Around 930 last night, Denise Edwards got in an argument with her ex-boyfriend. She told Reginald McIvor to call police for help, but the man grabbed the boy, forced him outside, told him to lay on the ground and then shot him in the back of the head at close range. Police have issued an arrest warrant for 21 year old Kenneth Bernard Joyner in connection with this incident. Another case of alleged child abuse in Baltimore has ended in the death of a baby and the arrest of a 21 year old suspect. Police say Charles Watson was watching 19 month old Brendan Hall yesterday while the baby's mother was at work. Police were called to the home in the 1200 block of Enzo Street, where they found paramedics working on an unconscious child. The baby was rushed to University Hospital where he died. Police believe someone beat the boy with his bare hands. Watson is being held pending a bail hearing. The threat of massive budget cuts is mobilizing federal workers here in Baltimore. Social Security employees left this morning for a rally at the U.S. Capitol later today and face possible furloughs. We may quite possibly, however, see some showers moving across the bay. So if you're headed out, keep an eye on the sky. Now, here's this disturbance traveling through Pennsylvania. Notice the extent of the clouds having penetrated a little further south down in Virginia. No problem at all. But these are producing some showers across the area. We saw one line move through earlier. We see another one on the local radar. In fact, we'll check that out right now. There's that first band of showers that moved through, say, starting around 8:00 or so. And now another line has formed up now east of the mountains. Maryland's highest court has ruled death is not too high a price for one man to pay for the crime of murder. Tyrone Gilliam was sentenced to the gas chamber for killing a young Baltimore woman during a robbery two years ago. He admitted shooting Christine Dawson in the head because he said she saw my face. Gilliam appealed his sentencing. Death was excessive punishment, but the Court of Appeals yesterday rejected his argument. In South Africa, people in black townships spent last night confined to their homes. They white ruled government imposed a dusk to dawn curfew after weeks of violent clashes between black groups. The curfew means people cannot leave their homes or travel outside the township without special papers. Some people defied the curfew because they say it's not really meant to prevent violence, but to stifle dissent. Congressional and White House negotiators are still trying to hammer out a budget agreement. In Washington today. Senate Republican Leader Bob Dole reported some progress early this morning, but wouldn't give any details. Politicians are under the gun to come up with a plan before October 1st, as we said, when massive automatic budget cuts will go into effect. Former US Surgeon General C Everett Koop was the keynote speaker at today's lecture, and he expressed his dissatisfaction over the state of this nation's health care system. There should have been another surgeon general's warning. It would have said, beware. The health care system of this country could be dangerous to your health because we are and we're in real trouble. But Cooper's overall comments were welcomed by everyone. Six people carried signs outside UPMC protesting the former surgeon general's stance on using animals for medical research. Also on Health Watch, representatives from the National Commission on Sleep Disorders say more attention needs to be focus on that serious problem. Commission members testified yesterday on Capitol Hill about the need for more research on sleep disorders. They warn sleep ailments can cripple lives and marriages and even kill. So the commission wants the nation to address this serious medical problem. And finally, in today's Health Watch, some people think our modern day health care system is behind the times when it comes to birth control and methods. And now there's an effort to provide men and women with some new options. Politics and pregnancy have been on a collision course since the issue of abortion became such a political hot potato. Nearly a decade ago, a climate created by anti-abortion protests and lawsuits against drug companies has had a chilling effect on research that could lead to new and better contraceptives. The goal of these conferences is to heighten public awareness. One consequence of that, say researchers, is more pregnant teens. I had a family life clause, you know, tell me what kind of birth control methods you can use, but I was kind of scared to use them. Both Lashonda King and Danette Gray's that pregnant in their teens. They might not have, the experts say, if they had more contraceptive choices that were easier to use with every method, including the pill. There was a higher failure rate among young women than among older women. So that a method that is easier to use and is more likely to be effective has a particular advantage. Researchers say there is clearly a need for some additions to this assortment of pills, condoms, foam and the like, because there are an estimated 3.3 million women who are not using any kind of contraceptives at all. And another 1.5 million who have used some of these birth control devices but then got pregnant anyway. I'm Barbara Rogers reporting. And that is today's Noon Health Watch. City school administrators are planning the pilot program that will give parents greater control over their local schools. In his Channel 13 editorial, vice president and general manager Marcellus Alexander says the time to get involved is now. If everything goes as planned, things will be very different in Baltimore city schools next year. Buried alive that almost became the face of a construction worker today, trapped for two hours in a 12 foot trench. The worker was trapped when a construction trench collapsed at the St Paul School for Boys this afternoon. Sandra Pink reports. While he's being treated to shock, trauma, officials have begun an investigation into the safety of the site. This morning, at 1145, rescue workers got the call. An emergency at a waterline project at St Paul's School. A 12 foot deep trench collapsed, trapping a construction worker from his waist down. Calling into action for the first time in Baltimore County. The fire department's keeping unit. You see the pads that are up against the side hole type of devices, which are called air showers. They were put in place by the team to stabilize the dirt on the side of prevent additional collapse. They were using hand shovels to go ahead and dig the dirt on away. Kinsley management said they would make a statement when all the facts were in. In the meantime, 46 year old William Brennaman on the job one month and three days is in shock. Smoke and flames could be seen four miles above Fairfield today as an industrial tank caught on fire. Denise's son, Reginald MacGyver Jr was walking to his grandmother's house. He saw the argument and told the suspect, Kenneth Bernard Joiner, to leave his mother alone. Denise says this is when Joiner reached for his weapon, goes inside and pulls out this gun. And I just when I said, call the police. Somebody call the police. Reginald's mother, grandmother and grandfather still cannot believe what happened next. He pushes my son at 1206 to 2 steps, hosing down what is left pane, puts the gun up to his feet and say, you going to call the police and shout? Then he cries to my son. Reggie shook him two times. Then he had the nerve to see his son Reginald have been shot once in the upper left side of his head. He was rushed to shock trauma for emergency surgery. Kenneth Bernard Joiner remained at large until his picture was shown on Eyewitness News at noon today. Then he turned himself in. I don't know why you would say you could have shot Ms.. They say he was carrying two other explosive devices and three guns. Howard County police are searching for two men tonight who are using a flim flam operation to steal money from elderly women. Police have created a composite drawing of the two who pose as police detectives. They display badges to the victims to gain entry and then trick them out of money before leaving. The crowd cheered when they learned an embarrassed Senate was inside voting that Senators two should take a salary cut. Monday's deadline will be hard to meet. There was an attempt to stall the deadline until October 20th, but the president says he'll veto that move. Even if a balanced budget gets passed, massive cuts will take place. Federal spending caps could mean canceled flights, shorter operating hours and aviation aggravation. It takes more than airliners and runways to make air travel work. It also takes a small army of federal air traffic controllers to keep flights coming and going safely. But because they are federal employees, controllers also face mandatory furloughs if severe budget cuts take hold next week. And that could place a lot of air travelers on hold. I would be terrible. I think that it would be bad for business travel as well as vacationers. Kids getting back and forth to school would be terrible to be a lot of people standing around waiting and some irate people, I'm sure. According to the FAA, a budget crunch would mean controllers would work one less day a week. It would also mean fewer weather forecasters on the job at airports, which could bring night flying to an end. Well, negotiations are underway for a new contract for Baltimore area dockworkers tonight. And one of the main issues of interest could cause some waves at the bargaining table. Waterfront management wants to reduce or phase out a guaranteed annual income program for local longshoremen, which cost post employers $9 million a year. The change would mean some longshoremen would take early retirement in return for payment. The current contract, which expires next month, was negotiated after the International Longshoremen Association's three day strike last January. They're dedicated to making noise when it comes to issues of Aids and Aids funding or lack of funding, as the case may be. I. As far as funding is concerned, it looks like federal funds are drying up. We have a number of five, three year grants that are going to be ending soon. State funds are very limited considering the current budget crisis. And people are dying here in Baltimore. It's the obligation of the city health department to care for people in Baltimore. And not only has nothing ever been spent regarding Aids in the history of the crisis, but the Baltimore City Health Department takes a 20% cut of all federal and state funds that come through the health department. And the funds they allocate are almost always late. What do you hope to accomplish right here today? Today, we hope to encourage the mayor to accept all of the recommendations of his advisory council. One of the most important is hiring an Aids coordinator. The funds are already there. All they have to do is hire someone. They can go after grants. Thank you. White is buried at Cicero Cemetery. Topping tonight's Health Watch, September marks the 25th anniversary of the Greater Baltimore Medical Center. And as part of a month long celebration, the Townsend facility hosted a medical ethics symposium. Former U.S. Surgeon General C Everett Koop served as the keynote speaker. Cope says he's not satisfied with the nation's health care system. There should have been another surgeon general's warning. It would have said, beware. The health care system of this country could be dangerous to your health because we are and we're in real trouble. And not everyone listened to what Koop had to say. Sex people carried signs outside your BMC protesting the former Surgeon general's stance on using animals for research. Also in Health Watch, you may know that eating raw pork is not safe. Well, Baltimore City is planning a pilot program to give parents more control over local schools. In this Channel 13 editorial, our vice president and general manager, Marcellus Alexander, says the time to get involved is now. If everything goes as planned, things will be very different in Baltimore city schools next year. Administrators are moving ahead with a plan that would give teachers and parents a lot more say over what happens in their schools. The plan calls for school based shared management. In every school, a committee of teachers, parents and other community representatives would make many of the decisions that now come down from central administration. If the plan goes through, it will be the single most important opportunity parents have had in years. It will also be an enormous responsibility because they too will be accountable for the success or failure of the school they care about. What's disturbing, however, is this So far, the idea isn't getting as much attention as it should. Attendance at the few public meetings on the plan has been disappointing. Only very recently have civic groups demanded more time to study the plan and make input. Fortunately, the city school board has delayed a vote, and in order to get more involvement, the board has scheduled another public hearing on October 2nd. A Beltsville man has been indicted on assault charges today after biting another man several times in an animal like attack. I don't know of. A county grand jury indicted 21 year old John Leonard Harris on charges of assault with intent to maim. Harris allegedly beat a man several times on the face, legs and torso. Nobody seems to know what triggered the attack. The state Fire Marshall's bomb squad has a new member tonight. It's a high tech robot that detects and disarms explosives. $52,000 device is equipped with a 12 gauge semi-automatic shotgun, which can be used in some emergency situations. Multipurpose robot will also be loaned out to other law enforcement agencies like the state police, for use in hostage and terrorist type incidents. Well, as we told you earlier, about 14,000 Social Security workers here are facing a reduced work schedule and a cut in pay unless Washington resolves the federal budget impasse. There are 14,000 employees who could be affected around the state. There are 130,000 federal employees who could be hit. The bad news is this could be just the beginning of a ripple effect. The government has apparently recognized that American troops in the Middle East need a little more than military weapons. They need a way to relieve stress. The reason for their protest tonight after two years in office, Mayor Schmoke has not allocated any money to Aids services. The cases are going to get much, much bigger. We're very lucky in Baltimore because we're kind of a third tier city. You know, the big boom was in New York, San Francisco, Los Angeles. The second boom happened in D.C., Florida, Texas. We're the third wave. We're just beginning to see the cases that were people infected in 82. So we can expect a huge explosion. That could be changing. While the protest was going on outside, inside, the mayor was meeting with his Aids Coordination Council to hear recommendations on dealing with the city's Aids problem. The council talked. The mayor listened and learned. The committee presented a number of reports that showed that this is a really terrible and frightening disease, for that threatens all aspects of life in this community the old and the young, the rich and the poor. Because of that, the mayor says he's making Aids, the city's health priority, barely inching above intravenous drug abuse and lead poisoning. One problem the city money can't be created, so it will have to be re channeled from other areas. It may mean that some other programs will be a lesser, lesser priority, but Aids has to be at the top of our list of concerns. The legislation would nullify Bush administration regulations that prohibit federally supported family planning clinics from offering any information or counseling on abortion. Another provision of the bill, which seems to please both anti-abortion and abortion rights forces, requires clinics to notify parents of teenage girls who seek abortions. And the measure will now go to the House. Well, the hours lead and the Graham Rudman clock is ticking. Federal workers facing automatic pay cuts and furloughs on Monday spent the day airing their gripes in Washington. Several busloads of workers from Baltimore Social Security complex took part in the rally outside the Capitol. Many in the demonstration vowed Election Day is payback day for legislators who opened the furlough door by failing to reach a compromise on the federal budget deficit by Monday. As of this hour, a deadlock over cuts to the capital gains tax is the major obstacle to a budget deal. President Bush has decided to do something about the recent run up in oil and gasoline prices. White House says Bush will dip into the nation's crude oil reserve and sell 5 million barrels. The president says he's putting the oil on the market to try and head off those trying to make a profit over the Iraqi crisis. Today, the demonstrators were Iraqi mothers and their children. Their government encourages anti-American demonstrations, and the group that gathered outside seemed well-rehearsed straight dope to kill Bush and kill all the Americans that hate Iraq. But the embargo created empty offices at Iraqi Airlines, and officials admit that it will add to the damage current sanctions are creating. Baltimore civilian crime fighters are still threatening to pull up stakes and leave the area in five days. The Guardian Angels are of the opinion they're not wanted here. The writing's Lowell. I lived and lived in this house approximately three and a half years, and since I lived here, I've been robbed four times. You know, you've been next door to me. They say, Wait. The charge was assaulting a man and holding him prisoner last July. Kenneth Joyner is being held without bail tonight. He is charged with attempted murder and handgun violations. MacGyver remains in critical but stable condition and shock trauma. A construction worker is in serious but stable condition in shock trauma after being rescued from an accident on the job. 46 year old William Brennaman was trapped for more than two hours when a 12 foot trench collapsed at St Paul's School. Rescue workers rushed to free him. Brennaman, an employee of the Kinsley construction company, was working on a waterline project at school at the time of the collapse. Officials are investigating the safety of the site. A Washington State teen took the teenage murder revenge movie Heathers one step too far.
