Apparently, all night, negotiations between the airline and its striking ground crew workers paid off. The machinists have been on strike since Monday morning. The airline had only flying 60% of its normal service nationwide. It's down to about 20% here. Sometimes the 22 hour negotiating session was said to be the most intense since the walkout started. The tentative agreement is subject to ratification by members of the International Association of Machinists. A Baltimore man found out today how much it will cost him to stay out of jail for a robbery and murder he's accused of committing. Bail was set today at $100,000 for a 17 year old Nigel Carter. He's accused of raping and killing a woman outside Owings Mills Mall a week and a half ago. The body of 28 year old Christina Brown was found on a path leading from the mall to the metro stop. As Carter arrived at the police station last night, a friend of Brown showed up to confront him. Well, you're right that there's a picture. He just walked out and left. Baltimore County police reportedly told mall management Carter confessed to the crime. He's currently being held at Baltimore's Baltimore County's garrison district where city police are investigating a double murder from overnight in the northwestern section of Baltimore. The two men were found shot to death in their car at Liberty Heights and Oakfield Avenue. He's being held without bond. Maryland's corrections department is making an effort to reach out to high risk children to keep them out of trouble in the future. The Corrections department has adopted students at Mildred Monroe Elementary School. The school is in a high crime area, so the staff is trying to provide them with some positive role models. They figure no one is more aware of the consequences of poverty than members of the Corrections Department. A leader of the Maryland Ku Klux Klan says the white supremacist group is planning to target Ocean City for a series of rallies and cross burnings. Chester Doles, the Grand Dragon of the KKK, issued the threat after yesterday's conviction and sentencing of a Klansman for battery and hindering a police officer. The charges were filed in connection with an altercation during a Klan rally in Ocean City on July 4th. Playoff fever is hitting Baltimore City workers again this month. 60 workers, most of them in the health department, will lose their jobs before the end of October because of $14 million in state aid cuts. Labor leaders fear this is just the beginning. They say there will be more job losses when the full impact of the latest round of cuts is realized. Topping today's Noon Health Watch, American drug companies will have to start footing part of the bill for product approval. Congress has passed a bill requiring drug manufacturers to pay annual user fees that will be put towards sharing the testing costs with the FDA. Supporters of the measure say it could speed up federal certification of new Aids fighting drugs. Also on Health Watch, doctors think they found a new use for the highly controversial abortion pill. And some people think the discovery may help put the drug on the U.S. market. In France, women routinely receive Ru486 to chemically abort unwanted pregnancies. Apparently, the U.S. does not meet both criteria. My hopes are that elected officials of both political parties will say that it's time to knock off the politics. Oregon Congressman Ron Widen sponsors a bill that would require the National Institutes of Health to obtain and study Ru486, not only for preventing or interrupting pregnancy, but also as a possible treatment for breast cancer. That means that we ought to valuate this drug on the basis of scientific merit and not say that all uses are going to be banned. Over a billion yards of carpeting is produced every year, covering 68% of the floors in this nation. Healthwatch reporter Sandra Pinkney has a closer look at the rising health concerns surrounding sick carpeting. Yes, the Fitzgerald two Fitzgerald couple who owned an elegant city lighting store say what's happened to them now can only be described as a nightmare. This is the carpet that Chuck and Marie Fitzgerald say is making them sick and forcing them to close their business. How are you feeling? I feel terrible. I have severe headaches that chronic back problems in the nervous system, watery eyes, burning eyes, chest pains. It's just a nightmare we've been through. Well, we're wrapping it up right now, and it's really making it even worse. Just I'll be glad when this day is there so I can just get out of the building. The symptoms began when the Fitzgeralds expanded their old store and ordered brand new carpeting. Everyone started getting sick. They spent thousands of dollars testing the air, they say, but couldn't come up with anything. So they moved to a new location and the problems began again. We managed to get the same carpets from the same manufacturer to try see whether or we could get the twice. And in both cases, it's been proven to be toxic. The carpeting ripped off the floor will be sent to a small Boston lab for analysis. A lab that's already analyzed some problem carpeting in the past with some alarming results. At Anderson Labs, problem carpet is first placed in a sealed container. Then using mice as test subjects, a motor pulls air across the chamber where the animals breathe, the carpets, fumes, all of the complaint carpets have either killed the animals or damaged them in some very visible, very measurable way. Dr. Anderson says it's not likely that all carpets are a problem, but occasional manufacturing glitches could make some carpets chemically toxic. But these tests are inconclusive. The U.S. Consumer Product Safety Commission reports over 300 complaints related to carpeting, including headaches, respiratory problems, rashes, burning eyes and central nervous problems. They've identified dozens of chemicals now in carpeting. Now the next step is to link these dozens of chemicals to health effects. I can see thousands of people who are perhaps on the verge of having carpeting installed in their homes right now. What do you tell them? There are some tips and the tips are fairly basic. One of them is if you're going to have carpet installed, leave your home during the installation process and ventilate. Leave all the windows open and put a fan in to keep that air pulled out. All right, Senator, thank you. This has been a seesaw day for the family of Kristina Brown, the woman robbed and murdered outside Owings Mills Mall last night. 17 year old Nigel Carter was arrested and charged as an adult with Brown's murder. This morning, his bail was set at $100,000. And the family of the 28 year old murder victim was outraged. However, since then, Carter has been rearrested and charged with armed robbery. And bail has been set at $1 million, a sum the family feels is justified. Soon they'll have to pay for any police protection or cleanup crews. Suzanne Collins reports. The city says it can no longer afford to subsidize the events. City solid waste workers to clean up and maintenance at the Fells Point Fund Festival. It cost the city more than $9,000. Police protection costs nearly $8,000. Security and traffic control for the March of Dimes walkathon cost the city about $19,000. But starting in January, the city will charge the community groups and nonprofits for those services. This policy is really not meant in any way to generate revenue, but strictly to reimburse the city for the hard costs of providing services, not just the big events or affected. Small groups that want to use a city park will now have to pay $25 just to apply and pay for delivery and installation of booths or stages. When public works employees help at neighborhood cleanups, the city won't pay them. The community group will. The Fells Point Fund Festival, which benefits the Preservation Society, expects the cost of the festival to rise from 80,000 to $112,000. I don't know what the answers are. We're going to have to work real hard to come up with some answers, but we do have a year to come up with them. The city says it doesn't want to discourage festivals and parades, but says the fiscal situation leaves no option. Tonight, city police have learned the identity of the two men found murdered in a car on Liberty Heights. Both men were found slumped over in a Toyota, a front runner, a four on a rather truck parked in the 4000 block of Liberty Heights. They've been shot in the head. One of the victims is 21 year old Eric Queen. The other is a 23 year old man from North Carolina whose mother has not yet been notified. The murders happened around nine last night, but police weren't called until after four. While there are no suspects. Police say whoever killed the man used an automatic weapon. You don't need to live in Baltimore City to know there are problems. They want laws that would reform the sanitation department for slum landlords to clean up, stop alcohol and tobacco advertising, and stop the sale of assault weapons. The coalition stresses it's not asking for more money for the city, but for better laws to protect the people who live here. Another round of budget cuts sweeps the financially strapped city of Baltimore. Tonight, the city is getting ready to lay off 60 employees, most of them from the health department. This comes after a loss of more than $14 million in state aid. The cuts are expected to take effect at the end of this month. Meantime, workers at GM's growing highway plant will face yet another round of layoffs. Strike threats at a key GM parts supplier in Indiana could shut down local operations. Just last August, a strike in Ohio idled the Baltimore plant. Well, there's been a tentative settlement tonight in the US air strike. Deborah Stone is standing by live at BWI, where the airline is trying to get things off the ground once again. Deb? Well, Denise, as you can see, strikers are still walking the picket line here at BWI, but it appears that they won't be for long after a marathon 24 hour negotiating session. USAir reached a tentative agreement with its striking ground workers late this morning. The strike began early Monday. Ratification of the new agreement is predicted, and U.S. Air's operations are expected to be back to normal Monday. Now, USAir is hoping to limit some of the ill effects of this strike. The airline is offering a one time welcome back bonus to members of its frequent flier program. They will receive a bonus of 6000 frequent flier miles if they fly on U.S. air between October 8th and the 16th, that is. Well, when do they expect the Baltimore workers to take their vote? They will be voting at 2:00 on Saturday at the airport Marriott. They say that they will be picketing until 1:00 on Saturday and then they'll head over to take their vote. Okay. Governor Schaefer says the total statewide impact of home games added up to more than $226 million in gross sales, 77 million in employee income and more than 2300 people held full time jobs added with considering the amount of money baseball generated in Maryland this year, there's hope for an even richer season next year. That's the argument over a popular new shirt with a gun printed on it in Washington, D.C.. And as Greg started reports, Baltimore police are hoping the controversy does not catch on in this city. It's the latest fashion craze among teenagers in Washington. T shirts glamorizing guns. But the designer has been criticized for setting a bad example for kids, much rather see it on a T-shirt, kids with it on a T-shirt and walking around with it in their pockets. You know, you can't pop a clip in a t shirt. You can't pull the trigger on a t shirt. One of the t shirts has a nine millimeter on the front and a number nine with bullet holes on the back. Another says, Mac, Daddy will make you jump. A lyric from a popular rap song that refers to the Mac model machine gun. The designer says critics are overreacting to his creative expression as an artist. They need to concentrate more on the people who's actually doing the shooting instead of people as this door wearing wearing shirts with guns on. In the ongoing debate over the t shirts has become so intense here in Washington that some manufacturers have stopped selling them. The new adoption program matches inner city students with correction workers to help develop positive relationships and to keep the kids on the right track. Besides volunteering their time, the workers also provide money, books and computers for the program. Participants say it's an example of government employees identifying a need for their jobs, then stepping in to help. Right now, educators are in the middle of restructuring the state school system. The Maryland School Performance Program contains a set of standards designed to hold schools more accountable for their students achievements. Education reporter Debbie Wright says one element of the program is a new test that caused quite a stir last year. You probably remember our reports on the so-called Criterion reference last year. This time the tests will be given to students in other states first to work out the kinks. But the new test is just one cog in the wheel of state educators attempts to totally revamp the way education is delivered in Maryland. The program requires all public schools in the state to meet attendance at achievement levels. If they don't make the grade. A school improvement team must develop a plan for change. In some schools, people have no idea who's on the team. But some education advocates say the plan is already flawed. They say so far an essential element has been left out. Parent involvement. We're leaving out one of the major components, the parents and the community. We as teachers know that the single most effective thing for school improvement and student improvement is parent involvement. And without that, we're operating in a vacuum. State officials say that's all being worked out. This is just the beginning, in effect. And to set up the school improvement team is step one. Union soldiers had been attacked in Baltimore, and there were fears of secession. So one dark and stormy night. Early in the war, General Ben Butler and 500 union soldiers took Federal Hill and trained guns on the city. Federal Hill soon became a fort, and union soldiers began pouring into Baltimore. The 10th Maine Regiment set up Camp Washburn in Patterson Park. The 21st Indiana Regiment was encamped in Druid Hill Park. Union soldiers were also stationed in Carroll Park, calling it Camp Carroll. Lafayette Square became Camp Huffman and some Baltimore neighborhoods like Reservoir Hill were military encampments during the Civil War, before they became neighborhoods. Camp Chabon was stationed in the countryside near Druid Hill Park that became Reservoir Hill. Camp Bradford was in what was then undeveloped land between Maryland Avenue and Charles Street, just north of 26th Street. The Union Army support marshal was located in Highland Town between Eastern Avenue and Fleet Street. The U.S. General Hospital was set up just south of Greenmount Cemetery, and by war's end, 7000 Confederate prisoners were being held at Fort McHenry in occupied Baltimore. In Maryland, by George. Nearly 5000 union troops were stationed at 20 encampments in the city during the course of the war. I think perhaps what the commissioner did, without knowing exactly what the facts may be, is he considered what happened to the victim, that it was an armed robbery, but the victim died. Judge Robert Hammerman explains that judges are subjective when it comes to setting bail. It is to assure the presence of the defendant at the time of trial. In other words, make sure the suspect doesn't easily make bail and flee. That's why Kristina Brown's family is confused about why the secondary charge of armed robbery would fetch a higher bail than the primary charge of first degree murder, just as Carter's bail was reduced on that charge. The same could happen again. The alleged killer goes before a judge tomorrow to review the million dollar bail for the armed robbery charge for the night team. Police have been unable to reach the mother of the other man who lives in North Carolina. Ralliers converged on city hall tonight, sending a loud and clear message for change. The Night stand. Sanders reports members of the protests support a wide variety of legislation they believe will make city living healthier, cleaner and safer. Well, I mean you for there were various answers to that question during an early evening rally at City Hall. Neighborhood coalitions were fighting against different social ills from lead poisoning, handgun abuse and other topics. But one of the most emotional subjects dealt with negligent landlords. Landlords don't keep their properties in conditions that are that are safe for people to live in, that they will lose their license to operate. People came out not only in support of each other, but also for proposed legislation drafted by several community organizations that would make some landlords more responsible. Right now, Baltimore, unfortunately, is a dirty city because of landlords. The ugliness of the city, it contributes to the the property values going down and contributes to the quality of life in this city. Immediately following tonight's rally, Linda Tyrrell took us to her East Baltimore neighborhood for a firsthand look at what she calls a mess. She says it's caused by a landlord whose properties are vacant and unkempt. The children. Okay. Many complain the system doesn't work. Tonight, the woman who founded Mad has reason to believe it. This is Clarence Dorsch. In 1980, he was driving drunk when he smashed into another car, killing Carrie Lightner. Lightner, his mother, Candi formed Madd to keep drunk drivers like those off the road. But in 1985, he was arrested again and charged with drunk driving. And now, for a third time, he's been arrested on the same charge. Here in Maryland. Another organization dedicated to keeping young drunk drivers off the roads is seeing great results. I never dreamed that it would become as large as it is with all 36 schools involved. It's really wonderful to watch. You die. The numbers speak for themselves. We have lowered the number of teenage alcohol accidents from 28% ten years ago to 17% today. Perhaps the statistic that shows just how successful this organization has been is the one that says that in nine years of graduation and from seasons in Baltimore County, there has not been one drug or alcohol related accident or death. Two special guests at the celebration know all about driving drunk. They almost killed themselves doing it. And they hope to spare other youngsters. I don't want the job. I want to go down. I would stop, and not until I have applied by traveling to schools. Steve hopes to show students that it's possible to be sober and have a good time or pay the price. He did.
