One by one, elections officials are making one of those proverbial lists and checking it twice as the countdown to Annapolis continues. Three days after the election, and we still don't know who our next governor will be, and we may not even know by the end of the day. We have team coverage today of the absentee ballot count in Baltimore City. It's been a long road to even start the count. Alex Demetric has been at election headquarters all morning and has this live update. Alex. Well, Kelly, it may well be the longest civics lesson in Maryland history. It has certainly been one of the longest vote counts, even though there are less than 45,000 absentee ballots to get through. We are now told it may be Monday before we have a final tally. The numbers right now show that 18 out of the 24 of the state's 24 counties have counted their absentee ballots in the governor's race. Those votes added to the results cast on Tuesday give Democrat Parris Glendening 691,582 votes. Republican Allen Sabri has 689,855. The difference between them is now only 1727 votes in favor of Mr. Glendening. The reason for the slow count rests solely upon the shoulders of Sabri and Glendening supporters, who are literally checking thousands of signatures on absentee ballot applications against the signatures on the envelopes holding those ballots. That may very well be a good sign because, as I said, they are getting ready to count the unchallenged ballots in Baltimore City. That is the vast majority of the almost 4000 absentee ballots cast here. Once they are counted, they will go to a machine. That machine should only take about two hours to count those ballots. So Kelly, hopefully, hopefully before the 5:00 news, at any rate, we should know, at least in the city, whether it's Parris Glendenning or Ellen Southbury who carried the absentee count. Okay, Alex, you mentioned that Montgomery, Prince George's and Baltimore have not been counted yet. Do you know any of the other counties that still need to be counted? Yeah, I do. They're the smaller counties. But unfortunately I don't have the list in front of me. I wish I did, but I don't. But the. And those counties, we're talking a thousand or fewer votes in each one. Okay. All right, Alex, thanks a lot. We'll continue to check in with Alex as the day and the count continues. Yeah. And in Baltimore County, the count is now underway, but with a difference. The county has decided to return to the old fashioned way of ballot counting. That means no computers. Ellen Silver is hoping for a good showing in Baltimore County to one of the few Republican strongholds that hasn't finished its absentee ballot count. The process is slow, not only because of all the ballot checking, but it is also slow because, as you said, they're going back to the manual voting system. The reason why they're doing it manually is because they had to take the low bed print on this, absentee ballot here, and the ink doesn't read through the electronic computer all that well. So when you combine, those two things are having to go back to the kind of booths that we all voted it here in Baltimore County, and that is exceedingly slow. They're only getting 1 or 2 per minute done each and every minute, which means that they only have got about 600 of these ballots counted, and there are about 6000 more to go. It is extremely slow also because of the ballot checking process. They have a dozen attorneys for each side looking over every single ballot. And if one of those are coming through per minute, that's a good thing. Now, they said that they're probably going to be stopping here at around 5:00. Now, if everything goes extremely well, that means they'll only get about a thousand votes counted here. Are they going to go tomorrow? Well, they're really not sure. The, president of the Board of Elections really didn't know if they were going to be going tomorrow or not. So, we'll have to see. Right now, it looks like they're reconfiguring this room early, or they were only doing it with one machine. Parris Glendening was laying low yesterday, and today he is waiting for word of victory or defeat. Deborah Stone is in Prince George's County at Glen Denning's campaign headquarters with the latest from his camp. Deborah. Well, Kelly, campaign workers here at Glendening headquarters are in an awkward position. The campaign is over, but they're still here. Like everyone else, they are waiting for the final absentee ballot vote count. And until they get it, they'll just keep answering the phones and holding down the fort. Glendening, we are told, is at home with his family and has no plans to make any comment until the count is finished. We spoke this morning with his campaign communications director. We're confident that our margin is going to grow as the big four areas where we did very well. Our strongholds are counted. Those areas are Prince George's County, Montgomery County, Baltimore County and Baltimore City. The tourist tape starts with the shooting already started, then follows Francisco Duran as he walks east, constantly firing. It also clearly shows how Kennedy, with some Hagerstown, runs to Duran and tackles him from behind, and his eventually getting somewhat some somewhat delayed assistance from a companion, of course. Davis, a Maryland correctional officer in training, has been commended many times over for that tackling was even invited back to the white House, a rather solemn and important holiday to day as the nation pauses to remember the men and women who served their country in time of need. If John can pan over, this is the machine they'll be using. They're gonna open the ballots about 1:00. They're going to start counting them. This machine counts 12,000 an hour. From the ballot box to the courthouse. Team coverage of the 94 vote. Eyewitness news reporters are stationed around the state as the gubernatorial ballot count continues to trickle in. First, a quick check of the latest numbers from 19 of Maryland's 24 subdivisions, including a few districts in the city. Republican Allen Bray continues to trail Democrat Parris Glendenning. As of this hour, it's our Bray is losing by 2194 votes. Much of our focus today has been on Montgomery County, where Southbury forces went to court alleging 2000 absentee votes were illegally handled. Team coverage reporter Deborah Stone joins us live with the latest from Montgomery County. Deb. Judge Paul Weinstein opened his courtroom on Veterans Day. The proceedings were brief. A complaint was filed. Then, after meeting in the judge's chambers, attorneys and campaign representatives reached an agreement that was agreed that the ballots in question would be would remain segregated, and therefore we will have the opportunity to challenge the lawfulness of those absentee ballots. So we've got what we needed, given the fact that today was a holiday and we'll be back on Monday trying to get further relief. While the summer break campaign said it got what it needed, a spokesman for the Glendening campaign were not happy about this trip to court. You saw a nonevent. What you saw was a delaying tactic. And having this election finally resolved using the threat of a lawsuit to achieve that end. Hopefully they will not try to employ any other delaying tactics in having this election finally resolved. And there was some posturing here as well. Both sides say they are anxious to claim victory. The inevitable drop in is going to be Mr. Glendening is going to be the next governor. We want to find out as soon as possible that Ellen Sauvé won the election. Now, let's make this clear. There was no victory or defeat for either side today. The ballots will all be counted here in Montgomery County, but those 2000 ballots will be held aside, and no court date has been set for hearing on this matter. Election workers didn't get much accomplished this morning because they were waiting on the outcome of a hearing. Now, once that issue was resolved, they picked up where they stopped last night. So they're now comparing signatures on the absentee ballot applications with the signatures on the ballot cards. It's a very lengthy process, so long that workers say there's no way they'll be able to finish tonight. And some who believe the Republicans will stall this as long as is necessary to hold up the count. We are not stalling. It's clear there's been a pattern of this administration here at the election board, and we have an obligation to make sure that there are signatures on the ballot cards. All right. Election Commissioner Carol Evans joins us now. You all have been working out here very hard. We know. Carol, when do you think you'll actually start counting the ballots, the absentee ballots? We hope to begin counting on Sunday. We don't know what time. Probably Sunday afternoon. What what's going on in this process tonight? A lot of people are probably sitting at home and saying, what are they doing? What's taking? We're talking some 8700 plus absentee ballots. The stakes are very high. I think at this point, though, the frustration level is high too. And everybody just. What is your reaction to your success in Montgomery County? How important was it to you and why did you do it? Well, we're very happy that the court upheld our concern. And I have no intention of conceding this election, which is separating the two candidates by a razor thin margin until we have been able to satisfy all the other kinds of concerns and complaints that we have about the process of the election, we saw your attorneys upstairs working like crazy yesterday to prepare the documents for Montgomery County today. Are there any other legal challenges or anything else you think is important enough to go before a judge? At this point, I'm not aware of any particular issues regarding the absentee ballots. We have been collecting affidavits. We have about 16 trained investigators that are following up on all the complaints and all of the the, issues that have been phoned in to us by outraged citizens who are unhappy about the the sloppiness of this process and things that they think are fraudulent. Quickly, if you could. But what is the intention of those affidavits? What are you what's the eventual endpoint to to use those for? Well, one step at a time. Parents Glenn Dunning remained in virtual seclusion at home, while workers at Glendenning headquarters have been busy answering phones most of the day. Glendening says he will make no public appearances until the voting process is complete. Through his lawyer, Glendening says he is pleased that Montgomery County will continue to count ballots and accused Ellen's campaign with delaying the vote counting process. Nowhere is the process going slower than in Baltimore County. Voting machines from the 50s are being substituted for the electronic counters normally used for absentee ballots. The pressure of the ballots use the wrong ink and it couldn't be read by the machines. Another reason for the slow down. All the onlookers checking the vote. Juries from both sides Sauer, Bray and Glendening. And they're challenging on my every every other ballot or every third ballot for signature. The affidavit irregularity legality is only able to process 180 ballots an hour. They say it could take days before they're done. Well, the count of absentee ballots is finally underway tonight in Baltimore City. The count began at city election headquarters after a day of ballot wrangling between celebrating Glen Denning's Cams team coverage. Reporter Alex Magic is live to tell us how the count is going. Alex. Yeah, some of them are fairly clear, but some of them are teams. Our race slowly examines each absentee ballot in the city, checking for the slightest discrepancies between the signatures on the ballots and the voter application cards. That's a challenge. Challenge? Yeah, challenge. It's important to make sure that people who vote are legitimate voters who vote legitimately. And that's all we're about. Glenn Denning's people accuse their A. Of unfairness, questioning too many ballots, dragging along the process for nine hours without a single vote counted. We're going to push and push vehemently for a vote count today. Two three city election board members have final say which challenge ballots they'll allow, and whether it's in the voters interest to give our crew more time to scrutinize. There is an obligation of mine and this board that they accept know how they voted, who they voted for. But at least today, I said that yesterday. I don't want to just move away from there. So we were going to do that today. Around 330, the first batch of Baltimore's absentee ballots are finally tabulated. 24th Legislative District. It has effectively stopped the count of the city, its last five districts. And it's thrown a real monkey wrench into hopes that this count would be done before 8:00 this evening. Al? Actually, it's me, Alex. I'm sorry. Denise, what a headache. It sounds like what is going to happen after the city does indeed complete the absentee count. Well, if they do complete them tonight, and we hope they do, or if they don't complete, then let's start that way. If they don't complete them tonight, of course, tomorrow morning, they can come back in 8:00 and finish it up. After that, they've got to tear down this room reconfigured, and start the canvass. They take all of the, the records from the poll judges from Tuesday's election. They take all of the paperwork from the voting machines, and they compare the numbers on the voting machines with the numbers those poll judges called in. If there's any discrepancy between those two sets of numbers, they go automatically to take the number off the the voting machine. That's the canvass that will take until next Friday to complete. That will be the official final, a final count. Denice. And that's being done because of questions that were asked, I assume. Calvert County became the 20th jurisdiction to complete its count of absentee ballots. The latest figures show Glenn Dunning now leading Republican Ellen Bray by 2500 votes. The drama surrounding gubernatorial absentee votes continues to unfold in Baltimore City at this hour. Election workers have been counting the votes all day and still haven't finished. The night team's Greg started is at the Board of Elections with more. Greg, it has indeed been a very long day. It was the second straight day of bitter political confrontations. Attorneys for Glendenning and Sauer, Bray squared off in a packed room at the Board of Elections where we got enough people. I hope so. Well, well, what do you mean you hope so? You're running the show, do you? What? Don't you go at it. You were a box of absentee ballots that were apparently opened sour. Bray representatives were angry and concerned. The privacy of the vote is one of the most important things that needs to be protected. And any time an open envelope gets into the hands of a partizan, it's a very serious matter. The political fist fighting interrupted the ballot, counting for several hours. Both sides were challenging signatures and anything else that appeared to be questionable. Well, we've been here so long that the people just start to get the they're tired. I mean, they've been working feverishly or most of what, said 6:00 this morning, and they'd left there last evening at the at 10:00. And they're just getting tired. Trapped in the middle are election workers who normally count the ballots, report the results and go home. But this year, nothing has been normal about the governor's race. Well, it's my understanding, according to Barbara Jackson here at the Board of Elections, they want to finish counting all of these absentee ballots tonight. That is the plan. So if they have to stay here until the wee hours of the morning, they'll do so. They want to wrap this process up tonight. Oh thank you Greg started reporting live. We'll go back to Greg if there's an update later in this newscast. Modern technology is getting in the way of ballot counting. In Baltimore County. They're substituting machinery from the 1950s to count the absentee votes. It seems a printer used the wrong ink on the ballots, so they couldn't be read by modern machines. At the rate of 180 ballots an hour. They'll be cutting through the weekend and hope to finish by Monday. The legal system is partly the reason for the ballot hold up in Montgomery County. Sour Bray attorneys filed a motion in court to have 2000 of the county's ballots tossed out, but Judge Paul Weinstein decided to delay that hearing and allow the ballots to be counted. For now, though, they will be separated from the rest of the pile. Neither candidate thought they'd be waiting this long to get the final election results. But despite the ups and downs of the numbers, Ellen Sauer says she is not giving up. Important thing is that no matter how the balloting turns out on the absentee ballots, it is not over. And I have no intention of conceding this election, which is separating the two candidates by a razor thin margin until we have been able to satisfy all the other kinds of concerns and complaints that we have about the process of the election. Meanwhile, workers at Perry's Glen Downing's headquarters spent much of the day answering. Bones. But the candidate himself was not talking a lot. Nothing says he'll make no public appearances until the voting process is complete. The legal maneuvering and the painfully slow absentee ballot count are starting to wear on some of the million and a half Marylanders who voted Tuesday. Some are confused by the whole process. Some we talked to resented because we've been waiting for this, and we've been seeing the campaigns and all, and we're still waiting. Must be something wrong or someplace. So you, me to tell me they can't count the ballots up, all that stuff, and then they've got to go through all this rigmarole. It shouldn't take that long. I mean, it's the first time I ever to take this loan. The Nightteam's Dennis Edwards reports the sleepover is a challenge to the city to deliver on what the advocates call broken promises on housing. But we say a Suicide City weeks. For me, that's what I'm committing suicide. This protest rally is a matter of life and death for Calvin Gregory. He's been homeless two years with an addiction to alcohol and heroin. It's like a, psychological problem. I was thinking that we warm and we are really cold. You know, Calvin can't walk with the 300 or more homeless and those who support them. His legs give him problems. But he's part of this rally. It plans to spend the night in front of City Hall to protest what organizers call a lack of affordable housing, fuel, drug treatment programs, and the city's failure to come up with a shelter that welcomes people with substance abuse problems. What we're really calling for is a place where people like that can go, people who are currently under the influence of some sort of substances until treatment can be found for them. City officials call this protest kind of ironic. Earlier today, they dedicated a new shelter for homeless veterans, and as of November 1st, services for the homeless have been expanded. City officials have given away streetcars. The dream of a lifetime was apparently too much excitement for a Massachusetts golfer. Moments after hitting the first hole in one in his life, 79 year old Amy Chi Jack collapsed and died on the golf course. Emergency workers tried to revive the man, but he was pronounced dead at a Rhode Island hospital. Friends say hijacked golf several mornings a week despite his hypertension. A Baltimore woman has died tonight after being struck by a light rail train. 63 year old Eva Schaefer was hit as she crossed in front of a northbound train at the Westport station this afternoon. The woman suffered severe injuries to her lower body and was taken to shock trauma, where she later died. The accident is being blamed on pedestrian error. Schaefer apparently did not see the train coming. Possible safety problems are causing General Motors to recall more than 300,000 cars and trucks. The recall covers 1994 Buick Roadmaster, Chevrolet Caprice, and Cadillac Fleetwood. They may have loose fasteners on fuel tank straps. 1993 94 Oldsmobile Cutlass Supremes are being recalled because of wear on the brake locking. GM is also recalling S10 Sonoma pickups, Blazers and Jimmy Sport utility vehicles because of possible parking brake problems. So far, no accidents have resulted from these problems. The end of an era came tumbling down in New York today.
