Very little federal research money was being spent on diseases like ovarian cancer and osteoporosis, diseases that threaten hundreds of thousands of women each year. She called a hearing at night and demanded change, rewrote federal laws, and now the research on women's diseases is being done. It's not the kind of issue a lot of other senators are interested in. Another frightening, violent day for Baltimore City police. A suspect fires at an officer there near the Murphy Homes Project. Luckily, this time the bullet misses its target. Hello, everybody. Richard has the night off. For the third day in a row, city police find themselves being shot at. Friday, an officer is shot in the head. Saturday it happens to another officer. Today, police are spared, but an innocent bystander is hit. It all started when police received a call that two men were fighting in the 900 block of Argyle Street. When they arrived, they noticed one man who appeared to be carrying a gun. As they approached him, he fled. They called for backup. Officers from all over the Central district responded. The suspect did turn went into his waist area, did draw a weapon. The officers then drew their weapons and did exchange some gunfire. It's my understanding two officers, two suspects, rather, were apprehended and are being questioned at this hour. Police say during the shootout, one man sitting on these steps was hit in the foot, but there's no word yet on his identity or his condition. There is good news, Pat, and there is bad news. First off, Officer James Young, 26 year old, 26 years old, is improving. His condition is, well, cautiously optimistic. That's pretty good. However, the news about Officer IRA Wiener is not so good. They were always pretty upset to go in for scores of officers, family and friends all poured into shock trauma today to pay their respects to 29 year old IRA Wiener, who is not expected to live. Wiener is still connected to a life support system, but every passing moment of the day draws him closer and closer to death. The only function that remains in Officer Weiner is a very basic, primitive ability to breathe, and his breathing is getting weaker and weaker. His other neurologic and brain functions are gone. Doctors continue to monitor Weiner's brainwaves, which steadily deteriorate. The decision has already been made to pull the plug once he reaches the point of brain death. Meantime, Officer James Young's mother visited the hospital again today. Still visibly shaken by her son's episode with death. Bullet fragments pierced the three year police veteran's brain. When a bullet passed through his head after struggling with a suspect. Today, however, he seems to be back on the road to recovery. He is able to open his eyes. He seems to understand what's going on. He can move all of his extremities, arms and legs. And I think the next step will be that he comes off the breathing machine. Stan Saunders reporting live tonight from Shock Trauma. Well, calls for peace could be heard throughout Baltimore today, especially at local churches. Hundreds of people gathered at the New Shiloh Baptist Church. The Reverend Harold Carter spoke of an urgent need to end the violence. And the congregation prayed for the families of the two officers shot. These shootings of and shootouts with police point out something officers say they felt for a long time that there's little or no respect for the badge anymore. Yesterday, one of our officers was in the Donald Heights housing project and he was walking into a house and a young man gestured another as if he had a shotgun and made a disparaging remark, said, We got that one, too. So this is an incident that just occurred yesterday that was witnessed by several officers. However, I've got to say that all of us reacted professionally and just ignored it. But many citizens aren't willing to ignore it. They're afraid of what it means. The kids growing up today have no respect for adults, no respect for authority. And a policeman to them is just like another jerk on the street. And that's how they treat them. No respect, even in little kids, you know, nowadays, you know. So no respect. They they curse you out. And then you go to the parents and tell them to parents curse you out, too. So it's just it's a bad situation all around and it's a crying shame. The trend in the Baltimore Police Department has been to take officers out of their cars and put them in touch with their community.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115330/file/219145#t=362.58,468.87"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115330/file/219145/transcript/62328/annotation/5","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Foot patrols and community interaction of become priority. Well, I think that policemen should be respected because they respect you. They come like when you're in danger, in trouble, they come to help you. So if they need help, I think you should help them also. I think it's going to get worse. Something has to be done. Some laws or something have to be passed. I'm Sterling law. My solution? I'm come out and tell you they need to get more law. The law they need it trying to get this chamber back on the penitentiary. Mayor Schmoke feels the same way is calling for a predictable death penalty in Maryland so criminals know they'll be executed for killing someone. And joining us now live from the Hyatt Hotel are Baltimore Mayor Kurt Schmoke and Police Commissioner Edward Woods, both of whom are attending the blue and white ball sponsored by the Jewish National Fund tonight. Thank you both for joining us. Thank you. Commissioner, we want to talk about potential changes in police procedure. But first, Mayor Schmoke, let me ask you, if you stand by your comment yesterday that you're glad the suspect was killed. Well, I didn't say in terms of that. I just said that I strongly support what the sergeant did. And I know that there were some people out on the street today that may have criticized me. But I wanted to make it very clear that the police officer acted properly. And I support that action. Some states do have a mandatory death penalty, but it's not a proven deterrent. So I guess the question is, are you looking at it as purely punitive? Yeah, absolutely. Under the the way in which the death penalty is currently enforced, it is sort of haphazard. It's not predictable. It's only it would only be a deterrent if it was predictably enforced. That is, if people knew that if they took a life, they lost their life. What I'm suggesting is that even if we can't get to that predictability that here in Maryland, we ought to enforce the death penalty law that we have on the books since 1978. Our society should have the right to have an ultimate punishment for an ultimate crime. And so I am looking at it more as a punishment for ultimate heinous, violent actions rather than a general deterrent. Okay. Commissioner Woods, are you reviewing policy on officers entering a premises alone? Well, it is. Both of these particular incidents will be critiqued by our department. As to any change of policies at this time. I would not say definite. But we because of the unusual incidents where they're both a similar in nature, that we will look into this question, I guess, for either of you. We do have a system that has developed along the end of that front. It will be moving up in this direction, is going to bring us more clouds during the overnight. In fact, the Washington, D.C. area and further to the south was in the cloud through most of the day today. We in Baltimore got into a good bit of sunshine this afternoon. Well, tonight, the waiting continues at shock trauma. It's now been about 38 hours since Officer IRA Wiener was shot in the head. His friends and fellow officers have filled that time with visits to the hospital where I was pretty upset. I would like to go in now, if I could. Dozens of officers found time today to spend at shock trauma on duty and off. They paid their respects to IRA Wiener. Updates on his condition were provided all afternoon, and the news only got worse. His brain function has continued to deteriorate. He is close to, but has not reached the point of brain death. His brain is beginning to swell. The only function that remains in Officer Weiner is a very basic, primitive ability to breathe. IRA Weiner's decline heightened the emotions of officers today. Martin Young worked with him in Western District. It was really hard for me to cope with it. And it's a senseless shooting. Most of the most of the shootings not only involving this police officer, but most of these shootings throughout the city. To me is senseless. And this was, as you know, senseless. You know, he was just there to help for domestic. And it turned out that he is the victim. In a sense, the entire police force is involved in a death watch. The grieving has already begun. It's a lot of crying, you know, going on. But everybody's spirits is down, I guess. So it just it's very hard to cope with. Weiner's mother has already given permission to have his organs donated. A gunman firing at least two shots at another police officer, an innocent bystander. 30 year old Anthony Roland was hit in the foot by one of the suspects bullets. He was not seriously hurt. Two suspects, as you see here, were taken into custody. One has since been released. The other was wanted on an unrelated robbery charge. The search for the shooter continues tonight. Two city police officers shot, two others fired on during this violent weekend in Baltimore. Understandably, there is concern in Baltimore tonight, police and the citizens of our city wondering about the apparent lack of respect for the men and women who carry a badge. Yesterday, one of our officers was in the Donald Heights housing project and he was walking into a house and a young man gestured. Give me a number, as if he had a shotgun and made disparaging remarks and said, We got that one, too. So this is an incident that just occurred yesterday that was witnessed by several officers. However, I've got to say that all of us reacted professionally and just ignored it. But many citizens aren't willing to ignore it. And then you go to the parents and tell them to parents can teach you how to. So this is a bad situation all around. And it's a crying shame. The trend in the Baltimore City Police Department has been to take officers out of their cars, to put them in touch with the community. Foot patrols and community interaction have become priorities. But many people who approve of this practice say more should be done to protect the officers, too. They say they want the police to protect them. But who will protect the police? Well, I think that policemen should be respected because they respect you. They come like when you're in danger, in trouble, they come and help you. So if they need help, I think you should help them also. I think it's going to get worse. Something has to be done. Some laws or something have to be passed. I'm starting laws. My solution. I'm come out and tell you they need to get more law. The law. They need to try to get this chamber back on the penitentiary. Told their stories as well. Two people who are extremely upset with the recent chain of events in Baltimore are Mayor Kurt Schmoke and Police Commissioner Edward Woods. I spoke with both men earlier and both of them vowed to work together to curb violence in the city. And as the mayor and I have been championing for the last three years, the partnership that we expound upon it is a must because the problem that we have in our individual communities is everyone's problem. And we want to show them that the police department will continue to be vigilant. And the current idea of responsibilities in those communities, we're moving towards community oriented policing. That's going to continue. We're going to get more officers. We're going to increase the visibility of police on the street. And I believe that the overwhelming majority of people in Baltimore are law abiding, want to be safe and want to work with the police. Mayor Schmoke is calling for a predictable death penalty in Maryland so criminals know they'll be executed for killing someone.
