Open the streets, of course, but some of their efforts are being hampered by cars on the streets. Joining us now with more on the city's efforts, Baltimore Mayor Kurt Schmoke. And we just heard Dennis talk about how some of those cars are being towed. What what is your appeal to people right now? Got a little bit of a problem now. And we're asking people to kind of take a deep breath and recognize this is really unusual and something different. But what's happened is that a number of people who have dug out are now parking their cars along snow emergency routes. So there's some of the areas that our trucks have cleared off. They are now putting cars right in, parking them right in the middle of those snow emergency. So we're going to tow them. I mean, we the first two days we were very liberal about towing people. And I'm not talking about those who are already snowed in. I'm talking about people who dug out now driving around the city. They're parking in snow emergency routes. Well, unfortunately, you know, we thought it was a dusting. It's a dusting compared to what we got Sunday. But, it's meant that we have to stop around 3:00. Stop. The second I work on the second day streets get back on the primary, roads. Put some, another layer of salt down there, so that, we can make sure that the the primary roads are clear. I know we don't think of them very often, but we've got a number of calls from people who work downtown. And the only way they can get around downtown to get to their place of work is by walking. Right. And a lot of places, the sidewalks aren't cleared because I'm sure they're not a first priority. Well, we've been moving snow from the sidewalks, so that's why we, opened up that site where Lafayette Courts high rise was, demolished. We're taking some of the snow off the sidewalks, loading into trucks, carting over there and dumping it. So we're trying to get Commerce back, going. But this is really unusual. So the city is dumping the snow at Lafayette ports, the housing project that was demolished several months ago. Once the snow melts, if it ever melts, the city will build low rise townhouses on the site. The Blizzard of 96 and the City fire Department met head on late this morning. Fire broke out in the basement of an East Baltimore row home. Richard Sher says firefighters who are used to reaching the scene very quickly were stopped in their snow tracks. The fire started in the basement of 429 East 20th Street. Rebecca Parham was on the second floor. Next thing I know, it's starting to flow. So we runs and gets the keys to stop. So it's something separating the wall from the steps. Looks like it's Christmas lights, but it was fire. At that point, they they, they had to actually hand carry a lot of their tools, a hand drag, a lot of the hose lines needed to fight the fire. And it did delay the actual fighting of this fire. We had just gotten up, really. And you could smell the smoke. You could smell it, but you couldn't see it. You. And then we was trying to track it down. That's when I noticed it was coming through the window and I said, let's get the keys, let's get out of here. 35 firefighters joined the battle against the stubborn smoke and flames. As if the blizzard hadn't created enough problems, it began to snow again before it was over. Four houses had been damaged. 25 men, women and children left homeless. What do you think? Standing out here in the snow and looking at them? I'm calling my feet is frozen. It's amazing that you still have a sense of humor, right? Wow, I was lucky I got my life long. I have my life. I'm not going to worry about material things. You know, we're used to pull it up, get it in right away. And here we are hindered by the elements. So we're back a distance. And you, you just can't have everything instantly. It takes time. And time is of a size to when you're in love with fire and of course, with people involved. It happened at the Glen Eves Senior Farm, causing about $2 million in damage and drastically cutting milk production at one of the region's largest derricks. Well, the counties had been making some progress in clearing streets, but the new snow this afternoon has covered even the main roads again. Ron Mass reports now live from Howard County. Ron. It's frustrating. Yes it is. Today's has been a frustrating day for a lot of people, but especially the road crews were live in Columbia at the Columbia Exxon on Little Patuxent Parkway. In fact, we've been here most of the day, been in Columbia all day. Now, Howard County is measuring up to two feet of snow in their backyards, and digging out is a long and arduous task. The Blizzard of 96 is a monster, and here in our county, no one can seem to handle it. Oh well. Back in the village of Wild Lake in Columbia, the snow is as high as an elephant's eye, and the digging is tough. The goal is car number two. Get about 2 or 3 hours. Picking out Boca, helping other people. So what you can get. I got this big mountain in front of me. Here. Right here. They were trying to plow the mountain of snow at the mall in Columbia. And I, my geology and work in Siberia is disappearing. Like here. A lot of snow. This is what Siberia is? Yes, yes. Like contributing. Well, that is, we're back. Live in Columbia, not Siberia. The snow is tapered off a little bit. I would venture to say that we probably have another 2 to 3in of snow on the ground, after this latest snowfall. Adding insult to injury, on top of the blizzard of 96in. I can't tell you how much better I feel, Ron, to know that this is like Siberia. We are now living in what is like Siberia. What are the road conditions where you are right now? Well, I tell you, today's, the road conditions are not good. Oh, they don't allow brawls in Columbia. Oh, well, we almost saw one today. Well, well, they need to read the rules. All right. Thank you, rod. And a reminder to everyone to be extra careful when shoveling walks and driveways. So far, six Marylanders have died. Five of those deaths are blamed on heart attacks brought on by shoveling snow. Eyewitness news has been talking with the road deaths and every surrounding county getting a snapshot of conditions. The picture shows that today's latest snowfall is snarling the cleanup. Road crews have been working on highways and primary roads since early Sunday morning, and still the snow comes down in Anne Arundel County. They had cleared more than 75% of Maine roads, and school bus routes have been 50% plowed. Now the plows are back on the main roads thanks to this latest snowfall. Howard County Director of Public Works Jim Urban told Eyewitness News they had cleared 90% of Main Roads by early afternoon. Crews were beginning to plow residential areas when the NEXtrillionOUND of snow started. Carroll County has 48 trucks, 32 graders, loaders and backhoes working around the clock. They've had 50% of primary and residential streets. Well, if you went to work this morning, then you saw the outstanding job state road crews did clearing area highways. And as you're seeing this afternoon, snowfall is making things very difficult once again. And joining us on the phone from the state highway Administration is Dave Buck. Dave, how bad is it out there right now? Well, I'll tell you that second round of the system hit us there. We had our crews working diligently throughout the day, and then the second round hit, so we had to go out and do some more concentration again on the primary system. And we'll work our way back into some more of the secondary system as the evening progresses. I know we're having trouble here with people who've been working around the clock. If we get another storm on Thursday, I imagine a lot of your people have just not had time off. Well, I'll tell you that. It's been, all the way across the board. The highest priority since, really Saturday night. The crews have been rotated. We've stayed on top of it. We're ready to continue into tomorrow morning. Looks like we'll probably have more of a rush hour tomorrow morning. So we'll concentrate on, again the secondary roads, making sure all our interstates are passable. And, again, getting our crews the maximum amount of sleep that we can. However, 6:00 is when airline airport officials rather had hoped to get the runways opened again. And as far as passengers are concerned, they can't do it soon enough. Very, very bad timing. Everything happening at once and it's still snowing, so I'm a little discouraged. And the longer you're here, the more discouraged you get. We show you crowded airports on the major holidays, and we show the lines on the occasional snow days. But in the years I've been here in Baltimore, I've never seen anything like this. We are very frustrated. We are very tired. We have been trying to get home to Saint Louis and Kansas City since Sunday. We called early morning and we're told, sure, come in, we're flying out. We get here. Waited about 2 or 3 hours. We're canceled. Go home. Go find $100 hotel. So what? We don't care. So what if the hotel runs out of food and the bathrooms don't work? And they want to charge you for two rooms? I am tired. I have three children at home, one on the way. My husband is where my family is. Really? It was mayhem outside the grocery store with no parking places and even more snow falling. And it was easy to get mixed up. Inside clerks who made it in work as fast as they could, as people bought as much as they could. Anticipating the next storm is terrible, is crazy. And there's a mad house if you're trying to get the last bit of all this last call, try to get everything you can get right now for this blizzard, cause there's a mess out here. The grocery store is a zoo. The lines are so long and people are. They don't have a whole lot of clerks working in there today. So the lines are like way, all the way. Everybody else has been, you know, you know, doing the best they can. So, Dennis, I guess it was 99.9% of the people were friendly. Unfortunately, I witnessed one screaming match where security had to be called because someone pulled in front of someone else with their cart, but that was the only bad one. My gosh, they're brawling in Columbia. They're screaming, and so we're in a park. That's right. Suzanne, what about trucks? Coming with deliveries. Are the stores getting supplies and are they able to restock? Well, they told me they only got one bread delivery this morning. And when the poor fellow wheeled it into the store, he was almost assaulted for the bread. That's the only one they've gotten. A rocket propelled grenade hit a street car in Bosnia today, killing one person and injuring 12 others. The blast blew a hole through the roof of the tram, traveling down a busy street in Sarajevo. No American troops or other NATO troops were hurt. Military investigators say the rocket was fired from a Serb held area, but they still don't know exactly who fired it. There is no indication of how the attack will affect President Clinton's plans to visit Bosnia this weekend. A sexual harassment case against President Clinton will go to trial in Arkansas. A federal appeals court ruled today that one of Mr. Clinton's former employees, Paula Jones, can proceed with her harassment suit against the president. The court ruled that the president is not immune from civil suits for unofficial acts. Jones claims that she was sexually harassed when Mr. Clinton was still the governor of Arkansas five years ago. Some areas may pick up a half inch to an inch. It's possible at the worst case scenario. And then after that actually some clearing may we'll probably see some sun I think by tomorrow morning. So if you start seeing snow around 2 or 3 in the morning, don't get upset. It's not going to be another 5 or 6in. It just doesn't have the support that this earlier system did. I wake up officially looks like this. Partly sunny skies in the morning. It'll be cold and the winds are picking up as well. Temperatures are between 15 and 20 and we'll see some drifting of this light, powdery snow that we saw today. So, conditions are not going to improve all that much as far as the roads until we get some quiet time. And tomorrow, except for the drifting, we'll have some sunshine, so it will be a much quieter day. No snow coming down for tomorrow. Good deal. Bob, thanks a lot. Until today, we thought we were getting a break from the snow. But now that several more inches have fallen, drivers have even worse conditions to face on their commutes. Now, that's good news for you and me, but it was bad news tonight for people who had their cars parked in the wrong places. Look up the right. Tickets are $52. I think they're waiving the fines and just relocating cause. Oh, okay. So you had to worry about getting, having to go down to the impound lot to get a beer. Just come over here. I think they're going to the j-f be like, they had some there, and some are going to the impounding, like. But the ones that are out of town don't have to pay the tickets tonight or tomorrow morning. This is what happened to people who park their cars along snow emergency routes and the city. They were taking it and take it away. Police say they're blocking bus lanes and clogging traffic. Well, unclog the area. I think it's great. Your car's not out here, though. Out here. That's why. If it was, I wouldn't like it. Oh, right. Yeah. Jerry Redding got a little help from some strangers tonight. He says he ran into a snowbank when a truck cut him off. Because nobody can get out. In and out. And shoveling is what everybody is still doing this time of night. State crews are on the roads trying to clear those primary roads. Once they get through on those primary roads, they will return again the secondary roads. But if you can get to the main road, you're in pretty good shape, I'm told. Vic. Well, Dennis, our crews still towing cars. And how many cars have they towed so far tonight? They are still towing cars. They plan to keep doing it through most of the night. And basically we've been told that at least 50 have been towed. We saw 6 or 7 earlier this evening. The ticket price about 50 bucks, another $50 fine, perhaps somewhere between 50 and $100 to get those cars off the lot. So if you have a car parked on a on the snow route, there's no emergency route. Joining us by phone now is John Healy of the state highway Department. Just what does this mean for commuters, John? Good evening. The State Highway Administration actually has planned to have our crews out overnight, so we'll have roughly about 1200 employees and 1100 pieces of equipment out throughout the entire state overnight, and we'll be working on that. As you mentioned, the major thoroughfares, your interstate highways and those kind of roads. We want to get them in really good shape for the rush hour. So what we'll be doing is treating them with salt, and we'll we'll try to open them up even further, where we may have a shoulder that's a little obscured right now. We'll make sure we plow that. Well, John, the state is under a state of emergency. We heard about in the city cars being towed because they're in the wrong place. What does that mean for drivers? Do you have to have a certain kind of tire, or are you going to get in trouble with the law? Generally speaking, of course, you're not supposed to be parking on any snow emergency route and any type of snow emergency. Plans are in effect. That's the case. So it's pretty much the same situation throughout all of the counties as well. And you guys get a split it down the middle. We got to talk about. The car phone's been ringing off the hook since early Sunday. And even though it means about $30 per driveway, there's a trade off. Got up early Sunday morning. We've been doing this ever since. We had one hour sleep. One hour sleep when I was sleeping. Now these entrepreneurs are not just making money hand over fist all week long. There is a cost to this kind of business. The cost of car repairs like when your vehicle backs into a mailbox. The hardest part of my about this job is, you know, hitting curbs, hitting things you can't see with the snow covers everything. Channel thirteen's relied on JK green as a courier this week, shuttling employees back and forth. He's cleaning up, too, on the overtime. Now, what I do is work extra hours. I mean, you know, it's not normal that, we work around the clock. So far, I'm pushing, 48 hours. Residents there have, for the most part been patient, and now crews are trying to get to the side roads and residential areas. Folks try to resume a sense of normalcy in Howard County today, as people flocked to grocery stores and a few ventured to Columbia mall, where there was a shortage of customers and a surplus of snow. But for the most part, the digging continues. The heavy snow is causing some hefty problems for Maryland's dairy industry. Farmers are working unusually long hours this week, trying to keep up with their milking schedule and get their product to snowbound trucks. The dairy farmers are losing money because some of their milk supply is stuck on the farm. In addition to losing money on product, the workers are having to dig through snow banks to feed hungry calves by hand. Farmers in Harford County are not alone. The dairy dilemma is across the state. In the congested city, the problems are little different. What to do with all the snow removed from streets and sidewalks. Yesterday, the city began dumping snow at the side of what was the Lafayette Court. High rises. We have been trying to get home to Saint Louis and Kansas City since Sunday. We come out early morning and we're told, sure, come in. We're flying out. We get here, wait about 2 or 3 hours. We're canceled. Go home. Go find $100 hotel. So what? We don't care. So what if the hotel runs out of food and the bathrooms don't work, and they want to charge you for two rooms? I am tired. I have three children at home, one on the way. My husband is where my family is. Really? I want to go home tonight. One runaway is open and in good shape. Flights are taking off and landing. And then you picking up up to 35 that have caused some blowing and drifting of snow with a very light powdery snow today. Again, a little bit more moisture content than we saw in the blizzard. Two foot chop, 34 degree water temperature. Take a look at the radar. Here's the first band that moved through this afternoon. Here's Baltimore. Now we got a break. And now is the actual frontal boundary out to the west with more snow shower activity moving in our general direction. And it looks like for the time being, not much happening, but there's still this pretty solid to occasionally broken line. There is projected, projected to kind of reform east of the Rockies and make a run further further south. Pick up some Gulf moisture expected to be somewhere along the Carolina coast by Saturday. Now, what that will mean for us is get rid of this low that's completely out of the picture by then. High pressure to the north. Moisture coming from the south seems to be, at least at this point, based on the computer analysis of a risk of steady, perhaps accumulating snow here Friday. In other words, pliable snow on Friday. How much? I just can't tell you right now. 32 in Wilmington, 23 in Deep Creek, 39 in Richmond. Tomorrow, around the Baltimore region. Temperatures in the low to mid 30s with breezes. It's going to feel very cold. That wind chills, but from zero to about ten above tomorrow. So partial clearing later tonight, but still some flurry activity around. Police say the bus driver may have been at fault. The worst cease fire violation of the Bosnian peace agreement in months leaves one man dead and 19 others injured. Today in Sarajevo, a rocket propelled grenade landed in Sarajevo's notorious sniper alley, tearing a hole in a streetcar. Bosnian Serbs are being blamed for the attack. Meanwhile, white House officials say President Clinton is scheduled to visit US peacekeeping troops in Bosnia this weekend. A federal appeals court ruled today that a sexual harassment case against President Clinton can go to trial. Paula Jones, a former Arkansas state employee, claims that Mr. Clinton harassed her back in 1991 when he was governor. The president denies the accusation. Mr. Clinton's attorney argued that he should not be questioned while serving as president. But the court ruled that the president is subject to the same laws as all citizens. The IRS is feeling sympathetic to snowbound taxpayers.
