislature to make sure the commission does its job. Now, this one's the ad for the Sally Hansen's Hard as Nails test. It's the one where the two eggs kind of hit each other, one egg coated with Hard as Nails, and the other egg left uncoated. Using information supplied to me by the Hard as Nails people, I gave 10 eggs a double coating of Hard as Nails on one half. Then I had a carpenter devise a pendulum arrangement like the one used in the commercial. A coated egg was attached to one cord, an uncoated egg to another. The eggs were tautly extended 38 centimeters in opposite directions from the center, then permitted to swing freely to a center point of impact. Well, it took a while to perfect our technique, but soon we were able to conduct the experiment without a hitch. The first impact produced bad results for hard as nails. The coated egg broke while the uncoded egg remained whole. But as we conducted the test nine more times, it appeared hard -as -nails would win out. We ran the test 10 times. Eight out of 10 times it was the uncoated egg that broke. Only twice did the shell coated with hard -as -nails shatter. Now these are exactly the same results the hard -as -nails people got when they conducted the test for the commercial, which I think is pretty good news. Now the hard -as -nails people tell me though that while hard -as -nails will protect nails against some breakage, it's not perfect. The indictments, which did not involve federal employees in Baltimore, are the first to erupt from a multi -city investigation into alleged fraud, extortion, rig contracts, and payoffs involving the $5 billion a year agency. Following the indictments, cameras, photographers, and microphones waited in vain for comment from U .S. Attorney Russell Baker. But speaking to reporters out of their range, Baker said the US Attorney General has forbidden appearances on television and radio where indictments are involved. He had very little to say anyhow, mostly no comment. Arraignments of the individuals indicted are expected by the middle of next week. More indictments in this continuing grand jury investigation of the General Services Administration are expected in four to six weeks.
