This is eyewitness news with Don Scott. Why they're with Marty Bass. Millions of America's children are treated by lead paint and Baltimore is near the top of the list. Despite the efforts, the city and state have taken to remove lead paint from buildings and treat Baltimore's children for lead paint poisoning. The city sits at number nine on a list of cities with high rates of lead poisoning. The latest report comes from a group called the Environmental Defense Fund. The group's attorney says it does no good to take lead out of children. If you don't keep children away from lead. That cannot happen unless the high intensity exposures are removed, which means taking out lead paint, particularly the peeling lead paint. That is a problem in over 2 million American homes at present. The EDF report shows nearly 42,000 Baltimore youngsters have lead poisoning and 175,000 homes need to be cleaned up. Many of those homes with lead paint are abandoned, and those abandoned homes became another city problem. Last night, family and friends gathered in Pig Town to remember five people who died inside an abandoned row house when fire broke out last week. They just started drinking and they were very, very close. Were you seeing one? You see them all, you know, and they panhandle all day long. A fifth victim of that fire on Washington Boulevard died last night. All of the victims were homeless people who were seeking shelter from the cold. He wants them to pump $26 million into Baltimore's budget and he wants the state to take over funding for the circuit court, state's attorney's office, sheriff's department and the Orphans Court. The fight over prescription reporting is about to heat up again. Governor Schaefer is preparing an executive order. It will require pharmacists to report all prescriptions for controlled, dangerous substances to the state. The plan calls for a special commission that would determine if drugs are being diverted for illegal use. It also would create a team of enforcement police who would collect information from drug stores that are not now linked up to a central commuter computer. Western tech is moving closer to the technological age. Thanks to some folks of a different age. Western is one of those schools collecting giant supermarket receipt tapes in exchange for computers. LOL data shows us who's helping an army from the Charlestown retirement community enters the neighborhood giant. They buy canned fruit, vegetables and they save the blue receipt tapes and donate them so a school can get Apple computers. I don't want that. It can do some good. I wouldn't think of throwing away I was crowned says she was lucky enough to be prepared for a job. Helping Western voters get computers is a way of preparing them and thanking them for volunteering time at the community. Hillary's father flew in to New Zealand last week. The government is keeping both parents from seeing their daughter until the court can decide what is best for Hillary. You may recall Dr. Morgan spent a year in jail for refusing to let her ex-husband visit with Hillary. She claims he abused their daughter. The auto manslaughter trial against Donald Armstrong. Lee continues this afternoon. That case could go to the judges early as Thursday. The trucker claims he blacked out before his truck crossed over the median strip on I-80 three last April. But he says he was not drinking before that fatal crash. We've had this stationary front sitting right over. It has allowed a lot of moisture, impulses of moisture to move right along the Mason-Dixon line. Some of these clouds have contained snow, particularly up in central and northwestern P.A. As far as our area goes, we've just seen scattered sprinkles here and there. This is actually a cold front. It's going to be driving through the region here within about the next hour or so. Statewide temperatures are showing exactly where that cold front is. Take a look. Southeast of my arm, temperatures are in the forties all the way to 60 degrees down in Norfolk. But looking at temperatures starting to drop, Harrisburg now 34 degrees, Johnstown, 35, Philly, 35 degrees. We'll hit a high today, 48 degrees. We are there right now and temperatures will really start falling by this afternoon. So I'm going to go to the grocery store, whatever, to get dinner for later on. Senate President Mike Miller says he'll try to work out a compromise in the last month of the session. One Baltimore neighborhood is no longer swarming with drug dealers, and the people living there are grateful. People living on Pulaski Street showed just how grateful. Yesterday, the neighborhood held a rally, putting up blue and white ribbons to show their support. And thanks to police for driving drug dealers off their street. People say after two weeks of stepped up foot patrols, there's a visible difference. In international news, disturbing news out of Panama today. There are reports of possible involvement of US soldiers in a drug smuggling ring in that country. U.S. military officials say at least two Americans have been arrested on drug charges and one serviceman has confessed to recruiting soldiers to carry cocaine to the United States from Panama on military flights. The US Southern Command is now investigating to see if Friday's grenade attack at a Panama disco is linked to the break up of that drug ring. A major step in the search for an AIDS vaccine tops today's noon Health Watch. Health officials in California have given the go ahead to the first round of testing a possible AIDS vaccine on humans. The tests will be done at San Francisco General Hospital. 24 people who do not have the AIDS virus will be given doses of Hgp 30 and then monitored to see if the vaccine causes the body to produce antibodies to the virus. Actress Elizabeth Taylor is in Washington today on behalf of AIDS victims. Taylor is the nation's is at the nation's capitol as part of the, quote, Art Against AIDS project. The program will raise money to help AIDS patients in Washington, D.C.. Today, Taylor will meet with senators and the mayor of New York to discuss the legislation involving AIDS and also in Health Watch. A boy with terminal cancer can't wait until he grows up to fulfill his childhood fantasies. And thanks to the Make-A-Wish Foundation, one dream of ten year old Max Ryan Smith came true. His dreams are like those of other little boys his age to be able to pilot an Air Force jet. Now, Max has a type of cancer that is terminal, according to doctors. But with the help of the Air Force and the Make-A-Wish Foundation, Max is experiencing more than his wildest dreams. He has said he would not only sit in one, but push all the buttons and pull on all the levers. His red carpet treatment includes the roll out of several fighter jets and a personnel carrier. His entourage of hardcore pilots is just as impressed with him as he is with them. I can kind of understand the interest that he's got in it, and it's he obviously knows a lot about what he's seen already from the other airplanes and everything, so it looks like he's really enjoying himself. Max has lived with cystic fibrosis since diagnosed as a child, but late last year he fell off a retaining wall and hurt his back. Doctors didn't figure anything major was wrong until his condition deteriorated to a point where he couldn't walk. They found a tumor on his spine. His family has faith that he will survive. I believe in healing. I believe in miracles because I've seen them in my life. And I believe that a lot of it is how you what you believe inside, you know. We need an equal chance for an education. I want Morgan treated just like any other institution, as do the students who pack the Student Affairs Office for more than 4 hours today. Why are the state addressing Morgan State as an equal university? Dr. Richardson has promised to bring some of his department heads to address the concerns of the entire student body. There is rising concern tonight for Baltimore's youngest children. 42,000 young people are being poisoned every day by dangerously high levels of lead. Alex Demeter reports. Had I known that the house had led and the implications from it, I would have never moved in there. I wouldn't have taken that chance. But in Baltimore, lead is everywhere. It is the ninth most poisoned city in the U.S. According to the Health Department, 75% of all the city's houses contain lead paint. That adds up to 175,000 homes, leaving very little safe ground to run to. Where does a family move? A low income families? Options are really limited. They can go to, you know, other properties in their price range. And usually that place is going to have lead hazards as well. And it isn't just children at risk. Lead dust is carried into all of our bodies by the wind. We still breathe the residue of all the years our cars burned. Leaded gasoline. Once the letters in the body, it tends to stay in the skeleton, which is the major sign of deposition for decades. And once in the body, it can attack the nervous system, the heart, the kidneys. We need to stop using children as lead detectors. The only cure is prevention, and that means removal. That's 175,000 homes in Baltimore that need lead abatement and millions more nationwide. Perhaps the hardest fact to deal with is that lead poisoning may never go away, no matter how much money is spent treating it, preventing it, or cleaning it up. Lead is forever. I mean, it doesn't break down. It doesn't decompose. It's an element. The defendant, Karlene Wilkinson, still maintains that she gave birth to the child. She is charged with kidnaping. Outside the court, Londoners seem confident the question of whether Avery is her child will be put to rest by this trial. He looks like us. And I think there's no denying that he has he has both of our characteristics. And that's something that are hereditary and shaved head can change. Meanwhile, the defendant's daughters and some neighbors are said to be prepared to testify that Carleen Wilkinson was pregnant and did give birth to a child last fall. The search for a man suspected of six rapes in three Maryland counties is over tonight. Richard Gregory was arrested late this afternoon in Concord, California. Gregory was caught at the home of relatives. Gregory is charged with raping a 16 year old girl last month at Whitmore and assaulting a Perry Hall woman. He also faces three charges of rape in Prince George's and Howard counties. Well, tonight, the debate over whether Maryland should take D.C. under its wings is creating quite a flap on Capitol Hill. One congressman, Ohio Representative Ralph Regular, wants Maryland to take control of the district, thereby forcing D.C. to hand over its three electoral votes. These, like Raven High School students, would be listening right now if they hadn't locked their keys in their car. Wherever I go, my car, listen to music or listen to my tapes. And like him, I play in the stage band in school, and I've played soccer since I was in fifth grade. Music is like one of the most important things to me. I mean, it's a way to express yourself, you know, it's it's a way to, like, just get what you're really feeling out. But for some kids, some songs with explicit lyrics may have led to violence and prostitution. And this week, the Catholic cardinal of New York City said to exorcisms in the last year were linked to heavy metal rock. And so 15 states now require warnings on certain albums. But Maryland is not one of them. And that's why a House committee in Annapolis later this week will be taking a look at a bill that would make labels like this one on explicit albums mandatory in Maryland. The only labels here now are the ones performers use voluntarily. Among those supporting mandatory labels is officer Don Thompson, who works with teens involved in the occult. I just recently saw an interview with a boy that was listening to heavy metal music and they asked him the question and well, how's this music make you feel? And once again, the Bill on the Record warning label gets its first public hearing on Thursday. Governor Schaefer has great news for western Maryland tonight, news he hopes will give the entire state a boost. The wild in a rolling hills of rocky Gaff State Park will soon be transformed into a lodge and conference center and a first rate golf course, an academy designed by golf great Jack Nicklaus. Four months of finagling, Schaefer says. A group of banks agreeing to finance the $36 million lodge and conference center. Public funds will be used to build the $12 million signature Nicklaus golf course. When this is built and when it is successful, many of the conventions and meetings that. Are being held in other states will come here. It's a natural. Schaefer says the Western Maryland development should bring money and jobs to the area, creating an economic boost. The governor also today announced his plan to put tighter restrictions on the state's pharmacist. The plan would require all Maryland pharmacists to report any prescriptions they fill or controlled dangerous substances. Carolyn McCoy, a registered nurse, has ministered to state legislators for 17 years. Her state house office is just like the average doctor's office, and her cases are like those of a general practitioner. Serious cases are sent off to a hospital close by. A visitor today was Senate President Mike Miller seeking what many legislators do, a blood pressure test with Nurse McCoy today. Dr. David DeLuca's one of many doctors who volunteer here for a day or two. Throughout the 90 day session. Nurse McCoy treats about 1000 patients a session legislators, staff members and state house visitors, mostly for headaches, colds, allergies and minor ailments. Very good. Very good. 118 over 72. It's baseball history. Nurse McCoy is fond of her patients, and the fondness is mutual. She's a very important part of the state as she's become almost an institution. She's a friend, counselor, advisor, and she's a nurse. I asked Carolyn McCoy what has kept her in this job for so many years. The people, they have become friends. That makes nursing very, very satisfying. I think that we provide a service for people away from home is very, very valuable. It's not fun to be sick. Any time. And soon, aspirin lotion may take the pain out of shingles. In tonight's Healthwatch, Ann Kellan looks at these and other medical breakthroughs. Supercharged artificial blood may soon help doctors preserve a mind while they restart a heart. After a heart attack, the heart may stop until it's resuscitated. During that time, brain tissue is cut off from oxygenated blood, and brain damage can occur. But researchers are developing a way to preserve the brain by sending super oxygenated artificial blood through the neck to the brain. The new technique could eventually help doctors save a heart and a mind. At the same time, a protein implant may one day help patients gain control over their bladders. Researchers have found injecting an altered form of the protein collagen into the tube that carries urine out of the bladder improves urinary control. The implant does that by thickening the tube wall near a muscle which controls the opening and closing of the bladder. In the future, collagen implants may give patients confidence that they can lead controlled lives. Several aspirins a day may eventually keep shingles pain away. Shingles is a disease of nerve endings in the skin, resulting in severe pain. But researchers have found adding crushed aspirin to hand lotion and rubbing it into the skin several times a day reduces the pain. There are aspirin based creams on the market now, but researchers say they aren't as strong. Soon, this simple treatment may help relieve a hard to treat condition. Well, health officials are also concerned about a noticeable increase in the number of cases of hepatitis A in the state. City and county health officials released the latest statistics on the viral infection today, and the numbers are certainly cause for concern. In all of 1988, there were 341 cases of hepatitis A in Maryland. But in only the first six months of 1989, there were 435 cases. An investigation into the cause of the increase is underway. Elizabeth Taylor is using her celebrity status to call attention to AIDS a national problem she feels isn't getting enough attention. Today, Taylor told Congress that the darkest days of the AIDS crisis lie ahead. She's lobbying for a bill that provides $600 million in emergency money to care for the victims of the disease. Taylor is the founding chairman of the American Foundation for AIDS Research. Baltimore is trying to live up to its motto of the city that reads today America. Schmoke helped kick off festivities at the Learning Place. The first city run Adult Learning Center. It will provide basic educational skills and computer instruction to adults 16 and over. Free classes are offered in the mornings and the afternoon. Yes, and this is a problem that's happening all over the country. Denise, as part of our South, thanks to teachers campaign, we continue looking into issues facing educators. Last week, we outlined the overall problem of recruiting teachers. Tonight, we focus on efforts to recruit minority teachers. We begin by introducing you to three college students who want to teach and why. Deciding on a college major was a piece of cake for Serena McKinney. Her mother, father and grandmother are teachers, and the 19 year old Morgan State sophomore says there's a teacher inside of her. There's something inside of me that loves to see the reaction that people get when they learn something new. Ruth Sivak wants to be a teacher because she wants to help shape young minds called the UMBC Seniors Heritage. A mixed one. Her parents are Ukrainian. She was born in Argentina and she's a naturalized American citizen. And I always had a different background as the rest of the students in my classrooms, because I would speak Spanish at home and I would come to school in the mornings and it would be English. And I think I would I would want to teach or show to my students that that's okay, that it's okay to be a little bit different. Finally, Patrick Brown has fond memories of teachers who helped shape his life. He wants to be a teacher to return the favor. I wanted to share that with some kids because I know in the big schools now, you don't get a lot of, you know, individuality with the teacher one on one. These are three minority students who want to teach. And finally tonight, letters from some of our young viewers about education. You may recall that last week we asked you, young viewers, to write us about what you think makes a good teacher. And they can take some incredible pictures as, in fact, they've been taking pictures of clouds since we started sending them up in the late fifties. And they separate the white cloud cover from the darker landmasses and oceans by the reflectivity of those cloud tops. Kind of interesting. You see the fact the satellite from those wonderful satellites that help us to take a look at the weather around the United States and around the world. Winds tomorrow coming in off the northeast toward the 22 miles an hour. Today's high was 47, the low 36 degrees. Our national radar shows a big storm out west. This storm is really winding itself around. Thunderstorms in Texas and Oklahoma in the warm air flow, heavy snow over portions of Wyoming and Telluride, about 6 to 10 inches, 14 inches. And some of the matter is west of Denver, up to 3 to 4 feet in one little mountain area west of Laramie, Wyoming. As the upslope the winds there just squeeze the moisture right out of the clouds in our part of the world, snow over southeastern New York and Cape Cod area and Connecticut, 3 to 4 inches common in that part of the world. And a little bit line of showers did develop on that frontal boundary just to our west. Now it's moving to our south. It looks like things are beginning to clear up. See that storm out west? I think any organization is going to say anything that makes them look good and realize in today's technology is probably the top line. It may not be the top of the line tomorrow and we may have problems to more of that with this ash and medical problems that we don't know. If these trucks get in an accident, accident and a medical responder comes to the scene, their first concern is to the patient, not to what this these trucks are carrying. In a public meeting tonight at Essex Community College, President Ross recognize these trucks are unmarked, but insisted there's a special unit in the county ready to handle an accident. The company has installed new quality control procedures to monitor impurities. The first shipment will not reach U.S. markets, however, for three months. Two explosions today described by a worker as rocking the world, ripped apart a barge carrying over 4 million gallons of fuel near London, New Jersey. Have a home heating oil now coated industrialized channel leading to New York harbor. The captain of the barge was treated for smoke inhalation. It's believed gasoline vapors from a previous cargo may have touched off the explosions. They're still searching for clues following an explosion that killed three people and level a Colorado bank building today. Firefighters and volunteers who rushed to the scene dug by hand to pull survivors out of the rubble. Heavy snow also delayed ambulances trying to reach the scene. Investigators have ruled out a natural gas explosion as a possible cause. Well, tonight, there's calm amidst a storm of student protests at the campus of Morgan State University. For over 4 hours today, student staged a sit in to protest what they call unfair treatment at Morgan. Well, tonight, President Bush is using his powers to try and solve the nation's dropout problem. Right now, only about 72% of 18 year olds graduate from high school. Saying that this alarming situation can be turned around. Bush today signed a bill that appropriates $50 million for each of the next two fiscal years to help fight the problem. Bush wants to increase the graduation rate to 90% by the year 2000. In West Baltimore tonight, there's another project underway aimed at helping save the city's young men. The program takes kids off the street and gives them a hammer, some nails and a few police officers who care. But it came as Paula Tupman has the story. There's a whole lot of building going on at Baltimore's Western District. A group of 18 teenagers, many with a history of problems, some with a creative knack, are physically improving their surroundings. Project one new office space for sergeants to learn how to put up frame. I learned how to put up the frame in my other class. They're doing a good job. They'll be useful members of the community. The Western District building was constructed in 1958 and it was time for a change. Now everybody gets something out of this program. The police officers get new and much needed workspace, and the students get a new and much needed slant on life. Who thinks lawyers commercials encourage people to file frivolous lawsuits. I think he's right. And the fact is, it wouldn't be the first time we've seen disclaimers in this country. You have all these artistic temperaments you must assuage. Then, if that weren't complicated enough, there's a madman hiding out in the cellar, a lunatic who's murdering people. David Cleveland plays the Phantom. He came to this show from the chorus of The Phantom on Broadway. I think you can sort of almost call this a melodrama. And the fact that it's played broadly and and there's some slapstick and it's a really kind of light, enjoyable evening. And I think of of The Phantom of the Opera that are coming other than Andrew Lloyd Webber, this is the one that has the most respect and the most fun. And audiences are really they've been terrific. The audience has loved the show. Well, when I first bought the tickets, I thought it was the Broadway show that was the one. So I was a little disappointed when I found out that it wasn't. But it's kind of a neat contrast to see this versus. Legitimate opera. Despite the advertising, there seems to still be some confusion. This is the original Phantom of the Opera, the London stage musical version. There is that low sitting right about where it is right now. It's not going to move a whole lot, but in its position, it will bring us eventually some mild air for the weekend.
