He later died of massive head injuries. Last night, police arrested Milton on North Gilmore Street. Senate leadership says no senator wants to be branded as the one who cast the deciding vote. Eyewitness News has learned Senator John Backus of Frostburg may end up being that deciding vote. He is not running for reelection, so is not as politically vulnerable as the others. Also in Annapolis, three recent murders and cries for better police protection have prompted Mayor Al Hopkins to ask for more officers. Hopkins says he wants the city council to approve the hiring of five new civilian employees for the department, enabling officers now doing desk jobs to get back on patrol. The proposal would cost about $500,000 for the rest of the current budget year. But the city Finance Committee chairman says he thinks the officers now on the job should be more effective and efficient. Drug and alcohol abuse is costing Johns Hopkins health plan big money. Officials say abuse treatment accounts for as much as 20% of the $85 million in medical bills paid last year. And it's believed the percentages are about the same at other health care plans. Another option is flooding the cargo hold to put out the fire. But the Coast Guard says that could severely damage the ship. Students at Robert Poole Middle School today joined the protests over the city's school dress code. About 100 students refused to attend Class two today. They gathered outside the school to protest. Police were called to the school to block off the street. We ought to keep the record of war. But the only disciplinary action that we do at this point is good by their parents and then take any further step. Said that students also walked out of classes at Northern High School today in protest of the dress code. Some other area school students spent the morning becoming part of this town's history. They and others place some things in a time capsule that won't be open for 100 years. That sort of nondescript metal box is about to take on historic proportions when fitted with its air tight lid. It will become an inner Harbor time capsule, and that box full of history is going to become part of the aquarium's future. It will go behind the cornerstone of its new marine mammal pavilion. Baltimore's homeless 200 census takers went to shelters and vacant buildings last night, trying to get an assessment of the number of homeless people. A new study says if you suffer long periods of even moderate stress every day, the blood supply to your heart could be disrupted. Researchers looked at this condition. It's called ischemia. It happens when the heart needs more blood than it's getting. Often these episodes occurred without pain, and researchers say up to 4 million Americans may have such spells without ever knowing it. Doctors are divided about whether the heart stress condition is dangerous or not. Thanks to a new development in dentistry, today's kids may grow up to be cavity free adults. Fluoride in drinking water and toothpaste has already led to fewer cavities in children, and now dentists are protecting kids back teeth by applying a plastic sealant. What we are finding is a shift in the areas where the decay started. Previously, it started between the teeth surfaces. Now it starts on the body surface. 90% of all the cavities and children start on their biting surfaces. When a person has to leave a job due to serious illness, losing his health insurance only makes matters worse. That's why the law requires his employer to allow him to remain in the company's group health insurance plan for another 18 months. The employee pays his own insurance premiums. The advantage is this The person whose health is poor doesn't have to face the challenge of finding another insurer. But consider the problem If this person has Aids, the need for hospitalization is a strong probability. The cost is staggering and a loss of coverage could be devastating. Health officials and some state lawmakers want help from the General Assembly. They want the state to step in and pay that employee's premiums when he leaves his job because of Aids. This way, a person with Aids would get the medical attention he needs. As the state senate remains locked in the seventh day of a filibuster over abortions. A House committee has voted to kill container taxes in Baltimore City and Baltimore County. If the Ways and Means Committee vote is approved by the full House, the container tax would be suspended after June 1991. Both city and county officials argued for the tax, saying that they need the revenue, while many constituents, bottlers and beverage merchants have complained about the new tax. Montgomery County's container tax would not be affected since it was imposed 12 years ago. Both Baltimore City and county spend valuable resources removing an expensive nuisance graffiti. Reagan said he told his aides these citizens may need help in making sure that money actually reached the Nicaraguan Contras. And I told them that maybe some of these citizens, these people wouldn't know who to contact or how to contact the proper people to deliver the aid that they had raised for them. And that I did not believe it was violating the law. If our people who knew had the answer to those questions would tell them, inform them as to how they could make their contact. During this National Poison Prevention Week, experts want all of us to know how to avoid poisonings and what to do in an emergency. Samantha Musgrove is a normal child. She gets into everything sometimes that proves dangerous. When she was playing in the sandbox with the older children and they were making cupcakes and she they were using holly berries for the cherries on top of the cupcakes. She decided to eat the cherries. Then there was a second poisoning scare. She got into the Tylenol, the beat, the children's Tylenol that was in her diaper bag and finished off the bottle. Both times, Dawn Musgrove picked up the phone and called here at my own poison center. The nurses, pharmacists and physicians at the Maryland Poison Center answered over 30,000 calls last year involving human poisonings. The majority of our calls involve children under six years of age. That accounted for over 65% of the calls that we had in 1989. Just today, one frantic mother called after her child drank a small amount of laundry detergent. All right. Why don't you do just give them a couple of ounces of drink to drink, okay? And although the year of the Infant, the program itself was announced about two months ago, this is the first big fund raiser for the program. What is the year of the infant? Basically, it's a state program that that focuses on prevention rather than intervention. The state wants to try and bring down the high infant mortality rate and also the numbers of sick newborns requiring special treatment. It's the year of the infant because we want to zero in on prevention. And that's exactly what the state would like to hear from all mothers of newborns. And hopefully the year of the infant program will do just that. There are 40 initiatives in all, some of them very exciting. They're going to take foreclosed houses and rebuild them into shelters for Aids babies. There's a mini bond program where you can buy $500 minivans and put them toward your child's future. All in all, when all 40 initiatives are up and running, a little later on, the governor is going to address this crowd and tell them each of the 40 initiatives and what they can do to help make them reality when they are all up and running. When the EPA fined fiber at $14,000 for the way they stored their waste, they found a different way. So fiber cut a deal with a nearby farmer. They pay rent. Is Pollard $1,000 a month but spray their waste on his land and they tell him he gets a bargain, too, because they save their waste as fertilizer. But you can see some pockets where they've sprayed have turned yellow. It's a food byproduct. There's no toxic chemicals used. If Bethlehem Steel and the ship's stevedore agree, they'll get the iron ore out of the ship's hold and onto the ground where it can burn itself out. Right now, it's sitting in Baltimore Harbor. Some offer free CDW coverage as a benefit. And don't let anyone tell you that CDW is mandatory. It is not. But if you take it, make sure you know exactly what it covers because some will cover a $200 repair bill but pay nothing if the car is stolen. Well, one of the additional things you also have to know is that in Maryland now, when you rent a car, it is required that the rental company gives you a disclosure form which tells you it's not mandatory. But if you buy it what it covers, if they don't give it to you, contact the attorney general because they're breaking the law. When other states offer this sort of protection, though. Yeah. What happens in other states, Albert, is that there's been federal legislation imposed because, you know, Maryland's law is Maryland's law. But what's happened is federal legislators, you know, our congresspeople who fly around rent cars and other places in the country and they get hit with this. According to this Brown University study, the answer is no. So what effect do all these ads have on college women? Well, according to the study, fewer women are smoking than they did in 1976. As for sexual activity, that hasn't changed at all. Although more women are having their sexual partners use condoms, use a condom if they if you're going to be with somebody, I mean, that's that's it. Or don't do it at all. People are definitely using more condoms in colleges, but it's just not consistent condom use with two people in a relationship and they're, quote, monogamous. After 6 or 8 months into the relationship, they're stopping using condoms. These three people work with health services and are sex educators at Umbc. They've helped put together this video tape that will soon play on college campuses about sex. They disagree with the study's statistics that women continue to have on the average of sex sexual partners. I do feel that the students have decreased the number of partners, the number of, quote, one night stands. But alcohol could affect those numbers where they see a lot of a big trend and people trying not to be having as many partners. And at the same time using alcohol to a degree that it influences their judgment. Education reporter Debbie Wright tells us hundreds of students walked out of classes today at two city schools. And the issue again out is the dress code. About 100 students walked out at Northern High School today saying they want to be allowed to wear whatever they choose. They were not allowed back into the school but were sent home. And at Robert Poole Middle School, more than 200 students gathered outside the school to protest, being told what they can and cannot wear. Police were called to the school to block off the street. That demonstration, however, ended peacefully at around noon. In other education news and our weekly say thanks to Teachers feature, we take a look at a Howard County proposal to extend the school year. All told, it would extend the school year by 20 days by building planning time into the regular school calendar. Our purpose is simply to provide professional training for teachers in regularly during the school year as opposed to the hit and miss kind of approach that we've had to use in the past. It's a good idea because we always, every nine weeks through this quick got a break. But opponents are quick to point out that the system's shorter summer vacation would be tough on students and teachers who want to go to summer school. Also, some say it could make worse the very problem it's designed to solve. Disrupting the school year. Presently, the school year is overly disrupted through field trips, regular holidays, assemblies, etc. that we feel. Another week block at a time would further disrupt the school year. Extending the school year is an issue that draws a lot of discussion. Some have even suggested year round school. But both ideas have run into a lot of opposition, and the nine one proposal would not be implemented until the 1991 92 school year. And county officials say that it is not a first step toward implementing a year round school year. In his commentary tonight, Michael, Alaska looks at the high cost of substance abuse, a cost that is borne in large measure by taxpayers. Of course, Johns Hopkins plan officials say their medical billing amounted to about $85 million last year. They figure drugs and alcohol abuse figured in 10 to 20% of the bills. And the programs around the country have roughly the same breakdown. Well, the rest is easy to figure. Health care costs are running $60 billion a year now, which means 6 to $12 billion a year out of drinking and drugs. What's remarkable about all this is the nation's point of attack in the Reagan White House years and Reagan-Bush years, huge money has been spent on more police and more prisons. But pathetically little on more rehabilitation programs to get people off of drinking and drugs. So the costs go up. Hopkins officials say it isn't just the drugs and drink, but the diseases and the injuries they lead to. The 19 Miss Paula Tubman reports that the decision could turn up the heat on Baltimore cabbies. Two women wait on a dark Baltimore street trying to hail a cab. The hopeful smiles turned to frowns of frustration and then anger as four more empty cabs pass them by. And it's hard, especially when you depend on a cab to get back and forth to work or whatever. And the cab drivers just say, well, they won't pick you up because of public safety. What about the people? That's really legitimate. The fifth time is the charm. Baltimore's cab drivers have gotten into the habit of not picking up blacks. They don't even call it discrimination. They call it survival. Some people you know what trouble? I mean, you can feel it. Do you think it's discrimination? No. Washington, D.C. just made cab companies liable for discrimination by their drivers. In Baltimore, cabbies fear the same thing could happen here, forcing them to pick up people they are not comfortable picking up. That makes cabbie David Grier angry. I don't think anybody can make anybody pick up somebody they're not comfortable with, especially in the cab business. You know, this is your life you're talking about. Are you more likely to pass up a black person hailing a cab than a white person? Yes, probably. Isn't that us blacks discriminating against us? Yeah, but what can you do? Day seven turns tonight, and the abortion filibuster shows no signs of ending in the state Senate. In response to repeated calls for the governor to help break the impasse, Lieutenant Governor Melvin Steinberg says tonight the Schaefer administration stands willing to console legislators on both sides of the abortion issue. We found the governor tonight and ask if there's something he can do to end the filibuster. No, not right now. Getting the last person and a cloture vote is sort of sparks the individual and it makes it very difficult. It would be better had you been able to get 4 or 5 to change at one time. But it's impossible now. So it's it's a very difficult situation. The governor does say he's concerned over legislation that's backing up in the Senate and the harsh feelings generated by the abortion filibuster. The governor's major drug bill of the session sailed through the House of Delegates today, minus a key provision. The bill, approved by an 87 to 1 margin, could cost professionals convicted of drug offenses to lose their licenses. And you'll hear the same story. It's too high. And Joan Golia is not just any homeowner. He's a federal court judge in Washington, D.C.. My home increased the land values about 100%. And I just I just think it's inappropriate. And the reason that a lot of the folks gathered here tonight believe their property tax assessments have skyrocketed is because of the sale of this place, the Carmelite monastery. As a result of that, they are comparing the value of our homes to these newer homes that are being built with all the amenities like Jacuzzis and all the latest appurtenances that our homes don't have because most of them were built about 30 to 35 years ago. But Judge and Golia believes county homeowners have an alternative, as he told those gathered tonight at Notre Dame Prep. Homeowners must start working to get 10,000 signatures on a petition to change current property tax legislation. Would you submit that to the county executive? And if the signatures hold up and they're sufficient, then it must be put on the ballot at the next election. And the law that's proposed is voted on. And if it's approved, it becomes law. Judge and Golia also wants county residents to petition for the termination of the County Council. The voices of the property owners in all of the county are going to be heard. I emphasize that at every turn. Reagan answered. I do not recall to at least 124 questions. The jury reviewed more of the tape testimony when the trial resumes tomorrow. Disagreement marked today's meeting between Secretary of State James Baker and Nelson Mandela. Baker called Mandela a courageous fighter, but in return, Mandela criticized Baker's plan to meet tomorrow with South African President F.W. de Klerk. Mandela says the meeting should not be held on South African soil. Baker says he will meet with de Klerk anyway. Mandela also asked Baker to impose even tougher sanctions on South Africa until apartheid is abolished. Baker said no. In Heinsberg, South Africa, blacks marked the 30th anniversary of the Shark Bell massacre with strikes and often violent protest. Most of the protests were peaceful, with people marching through the streets, chanting and singing anti-apartheid songs. But clashes with police in some areas resulted in two deaths and more than 50 injuries. 60 people were killed in the 1960 riots, protesting racial segregation in the Yohannes Berg suburb. The streets of Romania resembled a war zone on the second day of clashes between Romanians and ethnic Hungarians. Six people died. Over 300 were injured in bloody battles. Tonight, the Romanian government blames Hungary for inciting the riots. Hungarian officials are asking the U.N. for help in protecting the rights of Hungarians in Romania. Riot police were called to a Los Angeles record store last night when thousands of fans came to see a British rock group turned violent. Police say about 15,000 people crowded the store in parking lots to see the rock group Depeche Mode. The mob eventually began surging toward the store, crushing many young people against a wall. There were several injuries, but none was serious. Pop singer Gloria Estefan is facing delicate spinal surgery tomorrow. She was injured yesterday when a truck slammed into a bus on a snowy Pennsylvania highway. Doctors say there's a slim chance the 32 year old star of Miami sound bashing will suffer some form of paralysis.
