An airborne intruder breaks through the restricted zone of the white House and dies in the process. The pilot small plane crashed into the heavily secured area overnight. No one on the ground was hurt, but investigators still have lots of questions about the flight, which apparently originated here in Maryland. More about that angle in a moment. But first, we switch to ABC's Lisa Stark, who is standing by live this afternoon at the white House. Now, the Associated Press has now identified the pilot of the plane that crashed into the white House lawn. His name, according to the Associated Press, is Frank quarter. He is from Harford County, Maryland. The wreckage of the single engine Cessna is still sitting in the back yard of the white House. Soon after the crash, it was checked for explosives and none was found. But now again, the bomb squad has moved back in and is once again looking at the plane that crashed into the lawn here in the early morning darkness, the wreckage of the plane came to rest right up against the white House, a few floors under the presidential bedroom.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136376/file/252962#t=115.4,288.44"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136376/file/252962/transcript/71326/annotation/3","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"The Clintons were not home, staying instead across the street at the Blair House because of repairs to the Executive mansion, according to eyewitnesses, shortly before two a am eastern time, the pilot of the Cessna flew by the Washington Monument and then turned to head directly for the white House. It was like a boom, you know, just like that, you know? And that's all I saw. I was looking for some smoke, a fire, but I didn't see none of that at all. The plane hit near the Rose garden on the South lawn. We've got a small aircraft which is barely resting up against the building. There has been no structural damage to the building. You hit a tree? It's a relatively small aircraft and significantly destroyed. The pilot died in the crash. It's believed he stole the plane from a flying club at Harford County Airpark, north of Baltimore, Maryland. A white House official said the pilot had a history of mental problems. The president came by to view the wreckage, and he plans to continue his schedule for the day, including an event on the South Lawn. The airspace around the white House is off limits to all aircraft and is constantly under surveillance. This is clearly a major breach of security, the president says he continues to have full confidence in the Secret Service, but the Treasury secretary, who oversees that agency has ordered a full review of all security procedures. And this is Lisa Stark reporting live near the South Lawn of the white House. Now, back to you. Thank you. As Lisa just said, the pilot took off from a Harford County airport, also known as El Dinero Field. And the team coverage reporter. Local team coverage reporter. Well, Don, federal agents knew the identity of the dead man, Frank Korda. But according to the Harford Park manager, they needed to know how it all began. So they came here very early in the morning. The plane in question is owned by the group that owns this airpark, and it's used for lessons. It was rented yesterday between 6 and 7 p.m., and that man left the check for payment in the seat. That check was found in the plane when it crashed at the white House, but it's believed that it was stolen late at night by the culprit by quarter. The airpark manager says, quarter took a lesson here over a year ago. And here we are. Here. He wanted a lesson. He told me he had some lessons before, so I. He figured out he knew how to start the airplane. And then I found out his father was. And I went up, flew around with him. Sean. What? You basically teach starters, and he sort of had an understanding of everything. But then after we finish flying, he's talking about we up, you know, way beyond the lessons we into the future, what he was going to do. And apparently quarters father Bill quarter of the former bill quarter was an aircraft mechanic at Aberdeen Proving Ground, according to the airpark manager and a trooper at the time. That lesson was taken about a year and a half ago, warned the manager here that the son had a drug problem and so those lessons were ceased. He was not allowed to take another one. Now we understand from federal agents that he did have a history of mental illness. And interestingly, the family is from the Aberdeen area. We should be finding out later and let you know at 5:00 or 6:00. Okay. Thank you. Suzanne Collins reporting live from Harford County Airport. Suzanne, we'll have more on that story and the pilot on Eyewitness News tonight at five and six. And as she said, the search for what caused the crash of a U.S. air jet in Pittsburgh or near Pittsburgh last week centers on the three engine parts. Today, investigators found fragments of the 737 right engine in the ravine where the plane went down last Thursday, killing all 132 people on board. Speculation is the reverse thrusters on the right engine may have engaged, causing the catastrophic event. Another U.S. air crew complained of problems with that same engines reverse thruster a few months ago. However, investigators say it's still much too early to come to that conclusion. More than 30 people were taken to area hospitals earlier this morning when their bus crashed into a pole on Interstate 95. The Peter Pan Trailways bus was headed to Washington from New York City. Police are still awaiting final autopsy results on Jeremy Schaefer to see why the infant died so mysteriously. The baby's mother, April Schaefer, said Jeremy rode to an aunt's house in the backseat of the family car. When they arrived, baby was found unconscious. Tomorrow is primary Election day here in Maryland, and today workers were busy installing voting machines all around the state. And with that in mind, several candidates were out on the streets trying to sway a few more votes their way. This morning, a controversial cop show in a comedy about a psychiatrist who could use some help himself came out on top last night at the Emmy Awards. Here's a look at the big winners and losers. I am extremely touched right now. Dennis Franz won the award for Outstanding Actor in a drama, beating his costar David Caruso. But that was the only acting award for NYPD blue, and the show did not win Best Drama. Last year's winner, Picket Fences, took the Emmy once again. Best Actress in a drama went to first time nominee Celia Ward from sisters. I'm telling you, if you work hard and you stay focused, you're gonna be rewarded. The efforts will pay off and, you know, you go through many years. I've been at this for quite a while now. I need to think, is that really true about life is really true when you look around you and it is, I'm here to say it is. And it feels wonderful for supporting roles in a drama. NYPD blue was highly favored, but the Emmys went to two actors from Picket Fences, Lee Taylor Young and five Ish Finkel. In the comedy category, the new series Frasier won the most Emmys, five including Outstanding Series and Outstanding Actor for Kelsey Grammer. Almost every person I've ever met in my life would probably say that they deserve all the credit for this, so I'm not going to name any names.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136376/file/252962#t=653.7,753.24"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136376/file/252962/transcript/71326/annotation/8","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"The truth is, that is true. Outstanding actress in a comedy went to a surprised Candice Bergen for the fourth time for her role in Murphy Brown. Who knew? I I'm actually feeling, I wish I could enjoy it more. I feel a little guilty about it, but it's. It's great. I was completely unprepared. Usually I have some sort of sketchy speech, but I just didn't think there was any way. And it was a repeat of last year in the supporting comedy categories. Laurie Metcalf of Roseanne and Michael Richards, who plays Seinfeld's crazy neighbor. It blew my mind. I really I just went, oh my goodness gracious. Oh, I don't have an acceptance speech. This is Pam Thompson reporting. Well, he definitely deserves it. That character is funny. And if you listen to him talk, the character is not him, which is always a shock to me. Yeah. You see a guy on a TV show, he's supposed to be that guy acting. Oh, yeah. I'm amazing how much different we are in person, you know? Is it? And there were new news, Emmys given out last night. I think they give those out later, and, we're not in the running for those either. All right? But we are in the running for a great Monday if you got to get back to work. However, you know, this kind of beautiful weather can't last forever. And, you know, some changes are in store, although not ridiculous for this time of year. Okay, let's start with the early this morning. Norm Vogel, of course, as you so often is, was out looking for the sunrise and had no trouble finding a vibrant one. This morning. Bright sunshine coming over the eastern horizon along about 20 minutes of seven. Norm got a great shot of it. It has warmed up, rather nicely during the morning hours. We will be in the 70s once again today. Yesterday our highs were in the mid 70s both downtown and, out of the airport. But notice, further out to the west, there are warmer temperatures at more northern extents than we are. And this indicates a pool of warmer air west of us in this pool of warmer air is going to make a move in our direction. Notice 90s down here. This little area is also at 90 degrees, so there's some pretty warm air at the same latitude as we are, and it will be drifting in our direction. Eventually we expect to see, some temperatures that may, get up to 90 degrees, it looks like on Wednesday. Here's how the satellite view shows the action occurring. A swirling, low pressure system gradually moving up into the maritime provinces of Canada, and a ridge of high pressure that settled in and stayed all over, stayed with us through the entire weekend, all up and down the East Coast. Brian, it's just a gorgeous Saturday and Sunday. I don't know if we can make a weekend much better than that. And continuing that trend today has been a real and a delight. Here is that ridge now. And it started out this way and now it's starting to slide on over. It continues to pump down chilly air between the low and the high. But as this ridge sags more and more, the warm air out in the west, as we showed you before on the temperature survey, will be moving in our direction tomorrow. Just a gorgeous Monday. 78 degrees is what we expect to be our maximum temperature. Same thing down in Salisbury and just a few degrees cooler up in Harrisburg downtown thermometer. Well, we'll add another degree to that. If you're headed out in the bay today, look for northwest winds 5 to 10 knots, a one foot chop in the bay. Water temperature these days is right at 74 degrees. Gorgeous day like today. There's no advisory whatsoever extended on the bay for the rest of this afternoon. Sunshine, a nice day. High temperature, 78 degrees for tonight. Rather like last night. We'll see a nice first quarter moon under generally clear skies. It'll cool down into the low to mid 50s. Wouldn't be surprised. Once again, some of those locations, out in the more distant suburbs to drop into the upper 40s tonight. And then tomorrow we'll see that warming trend begin to take place. We'll see a few fairweather clouds drifting in, so it'll be mostly sunny and warmer, but still a pretty nice day. High temperature 84 degrees. And as I indicated, by the time we get to Wednesday, we think we're going to get to 90 degrees on Wednesday. So this time of year, we've got to call that a bit on the hot side. A crash course from Harford County to the white House tonight. Team coverage of a national scare as a small plane piloted by a Maryland man slams into the white House lawn. The plane, low enough to avoid detection by radar, flew in at a low level and smashed into a tree with the crumpled debris ending up against the presidential mansion. Was the pilot, Frank Eugene Quarter of Harford County, aiming at the white House, and how did he manage to elude elaborate security? We'll get some answers now on a live report from Lisa Stark. Whatever measures are in place to secure the airspace over the white House, they are clearly not enough. They were not enough to stop a determined pilot from smashing his small plane into the back yard of the white House in the early morning hours. The Treasury Department, which oversees the Secret Service, has now launched a full investigation. The crumpled Cessna remained on the white House grounds for hours as security forces looked through the wreckage and combed the South Lawn.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136376/file/252962#t=1855.25,1966.2"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136376/file/252962/transcript/71326/annotation/20","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"President Clinton, speaking from the Oval Office just a few feet away, vowed to keep the white House open to the public and open for business. We take this incident seriously because the white House is the people's house, and it's the job of every president who lives here to keep it safe and secure. The plane was stolen from the Harford County Airport north of Baltimore. It smashed into the south grounds of the white House just before 2 a.m. eastern time. Pilot Frank quarter died in the crash quarter. An independent trucker from Maryland had a history of alcohol problems and had recently separated from his wife. Eyewitness said he appeared to be aiming straight for the white House. It was like, boom, you know, just like that, you know? And that's all I saw. I was looking for some smoke and fire, but I didn't see none of that at all. The plane hit a tree, then tumbled into the mansion itself, causing minor damage and ending up just a few floors below the president's bedroom. The Clintons were not home. They were staying across the street in a guest house because of repairs to the executive mansion. That is apparently why the usual sharpshooters were not on the white House roof when the pilot flew in. Our resources, our efforts, our manpower agent, power police officers would have been geared towards where the president was at the time. Still, the airspace around the white House is off limits to all aircraft. Those responsible for protecting the First Family would not say how the pilot slipped through, and what measures are taken to prevent just such an occurrence. There was little damage to the white House, except for a cracked window and a few scrapes and tiny gashes apparently caused by flying debris. Well, tonight, many are asking, who is Frank Korda and what prompted his deadly flight from the Harford County Airpark in Churchville to the white House. Team coverage reporter Suzanne Collins joins us with some answers and a live update from the county. Suzanne. Well, Denise, people say that Frank Korda is a man who had great ambition. He'd even owned his own business for a time. But we find that the real Frank Korda was haunted by alcoholism, and he had fallen on hard times of late. Well, I don't know if it was motion or not. You know, I know he's just a little despondent. You know, he left his wife and that was about three weeks ago. And it was the last contact we had with him. According to his brother, the past year has been tough on Frank Korda. His marriage failed a trucking business he had called Delmarva Freight, formerly located in Glen Burnie when defunct, and he was convicted on drug and alcohol charges. Frank Corder grew up in Aberdeen, never graduating from high school. His family could not believe the news. We were shocked and really surprised, you know what I mean? You know. Washington, D.C. police and federal agents swarmed to the Harford Airpark early this morning when they learned that that company owned the plane. Corder apparently stole it in the middle of the night. According to Joseph Kessler, the airpark manager, the federal agents wanted to know if quarter was linked in with the man who legitimately rented the Cessna 150 yesterday evening. He had identification, as I understand, but they were still questioning other people. The guy that rented the aircraft prior to that, he had it last night from 6 to 7 and, they wanted to make sure they weren't involved with one another. And the guy that ran it the last night, he didn't know him at all. Quarter had a license to fly, but not at night. He'd even taken a lesson at the airpark more than a year ago. But Kessler refused to give him any more lessons. When a trooper told him of drug and alcohol problems. He was a man with a Coca Cola, you know, with a champagne taste and with a Coca Cola wallet, talking about big things where he couldn't afford how to do things, you know, getting an airline started. Nissen had an acquaintance who drove trucks with quarter in the past says the act was out of character. My first thought was, be in the white House. What the heck did that have to do with Frank? Because he didn't have a political bone in his body that I know of. His brother says that Frank Corder had no political leanings and no history of violence. And then last year, he was convicted of DWI, and he lost his trucker's license for 90 days as a result. This year, in March, he was convicted of drug possession and alcohol charges. Now, that was just one month after losing his business, and Denise, his brother, could only speculate that he wanted to go out of life in a blaze of glory. Well, Suzanne, I know you're standing in front of a plane. There's that. The kind of plane that quarter was riding in when it crashed. Yes it is. That's a Cessna 150. The Secret Service told the hospital to say nothing while agents came and went from the house the quarters were renting on the hospital's grounds. They lived here not because Frank quarter was a patient, but because his wife, Lydia, works as a nurse at the VA. Well, the VA will not say how long the quarters have lived on the hospital grounds, but neighbors told me they've only been there a couple of months. They say the couple was very quiet, that outside of an occasional way, Frank Korda and his wife kept them well, kept their lives to themselves. Now, Alex, have you learned anything at all about what the Secret Service was looking for? Well, the Secret Service certainly kept its reputation for silence. Today they are asked several times. None of the agents would comment. Ellen Sour meets and greets and Fells Point this afternoon. She's climbing in the polls, threatening Congresswoman Helen Bentley's position, which is why Bentley won't express overconfidence. Nor does she want her supporters to think that way either. We just have to keep going and make sure our people get out to vote, and that's the whole thing. Brian Rutledge says the Baltimore Zoo was a dismal corner of Druid Hill Park when he came to work 13 years ago. Today, elephants, hippos and tigers enjoy a more naturalistic and spacious setting. More people are enjoying it, too. Attendance records are being broken regularly, so why is the man credited with this turnaround out of the job he loved? Duty calls. I've got a lot of things to do. Official word is that Rutledge resigned to pursue other opportunities, but published reports say there were philosophical differences between Rutledge and the board. And while the 42 year old won't say what really happened, you get the feeling from talking with him that leaving wasn't his idea. That's a pretty political position. I mean, when you consider it, half of the budget is coming from the state of Maryland. You have to work with the legislature. You are owned. The property is owned by the city. So you've got to work for the city council and for the mayor. You've got to get along with everybody. You also work for a board of directors. You've got to work with and get along with the board of directors. And that's where the problem lies. According to several people we talked with off camera. No one from the zoo would talk. Board President Michael Hankin declined an interview and refused to allow us to talk with any staff members about Rutledge's departure or any so-called philosophical differences. We're losing 100 species of plant and animal every day, and the zoo can be the front line in teaching people about the importance of those animals and their continuance. And that's what I was here about. That's what the staff is there for. If. The Zoological Society is searching for a replacement. He hopes to lead more international exhibitions and, design exhibits for other zoos and other parts of the country. Okay. Thank you, sir. Well, as we mentioned before, it is, of course, the day before Marylanders go to the polls. And there is a controversy tonight about big money disbursed to state legislators by Senate President Mike Miller and House Speaker Casper Taylor. In his commentary tonight, Michael Lasker calls it a question of misguided loyalties, misguided loyalties and misguided money. At the same time, the political system is greased by money and sometimes skids out of control. House Speaker Casper Taylor is unopposed in his primary election, but he's raised about $370,000 anyway. Senate president Mike Miller has no opposition, but he's raised about $600,000. Did people send the money to help them win an election? Obviously not. There was no need. Taylor sent out more than $50,000 of his bankroll, and Miller nearly as much to various state legislators running for reelection. They're not just financing elections so much as buying loyalties down the road. Maybe Taylor or Miller wants a certain bill passed. Maybe a certain legislator doesn't like the bill, but maybe in a sense, their votes are already been bought and paid for in advance. This is how the system takes care of itself. It buys elections for those already in power, and make certain that those at the top of the power structure stay there. The only people who get bypassed in such a process are the poor slobs who call themselves voters. I'm Mike pesca. Thank you. Michael. High pressure dry that came in from Canada. But now as it starts to move off to the east, we start to start to see these winds kind of rotate around this high and bring us westerly flow things to start warming up. It's been quite warm in the Central Plains, 80s and 90s, even a few places last week got to 100 degrees in the Dakotas. The owners have not, and apparently will not make any attempt to counter that proposal, which can only lead one to believe that the owners want this strike to continue at least most of the owners do, and that they are determined to try and break the players union. At this point, they're leaving no room for compromise. However, owners mouthpiece Richard Ravitch begs to differ with those observations. That is not true. It is the way it's reported in some quarters. But we have indicated a willingness to compromise on every element of our proposal. The union continues to say they will agree to nothing that will serve to constrain players salaries at all. So I hardly think that it's fair, or that the facts support the contention that there has been equal amount of rigidity. Okay, that's Richard ravaged the strike rolling on. But late today there was some news about the deadline at often moving tentative deadline. One of the lawyers for the players union said late today that the drop dead date for canceling the regular season will now probably be moved back to between Thursday and Saturday, that is, of this week, and that if a settlement can be reached by as late as September the 26th, then the playoffs and the World Series could still be played. Is September the 26th two weeks from today? They're saying if they get it settled by then, they can still do the of the World Series. Hello, I'm Al Sanders. Denise Coke has the night off. Harford County pilot Frank quarter died in the crash of his plane, which came to rest against the white House two floors below President Clinton's office. Our team coverage begins with ABC's Andy Field reports. The Secret Service wants to learn why his plane went unchallenged through prohibited airspace over the nation's capital. The crash killed the pilot and wrecked the plane. A century and a half old magnolia tree may have prevented it from damaging the white House. The wreck happened about two in the morning. Witnesses say the pilot aimed his plane at the president's mansion after making a low level turn near the Washington Monument. It was like a smooth glide. You know, like you have a glider. It was kind of like gliding like that. The engines were off. Yeah, I didn't hear. I didn't hear no answer was the President Clinton was not in danger because he and his family are staying across the street at Blair House while workers renovate his home. Now, investigators are trying to find out how a plane could pass the tight security on the white House roof. The Secret Service says the plane may have been flying too low to show up on radar. Spokesman say agents did not fire shots at the plane. I don't security might not have been as tight because the president was sleeping somewhere else, because he's at another location and security is different there. Yeah, that would be a safe assumption. But was security so lax that this could happen again? The Secret Service says no. They removed the plane wreckage just 12 hours after the crash.
