That's all next on Channel 13 Eyewitness News at nine. Good afternoon from your Eyewitness News team, Oprah Winfrey. We'll be back tomorrow. Well, it is just what thousands of unemployed people are longing to hear, more jobs. This is the words this afternoon from Coffeyville, where an electronics manufacturer announced an expansion that will create 1000 new jobs. The company is AIG Corporation. 700 of those new jobs will be for blue collar and production workers. The expansion is a $17 million project. And this morning, Governor Hughes and County Executive Don Hutchinson were on hand for the announcement. Both the governor and the president of the company were thrilled about the expansion. Hey, I is planning to build a 180,000 square foot on the corner of York Road and Industry Lane. We have looked all over the United States. We've looked at planned expansions in other states, and we have decided to stay right here in Baltimore County with this expansion program that will be up to 1000 jobs over the next three years. One of the interesting features of it is that I guess over half of those will be manufacturing type employees. And the AARP has agreed to concentrate on the displaced worker, which is something that's terribly important today with the high unemployment we have. And this has really been a joint effort between the state and Baltimore County and county Executive Don Hutchison and his economic development organization and AEI. Later, the governor presented Mr. Barr with a seal of the state and further appreciation of his decision. George Bauman was also there. And we'll have more tonight at six on Eyewitness News. Earlier this month, the Maryland General Assembly passed an emergency package of extra benefits for the unemployed. State officials say they're not sure how the congressional action might affect the state plan. Also this afternoon, President Reagan is continuing his hard sell of his $98 billion tax increase. At Camp David yesterday, Mr. Reagan tried to convince 35 Republican Congress members to go along with the increases few indicated they would. Today, the president is trying to convince another group of lawmakers. In a newspaper interview today, the president said the tax increases only affect 17% of the public. The bill okayed by a House Senate conference committee includes hikes on cigaret and phone taxes and also cuts by one third certain business tax deductions. The president will talk about his plan in a national broadcast tonight at 8:00. You can see it right here on channel 13. In Lebanon this afternoon, government officials say the Palestine Liberation Organization has now agreed to withdraw from Lebanon starting this week. Lebanon's prime minister says he got that word from Philip Habib at a meeting this morning. But some obstacles remain in settling the Israeli invasion of Lebanon. Israel is demanding the return of a captured pilot, and officials of the Jewish state did drop other demands, namely that it be given a list of names of the PLO members. It also dropped a demand for a timetable for the deployment of a multi-national force. Back on the local scene, a four alarm fire at an Annapolis halfway house early this morning. I was in place. So you saw it from the outside? Yeah. What'd you think? Well, I was just hoping that everybody got out safely, and fortunately, they did. And to give you an idea just how disastrous this fire could have been. We're on the top floor of the house now where six men lived and all six of the men escaped the flames. The smoke and the intense heat of this fire, thanks in part to a smoke alarm that did go off and the vocal alarm which spread throughout the house quicker than the flames. Fire investigators say the cause is still under investigation and they discount earlier reports of a natural gas leak in the house. A lot of the men were able to recover at least most of their things. But there were some who lost just about everything in rooms like this one. But Samaritan House officials say all 13 will have a place to sleep tonight. But one of the other guys, Howard, and we all woke up, so I run out of ideas about a little bit of smoke. So I went down a basement and I saw flames coming up on the right hand side. When I saw out one when the back of my room and I got my clothes on and when I went out the basket. Still ahead on Eyewitness News, we're going to bring in Marty Bass, who's running over from the weather map because he has a delightful day to day question about what it's going to be like tomorrow. Tomorrow we'll get a little shower activity, a little more humid. But the thing is, by next weekend, we could be back into the same situation. Sunshine, less humidity. A fabulous weekend. I'm so proud of you. Monday's AccuWeather forecast is ahead and our convention needs to push seatbelts. Tell you about it. The opening coming up today in Baltimore next on channel 13 eyewitness news at noon. Time now for Marty Bass, who gave us a delightful weekend. And Oprah will be back tomorrow from vacation. Here's what it looks like. By tomorrow night, we could have a chance of thundershowers. All right. We've got a cold front coming through. Another secondary one might come through Wednesday. Now we're starting to get it up from the warmer climes of down south. All right. Let's take a look at Sky Live right now. Ground clutter around Patuxent. A lingering thunder shower. Gerri Turner is on vacation right now, a fire that appears to have started in the subway tubes under Baltimore. And Charles streets has spread to four alarms at one point tonight. The fire has caused blackouts in the evacuations of some buildings in the downtown area. Let's go live to Bob Sokolow for a look at this fire. Bob Albert, three alarm fire is what started here, basically at the corner of Baltimore St Paul, where it meets Light Street underneath, as you mentioned, in the subway tunnel right down there below us right here is where the apparently the fire started. So far, we have no indication as to how it started because the fire investigators are investigating the possibility that a welder may have set something up. Also the possibility there was a gas leak. But again, as I say, that is still being investigated. Here's the way it looked just a short time ago. And as I mentioned, fiberglass forms apparently caught fire underneath the the molding here. Concrete was used around the area. The fiberglass forms, 100 foot section was quite destroyed under the intersection. Firemen couldn't get to the flames at the wood platforms or left it. One man was injured. He fell in the whole he was pulled out. He was employed by the subway contractor. He is in shock, but I'm told he is not seriously injured. Smoke from fiberglass poured out into the street making fighting a fire very difficult.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136053/file/252448#t=1751.9,1919.69"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136053/file/252448/transcript/70800/annotation/15","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Traffic blocked all directions, buildings surrounding the area. People were evacuated. Luckily was at night. Few people were in the Maryland National Bank building. Frank Holden was down in the hole when this fire started. I spoke to a short time ago. Another man. What the. What? To put in a bucket of water when we couldn't get near it. That's our first shot. A lot of confusion in this area. Still, no one knows how it started. As we know right now, one person was injured. And Albert, as you mentioned, Hyatt Regency was blacked out along with a number of other buildings. Lisa Campo was over at the Hyatt Regency. She's now with us here with more on that side of the story Lisa. Bob, as you mentioned, the Hyatt Regency was completely blacked out as a result of this tunnel fire. All the Hyatt's 500 guests who are now walking around with candles and flashlights and have been doing so since about 9:30 p.m.. The guests appear to be inconvenienced, but perfectly calm. Officials say the Hyatt does have emergency power lines, but they, too, appear to have gone on the blink. Manager Steve Sokol says that it's a major inconvenience, but basically there's been no danger. Bob Albert. Okay. Lisa Talbot, as we're talking here, Lisa was talking to some people over the Hyatt Regency. Right now, we understand that the street here is going to be blocked off tomorrow for traffic. And then also, eventually they're going to have to start cleaning this up. And you can't see it because obviously dark out here, Al, but it is a disaster area. All these wooden crates are being pulled out of the street and there are holes leading down into the subway tunnel. And so it takes some time, at least until tomorrow afternoon, I'm told by until this thing is set up. Now, one other question. One of the thought that we were talking about earlier at and the problem with the subway construction, Albert, in terms of how long it's going to take to repair the damage that's been done down there. Well, construction people have told me and told me so just a short time ago. There are about two weeks ahead of schedule as compared to what they were normally supposed to be. And with the destruction that was done down there with the concrete that was partially ripped up and also with the forms that were destroyed, if the forms are in stock, they'll be able to get back on schedule and hopefully maybe 2 or 3 weeks behind. So in essence, there won't be much of a delay in getting this tunnel and subway back on its feet. Bob, can you hear me? Both of us can help you out. Lisa, can anybody tell me the extent of the blackout right now in the downtown area? Well, the Hyatt Regency, as far as I know, is still blacked out. Bob and Lisa, thank you very much there, reporting live on that fire. We've just learned that a large section of the downtown area abruptly lost power at about 912 this evening, and that's because of the fire in the subway tunnels, including the police department, the World Trade Center, the Maryland National Bank building and the convention Center. They were all blacked out at this hour. And officials can't say when the power will be back on. They say, however, that it will be at least morning until power is fully restored in the downtown area. And I do believe we mentioned the police department. Yes, they are included in the list of agencies, buildings that have lost at least a part of or perhaps all of their power at this hour. Well, moving on to other news, President Reagan is putting a lot of hope in the passage of his $98 billion tax increase in the hands of the American people. Tonight, in a broadcast speech from the Oval Office, the president said the nation faces ballooning deficits, interest rates and unemployment. Unless Congress passes the tax boost. And here's what the totals look like the new tax reform would raise in three years about, I say, 99 billion in the same three years. As I said a moment ago. Our tax cut program, even after this increase, will save you 335 billion. And then as he did when he pushed his tax cuts through Congress last year, the president appealed directly to you, the electorate, for passage of his tax proposals.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136053/file/252448#t=2085.75,2196.27"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136053/file/252448/transcript/70800/annotation/18","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"You helped us start this economic recovery program last year when you told your representatives you wanted it. You can help again, whether you're a Republican, a Democrat, or an independent, by letting them know that you want it continued, letting them know that you understand that this legislation is a price worth paying for, lower interest rates, economic recovery and more jobs. The fight to come. And there is sure to be a fight to win. The bill's approval in Congress may not be as partizan as you might think. Democratic leaders, for the most part, are siding with the president on the need for a $98 billion tax increase over the next three years. The great advantage of the tax bill now before the Congress is that it helps to balance many of the excesses enacted last year. It helps to cut down on the deficits and therefore helps relieve pressure on interest rates. It helps to cut down on the basic unfairness of last year's tax bill. It plugs some major loopholes and it helps to divide the cost of our society more fairly. The president, meanwhile, expects congressional action on his tax proposal sometime this week. The White House is still calling its effort in Congress an uphill battle for hard line conservative. Republicans remain opposed to the tax increase. Just today, hours before his speech. Reagan summoned several member of GOP congressman to the White House in an attempt to win their support. But even Reagan's intense personal lobbying among members of his own party may not win him the 218 House votes necessary for passage. Lisa Shapiro got the reaction of some area residents tonight to the president's speech here at WTC Bells in Clarksville, where a number of TV sets were tuned in to President Reagan's speech. Very few people stop by to watch and listen. But most people we discovered had either heard or read about the $98.3 billion tax bill. Most were familiar with the bill's provisions, including the 10% withholding on certain interest in dividends, the eight cent cigaret tax, the phone service tax hike, the airline ticket tax. The people we asked for opinions on Reagan's bill had like society as a whole, perhaps. Mixed reactions. It's a tough situation. I think they need more money, but that they're raising taxes. They give you a tax cut one year and then take it back the next year. From one side to the other. So I don't I don't like it.
