A Harford County man pilots a plane onto the white House lawn and dies in the crash. Good evening everyone. The two seater plane flew unchallenged near the Washington Monument, made a left hand turn toward the white House complex, and slammed through a magnolia tree before crumbling against the mansion. The pilot, Frank Korda of Aberdeen, died in the crash. The Secret Service says Korda had a history of mental illness. Korda's brother says he had dreams of success. President Clinton and his family were not in the white House at the time of the crash. How could this happen? That's the key question from Baltimore to the white House. We begin our team coverage with reporter Lisa Stark from Washington. The crumpled Cessna remained on the white House grounds for hours as security forces looked through the wreckage and combed the South Lawn. President Clinton, speaking from the Oval Office just a few feet away, vowed to keep the white House open to the public and open for business.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136380/file/252966#t=120.24,237.31"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136380/file/252966/transcript/71324/annotation/3","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"We take this incident seriously because the white House is the people's house, and it's the job of every president who lives here to keep it safe and secure. The plane was stolen from the Harford County Airpark north of Baltimore. It smashed into the south grounds of the white House just before 2 a.m. eastern time. Pilot Frank quarter died in the crash quarter. An independent trucker from Maryland had a history of alcohol problems and had recently separated from his wife. An eyewitness said he appeared to be aiming straight for the white House. It was like a boom, you know, just like that, you know? And that's all I saw. I was looking for some smoke, a fire, but I didn't see none of that at all. The plane hit a tree, then tumbled into the mansion itself, causing minor damage and ending up just a few floors below the president's bedroom. The Clintons were not home. They were staying across the street in a guest house because of repairs to the executive mansion. That is apparently why the usual sharpshooters were not on the white House roof when the pilot flew in. Our resources, our efforts, our manpower agent, power police officers would have been geared towards where the president was at the time. Still, the airspace around the white House is off limits to all aircraft. Those responsible for protecting the First Family would not say how the pilot slipped through, and what measures are taken to prevent just such an occurrence. You and the American public should rest assured, just as if you had a security measure or alarm system in your house, you wouldn't give me the code for it. But what remains is a frightening memory of a major breach of presidential security. Lisa Stark ABC news near the South Lawn of the white House. Thank you. Lisa. Suzanne Collins now joins us live from the Harford County Airport where this whole thing began early today. Suzanne. And, Sally, we learned a bit more about the person at the center of this Frank quarter. He'd recently been living out of his 82 Cadillac, according to his brother. He'd gone from business owner to rock bottom in the past year. Now his family was very in love with flying. His father was a successful aircraft mechanic at Aberdeen Proving Ground. But apparently this son had been facing failure. Well, I don't know if he was emotional or not, you know, I know he's just a little despondent, knowing he left his wife, and that was about three weeks ago and was the last contact we had with him. According to his brother, the past year has been tough on Frank Korda. His marriage failed a trucking business he had called Delmarva Freight, formerly located in Glen Burnie when defunct. And he was convicted on drug and alcohol charges. Frank Corder grew up in Aberdeen, never graduating from high school. His family could not believe the news. We were shocked and really surprised, you know. I mean, you know, it's restricted airspace, you know. It's surprised even got that far with it. I figure they chewed it down or something. Washington, D.C. police and federal agents swarmed to the Harford Airpark early this morning when they learned that that company owned the plane. Corder apparently stole it in the middle of the night. According to Joseph Kessler, the airpark manager, the federal agents wanted to know if quarter was linked in with the man who legitimately rented the Cessna 150 yesterday evening.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136380/file/252966#t=331.72,435.19"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136380/file/252966/transcript/71324/annotation/5","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"He had identification, as I understand, but that they were still questioning other people. He didn't know him at all. Corder had a license to fly, but not at night. He'd even taken a lesson at the airpark more than a year ago. But Kessler refused to give him any more lessons when a trooper told him of drug and alcohol problems. He was a man with a Coca Cola, you know, with a champagne taste and with a Coca Cola wallet, talking about big things where he couldn't afford how to do things, you know, getting an airline started this and that. His brother says that Frank Corder had no political leanings and no history of violence. He called him a lone wolf, and he remembered a conversation they had a year ago that foreshadowed today's crash. One time he mentioned about the guy that landed in Red square. You know how that guy made a big name for himself and everything landed in Red square in the Kremlin. Frank Quarters said his brother must have wanted to go out in a, quote, blaze of glory. Now, we promised at noon we'd tell you about quarters. Criminal history. He apparently had charges dismissed or made inactive in 86 for DWI, disorderly conduct and malicious destruction. But more recently, he was convicted of DWI, drug possession and other alcohol offenses. Sally. And, Suzanne, I understand that he lost his truck driver's license as well. He did on one DWI charge. All right. Thank you. Suzanne. Frank quarter's strong roots in Harford County also extend to the Perry Point Veterans Hospital. That's where Alex Demetric has been gathering more background information for tonight's top story. Our team coverage continues now live from Hartford County. Alex, what else have you learned about Frank Corder? Well, sadly, for the past couple of months, at least, Frank Corder has been connected at the Veterans Hospital at Prairie Point through his wife, Lydia, the works there as a nurse. But his history with the hospital may extend back further than that, perhaps as an outpatient or as a patient undergoing treatment for drug and alcohol abuse. The Veterans Hospital at Perry Point sits across the Susquehanna River from Harvard to Grace. One of the specialties of this hospital is the treatment of drug and alcohol abuse. Family members say Frank Corta underwent those treatments here. That he battled with drugs and alcohol most of his life. When Frank has been down on drugs and alcohol before and he's laid in those hotel rooms, he told me there was many times he wished he just had a gun and just ended it. And I just feel he was probably in this situation again and just wanted to just wanted to end. It was a lot more than the hospital administrator would say. I can only confirm that he has been a patient at this facility. I can't tell you whether it's outpatient or inpatient at this time based on the Privacy Act. I cannot do that for most of the day. The Secret Service told the hospital to say nothing while agents came and went from the house the quarters were renting on the hospital's grounds. If the couple had separated recently, neighbors don't know about it and police and Secret Service wouldn't confirm it. But Frank quarters cousin doesn't think he meant to hurt the president only himself. Frank would never hurt anybody. If anything, Frank had reached the point where he had no body and was down and out and just decided, what's life worth? I think it was just one of these that he just set the instant impulse and said that home would life. A frank quarter was entitled to treatment at the VA hospital, according to a hospital spokesman. He is a veteran of the Air Force. Sally. Alex, do you have any idea how long the Secret Service is going to be hanging around Harford County? I'm not sure. My guess is they're going to be here for a little while longer. They were here very early this morning, both at the airport and out at the hospital when we left, the hospital grounds about, 4:00. They were still there. No indication of when they would be pulling out. All right. Thank you very much, Alex. What the aerodynamic effect of that would be, is one of the things that we will clearly have to address. Meantime, churches both near the crash site in Pittsburgh and around the nation, those who died continue to be remembered and their lives celebrated. A couple originally from Baltimore was among the 132 people killed in Thursday's crash. 57 year old William Langen and his 55 year old wife, Charlotte, grew up in Baltimore and moved to Morgantown, West Virginia, in 1960. And I can tell you that a lot of these patients are lucky. As you mentioned, 30 were hurt, five taken to shock trauma, the rest taken to Hartford Memorial Hospital and the Franklin Square Hospital. State police, when I questioned them, say that the driver was not impaired, he had not been drinking, no drugs involved at all. He was just sleeping. It's the first full week of school for Baltimore City students, but already there are kids who don't want to stay in class. Education reporter Kai Jackson joins us now with more on the city's effort to crack down on truancy. Yeah, the weather's nice outside, but come on, school is just starting. He got to go to class. It's very simple. And again, the school wants to reduce that rate of kids dropping out. Sally. Superintendent. Superintendent. Doctor Walter Emery has been trying to fight this truancy problem. Sally, so it seems to be it's a little early to tell whether or not it's going to work, but hopefully it should still work out. Well, it comes with the price tag. It does. It's about $140,000 a year. But if you consider that, we're going to be keeping our kids off the streets and possibly out of trouble, then it's probably a price well worth it. We should add, by the way. That was in grapevine news being made this day by director Steven Spielberg, who has now moved ahead of channel 13 alumnus Oprah Winfrey as the richest person in all of showbiz. The so-called resignation was not without controversy, but it was without comment until now. Tonight, an exclusive interview with Brian Rutledge, the man credited with making our zoo a model for the rest of the country. I guess the thing I regret the most is that we haven't been able to do more than we did. I regret that the bars are still standing in the main valley, and that the mammal house where the monkeys are is still as it is. Brian Rutledge says the Baltimore Zoo was a dismal corner of Druid Hill Park when he came to work 13 years ago. Today, elephants, hippos and tigers enjoy a more naturalistic and spacious setting. More people are enjoying it, too. Attendance records are being broken regularly, so why is the man credited with this turnaround out of the job he loved? Duty calls. I've got other things to do. That's a pretty political position. I mean, when you consider it, half of the budget is coming from the state of Maryland. You have to work with the legislature. You are owned the properties owned by the city. So you've got to work for the city council and for the mayor. You've got to get along with everybody. You also work for a board of directors. You've got to work with and get along with the board of directors. And that's where the problem lies. According to several people we talked with off camera. No one from the zoo would talk. Board President Michael Hankin declined an interview and refused to allow us to talk with any staff members about Rutledge's departure or any so-called philosophical differences. My philosophy is to bring an understanding of wildlife and wildlands to the children of our community, and to make this community a better place to live. What's the hardest thing about leaving? I'm going to miss my staff immensely. They're the greatest bunch of people in the world. I've worked with a lot of them for a lot of years, and they mean a tremendous amount to me. Rutledge is most proud of Baltimore's Children's Zoo, which has been named the best in the country. He sees himself as a preservationist, with or without the job title. Sally, I think a lot of parents are going to be very, very unhappy when they hear about the 678 $687,000 the Baltimore City had to return to the state. So we hear school officials complaining all the time about how there's not enough money for the kinds of programs needed for our city kids. That's why the recent news about the city school's failure to use a 670,000 state grant last year is so shocking. The money was part of a larger grant that was aimed at programs for educating disadvantaged four year olds. But many of the Baltimore City schools decided not to operate these early childhood centers as part of their programs. As a result, about 500 disadvantaged four year old were deprived of the benefits of special attention to their needs. The state Education Department then required Baltimore City to return the money. And where did it go? Well, the returned money was used for similar programs in other Maryland districts. I don't know about you, but this really ticks me off. We all know that if we want to help disadvantaged children get on the right track, we have to do it early. And city educators are among the loudest supporters of this philosophy. Apparently it's only lip service, and apparently they've not yet decided to put their money where their mouth is. I'm Alice Steinbock. Thanks, Alice. I think probably most people agree a kitchen, a great kitchen and a great bath is really one of the greatest assets. When you sell your house, have a look at the kitchen. People spend a lot of time in the kitchen. What are some of things around kitchens here in the 90s? Well, Bobby, you really hit it right on the head. The, kitchen is the heart of the home. It's. It's like a countertop, but it's. Yeah. This is what one of your typical cabinets in the kitchen would look like. And we brought this to show what probably is the ultimate way to arrange the inside of a cabinet. And this is a four bin recycling center. It pulls out. You can separate paper, garbage. Glass, plastic and metal cans. And when? When it's full, you take it out. That's right. For the line with plastic bags. We'll get some answers now with a live report from Lisa Stark. Whatever measures are in place to secure the airspace over the white House, they are clearly not enough. They were not enough to stop a determined pilot from smashing his small plane into the back yard of the white House in the early morning hours. The Treasury Department, which oversees the Secret Service, has now launched a full investigation. The crumpled Cessna remained on the white House grounds for hours as security forces looked through the wreckage and combed the South Lawn. President Clinton, speaking from the Oval Office just a few feet away, vowed to keep the white House open to the public and open for business. We take this incident seriously because the white House is the people's house, and it's the job of every president who lives here to keep it safe and secure. Eyewitness said he appeared to be aiming straight for the white House. It was like a boom, you know, just like that, you know? And that's all I saw. Still, the airspace around the white House is off limits to all aircraft. His marriage failed a trucking business he had called Delmarva Freight, formerly located in Glen Burnie when defunct, and he was convicted on drug and alcohol charges. Frank Corder grew up in Aberdeen, never graduating from high school. His family could not believe the news. We were shocked and really surprised, you know what I mean? You know, hey, it's restricted airspace. You know, I'm surprised he even got that far with it. I figure they shoot it down or something. Washington, D.C. police and federal agents swarmed to the Harford Airpark early this morning when they learned that that company owned the plane. Corder apparently stole it in the middle of the night. According to Joseph Kessler, the airpark manager, the federal agents wanted to know if Korda was linked in with the man who legitimately rented the Cessna 150 yesterday evening. He had identification, as I understand, but they were still questioning other people. The guy that rented the aircraft prior to that, he had it last night from 6 to 7 and, they wanted to make sure they weren't involved with one another. He called him a lone wolf, and he remembered a conversation they had a year ago that foreshadowed today's crash. One time he mentioned about the guy that landed in Red square. You know how that guy made a big name for himself and everything landed in Red square in the Kremlin. We checked his criminal history and he had a lot of close calls. In 1986, he had a DWI charge, which was dismissed five years later, and that same year, malicious destruction and disorderly conduct charges were put on an inactive docket. And then last year, he was convicted of DWI, and he lost his trucker's license for 90 days as a result. This year, in March, he was convicted of drug possession and alcohol charges. Now, that was just one month after losing his business, and Denise, his brother, could only speculate that he wanted to go out of life in a blaze of glory. And the airpark manager says it's the exact kind of plane, except the color was different. All right. Thank you. Alex. Well, Frank Corder had a double connection with the Veterans Hospital at Perry Point. He was a patient there, and he lived on the hospital grounds because his wife, Lydia works there. The Veterans Hospital at Parry Point sits across the Susquehanna River from Harvard to Grace. One of the specialties of this hospital is the treatment of drug and alcohol abuse. Family members say Frank Corta underwent those treatments here, that he battled with drugs and alcohol most of his life. When Frank has been down on drugs and alcohol before and he's laid in those hotel rooms, he told me there was many times he wished he just had a gun and just ended it. And I just feel he was probably in this situation again and just wanted to just wanted to end it for most of the day. The Secret Service told the hospital to say nothing while agents came and went from the house the quarters were renting on the hospital's grounds. They lived here not because Frank quarter was a patient, but because his wife, Lydia, works as a nurse at the VA. Well, the VA will not say how long the quarters have lived on the hospital grounds, but neighbors told me they've only been there a couple of months. They say the couple was very quiet, that outside of an occasional way, Frank Korda and his wife kept them well, kept their lives to themselves. Now, Alex, have you learned anything at all about what the Secret Service was looking for? Well, the Secret Service certainly kept its reputation for silence. Today they are asked several times and none of the agents would comment. All of them seem to be concentrating their efforts at the quarters home, presumably collecting physical evidence to put back together frank quarters life, his beliefs, and undoubtedly his motives for taking.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136380/file/252966#t=4210.32,4306.57"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136380/file/252966/transcript/71324/annotation/44","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"That's like this morning. As six of the ten gubernatorial candidates that I met up with today made it a point to go to areas where they're lesser known. For instance, the politicians from the Baltimore area took the mark trains out when stumping with the morning commuters on the way down to the Washington metropolitan area, and some others went out to the western part of the state and came back. And some are planning to go to the Eastern Shore tonight. It's been a busy day, to say the least, and they're not through campaigning yet. Hi, I'm American, Joe Mediscare, running for governor. Sally Faulkner has an exclusive interview with Brian Rutledge, how he tried repeatedly to get a comment from the other side. We were told by zoo officials this story was strictly a personnel matter, but for Brian Rutledge, it's strictly personal. Official word is that Rutledge resigned to pursue other opportunities. But published reports say there were philosophical differences between Rutledge and the board. And while the 42 year old won't say what really happened, you get the feeling from talking with him that leaving wasn't his idea. That's a pretty political position. Board President Michael Hankin declined an interview and refused to allow us to talk with any staff members about Rutledge's departure or any so-called philosophical differences. In his commentary tonight, Michael Lesko calls it a question of misguided loyalties, misguided loyalties and misguided money. At the same time, the political system is greased by money and sometimes skids out of control. House Speaker Casper Taylor is unopposed in his primary election, but he's raised about $370,000 anyway. Senate president Mike Miller has no opposition, but he's raised about $600,000. Did people send the money to help them win an election? Obviously not. There was no need. Money simply asks for future favors. But now the favors go one step further. Taylor sent out more than $50,000 of his bankroll, and Miller nearly as much to various state legislators running for reelection. They're not just financing elections so much as buying loyalties down the road. Maybe Taylor or Miller wants a certain bill passed. Maybe a certain legislator doesn't like the bill, but maybe in a sense, their votes are already been bought and paid for in advance. This is how the system takes care of itself. It buys elections for those already in power, and make certain that those at the top of the power structure stay there. The season started last month and it won't be over for a few more weeks. But the good news is there are plenty of medications on the market that can help you get through ragweed season with little or no discomfort. Good morning. Afternoon. Hello, Jocelyn. How have you been? Jocelyn Louis Carlton has suffered with asthma and hay fever all her life. It's a problem that makes her pretty uncomfortable. Shortness of breath. Sniffly. Sneezy. Runny nose, runny eyes, itchy eyes. Whatever it is to happen, happens. This ragweed season has left plenty of people sneezing and wiping runny eyes. It started in mid-August and won't end until the first frost. You may think a warm, sunny day with light breezes is just wonderful, but for ragweed sufferers it can be miserable. That's because this plant tends to pollinate when it's warm and sunny. And when the wind blows, so does the pollen. How's the medicine working out? It's working okay. Do you think the shots, hot shots are doing a wonderful job? Jocelyn gets allergy shots every other week to control her problem and uses over-the-counter antihistamines. The downside is medications like these can cause drowsiness. If you want to stay awake, there are plenty of prescribed tablets, eyedrops, and nasal sprays. Jocelyn's doctor is using a new spray called Rhino Core. We also have a very good eyedrop choice now called Avastin and also Allied. These are all excellent new preparations, but remember, these prescribed drugs are far more expensive than over-the-counter allergy medications. Yet both are about the same in terms of effectiveness. You know that we hear so many warnings about nasal sprays, though. How effective are they really. And watch out. Yeah, they can be effective. End of the fifth week of the Major League Baseball players strike. This is now the second longest work stoppage in baseball history. No negotiations today. None are scheduled. The owners have categorically rejected the latest proposal, which was presented by the players on Friday. The owners have not, and apparently will not make any attempt to counter that proposal, which can only lead one to believe that the owners want this strike to continue at least most of the owners do, and that they are determined to try and break the players union. At this point, they're leaving no room for compromise. However, owners mouthpiece Richard Ravitch begs to differ with those observations. That is not true. It is the way it's reported in some quarters. But we have indicated a willingness to compromise on every element of our proposal. The union continues to say they will agree to nothing that will serve to constrain players salaries at all. So I hardly think that it's fair, or that the facts support the contention that there has been equal amount of rigidity. Okay, that's Richard ravaged the strike rolling on. But late today there was some news about the deadline but often moving. Tentative deadline. One of the lawyers for the players union said late today that the drop dead date for canceling the regular season will now probably be moved back to between Thursday and Saturday, that is, of this week, and that if a settlement can be reached by as late as September the 26th, then the playoffs and the World Series could still be played September the 26th, two weeks from today.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136380/file/252966#t=6204.77,6314.39"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136380/file/252966/transcript/71324/annotation/63","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"They're saying if they get it settled by then, they can still do the the World Series. So a clause that says you can't compete in your field for perhaps a year in your town is probably okay, but one that says you're out of the running for five years is excessive, and a judge is likely to refuse to enforce it.
