Hello, everybody. I'm Sally Thornberry. Jackson Here's what people are talking about tonight. A creepy invasion of privacy caught on home video. Just one Glen Burnie woman thought it was safe to hang her underwear in her own backyard. The panty bandit strikes again. Larry and Regina Collins first told Eyewitness News about the thefts last week. Well, last night the bandit was back and so was Larry with his video camera. Well, Max is on the story again and is live with the latest. Ron? Well, Sally, the panty batter has struck at the same Glen Burnie home 14 times now, always taking bras and panties off a clothesline. Last night he took more underwear, but this time he left behind a valentine, a present that's left Larry and Regina Collins angry and afraid. Well, my husband woke me up and said that he caught on videotape. Regina Collins lost four more pairs of patties to the Patty Bennett last night. But look at this calling card. The Patty Cooper left behind the red underwear, which are not mine. I don't know whose they are. And he penned a note that says Happy Valentine's Day. Very creepy. Larry had his camcorder waiting. Take a look at this home video. That's the Patty bandit on the right side of your screen, hanging patties up and rearranging them on the line.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115831/file/219699#t=2.98,110.97"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115831/file/219699/transcript/62508/annotation/2","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"And he came prepared. I mean, it wasn't like he just took a chance on coming by. He had a pair with the lead. So I believe that we're either being teased or the man's really sick. A lot of you have asked if Larry and Regina have a washer and dryer. Well, they certainly do. It's just that Regina likes to dry her clothes in the fresh air, and she's been doing her laundry that way for many years. I like the smell, the outdoor clothes. This is my home. We pay the mortgage payment, we pay the taxes on it. And quite frankly, it is my right to hang my clothes at. Why should I change my lifestyle for this criminal? An alleged thief who works quickly in the night, now leaving unwanted presents. Who? Larry Collins to catch. And if the police don't want to listen to me. Hill. Listen to me, because I. I guarantee it. I will catch you. And it's not going to be as pretty as if the law had done their thing. And we've had enough with someone so close, but that you get over when someone's stealing only your underwear and your bras. I can't describe to you how that feels. It totally feels like someone has totally invaded your privacy. Sally, Larry and Regina Collins say they're very worried for their safety, not only for themselves, but for their 12 year old daughter. This is the second time they've caught the man on tape. And this time, as you can see, you get a pretty good look at his face. Sally, so what are police saying about this man? Well, Adam Randolph County police are taking this matter seriously. Larry. Matt, thanks for our top story. Will he become mayor again or won't? That's the hot question being asked around town tonight. The Schaefer has a meeting scheduled tonight at. Della SEALs restaurant in Little Italy with his close advisors. Statehouse reporter Suzanne Collins caught up with the comptroller today and asked him about the rumors. Quite frankly, I've worried about the city. I've been making some some statements about the convention center that has real bookings in the next 4 or 5 years. I've watched the homicides on the street. You get national publicity. While Schaffer may be talking like a candidate about city issues, Suzanne says he refused to tell her if he actually plans to run. Tonight at 6:00, you'll hear from the former mayor and get surprising reaction from people living in Baltimore. And Toronto County police have charged an Arnold man with murdering the mother of his three children, Darren Lamont. Howard is charged with shooting 19 year old LaToya Brown to death last night. Police say Howard shot her inside this car, drove it to a lot behind a supermarket on Bay Dale Drive and then called police to tell them where the body was. Right now, we're looking at a possible domestic related incident. She was shot multiple times in the upper torso area. She's 19 years old. He's been charged with first degree murder. It was a crime that horrified all of us. The body of 48, 49 year old James Byrd was shredded to pieces on a country road. In his opening argument, the prosecutor said King's an unrepentant racist, was proud of having a tattoo of a black man hanging from a tree. The DA cited DNA evidence as proof King was one of the killers. Imagine the outrage. Your son is murdered, shot to death on a city street. Breaking health news that could protect you from a deadly form of cancer. Healthwatch reporter Kelly Lin has details. Sally, a just released Johns Hopkins study shows that patients are more likely to find melanoma lesions than their doctors are. And tonight, Eyewitness News helped launch this potentially deadly form of skin cancer affects more than 30,000 people a year. But if you had it, would you know it? A new study out of Johns Hopkins underscores the fact that when it comes to skin cancer, your health is very much in your own hands. When I was about five years old, my parents emphasized that we should be out in the sun. Dr. Wolfram Gerrish thinks sun exposure and burns during his childhood may have something to do with precancerous skin lesions he discovered as an adult. Doctors recently removed them from his chest. This time we took out probably in the neighborhood of 7 or 10 lesions and 1 or 2 were on the margin of becoming melanoma. Too much time in the sun. A family history of melanoma and a fair complexion can put you at risk for the skin cancer. Now, a new study finds patients, not doctors, are most likely to find lesions. Over half of the melanomas that were discovered in this study were discovered by the patients themselves. And I think what that suggests is that it's important for people to perform skin examinations regularly and to look for funny lesions or know your melanoma.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115831/file/219699#t=408.32,512.03"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115831/file/219699/transcript/62508/annotation/6","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Abcd is a for a symmetry be for border irregularity. That's right. Everybody needs to know their Abcd. And Dr. Miller recommends annual doctor exams for people who have a high risk for melanoma. He also tells Eyewitness News that no matter what the season is, you should always cover up if you're out in the sun and never forget to put on your sunscreen, it should have an SPF of 15. Mine has 25. But taking any chance, right? No less than 15 people not only sometimes choose to weak lotion, but they also apply it incorrectly, right? Correct. A fire in the middle of the night above the reach of rescue ladders. But in this fire, a different outcome than the Charles Towers fire. The toughest part was you had to walk down 12 flights of stairs and then back up from bled to death. As these pictures from last night show, the fire was contained by the thick concrete walls to just one apartment. These firemen crawled on hands and knees to find the fire. There was smoke conditions in the hallway, which made it difficult to locate the source of the fire by locating the apartment door that was hot and tracking it that way. That's why they went in and knocked the fire down. But some floors were evacuated. People like Charlie Smyth. Well, last night it wasn't bad at all. As a matter of fact, I felt very secure with these firemen. They did such a great job. Remember, these firemen had to hook it up 14 flights of stairs. It's the place where trucks constantly roll in and dump loads of garbage and refuse. It's been a blessing because it certainly is park like and it's attractive, you know, and we have no odors and no dust from it. Today marked a local trash processing milestone. Okay. When Mayor Schmoke hopped into a city truck armed with a bag full of trash since 1984, we processed over 10 million tons and we've turned that 10 million tons in about 14,000,000 megawatt hours of electricity. We sold about 13 million pounds of steam to try as an energy company. So kudos today, twofold for so much processing and so big. I can talk about one big garbage can try this on for size, 12ft in diameter all the way around, not to mention 18ft tall. Now you tell me, does that hold a whole lot of trash or what? Some feel. While hundreds of thousands of women are turning to their plastic surgeons to make that happen? Healthwatch reporter Kelly Lin is here with part two of our series on the renewed interest in breast implants. Yes, back in 1992, a lot of women shied away from implants because the FDA banned the silicone ones. Well, now more and more women are turning to say, lean chi. Ladies, have you ever given it a thought for a few thousand dollars, you could have a whole new you. Of all the forms of breast surgery, enlargement is by far the most common. How much does it cost and what exactly is involved? The answers and tonight's Health Watch. Dinner. Fixing dinner is part of a daily routine for 34 year old Dawn Jacobsen. The stay at home mom has five children to look after, leaving little time for herself. Over the years, she's felt more and more uncomfortable with her appearance, mainly her breast size. This past summer, it really struck home because we got a four foot pole. And trying to put on a bathing suit top that just didn't feel right anymore. And it just sent me down. This is what Dawn used to look like. She calls her size a minus a. But Don's grown quite a bit since then. Sailing implant have made a once depressed woman smile again. They look natural and they feel natural. And it's going from a size minus age, as I see. And I'm happy. Hundreds of thousands of women are doing exactly what Dawn has. But again, we're medical legally tied to using sailing implants right now. Sailing implants come in three forms smooth and circular or textured, and either a teardrop or circular shape. I'd say this implant is used probably currently more than any other. And this is a round saline implant. Dr. Alexander Group of Pbmc says saline implants are not without problems. They can spontaneously rupture, forcing women to replace them. Another drawback is that the actual implant itself can wrinkle, meaning it can develop ridges on the outside of the implant. Some of that wrinkling can be visible through the through the skin. More often than not, you'll end up putting that implant beneath muscle and skin and breast tissue as opposed to just underneath the breast tissue. Because of that wrinkling phenomenon, women over 40 who get implants have something else to consider. Mammograms. Since implants are opaque, mammography doesn't penetrate them well, making it harder to detect breast cancer. Maybe women that have a high incidence of breast cancer in their families maybe need to think about this. So how much should a woman expect to pay to have these put inside of her? The cost could run about $5,000. Dawn took out a loan to finance her implants and has no regrets. I love it. It's great when you walk somewhere and somebody turn in their head and look and it's great. Like I'm back. Dawn is definitely back. She's not only bigger, but feels better about herself. When her cup size changed, so did her attitude. Don has a much improved self-image, and when Mom's happy, so is the family. And I have brought two samples with me.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115831/file/219699#t=2111.08,2221.5"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115831/file/219699/transcript/62508/annotation/22","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"This is a silicone implant. Well, that that feels a lot more natural than this one. This is the same line. That's what most women are getting now, which a lot of women don't like as much as the silicone. But of course, what you're saying that you can't just get the silicone on a ready made basis. Absolutely. If you already have the silicone, you can get them replaced. But it's harder to get these the main ones, Right. Well, we should mention that a lot of people have asked, why in the world would you get breast implants? And I guess if you look at Dawn story and think about women who've had mastectomies, this is a very serious self-image problem for a lot of women, is it not? And that's one of the reasons why. Now from our vantage point, you really get a sense of how tall these high rise towers are. In this morning's case, the apartment that caught fire was higher than the tallest rescue ladder of the fire department. A fire in the middle of the night above the reach of rescue ladders. But in this fire, a different outcome than the Charles Towers fire. The toughest part was you had to walk down 12 flights of steps and then back up 12 flights of stairs. Remember, these firemen had to hook it up 14 flights of stairs. Yeah, the fire was on the 10th floor, but the call originally came out on the 14th floor, all the while wearing about 85 pounds worth of clothing and about 50 pounds or more with an air tanks and auxiliary hoses. They knocked the fire down and then did their search for victims and found the unconscious man in the bathroom of that unit. Most people are safe if they can stay in their unit and stay away from the smoke. It didn't take firemen long to determine the cause. It was a smoldering cigaret or cigar or pipe that lit up a chair or a couch inside the apartment on the 10th floor in the building you see below us. Denise Same causes. Charles Towers. All right. As we told you earlier, William Donald Schaefer is gathering with some of his closest advisers this evening to consider another run for mayor of Baltimore. In his commentary tonight, Michael Eisner says no one should be surprised, Michael. Now, he's always said being mayor is the best job he ever had. Within minutes after he was sworn in as state comptroller last month. Schaefer was issuing pronouncements on the Baltimore Convention Center on the City Life Museums. What's going on here? People wondered, does he think he's mayor again? No, but he'd like to be. When I spoke with one of Schaefer's closest friends earlier today, I mentioned Schaefer's, age 77, and his energy level. The friend who's attending tonight's meeting said, Yeah, but being mayor is the only thing he cares about. He still sees it as his city and still thinks he's the best one to save it. Clearly, it's not a unanimous opinion. For all of Schafer's good works and all of his previous rescue efforts. There are those who believe his political base has eroded. It's 12 years since he was mayor. Things change, including the city's needs and the depth of its most intractable problems. In his time, Schaefer was a kind of urban miracle worker. So this may be one of the first really good storms of this of this winter. Tell the truth. So we're watching this carefully. A lot of energy out there. It's going to be formed somewhere in the Tennessee Valley and then move toward the coast. We think by Friday night we may start seeing some rain, sleet or wet snow here in Baltimore, which could continue on Saturday, could get quite windy and stormy with colder air coming in behind it. Uranus has 15 moons, Neptune has eight, and Pluto has just one moon. Mercury and Venus have none. How many are blue? How many have blue? Blue moons occur when you have two moons in one month. And guess what? This month of February. No. Full moon at all. At all. Why? That only happens every 16 years. We had a blue moon because we had two of them in January. The next one is like March 1st. Either way, this bad boy win. Pretty easy transition with me being with Brian Billick, the head coach there. Now, we've been together seven years, and I think that would have been a very easy transition. And that was where all the the hoopla and the and the talk and the speculation was headed. But I really didn't know. And I was very open minded to whatever happened. And I did think the Redskins would have a part in this thing depending on what happened, their quarterback situation. And so they've always been in the back of my mind from the very get go. Redskins went pretty deep to get this kid. They trade away three draft picks, including a first round pick in this year's draft. Brad Johnson now signed, sealed and delivered to the Redskins. Incidentally, he did say today he'd always wanted to play for the Washington. You have to say that when you go to a new team. Every guy says that. Ravens quarterback search still very much in progress. Couple of baseball notes for you today. First of all, from the New York Yankees who have lost their arbitration case with shortstop Derek Jeter. Here it is. For 5 million a year, Yankees were offering 3.2. Arbitrator says give him the money. Second largest arbitration award in big league. He Sklar. Also today, former Oriole reliever Armando Benitez, heading for arbitration with the New York Mets, signed a contract just hours before his hearing was scheduled to begin, but he says gets 1.9 million. That's up from the 1.1 he made last season, which demos? This isn't just Jun Mark one's home, but her business as well. Each morning she takes the few steps from her kitchen to her craft, a custom jewelry and metal smith shop with both a home and business to run. The Markwins decided to economize. We wanted to get out of debt, like everybody. I mean, we had credit card bills and just a lot of an hour. Also, our mortgage rate was so high that we wanted to get a lower rate. The mortgage they wanted to refinance was only a few years old, but as the settlement sheet shows, they paid to have it recorded. But when their new lender, Nation's Bank, did the title work, it found what the branch manager called a surprise. The day before the settlement, she called and she said, I have some bad news for you. And the news was, she says, you don't have a lien filed on your house. And I'm like, Does that mean we don't have to pay? Just because this mortgage was not recorded does not mean that they can simply forget about it and not send in any more payments? Not at all. They got the money, so they owe on that mortgage. But in the meantime, Mark had to pay for their mistake. She was very nice. She worked with us and she said it was going to cost us more money because there was no line and they had to start from scratch. Those extra charges came to over $500, all because of some recording errors. Markland had already paid once to have things properly recorded, and now she was paying again. The good news is she is entitled to be reimbursed and unrecorded mortgage is the responsibility of the lender or the title agent, not the borrower. Now, this this deal, the mortgage had been actually assigned on several times. And it was in one of those assignments which didn't get recorded. And that creates this kind of a mess. But we want people to know just because it's not on the public record, I mean, they still have the obligation and they still have to make the payments, but they don't have to pay all those expenses to have them rerecord it again. Well, nobody wants to pay the $500 she had to pay. But how do you make sure? I mean, I something I never even thought about. How do I make sure it's, you know, at the settlement table, you're going to get copies of everything. You're one of the things that you ought to insist on is not just a copy of the settlement table, but about two weeks later, the title company will get back a recorded copy of that mortgage that you pay. But imagine it every day for a lot of students in Maryland schools, English is that foreign language is part of this continuing community commitment. We look at how one Howard County School copes with an increasing Hispanic population. As Alex Dimitrov reports, shaping tomorrow for them takes extra dedication. That's the tricky part. That's the hardest part always to remember. Okay. But we'll just keep working and working and repeating and repeating, and we're going to get it. And in Running Brook Elementary in Colombia, these kids do get it, even though Spanish is their native tongue and is still spoken at home. English is the first thing they learn here. You speak English very well. Is it been hard to learn? Um, not much hard, but it's a little hard to speak more English than Spanish. Okay. Read your sentence, Miguel. I can be right. Good job. 15% of the students at running Brooke are Hispanic, and English lessons start early, often when the kids are just in preschool by 6 or 7. They're speaking well, but the work gets tougher. Was she saying everything that has to do with our daughters, any type of material that comes home that she cannot understand?
