Well, and the rain kind of changed plans here. They moved it inside the war memorial. Originally, it was going to be in the park outside of city hall. The rain and the change, however, has not done. And the crowd, you can hear them right now applauding the next speaker. I'd say there's about 175 people here lining the walls, getting ready for this vigil to continue. Now, Baltimore may not be the worst place for racial tension, but with recent incidences of hate groups and hate mail, there certainly is a concern. This vigil, the idea behind it, anyway, is to send another message that there are also people here who care very deeply about getting along with each other. It's also a chance for everybody to get a chance to take a look at just how culturally diversified Baltimore is with regard to. This is a group of African-American dancers who were putting their on their show a little earlier. We also had a Korean dancer, a German singers, people from all different kinds of cultural backgrounds. There you see the group of German singers who performed here just about a half hour ago. The highlight of this event will be the reading of a pledge of sorts called the call for Racial Harmony. And what better way to bring home its message? It'll be read in 11 different languages. Carol, investigators are still on the scene of an early morning train derailment in Clarksville. They're looking for its cause. About 1:00, 1 a.m., that is 11 cars and a freight train went off the tracks on the overpass above York Road. No one was injured and no hazardous materials were involved. Two of the cars were carrying concrete railroad ties. The others were empty. The incident is not affecting railroad traffic. The state now has the go ahead to begin construction of the Hunter Valley, the Glen Burnie light rail line. The Army Corps of Engineers has granted the State Mass Transit Administration a permit that allows work to proceed. The MTA needed permission from the Army to put the line through an acre of wetlands scattered throughout the 22 mile route. However, the permit also requires the MTA to consider community concerns about the impact of this project. Baltimore's tight budget may have a major impact on library branches across the city. The director of the Pratt Free Library says hours at 18 neighborhood branches would be substantially reduced and two reading rooms would have to be closed under the budget restrictions. The Schmoke administration has agreed to give the library an additional $650,000, but it's still $1 million short of being able to keep its current level of service. An investigation into medical care at the city jail may get underway soon. Researchers at Johns Hopkins Children's Center have documented what parents of children with sickle cell disease have known a long time. Exposure to cold water seems to provoke painful episodes. The authors of the study say nearly half the sickle cell patients who come to the hospital in the middle of a painful crisis had just been swimming in cold water. The studio is also pouring an estimated $15 million half of the film's budget into advanced TV, radio and print ads in hopes of attracting moviegoers. The basic cost for marketing a movie seriously in America today is not under $5 million. Anybody who is telling you they're going to do it for under $5 million is not doing it in a serious studio big time way, by the way. One of the smallest marketing budgets, approximately less than 10% of the film's total cost of $40 million, belongs to the summer's biggest anticipated film, Dick Tracy. I was stealing from everybody in Know House and I had a lot to answer for. According to a new study, Albert Hardy was hardly alone in his addiction. The study, prepared for a Senate committee, says 2.2 million people in the United States use cocaine weekly and are hardcore addicts. That's almost three times a previous federal government estimate and suggests that for every 100 people, one person is addicted to cocaine. The study says Maryland ranks 13th in the nation with an estimated 47,000 hardcore addicts. For many, the numbers are not surprising. People that you wouldn't think would use any kind of drug. Is using cocaine. Those who treat addicts say 2.2 million abusers may be a low estimate. People coming into treatment at admission. We've seen it triple over the last three years. The numbers that are actually abusing or addicted to cocaine makes you feel good for a short period of time. The thought of going back and feeling that way again is awfully inviting. Albert Hardie knows how inviting it can be but hopes these latest high numbers will start to decline. He doesn't want others to end up like him. There's still anybody out there. Costs at the publicly funded centers is determined by the addict's income level, and the wait to get in varies, but it could take up to two months. There is a national hotline for help. The number is one 800. Cocaine drug charges continue to mount against D.C. Mayor Marion Barry tonight as a grand jury adds to his indictments. Six more misdemeanor drug charges were added to Barry's indictment today. It already includes five other cocaine possession and three perjury charges. The new charges cover the mayor's alleged drug use from the fall of 84 until just before his arrest this past January. Barry's trial is scheduled for June the fourth. Right now, Baltimore jury is deciding the fate of a man charged in the shooting death of a city police officer. Suzanne Collins joins us live from the Mitchell Courthouse where the jury, I believe, is still out on Sean Watson. Al, the judge just released the jury 5 minutes ago to go home for the night. They've been deliberating since about quarter to two this afternoon. They need to decide whether to convict the 20 year old man after hearing a week's worth of testimony. Sean Woodson is charged with first degree murder in the shooting death of Officer William Martin last October on Pennsylvania Avenue. Officer Martin was responding to a drug call. Woodson and Taban Hall were arrested. That means of the ten most wanted, only three remain at large. However, the man who is first on the list, Gary Paul, Levon, is among those still eluding police. He is wanted for over $48,000 in back child support. The house thumbs up to the family leave bill ignoring the president's threat of a veto. House members this afternoon voted in favor of the controversial measure, which requires employers to give workers up to three months unpaid leave for family emergencies. Opponents say the bill only benefits those who can afford to go without a paycheck for three months. The bill faces an uncertain future in the Senate. A nationwide effort to defeat racism has reached the streets of Baltimore. David Murphy reports on a downtown vigil for racial harmony and a neighborhood where that harmony has improved the quality of life. They may look like foreigners, but they're your neighbors. You get them working together and they feel a sense of security in their block. There are no people on the other side of the street. It's all my neighbors now. Hate groups often make headlines. And now a vigil against hate is making headlines, too. Lack of available money in Baltimore's municipal budget will force the city to close two community reading rooms by July 1st one at Lafayette Square, the other at Reservoir Hill. And while two reading rooms will close. 18 neighborhood branches throughout the city will be substantially reducing their hours of operation. One of the branches to be affected is the Brooklyn Community Library. We will not stand to lose this library. We will use every force, every connection we have in this town to keep this library going full time and just enjoy coming over here. I've been coming over here ever since I've been over, have been living here for 25 years. And I like it whether Lillian Mitchell or Don Moran likes it or not. The Enoch Pratt budget is $1 million short, forcing the library's director to close two reading rooms, cut hours and lay off 13 employees. I think the reality is, is that that funding in the city of Baltimore is very, very limited. I mean, everybody knows our tax bases isn't eroded. One. And all of the city officials are working very hard to to do the best they can with what? So any important papers she has, a son and a future is going to be Christine. And that's not what I named. Corbin says she called the Department of Vital Statistics and was told the change was on its way. But when it didn't arrive, she was told to stop by and pick it up. They gave me this white photocopy of it and it said Christine on it. So I went back and I explained to the woman what happened, and she told me if I wanted anything, wanted anything done about it, I would have to get a lawyer. After learning that would cost almost $400, she called us. We called the department and were promised the corrected copy would be sent directly to us in a day or two. We had it in the mail and the department, as promised, made the change. Unfortunately, it made the wrong change and the child's name was still incorrect. I got it now. That's true. She does have it now. And actually, the people down in the department were very nice. I mean, it's there's a lot of records down there. And, you know, we finally found the right one. I'm a little surprised, though, because I would think to get a change made on your birth certificate, it would be a legal procedure. You might have to go to court or get a lawyer or something. Well, if you're actually going to change the name completely, like if somebody's name is Dave and they want to change it to Paul, that is a legal change of a name. But if it's a phonetic mistake, if there was a minor mistake at the hospital within the first few months of birth, then it's an administrative change the department can make. Ninth graders have showed a marked improvement on state writing tests. 88% of Maryland students passed the test. That's a five point gain over last year. Carroll County students did best with almost 96% passing. Education reporter Debbie Wright visited girls Prince George's County class to learn her secret. You won't find students sitting in a row in Katherine curls classes. She puts her students in groups so they can work together. I can interpret it. And what's lasting, in fact, on any given day. This is how she teaches. Each group is given a reading assignment. You're going to read it to yourself. Then group members discuss what they have read, pick out the major points, and a member of the group presents it to everyone. Can this be a history class? You bet it's a history class. But instead of using the traditional lecture form of teaching, Katherine Curl uses cooperative learning techniques. That's a fancy term for what we just described. Allowing students to work together. But even though it might seem like a simple concept, Katherine Curl says it has made a big difference in how much her kids learn. I pair the students with with students who have A's, B's and C's so that they're there helping each other out. Their test scores are in the class is r higher and in what they learn, because she says, in addition to learning their schoolwork, they also learned some valuable lessons about getting along with others. And students we talked with, love it. It's fun because you don't have to, like, sit in the corner by yourself and talk with other people. It's better when we when we can give each other ideas. Like one person will only think of one thing and they won't. In southern Poland, the only clean air is 600 feet underground in a medieval salt mine for a night or two, it makes breathing easier. This is a new twist on the doctors. Advised me to bring her here. We live in Kharkov, which is heavily polluted and she had breathing problems ever since. She was very small. The polluted air of Krakoff is what Maryland exchange student Emily Pavlovsky breathes every day at school. We look at our from the dormitory in Krakow. We look out and a test to see if the weather is good is if you can see Volvo Castle. Some days you can't see Volvo Castle. And that's a days you don't want to breathe. People are breathing the end result of two generations of communist policy forcing Poland to industrialize at the cost of its environment. We must be aware of the fact that we not only emit pollution into our polish, but we also it goes all around. Poland has new laws on its books mandating major cutbacks in pollution by 1992. But that deadline will not be met without heavy costs. Pollution control is an expensive proposition, and for the Poles, this is particularly difficult because much of the pollution devices, pollution control devices are required financing hard currency in one way or another. But and this will increase the cost of doing business. Despite the threat to its already fragile economy, Poland is working to close down the worst of the polluters. Many of the most harmful divisions of the plants are closed down. So with the already difficult economic situation in the country, does more unemployment and it is very existence logic to the downfall of the. But in a country where pollution causes premature births, a high infant mortality rate and a shorter life expectancy because of cancer and lung disease, pollution has become as crucial an issue as jobs and the economy. Worry about the environment is written on the walls, is heard in the protests of children wanting to breathe clean air and by the people who stand to lose the most as toxic industries are closed down. Well, the problem is there isn't enough government funds to afford the vaccines for the people who are deprived and can't afford them. But topping tonight's Health Watch, state health officials tell Eyewitness News that is not a problem right here in Maryland, despite the high cost of the vaccines, which can run up to $50 per dose. Tonight in our Clean Air Week report, we meet a woman who spent four years making her home chemical free. Cairo. How you doing? Thank you. I want to check out your house. I hear it's environmentally different than most houses. Yes, it certainly is. It's a nontoxic home. That means a house free of chemical finishes. This was specially finished for me. This has a crystal air on it, which is a safe varnish. So you aren't going to be breathing in any of the chemicals. Ruth never uses wax to polish the furniture. Too many chemicals. So what about these cabinets? What are special? Anything special about this home? There's no particleboard in them. I had quite a time finding cabinets without. I had to have them ordered specially. The flooring is marble. Vinyls have chemicals in it? Yes. Tremendous amount of chemicals and vinyls. All this started 15 years ago when Ruth suffered serious migraine headaches. After years, she traced it to a golf course near her old house. They started out spraying quarantine back in 1970 and then went from one chemical to another. That overload, she says, wreaked havoc on her body. There's a chemical in there called ethylene chloride. That's why there's wood floors. No wall to wall carpeting here. This carpet is vegetable dyed. The house was very expensive to build. But then so is my health costs. Very expensive. And it's better to have a safe house and not have to pay the money out to the doctors. Along with numerous symptoms of this allergy, I can even name all the symptoms. Ruth and many others also suffer food allergies, so she has to watch everything she eats. Everywhere she goes, she she gets headaches. They're less now because she lives in that house. What's the American Medical Association saying about all of this? Well, the AMA is saying it's not proven. This is still unproven. But Dr. Gabe says there could be 5 to 10 million people who are suffering from these chemical overdoses and overloads every day. And he says people who are especially sensitive to this could actually be an alarm system, that the environment is just getting too full of chemicals. The Department of Housing and Urban Development says if Howard County wants federal money to help finance this development, this luxury stuff has to go. The feds say our rules don't allow luxury items, even luxuries like dishwashers and garbage disposals, Howard County officials say. But the stuff's already in there. Why not let people enjoy them? The feds say rules are rules. So Howard County will have to comply with those rules. They'll remove the Jacuzzis and the microwave ovens and they'll board up the fireplaces. And we have reports from many areas in Wicomico County of trees down and power lines down. And in some areas, boats turned upside down and mobile homes off their foundations. And quite a bit of damage localized in Wicomico County from these some pretty strong thunderstorms. A two year fight against a shopping center on the side of the old Green Spring Dairy has been lost. The nighttime slowdown reports scaled back plans for the development won out over arguments by residents to block it. The faces are the same from last June and so are many of the concerns. Opponents worrying that turning the old Green Spring dairy into a shopping center would bring too much traffic, too much noise and too many parking headaches. Plans for the shopping center failed last time, but Paul Smith of Medfield came back out to support it. And developer Louis Manzo I think the owner saw that the people wanted a shopping center and that's what he is proposing and we are still in favor of it. Opponents to the shopping mall were convinced it would fail again. Let me tell you why. Because even though in the newer plan, Manzo had agreed to take another 10,000 feet from his proposed shopping mall and eliminate employee parking along Evans Chapel, they said it was the same plan. The mayor of D.C. was indicted on six more drug charges today, all of them misdemeanors for alleged cocaine possession. Barry has now been indicted on 14 counts. Goes to trial next month and from all indications, he still plans to run for reelection. A tragic example of the drug problem in this country. From Caldwell, Idaho, tonight, where a 22 year old woman is charged with killing her two month old son with cocaine. Maria Reyes says she gave her child cocaine to stop him from crying. Lab tests show the infant had 200 times the lethal dose in his system. Reyes will be arraigned tomorrow morning. An alarming report tonight on the widespread abuse of cocaine in this country. The report shows nearly one out of every 100 Americans is a weekly cocaine user. And in some areas of the country, the number is even higher. That includes the Brooklyn Community Library. We will not stand to lose this library. We will use every force, every connection we have in this town to keep this library going full time. I just enjoy coming over here. I've been coming over here ever since I've been over. Have been living here for 20. Five years and I like it. The budget crunch has also meant the layoffs of 13 library employees and two community reading rooms will be closed July 1st. Wanted Lafayette Square Library, the other at Reservoir Hill. However, the libraries are hoping to find volunteers who will help keep them the reading rooms on a frustrating night for the owner of a Rottweiler dog impounded and threatened with death. As we reported earlier this year, the Rottweiler was hit by a car and when a young boy tried to help the dog bit him, that's when the Rottweiler was impounded. And that's where he's been since the Howard County Animal Board ordered him put to sleep. A waterfront community in Pasadena posted a new traffic sign this week, one that's never been seen before. Kelly Saunders cautions tourists in the area if you see the sign, duck. Poplar Point in Pasadena, a waterfront community built along a narrow, winding road, a road rimmed with signs to guide you gently through the area. A road, a muck with ducks and they don't duck traffic. Well, the ducks do move very slow. They just don't seem to care. It's not a matter that they don't can't move fast. They don't care. So they'll stand in the middle of the road. You'll have to stop at almost everybody stops. But, you know, every now and then, somebody or, you know, catch one over here and Duck was standing right there and the blue pickup truck came flying by and he just started it. Was she because there was an egg in the middle of the road, too, and it just plowed right over. The duck deaths have prompted the erection of a new sign. They're still livid. Trustees of Mills College in Oakland say the decision to go coed was a financial one. But Mel's women say they'll suffer in a coed environment. And so far, Mel's president, Mary Metz, has not been able to convince them otherwise. Mills will emerge from this period of evaluation with a renewed commitment. Authorities confirm 18 people are dead, 17 others injured. A bishop is missing in the crash. The plane went down one mile short of the airport, some 400 miles southeast of Mexico City. Pan Am has reached a settlement with some of the victims of the Flight 103 disaster. 259 people died when a bomb went off on board the plane. Today's agreement is between the airline and relatives of victims on the ground who were killed when the plane crashed in Lockerbie, Scotland. It does not affect the suits filed by families of those who died on the plane. The list of disaster areas in flooded parts of Texas, Arkansas and Oklahoma continues to grow tonight. Nine North Texas counties have been added to 16 counties already declared disaster areas. The Red River, which separates Texas from Oklahoma, crested today.
