Good afternoon once again, everyone. I'm Oprah Winfrey with your chair is on vacation today. The debate continues on whether or not to install a guard rail at the inner harbor. A tragic drowning on Friday of a 13 year old Glen Burnie girl. Started to talk about the idea of installing a fence around the Harbor promenade. Today, the mayor took up that issue while attending another function at the city zoo. And he is not sure if a guard rail is necessary. He had these comments to make to Don Scott. We have found and we have investigated time after time on putting high fences, guardrails and all the rest around. It will not do what people think it will do. They've made extensive studies in Europe. And guardrails and fences are only, in a way, attractive nuisances. We've got to remember that over 18 million people came through there last year. I do not right now have any plans to put guardrails around. Don, talk to me of Shafer and we'll have a complete story tonight at 6:00 on Eyewitness News. In the Mideast, a car was bombed today as a third group of Palestinians headed for the port of west Beirut. The PLO convoy stopped briefly after the bombing, which was about one mile from the scene of their exodus. Then the evacuation continued. About 1000 Palestinians departed today in a repeat of this weekend's emotional send offs. So far, 2500 have left as part of the agreement reached by U.S. envoy Philip Habib. But the fighting in Lebanon still is not over. Israel reports that the Palestinians attacked its forces in east Lebanon. A Baltimore cab driver was shot in the leg last night after he refused to hand over cash to an armed thief. 32 year old Brian Alexander told police that he picked up a fare last night in the 5400 block of Midwood Avenue. The passenger told Alexander he wanted to stop to pick up his girlfriend. Instead, he pulled a handgun and demanded cash and shot the driver when he refused to hand over money. The suspect then fled on foot. Alexander is in good condition. This new Baltimore firefighters got a good workout this morning, extinguishing a rash of fires in trash dumpsters. Fire officials say as many as eight trash dumpsters were set on with then a half an hour period starting around 430 this morning. They say the fires were obviously set on purpose. However, they have no suspects. Those fires were at the Claremont Housing Project in northeast Baltimore starting today in a West Baltimore collision between an MTA bus and a pickup truck. Eight people were treated for injuries yesterday in that accident at West Lafayette Avenue and Calhoun Street. Now, police have charged the driver of that pickup, Gilbert McAlinden, with driving while intoxicated. He's also charged with failure to yield the right of way. Pardon me. The full story coming up next on Eyewitness News. Good evening. Gerri Turner is on special assignment tonight. Right now, angry, frustrated Exxon gasoline dealers fear the company's discount for cash program will dull, not sharpen their competitive edge.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136055/file/252449#t=1695.7,1893.93"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136055/file/252449/transcript/70796/annotation/14","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"The night team's Lisa sample reports Some dealers also call the program a fraud. On the surface, Exxon's discount for cash program looks great. The cash customer gets $0.04 off a gallon and the dealer gets more business. But is that what's really going to happen? The Greater Washington Maryland's Service Station Association thinks the program is a sham, that customers aren't getting what they think they're getting. Listen. Is it misleading? Is it deceptive? I think so. There's no way I can give you $0.04 off tomorrow unless I raise the price tonight. What Exxon has done, say these dealers, is capitalized on a loophole in the Maryland law that bans surcharges on open end credit card accounts. Exxon is charging a three cent fee on closed end accounts and suggesting the dealer pass that $0.03 onto the credit card customer by raising prices at the pump, then giving the cash customer a break on the new price. It's just a sham and it's a marketing gimmick. In order for Exxon to have their credit card fees paid by us. Dealers who go along get roughly $0.02 off the wholesale price in the package. But they say it's not worth it if they're not, in truth, competitive. Many stations are below the Exxon price, even when offered as a discount for cash. So if you as a customer would pull into my station and say I was posting $1.18 for regular gas and across the street was Arco at $1.11 or dollar 12, where the first question in your mind it could be, well, where is this discount for cash that I'm supposed to be getting? And you're supposed to be competitive in the marketplace. Even with it, you can still go across the street and pay less. That is correct.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136055/file/252449#t=1894.26,1990.2"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136055/file/252449/transcript/70796/annotation/15","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Many dealers we spoke with here say they'll reject the program, but admit that time may change their minds. I'm Lisa Shampoo, Channel 13 Eyewitness News. Starting tomorrow, cash gasoline purchases won't help some seasonal and Harford County residents save money. Residents who normally use the route one bridge over kind of Winkle Dam will have to find a different route for the next 13 to 18 months. The 55 year old bridge is closing to all traffic while the road signs are being repaired. For many residents in the area, the detour will take them quite a distance out of their way. Residents of two communities in Harford County have been going the distance in a fight against their private water system, which they say is faulty. Residents in the Willoughby Willoughby Beach, Crestwood Acres area of the county, have been trying to get cleaner water for nearly 20 years. Tonight, they're optimistic that their battle is nearly over. State and county health officials met the group in an effort to come up with a plan for a county water system to be installed within two years. Residents say tentative plans will integrate an investment of $100,000 from a local builder and $200 a year for 25 years from each family. The drowning Friday of a 13 year old girl who died while strapped in a wheelchair rolled into the harbor has raised a few questions about inner harbor safety. Some people feel a fence is needed around the perimeter of the harbor to protect tourists from the dangers of the water. We finally tracked Mayor Schaefer down today, and he let it be known that he does not favor fencing off the harbor. We have found and we have investigated time after time on putting high fences, guardrails and all the rest around.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136055/file/252449#t=1990.83,2084.73"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136055/file/252449/transcript/70796/annotation/16","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"It will not do what people think it will do. I do not right now have any plans to put guardrails around. Schaefer did say he would consider a proposal by city Councilman Miami DiPietro to post signs warning strollers to stay away from the water's edge. Tonight, the fatal stabbing of a New Jersey doctor by his daughter in 2000 last May has been resolved. 25 year old Alan M Doughboy, also of New Jersey, was found not guilty by reason of insanity by a Baltimore County judge. Judge Collins remains ordered the boy back to Spring Grove Hospital, where she's been a patient since the killing. Dr. Joseph boy was found stabbed to death in a house and kitchen where police say a knife was taken from his daughter at the scene. A controversial political debate between Kurt Schmoke and Bill Swisher. Both candidates spar as the city state's attorney has yet to take place. And according to Swisher, it never will. Swisher attended a Maryland Press Club luncheon today, assuming that he would be the key speaker. But once he got to the luncheon, he realized his opponent, Kurt Schmoke, would also be speaking. So Swisher got up and walked out. So, Mr. Schmoke, debate may never happen. I do not have any fear about appearing on the same platform with anyone. I think the public knows. Well, why don't you do it? Because I do not wish to give anyone free coverage. If the press wishes to give my opponents free coverage, which they have been anyway, that's their business. I don't know, offend the man or anything, but I just think it's really shocking. And this isn't the kind of campaign that I thought that he would wage. And I think people are entitled to a little bit better. Today's Maryland Press Club luncheon was just one of a long list of events slated to bring Swisher and Schmoke face to face. And like today's luncheon, all have been on. Successful rescue efforts in central California were successful today as more than 100 people were evacuated from an island where an Earth levee burst. A wall of water flooded thousands of acres of crops and sent farmers scurrying for rooftops. Many were rescued by helicopters and boats. The 250 foot break occurred northwest of Stockton. Officials there say beavers are to blame for weakening the levee. Still to come tonight, I'd keep an umbrella handy because bound turkey says there are thunderstorms in the forecast. Tonight, several more major banks have lowered their prime rates to 13.5%. Wall Street's record climb is starting to produce results. Maryland realtors are brushing up on their sales techniques for a housing market that has produced fewer buyers in the past months. That's short change. Tonight, the Federal Housing Administration and the Veterans Administration have pulled federally backed mortgage rates back a notch to 14%. The second decline in only two weeks could provide the needed boost. The housing market desperately needs a place to build their own home and their own land. It's been a major aim of the PLO for years. And tonight, after the third straight day of their evacuation from Beirut, Palestinian leaders vow they will continue their fight. In an interview with ABC's Peter Jennings, PLO leader Yasser Arafat told why the fighters left Beirut in spite of that vow. Because they are struggling for it. They are just close. In recent years, crime in city schools has gone down, but school officials aren't letting their guard down. In fact, they're gearing up for the new school year. A young woman with a love for Christ feel something is missing from your life. Is it serenity? If we did a commercial, is this a TV spot, so to speak, that when people would be observing a young woman, if that call is there, they might it would possibly resurface and they would give it more thought and then hopefully respond to the Lord's call. Coke will take us to a big time, big stakes bingo game tonight in Prince George's County. That's all coming up on Eyewitness News. Here comes Bob Turk, who's been giving us some rather nice weather. We had a fabulous weekend. Chilly for this time of year, but you like hot food anyway. I do. Chilly tomorrow. Go ahead. We had some very cold temperatures this weekend. In fact, some records broken all across the east. Today, we got up to the low 80s and we got a lot of clouds around. Some showers, too, and some thunder shower activity not too far from Baltimore. Let's take a look at current weather statistics. 74 now it's 23 Celsius humidity, rather sticky, 78%. The winds out of the south around seven miles an hour. The barometer to 9.94in and its steady air quality today, 34. That put us in the good range. High and low tides for tomorrow. So dry eye 628 sets of 751 yesterdays are getting shorter tonight in the city. A lot of clouds, not much in the way of precipitation. So things were rather dry. But to our north and to our east and to our west, some rain. Let's take a look at that rain right now being seen on radar. In fact, as a good deal of it now really developing out to our west. In fact, this over the last 20 minutes has really expanded to our two little areas. Now we have a huge area of rain from Washington all the way out toward West Virginia and from D.C. area down to near Richmond. And this whole area is moving to the east. So here in Baltimore, we'll be in the northern edge of some pretty good rain later on tonight.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136055/file/252449#t=2572.17,2792.77"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136055/file/252449/transcript/70796/annotation/21","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Some very good showers, very good. Do expect some showers. Most of it is to the south of the Baltimore area, 78, Richmond, 76 and D.C. 67, Martinsburg 68. Harrisburg, 71, Dover 72. In Salisbury wisdom, more variable, 8 to 15 miles an hour satellite. Tonight, I'm going to show us a lot of clouds. Most of the clouds from the Maryland Pennsylvania border down into Virginia and through the Carolinas. And this is one heavy area of clouds that's going to be moving to the east. But tomorrow, another area of some pretty good cloud cover is going to be moving along our frontal system to our southwest. A little low pressure system developing over parts of Kentucky. So it's going to be continuing some moisture and some clouds in our region to our north. Clear skies over the Great Lakes and some sunshine there.
