Water is calm right now, a little hazy out there. We expect that pretty much on these Saturday mornings. And we're talking about the first full weekend of August. And, you know, you can expect it. Temperatures today going to get up to just about 92 or so. And that is going to be the sight of some activity this afternoon. Detroit in town, of course, taking on the O's at 705. We'll have your first morning weather pitch coming up. But it's a nice day. Going to be a great day to be down at the ballpark. And this is how it shapes up for us. We're looking at temperatures right around 71 degrees, as you see here on TV Hill, 73 in downtown Baltimore, 90 degrees is our forecast high. We'll hit that probably around 3 to 5:00. Each and every day, Eyewitness News is learning more and more that businesses in our area are being affected by this drought and the newly implemented water restrictions. For instance, taking your car to a car wash may seem like a luxury to you, but it's a living for thousands of others in our area. Maryland's water restrictions are putting a strain on the car wash business, The drought emergency and the new rules to conserve water mean car washes must recycle 80% of their water if they want to stay open this weekend, owners are hoping the state decides to give them a break. And Dennis Edwards explains, It's kind of a day to day situation with us. We have been closed and we have been open at various times. So we're really very confused about the current situation. The doors to Benson Rice's car washes are shut tight tonight. Our weekend is the busiest time. He and other members of the mid-Atlantic Car Wash Association hired lobbyist Carolyn Burbridge to challenge the state's new water restrictions. She's been faxing state officials all day, explaining that the ban effectively shuts down car washes that can't recycle 80% of their water. We cannot meet the 80%. And therefore, that's how 2500 jobs, even as much as 5000 jobs, are at risk. The state has promised a quick review, possibly even an answer tonight, but it isn't making any promises. Car washes need a quick decision from the Department of Environment in order to salvage this weekend's business and put much needed paychecks and employees pockets. Rice tells me he needs to know by noon tomorrow if it's okay to reopen. Rice says this decision will have a major effect on the lives of thousands of Marylanders. So if we're close this weekend, it's a real hardship on the people who work for us. Dennis Edwards, WJC Eyewitness News. No word yet this morning if the Department of the Environment reached a decision. The Car Wash Association is offering some compromises of its own. If the state eases its restrictions, the industry is volunteering to install more more water efficient equipment. Well, the ice making business is another example of a business that depends on water to survive, of course. And Eyewitness News is live this morning at 888 emergency ice on Bel-Air Road to see how business is faring. Brenda Karl is there to tell us what she's found out. And good morning, Brenda. Tell me how the mandatory water restrictions are impacting you. Well, we took a real serious look at it. We're manufacturing about 32 tonnes a day now, about 6000 gallons per day. I went over the entire system yesterday and we were able to fine tune our system. We have very little overflow. Most of it all goes into production. So we're keeping a good eye on it. So you do not have to cut back on any of your water because the water usage here is strictly going into a product which are selling to the consumers. Right. But what I am going to do, I'm going to take a serious look at it. And we decided to cut back about 10%. So going to be shutting down as far as our production line, about 2 to 3 hours per day. So, of course, it's a big time for you all people making snowballs and snow cones in the ice and down those kegs and things. You go through a lot in a day. Quite a bit. With this heat spell and the drought combined. We've increased our sales about 20%. We're running 24 hours a day. Wow. Now, you tell us the ice making machinery is all up on top of the roof here and it makes it, what, a big blocks and it drops down. It makes the crack, the ice, which is used for catering, restaurants, hotels, concrete companies and so on and so forth. Great. You have a lot of customers coming in this morning. We're trying to tag along maybe on a Saturday picnic with some people who are going out on the shore today and catch some fish. Well, now, if you're still not clear on exactly what the restrictions are and how they affect you, here's a rundown. Do not water your lawn. Do not wash your car at home. Do not fill or top off privately owned pools and do not wash paved surfaces. Also do not use fountains, waterfalls or reflecting pools. Restaurants can serve water by request only. Businesses must prepare drought emergency plans and are asked to voluntarily reduce water consumption by 10% at least. And a pond and no open burning of any sort. That's all banned. However, you may use charcoal and gas barbecue grills. Now, if you're still unclear, the state has set up a special hotline to answer all your questions about the new restrictions. And Marylanders are definitely taking advantage of this service, jamming the phone lines with questions. They're here to answer all your questions. No. No. Okay. Document all your complaints. Let me see if I've got this. You think the restrictions are poorly thought out and alleviate all your concerns? That is, if you can get through. The hotline is fielding 400 to 500 calls an hour. As a matter of fact, one of the complaints that we received was that they had difficulty to get the you know, to get through because of the busy signal. So that's why we are adding another six seven lines and adding 25 more experts welcome additions for the person who's making the call, but especially the person who's taking the call if we're done now. So we've got two or more incoming calls right now. You can do McGehee. Eyewitness News. And they tell us an additional phone line will be added to help out with the flood of calls. Yes, they really should discuss that. Yeah, and we will. We'll get it. Sure. Well. Well, you know, certainly a lot going on in the weather. The fact that it looks like we might get some rain is, you know, is it is definitely inevitable that we'll get some eventually. Eventually. Tomorrow may be the first step to to getting there, though. Excellent. Well, we'll look to see some rain after the late hours of tonight into dawn, roughly. And then also tomorrow, we could see scattered showers. Unfortunately, they will be torrential at times and probably fast moving. And the ground being so hard. Chances are, you know, we'll hit we'll get the runoff, those gully washer type storms that will hit. And, you know, we may not get a lot of soaking out of this, but just enough to at least bring it up to speed. Every little bit helps. Of course, we're still, you know, just about a foot under for a 12 month period. And it's going to be, you know, just a slow process. Take a look right now, though. Take a look right now as we move around the Beltway, look at some of these temperatures. Really cool, comfortable temperatures out in Westminster. Seven, though, 64 degrees. 73 actually is the warmest temperature. And that's us right here near the city in the middle of the city, 64 in Columbia, 67 in Glen Burnie, 68 in khakis below, 65 in Bel Air this morning. This is what it looks like right now. The satellite picture showing clouds moving in the system right now. This over Nebraska actually making its way right towards the Great Lakes, actually. You have to disregard that little ugly flash of clouds that pops up there. What you need to know, though, is that this system is moving fairly quickly. It's going to make its way over the Great Lakes, pick up a little moisture there and then dive into the mid-Atlantic states. This and the system just above it, right on the border of the states and Canada, they're going to make their way across. New England will get rain out of this. We should get rain out of this. And as we said, it's moving fairly quickly, but we could see these storms move into the area late tonight into tomorrow. And by tomorrow, we could see cooler temperatures behind this low pressure system and temperatures back down into the mid 80s after it moves on by. Temperatures for us just around 90 degrees will say 92, but 90 degrees is more likely. And then we'll get down tonight to just about 70 with pretty comfortable evening becoming cloudy late, as we said, showers toward dawn, gusty at times when they start to hit. But first, back to the stories people are talking about this morning. A relaxing Friday evening at a newly opened hotel near Dallas, Texas, is shattered by an explosion. One person is seriously hurt and two dozen others are injured. The explosion blew out large windows around the indoor pool and gift shop area at the Embassy Suites Hotel in Grapevine, Texas. Just crying in the pool, splashing in the water, and all of a sudden we heard a huge loud explosion. And I turned and looked and there was the wall had blown out and there was a large fire. And my first thought was electrocution in the water with all these electrical wires falling. So I scooped up my children and scrambled out of the pool. Officials say contractors were working in a ground floor equipment room at the time of the blast. One of the workers was seriously hurt and was airlifted to Parkland Hospital with second degree burns over his face and arms. Two dozen others were injured in the explosion. A triage area was set up in front of the hotel to treat the injured, but officials said most of the injuries were minor cuts and bruises. The hotel, which just opened four days earlier, was 85% full at the time of the blast. Evacuated the hotel. We were relocating all guests currently right now to the area surrounding hotels. There's approximately 600 guests and 200 employees. Everyone's, fortunately, been accounted for. Damage appeared to be confined to the hotel's pool and gift shop area. Officials said there did not appear to be structural damage to the hotel. And investigators think a gas line feeding the heater for the hotel's swimming pool may have caused that blast. Well, a woman is recovering this morning from a gunshot wound to the leg. Police say Charlene Clark left work yesterday and was followed on 695 by another car. Then the car pulled up next to her and somehow shot at her two times. One bullet went through the car door hitting Clark in the leg. She managed to pull over. And another motorist called police. So far, police have no motive or suspects. And police in Maddox were called out very early this morning to a nasty accident on Reisterstown Road in the city. Four medics responded to this accident near Park Circle around 130 this morning. Police say one of the cars was so badly mangled. Take a look at that. They had to cut the top off. To rescue the victims who were inside. Three vehicles were involved in that crash, leaving four people injured. They were all transported to nearby hospitals. The extent of their injuries or their names have not been released as yet. And right now, investigators are trying to figure out what caused that crash. Eyewitness News wants to let you know about a recall of ground beef that was sold at BJ's Wholesale Clubs. 250,000 pounds of jackpot ground beef and frozen patties are being recalled because of contamination with the potentially deadly E coli bacteria. And, you know, therefore saving, you know, anything, getting a theme here, anything that keeps the water from just steadily streaming, not just pulsing or shutting it off. Exactly. There's just there's just no point in water running. You know, of course, when you're you know, when you're shampooing. And then this. Are we talking about the old today? Yes. One of the common problems we have is we have customers come in the store. They hear during the night, they're going to hear water running. Right. And and it's usually a device that sells for under 350, this flapper. It's it's it's exactly what stops water from leaking into the valve. Okay. A device like that at that point is under $4. Yeah. And Maryland is stepping up enforcement of its new rules to save every drop of water. In this time of drought emergency, few businesses are feeling the economic pinch of the drought and the water restrictions more than the car wash industry. As Dennis Edwards reports, the industry is hopeful of reaching a compromise with the state before people lose their jobs. It's kind of a day to day situation with us. Our weekend is the busiest time. Rice owns eight weeks car washes in the Baltimore area. He and other members of the mid-Atlantic Car Wash Association hired lobbyist Carolyn Burbridge to challenge the state's new water restrictions. She's been faxing state officials all day, explaining that the ban effectively shuts down car washes that can't recycle 80% of their water. We cannot meet the 80%. And therefore, that's how 2500 jobs, even as much as 5000 jobs, are at risk. The state has promised a quick review, possibly even an answer tonight, but it isn't making any promises. Car washes need a quick decision from the Department of Environment in order to salvage this weekend's business and put much needed paychecks and employees pockets. Rice tells me he needs to know by noon tomorrow if it's okay to reopen. Rice says this decision will have a major effect on the lives of thousands of Marylanders. So if we're close this weekend, it's a real hardship on the people who work. Dennis Edwards, WJC Eyewitness News. The Car Wash Association is offering some compromises of its own. If the state will ease its restrictions, the industry will voluntarily install more water efficient equipment. When you run an ice business, needless to say, water is crucial. A lot of people are coming in for the picnics and the parties and we do a lot of catering events and concrete companies and whatnot as far as a delivery end. Well, thanks a lot for your comments. And I understand some people will even get some ice bags to put on their flower gardens for like a little slow melt to get their water into the garden. No. But here's a look at the basic water restrictions. Don't water your lawn. Don't wash your car at home. Do not fill or top off privately owned pools. Do not wash paved surfaces. Don't fill ornamental fountains, waterfalls or reflecting pools. And restaurants can serve water by request only. Businesses must prepare drought emergency plans and are asked to voluntarily reduce water consumption by at least 10%. And open burning is banned except for barbecues. As you can imagine, there is still a lot of confusion about the restrictions. So the state has set up a hotline to help answer questions. You may have bet. But the volume of calls has been almost overwhelming for volunteers. As many as 400 an hour. These on your Kindle Mcgahey found out people are even trying to profit from the restrictions. Somebody called and wanted to know if there is any reward for reporting someone's reward. How much money did he want? They wanted to know if it's up to $1,000, if they can get $500. Eyewitness News First warning weather is keeping track of just how much water we are using in our water watch. Typical water usage for our area is 240 million gallons of water each day. Now, Thursday's usage was above the average with more than 257 million gallons being used. But that's well below what we use one year ago this past Thursday. Check this out, Tim. When we use 316 million gallons of water. Now, these statistics make it sound like we're using more water than we should, but it's better than it seems. The day before the restriction started, we used 342 million gallons of water. But with only 257 million gallons used on Thursday, we saved about 100 million gallons. Unbelievable. So a lot of people are conserving. That's for sure. Hey, we talked about the OP, the newspaper. Yes. And we wanted to show a picture that tells a lot. I guess we're holding it up that way. All right. This picture is you can see it better than I can, but it shows the severity of the problem. There is an officer on the front approaching a homeowner. And I think the caption says something. What does it say something to the effect of, you know, he does the flowers, sir. Just the flowers. At the beach, it'll be just about 90. And then tonight, down only to about 72 with the possibility of very, very late thunderstorms. Air quality is moderate. It also has a water breaker as you use from move from pot to pot. You can turn it off and save the water until you get there. Very good. Very good. How about dishwater? I heard a lot about that. Can use dishwater water in laundry. Water is okay. You need to exercise some caution. It depends upon what kind of detergent you use. It depends upon how much. Some people use way more than you really need to laundry water. Obviously, you don't want to use anything with any bleach in it that that's you when you have to wait for the drought to kill in there right outside of the cactus. What plants actually thrive with little or no water? And you're talking to a guy who actually killed the cactus one time. I'm probably the only guy in a world that could do that. Well, there really are some drought resistant plants. We have ornamental grasses which are good. The state declares one day a week, no car wash day. Hello, everybody. I'm Pat Warren. And this is what people are talking about tonight. The drought, emergency rains down on the drive through, and owners agree to new water restrictions on commercial car washes. The Association of Car Wash Owners is willing to do its part to conserve our evaporating water supply. Eyewitness News is live in Parkville, where Dennis Edwards has details of this new agreement. Dennis? Well, part of the agreement is a welcome compromise between the Car Wash Association and the Maryland Department of the Environment. Car washes have agreed to shut down one day a week. The industry's chosen to close on Tuesdays. But car wash is capable of recycling. 80% of their water can stay open. Owners have also agreed to conserve water by reducing nozzle sizes, limiting wash passes to one cycle and restricting features like undercarriage washes and side blasters. Now, this is a compromise that the auto industry, the auto washing industry desperately needed, and it means a lot of people can keep their jobs. It's like music to the ears for nearly 5000 employees of Maryland's car washes. I pay my bills. The water is still flowing and with a few modifications, it will keep on flowing. And I feel like we're participating in water conservation. So we feel like as every other business we are reducing our water consumption. With most car washes only using half the maximum water amount. Allowed by Governor Glendening as restrictions. Lobbyists for the mid-Atlantic Carwash Association are encouraged. The Department of Environment will act responsibly. They obviously have a very important duty to fulfill. Once they examine the facts, there's no need for any of our businesses to be shut down. Car wash. Owners say more accurate information has helped the BOE make the right decision to stop the stream of drought restrictions from trickling down to the wrong guy. Now the car wash agreement goes into effect immediately. It means for consumers that most car washes should be open six days a week. If they follow the agreement. Thank you, Dennis. The old bucket of soap and water method of washing your car is off limits, too. People are taking these water restrictions seriously. They're policing themselves and their neighbors. 49 alleged violations have been reported in Baltimore County. City police have received 30 calls and there have been 25 in Anne Arundel County and in Howard County one. Now, if you want to report a violation, do not call 911. You call one of these numbers and Baltimore County call (412) 887-2222. And in the city, the number is 410396305. Now let's go over the restrictions once again. Do not water your lawn. Do not wash your car at home. We've got a typical water use of average daily water use in the Baltimore area is about 240 million gallons a day. And Friday, we use 268 million gallons. That sounds like it is above average, but compared to a year ago on August 6th, 1998, we use considerably more as 325 million gallons on that on yesterday's date. So there has been a serious cutback. People are cooperating and we know that everybody is going to do their best to comply with the rules that you were just describing that. So water is a crisis. We get some showers. Are we get a chance to talk about here in the first 20 forecast that are coming in for tomorrow. A Columbia man who went for a haircut had his life cut short in the bargain. This horrible turn of events took place at a barbershop in the 1000 block of west North Avenue. Today, 28 year old Francis Breeland Jr was leaving the building when he was grabbed by two men and one of them shot him. Breland was killed and the men got away. Police are looking for them tonight. There's one less person looking for a chance to lead Baltimore into the new century, Dorothy Joyner. Jennings has been dealt out of the mayoral shuffle. She's been disqualified by the City Board of Elections for failing to file a financial disclosure form. The deadline for filing was July 16th, the same day Jennings was arrested on an outstanding burglary warrant. Losing Jennings leaves no shortage of candidates to choose from, though there are still 26 cards in that deck. The US State Department has released a television public service announcement asking anyone with information on the bombing suspects to contact them. The public service announcement is recorded in several languages and will be shown around the world in hopes of catching those responsible for the deaths of so many innocent people. A determined group wants innocent people killed during wartime to be remembered, and they've walked more than 500 miles to make it happen. They call themselves the stone walkers. And a month ago, they left Boston with a two ton memorial for civilians killed during the war and wars. They hope to convince Congress to give the stone a permanent place in Washington. This is Sheldon. He looks a lot like the missing 40 pound tortoise named Sophie that someone stole from the Kari Murray Nature Center at Lincoln Park. Sheldon and Sophie were soulmates, but no more. And it was not Sophie's Choice to leave. Someone broke in the back door and. And took her. Workers at the center are heartbroken. Police issued an all points bulletin for the missing reptile when workers at the center noticed the door had been broken into overnight Thursday and Sophie was gone. It's frustrating. You would hate to see somebody who would actually break into a center that is based upon the community. Police say whoever stole the tortoise on Thursday night bypassed all the boa constrictors and birds and knew just what they wanted. You know, the place is open to the public. It's very accessible. And they either did it, you know, because they want to try to get some money out of the situation or they did it because they wanted her for a purpose. But folks at the nature Center warn anyone who may come in contact with the missing tortoise to be careful and to call them right away. In Lincoln Park, I'm Brenda Karl, Jay-Z, Eyewitness News. Low to mid 80s across the region. Looks like the warm spot down here in D.C., Not too surprising. Our high temperature for today, unofficial so far, but we're going to post an 86 and that's one degree shy of a normal number for today. Should we fallen back out of the real heat? There is an area of cloudiness coming south of the Great Lakes and that does bring some showers into the region tomorrow. Before that happens, that one front pushing by is going to drive our temperatures up toward 90 degrees tomorrow. Front swings down from the high plains, potentially triggering some thunderstorms. Actually, the center of that storm system, as I indicate on the map, is moving more toward New England. So they have a much better chance of getting rain than we do. We're keeping our fingers crossed as the cool front comes by tomorrow afternoon and evening. That's our chance for thunderstorms here in central Maryland. But then what? It's also going to happen in the aftermath of that is cooler temperatures will show up Monday and we've got a pretty pleasant week temperature wise after a pretty warm day tomorrow. For most of the day, Pat, things were going well for Baltimore men. Everybody on board held on to the sinking hole and called for help. All of a sudden, I saw these guys on the raft who were like, Hey, call 911, call nine Water. I was like, what happened? I looked over there and saw a boater known only as Richard Savon came to their rescue. Derrick was the first taken aboard. Three of the men were pulled from the water, but a fourth man, described only as a 41 year old Baltimore man, was still in the water. Witnesses say the victim was wearing a life jacket just like this one as he was holding on to the side of the boat as it took on water. But when the boat went down, the lifejacket slipped off and was found floating nearby. These exclusive pictures from Sky Chopper 13 showed divers unsuccessfully searching water. Rescue units watched and waited from near Fort Armistead Park. Folks fishing from this pier saw everything from beginning to end and felt for families soon to get word of a loved one who won't come home tonight. Today, a brand new plan for commercial car washes went into effect in the effort to quench this drought. Emergency is feeling dirty, filthy, filthy. I couldn't stand that. But if cleanliness is next to godliness, then our wheels are on the road to hell. You see it right there on the list of not to dos. Number two behind. Do not water lawns and before. Do not fill or top off pools and do not wash paved surfaces is a rule that's likely to test. Some drivers do not wash cars. The fact of the matter is that we actually use less. Better than than the average business and in many cases a lot less. A good argument, but it didn't wash with the Department of the Environment, which today declared a weekly no car wash day and decided to make it Tuesday. Unless the car wash recycles 80% of its water, which isn't likely. Most car washes are not able to reclaim 80% of their. At this time. There are a few that can, but very few. But it's waste not. Or why not? That's the power plant in the foreground. And that's a hot place happening place on Saturday night. Those orange lights there along Pratt Street, just beyond the Pratt Street Pavilion of Harbor Place. And it's been a pretty nice night to be out on the town. Fairly mild temperature, unseasonably mild temperatures, but some clouds begin to materialize late in the afternoon. You notice a complex of clouds moving across the upper part of Pennsylvania into New York state. And there is some rain in this, but it looks like most of the rain associated with this is going to pass to the north of us. Our temperature right now generally in the mid to upper 70s across the region of central Maryland, 72, though, at Salisbury, 80 degrees in Washington, up in Harrisburg, Pennsylvania, 77 degrees today. So if you're going out in the bay, generally southwest winds 10 to 20 knots, but later in the day and keep an eye on the sky because it may not necessarily be late in the day. It could happen most any time. Finer storm development is a distinct possibility tomorrow. And of course, with thunderstorms and there is a weak frontal passage going to be associated with that, you can get winds in excess of 30 to 40 knots out over the open water. So be aware of that. Here's what I'm talking about. With the thunderstorms beginning to move into eastern Ohio. And this is a weak frontal system that will be pushing across the region and that tends to activate the thunderstorms a little more. So the weather just of the scattered variety on the satellite view, there's that area of cloudiness. Again, the center of this thing mostly moving across the states to the north of us, that is to say, through New York state. But a warm front passing by will bring in some warmer temperatures tomorrow. I think we'll hit 90 degrees tomorrow. Front passes by pushing some thunderstorms ahead of it. We're hoping to get as much rain out of those thunderstorms as we can get, although I think most of the moisture, again, is going to pass further to the north. Police say whoever stole the tortoise on Thursday night bypassed all the boa constrictors and birds and knew just what they wanted. You know, the place is open to the public. It's very accessible.
