Mr. Harrell stated that he was arguing with and was leaving as Mr. Harrell was walking out the front door. He says, I'm sick of this. I'm going to jump. Mr. Harold started running. And your last paycheck. P a t e k u. Well, I'll start from the beginning. Coming over and over a street bridge. And I saw two of Channel 13 great celebrities, Marty Bash and Don Scott. And then I got a little further south and there was another great celebrity up there. You had you ever managed to get on a billboard? Well, being a commanding officer of the Southern district, the police commissioner thought it would be good to market his commanders because he feels that we're all doing a good job and and not enough of Baltimore knows the job that we do. So he wanted to do something to get notoriety for his district commanders. I guess it's the same reason Channel 13 pushed Don Scott Marty Bass up on the Hill.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136835/file/253847#t=428.08,601.57"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136835/file/253847/transcript/71662/annotation/4","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Boy, could be to get the people familiar with you so they get to know us, know our face, and maybe feel more personable with the people that we serve. But when you when you walk around going to market, go different shops around the area, do people say, hey, commander? Yes, yes. We've gotten a lot of people stop you on the street and say you're the leader of Southern District. So it works. And just even TV coverage as far as news media covering different stories, when they see your face, they identify you with the police department. So I guess it's doing its job. Course, you know, when you're a celebrity and you're out on a street, when people recognize you, you really must behave yourself. That's true. That's true. Be on your best behavior at all times. You are, pardon the expression, a South Baltimore. Well, I'm not going to say, girl, you're a European. You're a Baltimore native. Yes, I am. I was born and raised in Baltimore. I went to Baltimore City schools, graduated from Western High School and grew up in Baltimore City. When you were when you were a youngster, just a little a little teeny bopper. And before, did you ever dream you would grow up to become a police officer? No, it was not something I thought about. I thought I might want to be a teacher or a nurse. And I was working down General Motors and decided that's not what I wanted to do with my life. So at that point, I saw an ad in the paper for Harbor Tunnel Police, and I called and they said, We don't hire women as police officers. If you would want to be one of the ticket takers, we could let you apply for that.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136835/file/253847#t=601.78,714.13"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136835/file/253847/transcript/71662/annotation/5","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"And I said, No, I'm not interested in that. And then somebody told me, well, Baltimore City is hiring females for police officers. So I applied. And a week later I was in the police academy. And that was when December of 1974. Of course, at the same time you were raising a family. Yes, I had one child at that time. Baby. He was about 18 months when I came on the police department. So you kind of you tread water, so to speak, for a little while, while you were a police officer and raising your family, it was difficult. And the police academy was a five month academy at that time. So my mom would watch my son and I went off to the police academy every day. And then when I graduated from the academy, I went to Southwest District. And at that time, the commanding officer told me where the openings were, and I took a permanent 4 to 12 shift and patrol 4 to 12. Yes. The. Firing the guns, handcuffing people, arresting people. Did it come easy for you? It was a challenge. But I. I always treated people. When I was a patrol officer. I always dealt with people the way I would want to be dealt with or the way I would want one of my family members to be dealt with. So I always tried to treat people with dignity, dignity and respect, and I got it in return. So it was I it was something I enjoyed doing. So you stayed in the as a patrolman? Yes. And then And then Art. Your son graduated from high school when he got into high school. Like he got in high when he graduated from grammar school. Well, he middle school started ninth grade in high school.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136835/file/253847#t=714.55,831.62"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136835/file/253847/transcript/71662/annotation/6","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"And I decided at that point I'd start my my own career path. Let's start there. Okay. I got a badge. Okay. When? When your son entered high school. You decided you were going to try to further your career. You didn't have to spend so much time with your family. You could spend a little more time hitting the books, so to speak. Yes. Well, first off, I think it's important when you're trying to raise a child and part of your family life for women to balance family life with a professional life, it is difficult. And I felt I owe to my son to spend most of my time in the early years with him. And once I felt that he was on the right path and in high school, I decided at that point to start studying and start with the promotional process and took the sergeant's test and made sergeant and then lieutenant and now a major. So I went up the ladder very quickly once I set my mind to it. Now you have it. Well, how long did it actually take you from sergeant to major? Okay. I made a sergeant in 1987. That was about 13 years on the job. And three years later, I made Lieutenant. And three years later, I made Major. And when did you become district commander? That was August of 1994. So I've been here two. It'll be two years, August the 11th. And Southern District, Bruning Highway being raised in that area. Shop owners kind of similar to you like it over here? Yes. It's a wonderful district to work. How many people, how many men and women do you have in your command here? About 235. It's a lot of responsibility. Yes, it is. Yes, it is. We have about 214 police officers, 23 sergeants, six lieutenants. So it's keeps me busy day and night. Are you still hitting the books? Yes. I know training and education is a continual thing. You learn something new every day. And with the change in police work all over the country, there's just a lot out there to look at in different departments what's working, what's not working, and trying different things here. So, yes. Commish. Sounds pretty good. Commissioner. Pay check. Does that ring a bell? There was first Colonel before commissioner, so hopefully I'll get a chance to be a colonel in this department. And then we'll see after that. If. If Fortune smiles and you. You get to the rank of colonel, that would mean that you would no longer be commander here. Where would you. Where would you go then? Well, currently, there's five colonels in the city police department, and they're heads of different bureaus. So there's patrol or Detective C.I.D. Human Resources. So depending on what would be needed at the time, it would be up to the police commissioner to make that decision. So Kathleen's staying on her toes? Yes. Yes. Plan to be here for a few more years. And not only that, but it just happened to think. There's so many movies being shot in the area. Have you been involved in any of those yet? No. No, not on TV or not in the movies yet. Yes. Yes. We spend a lot of time together out in the community and the schools. So, once again, just one final question. You've accomplished so much in your your life. What's next? Well, what's next? Let's see. Hopefully I'll continue here in Southern District because there's a lot I still want to accomplish here. We went into a concept of not traditional management organization. We went into a sector commander concept that seems to be working very well where the lieutenants take charge of an area 24 hours a day. So we're doing some different things. We just got the expanded on motorcycle squad in the district or bicycle. So there's just a lot I want to accomplish here. Crimes down in the district. Our officers are doing an excellent job. They're out here working every day. I think South Baltimore, the communities are regaining confidence in the police department and especially in the southern district. Everybody's doing a great job. Crime is down. Could that have anything to do with that billboard around the corner? I guess it could. I guess it could. I like I say, I'm glad that I have the opportunity to be on a billboard so people can see me. They can call me any time and they are welcome to visit the district.
