Bob, we have a severe thunderstorm watch in effect till 8:00 tonight for the Baltimore area, including Washington, Annapolis, most of the regional from D.C. up toward northeastern Maryland. Take a look at radar will show you where the storms are right now. They're over, Frederick. A severe thunderstorm warning in effect right now for Frederick area. This particular cell just south of Frederick, right along the to 7070 corridor. It's moving to the east about 25 miles an hour. So it's about 35 miles away. The weather was not a factor this morning for a fire in the heart of Townsend, but there were frightening moments for elderly residents of a Townsend high rise as a three alarm fire ripped through an apartment and forced evacuations. Well, Denise, workers have been busy boarding up the windows over here on the ninth and 10th floors, the same windows that had smoke pouring out of them around 11:00 this morning, as you said, about six hours ago now. Eyewitness News has learned that most of the people who were evacuated by this fire have been allowed back inside their apartments as the investigation into what caused it continues tonight. It all started at 11:00 here at Hampton Plaza, East Joppa Road, Towson. Smoke poured out and firefighters poured in. We did evacuate the 10th floor. We went door to door, knocking on people's doors, making sure everybody was out. It was pretty much pitch black. Couldn't see your hand in front of your face. The scorched windows are a telltale sign of where this fire started on the ninth floor. People there were evacuated. Others a safe distance away, were told to stay put their move to a safe area. There's safe areas determined within a building of this size so that we can get people out of the most imminent danger. Luckily, there were no serious injuries. Authorities say one firefighter was believed to have heat exhaustion and that four rescued residents experienced smoke inhalation. I'm looking for my father, who is 82, who didn't have his brace on when I left to do the laundry this morning, which means he wouldn't be able to walk well without it. Firefighters say most of the damage was isolated to a handful of apartments on the ninth and 10th floors with some smoke damage higher in a complex whose manager says had no sprinklers. Malik Saleh lives just one floor above on the 11th. Late this afternoon, a Kent County grand jury found Daniel Starkey guilty of second degree murder for his part in the shooting death of 73 year old Jermaine Clarkston on a rural Eastern shore road last year. Starkey was driving a pickup truck when his brother David allegedly fired shots out of a window and into Clarkson's car. Sentencing is set for August. Eyewitnesses will bring you the latest in from. When the murder trial of David Starkey starts next week. Well, the latest information right now on a tragedy on the eastern shore of Worcester County Sheriff's deputy has died in the line of duty. Deputy Brian Heller was responding to a call last night when his car ran off a wet road and hit a tree. It was, I guess, ten of to just throw water at me with my friends was pretty upset. She was crying at the end. So it was, you know, I was embarrassed and by looking at her clothes was off. Mimi agrees with those who have stepped forward who say the police did not step in soon enough. But she also disagrees with others who say the festival should be canceled for the rowdy actions of a few. When we walked away, we saw the police standing like probably a block away, block and a half away, and they were just standing there. So really, it was a fun thing to do, spend the movie together. You know, but if there's no security around, it shouldn't happen. And Mimi says she and her friends plan to give their tape to New York City's police department. She hopes it will help deter some of the men from causing trouble at similar events in the future. And it was a terrible event. Tim. Anderson And a 14 year old student went to his Parkville home on June 9th and had intercourse. The student told police she had a crush on the teacher. This is a student of Campbell High School. He is a teacher at Kenwood High School. He's 27 years old. She's 14 years old. We found an information that at the house that there was inappropriate behavior and sexual contact between the teacher and the student. According to the charging documents, the victim called Anderson and talked about the incident afterward. At that time, he allegedly said that if word got out, his career could be over. Police were listening in on that conversation. Anderson was arrested and charged today. At this hour, he is being held on $30,000 bond in the county detention center Tony. All right. Thank you, Mike. Live in the eye Witness Newsroom. What would you do and what would go through your mind if you found out someone was secretly videotaping you while you were in your own bathroom, your own home? Well, today, a Maryland man goes on trial on wiretapping charges. Eyewitness News is live in Annapolis, where Suzanne Collins has much more on the story Suzanne. Well, we're not going to name the victim because the crimes of a sexual nature, but something just like this is what she found in her bathroom last summer. The video tape that was obtained from the victim's home shows numerous things, including the defendant setting up the video tape and making adjustments to that tape during the day. So he's right on there. And he even admitted that it was him in court. Indeed. And then, of course, those private times of her are on there as well. And that was not shown in court. That was not shown in court. Obviously, they are very embarrassing scenes for the victim to view. The defendant, Tom Di Blair, a family friend who had been visiting that day, admits he put the video camera there. He even told an investigator he took voyeurism a step too far and he wrote the family an apology letter. The real issue in this trial now is a legal one. Is he guilty of wiretapping laws? The victim would have had to have not known or voice was being recorded. He would have had to known of the existence of the law. What's interesting is a couple of months after the charges were brought, a law went into effect which made it illegal to videotape someone surreptitiously. But even in this case, oddly enough, those that law would not have applied. Because if a family friend is invited into your home, then the law doesn't apply. Back to you, Kyra. All right. Another victim, ten year old Dominique D'errico, is still at the Johns Hopkins Children's Center, still in critical condition. Fire investigators say a burning candle caused that fire. The house had no electricity for almost a year. The city and the state are determined to work harder to keep power on for families in need. But now there's more help. Beginning July 1st, the new electrical universal Service program will offer $34 million to help poor people pay their utility bills once they come to us and they need assistance. On Tuesday, a contractor accidentally cut three cables, leaving nearly 5000 people without a dial tone. Well, there could be hidden dangers in your children's playground, according to a new national survey. Health Watch reporter Cleveland joins us from the WGA. Back with more on this Kelly. Denise, this national survey finds many of the playgrounds right here in Maryland are putting children at risk. Students take a break on a playground at Barclay Elementary School in the city with little thought of the potential dangers all around them. It does have serious hazards that can cause serious injuries. The ground is made of very hard, unforgiving surface. So if the children were to fall from the monkey bars or slide, they would injure themselves badly. And Erica Schroeder of the Maryland Public Interest Research Group says the problems are not only in Baltimore. Mary Pergam, the Consumer Federation of America, surveyed more than a thousand public playgrounds in 27 states. Seven out of ten playgrounds surveyed in Maryland had surfacing. That's too hard. And nearly 70% of climbing equipment in Maryland was too high. The slide over behind me is way too high. Eyewitness News has been telling you about the abandoned warehouse causing controversy in one southwest Baltimore neighborhood. Well, tonight, Eyewitness News investigates some of the building's associates faced questions from the federal government having to do with the practice referred to as flipping. Katie Lyon reports. Eyewitness News obtained these documents from the US Attorney's office. They list four defendants, including a woman associated with that South Baltimore warehouse. All four people face criminal charges for a housing scheme commonly referred to as flipping as contracted. Workers wearing suits and respirators remove asbestos from outside 1700 Clarkson Street. The building's property contact Dorinda Huse faces even more legal problems. And that storm will move to the east at about 25 miles an hour. Showers is trying to develop a warm, humid air. Finally, they're getting some much needed rains, but very, very dry over portions of Georgia and Florida the last couple of months. Huge deficits. Even though three of the 12 judges of an Atlanta federal appeals court have sided against him. Now they want all the judges to consider their plea based upon the direction of other courts in this country. We think there is a very compelling case for the entire 11th Circuit to reconsider its past views. Michael Maggio, a Washington immigration lawyer who has consulted with Elian's father on the case, calls it a long shot for the Miami relatives to expect to win. After all, there's 12 judges on the whole court. Why can't America uncapped wells that got capped and save this country a lot of money? They can tell you why at triple A at this point in time, it would be profitable for people to venture into that type of business. But once the crude oil drops, it is very difficult to keep that at a very profitable level. That's why a lot of people aren't drilling. But those prices aren't dropping yet. Two years ago, crude oil sold for $10 a barrel. This week, it's up to $32 a barrel. At Marilyn pumps, that translates to $1.58 a gallon. Last year, that same gas cost you a buck 12. There's no gouging going on at that going on at the station level. The the the gouging is going on overseas with the Arab nations, Venezuela, Mexico, Russia. By limiting supply. Add onto that the higher gas prices that come every summer. And this year, a new twist, federal orders that only new cleaner burning gas be sold. Refineries say they can't keep up because it takes longer to make and the process is harder. It's therefore not creating enough of the gasoline and the demand is still rising. And as expensive as gasoline is right now, these prices could look like a bargain by the end of the summer. Increasing prices through the end of summer, possibly topping 2 to 15. It's 215 in Chicago now, and it's probably going to ultimately go to $2 a gallon in Baltimore. Hello, everybody, on the East Coast. And I'm Guy Jackson. Here's what people are talking about tonight. The shocking attacks that captured the attention of the country hit too close to home tonight. At this hour, police continue their search for suspects in New York City. Our Eyewitness News team coverage begins now live in the eyewitness News room where Richard Sher has the latest on that investigation Richard. Denise, usually peaceful and beautiful. Central Park was turned into a near riot zone on the New York City Police Department. Has taken an awful lot of flack tonight and all week for not responding properly to and promptly to these startling attacks. And that's why tonight they say they're doing everything they can to catch the attackers. New York police have ten videotapes just like this one, each showing a different scene of the insanity in Central Park that followed the Puerto Rican parade on Sunday. From these images, they now have seven suspects. And they had their video cameras rolling. Tim Williams just talked with one of those victims. He joins us now live with the exclusive interview. Tim? Well, you may recall Sunday was a near record breaking day and someone thought that in 90 degree temperatures, dousing women with water would be a cool thing. It was anything but cool. The young woman Eyewitness News spoke with does not want to be identified, so you won't see her face. But through her eyes you'll get more insight into what the terrifying moments were like in Central Park. If that is so, you can go, girls wear whatever. But at the end it was kind of, you know, girls cry and some of the guys with no clothes on. This is the voice and videotape of Mimi. It was, I guess ten of them did just throw water at me with my friends, was pretty upset. She was crying at the end. It was you know, I was embarrassed. And by looking at her clothes up. Mimi agrees with those who have stepped forward who say the police did not step in soon enough. But she also disagrees with others who say the festival should be canceled for the rowdy actions of a few. When we walked away, we saw the police standing like probably a block away, block and a half away, and they were just standing there. So really, it was a fun thing to do, spend some of it together, you know, But if there's no security around, it shouldn't happen. Now, Mimi and her friends say they plan to give their tape to New York City police. She also says she feels this to be an isolated event and that she would consider attending that festival again in the future. Anderson, a math teacher at Kenwood High School and a 14 year old student, went to his Parkfield home on June 9th where they were engaged in sexual activity. This is a student of Campbell High School. He is a teacher at Kenwood High School. He's 27 years old. She's 14 years old. We found an information that at the house that there was inappropriate behavior and sexual contact between the teacher and the student. Anderson was arrested and charged today. At this hour, he's being held on $30,000 bond at the county detention center. Less than an hour ago, a court recessed for the day and the trial of an Annapolis man who allegedly hit a video camera inside a bathroom he was renovating. Eyewitnesses is live in Annapolis right now where Suzanne Collins has an update on this story. She first brought you at 5:00. Suzanne Dennis, he's actually from Laurel. But let me first tell you about the victim in this case. She said on the stand today, quote, I believe I looked at it in disbelief. I didn't believe what I was saying. And my God, I've just taken a shower and been using the bathroom all day. Now, I'd like you to take a look at this camera I have here. This is one very similar to the one used in this case. It has two parts. A lens and this little box. She first noticed some matches on the counter, which was unusual because there are a lot of children around. I get the impression you did feel badly and did apologize to the family. That's something people might want to hear. I'm I'm in the middle of a trial right now. Not not able to say anything. The videotape that was obtained from the victim's home shows numerous things, including the defendant setting up the videotape and making adjustments to that tape during the day. So he's right on there. And he even admitted that it was him in court. Indeed. And then, of course, those private times of her are on there as well. And that was not shown in court. That was not shown in court. Obviously, they are very embarrassing scenes for the victim to view out. But now it's really not a question of whether the defendant put the videotape there or for what reason he put it there. The real story here in court is, is it wiretapping under the law? Now, that has a lot to do with voice recordings and very little to do with audio and video recordings. A law passed a short time later that barred secret videotaping. But interestingly enough, that wouldn't even apply in this case if it happened a few months later, because he was an invited family friend and his and that does not count. And voyeurism is not against the law. There is a peeping Tom Law. Their identities are not known. Also, within the last hour, an Eastern Shore jury reached a verdict in the fatal shooting of an African-American elderly woman. The jury found 20 year old Daniel Stark guilty of second degree murder. Stark was driving a pickup truck when his brother David allegedly fired out the window, killing 73 year old Jermaine Clarkston. Earlier this week, the judge dropped a hate crime charge against Daniel Starkey. His sentencing now is set for August. David Starkey, his brother's trial starts next week. Eyewitnesses will bring you all the new developments in that trial. Well, the latest developments right now as residents of a well-known apartment building in town finally starting to relax just this morning. They were threatened by a frightening fire. Some of the residents had to be evacuated from the Hampton Plaza building on Joppa Road. Eyewitness News is live right now in Charleston, where Christa Dale Camp reports. Also, as you can see over there, workers are kind of clearing out the debris. And people who were once kept out of their apartments are now being allowed back in. We went door to door, knocking on people's doors, making sure everybody was out. It was pretty much pitch black. Couldn't see your hand in front of your face. The scorched windows are a telltale sign of where this fire started on the ninth floor. People there were evacuated. Others a safe distance away, were told to stay put their move to a safe area. Those safe areas determined within a building of this size so that we can get people out of the most imminent danger. Luckily, there were no serious injuries. Authorities say one firefighter was believed to have heat exhaustion and that four rescued residents experienced smoke inhalation. I'm looking for my father, who is 82, who didn't have his brace on when I left to do the laundry this morning, which means he wouldn't be able to walk well without it. Firefighters say most of the damage was isolated to a handful of apartments on the ninth and 10th floors with some smoke damage higher in a complex whose manager says had no sprinklers. Malik Saleh lives just one floor above on the 11th. I was in the bedroom asleep, and I saw the smoke, woke me up. And because my smoke detector didn't go off, I could have, you know, not waking up and I could have, you know, just stayed there and maybe a 68 with a with smoke or something. Chris Adel camp reporting live from Townsend right this minute in Essex. 300 people are still without phone service. Eyewitness News broke this story after a contractor, a contractor accidentally cut three cables on Tuesday. Bell Atlantic tells Eyewitness News that everybody should have dial tone by tomorrow afternoon. Initially, when the cables were cut, 4800 people were left without phone service. And Eyewitness News update right now on an abandoned warehouse in south Baltimore that caused controversy in the neighborhood. The warehouse on Clarkson Street is sealed off after several neighbors claimed chemicals in the building made them sick. But this morning, Mayor Martin O'Malley said the area around the building is now safe because the city remove building material slightly tainted with asbestos. They had a very, very small amount of asbestos in that pile of wood, very small. Nobody who picked up that wood or transported that wood is in any danger of, you know, some asbestos cost disease. The mayor also said the building's owner is due in court July 3rd. The city wants the owner to demolish the building and repay the $27,000 the city has spent on the cleanup. Not only does the building's owner face a court date now, other people linked to the warehouse are accused in connection with what's being called flipping an illegal real estate practice. Workers wearing suits and respirators remove asbestos from outside 1700 Clarkson Street. The building's property contact Dorinda Hughes faces even more legal problems. These federal indictments handed down Wednesday afternoon charged Hughes and four others with wire and mail fraud and aiding and abetting, claiming they formulated a scheme that involved buying low priced property, inflating its value with bogus appraisals, securing loans for buyers by falsifying loan applications. The scheme is more commonly referred to as flipping. Sure, it leaves the seller with a huge profit, but the lender is left behind with overvalued property. He or she cannot afford this property at 306. South Chester Street is one of many listed in the indictments. Meanwhile, records show this is not Dorinda Hughes first problems with real estate law. Eyewitness News has learned In 1994, the Maryland Real Estate Commission revoked her license for, quote, violations that are serious and demonstrate, at best, a high level of incompetence and at worst, bad faith, untrustworthiness and improper dealings. The last time gas prices took a big jump, oil fields were burning in the Gulf War, but even then, prices weren't this high. I think it's horrible. They rising and rising and rising. Why can't America and cap the world, take a cap and save this country a lot of money? They can tell you why at Triple A. At this point in time, it would be profitable for people to venture into that type of business. But once the crude oil drops, it is very difficult to keep that at a very profitable level. That's why a lot of people aren't drilling, But those prices aren't dropping yet. Two years ago, crude oil sold for $10 a barrel. This week, it's up to $32 a barrel. At Merrill Lynch pumps, that translates to $1.58 a gallon. Last year, that same gas cost you a buck 12. There's no gouging going on at that, going on at the station level. The gouging is going on overseas with the Arab nations, Venezuela, Mexico, Russia. By limiting supply, add on to that the higher gas prices that come every summer. And this year, a new twist. Federal orders that only new cleaner burning gas be sold. Refineries say they can't keep up because it takes longer to make and the process is harder. It's therefore not creating enough of the gasoline and the demand is still rising. And as expensive as gasoline is right now, these prices could look like a bargain. By the end of the summer, increasing prices through the end of summer, possibly topping 2 to 15. Eyewitness News Healthwatch reporter Kelly Lin is live in the outback with the results of a study just released on playground safety. Kelly Yes, hi. This national survey shows many playgrounds right here in Maryland are putting children at risk. Students take a break on a playground at Barclay Elementary School in the city with little thought of the potential dangers all around them. It does have serious hazards that can cause serious injuries. The ground is made of very hard, unforgiving surface. Mary Pergam, the Consumer Federation of America, surveyed more than a thousand public playgrounds in 27 states. Seven out of ten playgrounds surveyed in Maryland had surfacing. That's too hard. And nearly 70% of climbing equipment in Maryland was too high. The slide over behind me is way too high. Above six feet is considered to be dangerous, and so it also lacks sufficient guardrails on the sides. The report also found about 36% of playgrounds in Maryland had swings, spacing hazards with swings too close together. Parents should really advocate for their kids and try to work with city agencies and other nonprofit organizations and raise the money to renovate these playgrounds. Now, I asked for a Berkeley Elementary Schools playground. KYW Eyewitness News contacted Baltimore City Public Schools, and a spokesperson there tells us that on June 22nd that playground will be inspected. If that inspection shows problems, then the next step would be for the public school officials to meet with the school's principal and with the community to discuss improvements. All right. We are frightened of our community's children and in our fear, we want to put them away where they can't scare us anymore. It's a natural reaction. It's just a short sighted one. According to this study, because it says not only do they come out angrier and more out of control than before, but while they're inside, we're making the same mistakes with a whole new generation of juveniles coming up behind them. How many people living in there, you know, saying what you can get out of? It's a life. Beginning next month, $34 million becomes available to help poor Marylanders with their utility bills. I don't know what happened really in this case, but there are certainly programs that are available for people. And if they if they let us know that they are in in dire straits, we do what we can certainly to make sure that they get their electricity turned back on or their heat. If you need help, it is out there. Don't allow your family to live and perhaps die in the dark or you can't be like those kids was banging on the walls and out for help. And then everybody standing out here watching them get burned by fall. You know that is everybody going through something around here? Because it's too late, right?
