Every day for more than two months. They've prayed for help, helped to get through the day without meeting violence head on. The group of Park Heights neighbors has met before dawn for the past 74 days to try to break the cycle of fear in their neighborhood. The three hour vigil each morning is designed to counter crime in the area by disrupting the flourishing drug trade. We don't have to be in captivity. We don't have to live in fear. Like you just don't have to worry about a needle set up in a drug deal. We got bullets and darts. And just like that, we don't just stand here. We the. The group is especially concerned about the children in their neighborhood. They offer breakfast to children passing by on their way to school. And they also help an afterschool tutoring on that same corner. The group includes area residents, along with former drug dealers and former drug users. Drug dealers in Annapolis are also feeling some heat. Maryland state troopers are rounding up suspected dealers in a two part operation designed to rid the state capital of its drug problem. First, the suspects are arrested. Then police begin round the clock patrols of the troubled neighborhoods so the drug dealers don't come back. The crackdown has been going on for about a month now. So far, 20 people have been arrested. More are expected. A Baltimore family is going public with its grief to get more people involved in the local war on crime. A suspect in the case surrendered to police. 23 year old Damon Holmes is charged with her first degree murder. A dangerous situation was defuzed yesterday at Frederick Douglass High School. A ninth grade girl was arrested when school police officers found a loaded 22 caliber revolver in a bag she was carrying into class. Authorities say a student's tip led them to the girl. She's charged as a juvenile with handgun possession. Half a world away, a mighty earthquake destroyed thousands of homes and villages across southwestern India before dawn today, killing more than 6200 people. The quake measured 6.4 on the Richter scale and could be felt hundreds of miles from the epicenter in the small town of Killarney. Most of the buildings are said to have been flattened. Police fear there have been many casualties. And as more reports come in, it seems other towns and villages have been as badly affected. Officials report some 10,000 people were injured. It's being called the worst earthquake disaster for India since a quake rocked the nation back in 1935. Back here, Baltimore area firefighters had another busy night battling several fires, including a two alarm blaze. It was about 130 this morning when flames were spotted in a building 300 block of Park Street. All three floors of a building were involved in the fire. It took firefighters about a half an hour to bring it all under control. No injuries are reported. Investigators say the fire was deliberately set. Earlier last night, a World War two relic docked in Baltimore's harbor went up in smoke. A three alarm fire broke out about 5:00 on the aircraft carrier USS Coral Sea. The huge ship is being scrapped. Investigators say heat from some blowtorches ignited some insulation and wood inside the hall. It took city firefighters about four hours to get the thing out. One firefighter was treated for dehydration. A second teacher removed from Northeast High School in Anna Randolph County because of sexual harassment claims is returning to the school. Roger Stitt and Harry Lentz lost their positions at Northeast after a third teacher claimed she'd been sexually harassed by them. But that teacher refused to tell her story to the county school board. Lance is already back at northeast. Stitt was told yesterday he can have his old job back as well. A new report shows the shortage of teachers is getting worse in Maryland. The report from the State Department of Education finds the state with a shortage of more than 300 teachers the school year. That's up from 250 a year ago. The vacancies are mostly in Baltimore City and the more rural counties. And in science, foreign language and special education, some Baltimore City students got a special kind of science lesson today. Astronaut Ken Cameron, commander of NASA's Atlas two shuttle mission, visited Benjamin Franklin Middle School. Cameron showed the children a slide and film presentation on the shuttle's mission last April. High pressure setting right over Kentucky is going to give us a very clear, very still light, perfect conditions for frost to form. Widely scattered frost is certainly in the forecast for the night. Frost area wide is not at this time out of the question by tomorrow. Let's go ahead and place the high off our coast. And, you know, you get into the flow on its backside and what you're looking at is return of some warm air into the region. We are again, we talked about this yesterday and the day before. Thinking temperatures Saturday are going to go into the middle 70s. But now there's a little bit of a fly in the ointment. We were hoping for middle 70s by Sunday, but now we're looking at another weather system coming our way. Another shot of cool air, some clouds and some light shower activity out to our west. As this cooler air approaches, you'll see some clouds in the region. Saturday, Sunday, the front should be off the coast. We'll take temperatures down into the lower 70s and dropping into the upper 60s again by Monday. Alan Rifkin said the mayor assured him they could play till four, but other city officials arrived with a different message. Your permit has been reduced in time today till 1 p.m.. But we don't know about 130. And I'm informing you that it's time to leave the field without leaving. So do whatever you have to do. How many times are you going to change your mind? Major League two couldn't take the field. We definitely are. We definitely are caught in the middle. We both have permits for the same thing at the same time. So you want the city to call the police and tell them to come remove these people from the field? A major blow to Maryland's workforce as hundreds of defense workers will soon be out of a job. Martin Marietta, one of the nation's largest defense contractors, is announcing massive layoffs. Greg started reports the company plant in Glen Burnie will be the hardest hit in a bold, sweeping plan that's expected to save the company more than a billion and a half dollars over the next five years. Martin Marietta will shut down its Glen Burnie plant and transfer the operation to its company in Syracuse, New York, leaving the future of 500 workers undecided. This employee has been here for 17 years and expects to lose his job. The company also announced its Valley Forge, Pennsylvania, plant will merge with its headquarters in Bethesda, Maryland. And at this time, no changes are planned for its Middle River location. Martin Marietta says it has been anticipating possible layoffs since merging with the aerospace company. And the corporation says it's also ready and willing to help its employees find new jobs if necessary. We already have an outplacement center that we use and have been successful in placing employees this year as the the business space has declined. But tonight, that's little consolation to hundreds of workers in Glen Burnie. Many of them may soon end up in the unemployment line. Greg Starter, Channel 13 Eyewitness News. Mark Marietta says some of its Glen Burnie employees will be transferred to Syracuse, New York, but the exact number is not known. These Park Heights residents have been holding early morning prayer vigils for the past two and a half months. Calvert Christian has offered to return tuition to the parents of the school's students. But they say they don't want the money back. That's the subject of a conference about race relations, which begins tonight at the University of Maryland College Park. Education reporter Kai Jackson joins us now live from College Park with more. Guy, I'll Alice, you take a look at what's happening at campuses nationwide. You'll find that there is a growing problem of racial disharmony, a racial problems. And I think that's what they're trying to address here at the University of Maryland. This conference will take place just over here, which is at the student center, and it's going to take place all weekend, pretty much as one of the fliers puts it. The power for change is in the hands of students. Maryland's College Park campus on a full day. I mean, just because you get along doesn't mean segregation is okay. People don't try to understand each other and learn about each other, so they just stay away from each other. Students from 28 institutions nationwide will attend the conference. Those here in Maryland say there's a lot to get out of it. If you put a lot in it, if you can get enough people to go to it. And if you can, I mean, if they all attend because I doubt many people might even show up, hopefully people will have certain misconceptions cleared up about certain people and we'll we'll benefit from it. We'll get along with each other. Margot Nelson joins me now, the college coordinator for the ACP. How serious is this problem that you need to hold this conference this weekend? Well, the NAACP views it as very serious. It's certainly too rich for as volunteer firefighters as Alex. Two major reports, Oxford is being forced to take extraordinary measures to keep its fire department staffed. High noon in Oxford, Maryland, a place that prides itself in old world gentility in large measure because so many here are old and off. And that is creating a firefighter shortage. Well, we need firemen. And you see the property so high here that young people can't live here. Mike Green Hawk understands that. He grew up across the street from Oxford. Oxford's volunteer firehouse, joined the force, became chief and left because he couldn't afford to buy a home here to buy a house down here. And by Oxford's real estate market, that is a real bargain. The value of property has gone up a mile across the value of property going up to 300%. Volunteering for a life in Oxford will hopefully sound good to young people with jobs near the town. At least Bill Seeger, who has been a volunteer for 50 years, hope so. Right now we're in personnel wise. We're in a position that I need to turn out. And we need everybody we can get. Young people might actually get off the Oxford Ferry and stay here. A Prince George's County lawyer has been found guilty of criminal contempt for leaving court in the middle of a trial. In his commentary tonight, Michael Esker says it resulted in a one night stay in jail for the attorney. Middle of the trial, this guy decides one night he's got better things to do. He takes off. Those who wonder why attorneys are sometimes the target of jokes look no further than the weird case of Attorney Clayton Powell. He was representing the defendant in a child beating case when he remembered he'd planned a vacation and by gosh, he was going to take his vacation. So he did. While two children who had been beaten waited to testify in court, Powell hopped on a plane with his wife, who's also an attorney, and they flew to Jamaica. This happened in July. Powell was cited for contempt and told to appear in court to face charges, but he never got to court until the other day because his contempt hearing was postponed. It was postponed because the attorney representing Powell wanted to go on his own vacation. Everybody's back from vacation now. In fact, some areas even got a couple of showers, had a report of more than a half inch of rain in one location in northern Harford County that moved across sections of Delaware, even had some hail with it. And a funnel cloud reported near Cape May with this cold air aloft. Frost Definitely, especially to the west and north of our region. However, even sections of the eastern shore away from the water bodies, as long as it's still and you're not out in the under the trees, there's a good chance of even frost over sections of the eastern shore and Delaware overnight tonight. It looks like the coldest night as perhaps we've have ever on this night, because the record low tonight at the airport is only 41. Could get down to about 37 or so at the airport. The city record is 36, going to be well above the city. Records go back a much longer time. South winds 8 to 16 tomorrow. That's in the warm things up a little bit. Water temperature, 68, normal high is 74. 53 is a normal low, 5847. Those were today's temps. It's just a short ride from the Meridian Nursing Home in Dundalk to Jean Grove's summer home on Back River in Essex. A lot of them never get out of the nursing homes. Once they put him in their groves, like most of us, works for a living. She is a licensed beautician and her beauty salon is just a few blocks away from the Meridian home. The time, attention and concern are divided between the shop and the home. She's been known to spend 19 hours a day between the two. I'm afraid if anything ever happens between Groves, there's going to be a lot of people. That's really going to be hurting unless she helps everybody. Everybody. A mother can take care of 15 children, but 15 children can't take care of their mother. It's really sad to go up there and see all that. So many people with no body. Jane Gross says she gets back much more from the residents and she gives and she challenges each of us to spend just a half hour a week in a nursing home. The season is over for one Howard County football player, Angela Wise. You may remember, made the Howard High varsity. She, however, is now ineligible to play. Angela apparently didn't fill out some forms that would have allowed her to play on the football team. She had five days to turn them in, but she brought them back on the sixth. Her father tells us she is upset but not giving up. Angela is planning to go out for wrestling later this fall and will give football another try next year. Wow. Tandy Sylvester is a friends cat that helps Louise Lecomte fill the void left when her kitten died. She bought Smokey from the Family Pet Center in the White Marsh Mall for her seven year old son. I just happened to look in there and I seen this little frail, little tiny, like, whitish color kitten. And I looked, I said, it's got blue eyes. It's part Siamese, you know? And I really liked that. I liked it a lot. It's hard not to like a tiny kitten, but Lecomte was too tiny, undernourished and possibly under the minimum age to be sold eight weeks. I came home from work and I found her up on my son's bed just lifeless. And she wasn't moving or anything. And I called my veterinarian and they told me to rush right up there, and that's what I did. And she died at 930 that night. Baltimore County law requires that almost all animals be sold with a health certificate signed by a veterinarian. It's meant to protect the public health, but can also save private grief over a lost pet. And the law doesn't apply just to pet stores and breeders. Well, the store did change its mind. It did pay the vet bills after we told them what the provisions of the law were, they agreed to make the full payment. And by the way, they are now giving the required health certificate that Baltimore County requires in all their sales. Well, Baltimore County requires. But what about the other metropolitan or subdivisions around? Just about all of them have a very similar law. It's a regulation that basically says even if you're a lay person, not a breeder, not a professional, you have to provide the certificate. Almost all the area jurisdictions have the same law. Okay. Well, now the school board is trying to clear up any past problems. It's granting a two week amnesty period to staff members who may have information about suspected child abuse during that time. No disciplinary action will be taken for withholding information. The amnesty does not apply, however, to anyone who actually took part in improper activity. If you're a penny pincher, you have less than an hour to top off your tank. After that, a new federal gasoline tax goes into effect. The 19 swank shoe tells us some people are saying it will increase the cost of many of the goods we buy. Plain as day. The gas stations are preparing us for the tax hike that will kick in tonight at midnight. It's a bit overstated here. Not really. $0.05 more like 4.3. The money all going to reduce the deficit. And what about we who are paying for it? I'm not happy about it, but the deficit is something that just has to be dealt with or else it is not going to go away on its own. And I think it's necessary. I think that it's excellent gas. Alcohol smoking should all be taxed heavily. He tried to bring that deficit down. In fact, this gas station owner won't pass on the whole tax, but the ever increasing amount of levies worries him. People don't understand how much money they're generating for the state and the federal government when they put into a place like mine, for example, tomorrow a gallon of gas will be about $1.05. $0.42 of that will be taxes. And then after the tax increase, November 1st, gas stations will be forced to sell oxygenated fuels. They'll cut down on air pollution, but they'll add cost 3 to $0.04 more per gallon. Devastating news for some of the men and women who work at Glen Burnie as Martin Marietta plant. They're about to join the lines of the unemployed. Martin Marietta made the announcement today. It's transferring its Glen Burnie operation to its company in Syracuse, New York. And that leaves 500 workers in limbo. As Nightline correspondent Chris Beauty gives you a few of the details of what's happening right now. No wonder such a struggle is on to conquer the Paramount mountain. Viacom's boss is 70 year old Sumner Redstone, a self-made Boston billionaire so determined he survived a hotel fire by hanging onto a ledge as flames burned his flesh. Viacom initially offered stock and cash worth $8 billion. What a fantastic era. For this monstrous global entertainment company to be born. Scene two. The Unwelcome Suitors. Enter Barry Diller, who runs QVC, the Home Shopping Channel. Diller, once a rising star at Paramount under Martin Davis, is said to despise his ex-boss. Diller is bankrolled by John Malone, the controversial king of cable, whose companies control one out of four cable hookups in America. His huge holdings include stakes in everything from CNN to the Discovery Channel to Court TV. Diller's other partner is Comcast, another cable giant. Together, they offer a stock and cash worth $9.5 billion. A billion and change more than Viacom offered. It is a pitched battle, and none of these guys are soft. They're all very hard guys. They're all very tough. They take no prisoners. Here on Wall Street, the struggle for Paramount has stirred memories of the 1980s takeover frenzy, but only memories. Most analysts here believe the barbarians are not back at the gate. That the scramble for Paramount has less to do with merger mania than with making a good corporate marriage. Paramount's two suitors have very different dreams. Redstone's Viacom already owns the MTV, VH1, Showtime and Nickelodeon cable networks. Owning the Paramount Studios and Library would make Viacom Cable TV's programing powerhouse. A merger of Paramount and Barry Diller's QVC. On the other hand, is a gamble on much more than just the future of television shopping. What Diller, Malone and Comcast are betting is something different. They're saying we not only want to be the manufacturer of the programing of the software, we not only want to own the channels over which that software is disseminated, but we also want to, as we now own the cable systems on which it is distributed. So we will be in all three areas. Technology, too, is driving the deals for Paramount.
