Well, Bob Turk, tell us, please, that it isn't so. It is possible. Vic, unfortunately, the computers seem to be in agreement right now that we are going to have a coastal storm forming by Friday morning off the South Carolina coast. And that's not a good place for us because we'll have enough cold air around. It looks like most of the Baltimore area west, especially from the city. We'll see an all snow event Friday into early, early Saturday. And look, it looks like it'll start in about 33 hours from now, about 3:00 or so on Friday morning. So when you get up Friday morning, probably will be snowing. Already some snow are beginning to show up, way out to west Iowa, into Illinois. This is just a preliminary precipitation out there that will grow and move out to the east. Another storm developing over portions of Oklahoma. Those two will combine into one storm off the South Carolina coast, which will give us the Atlantic moisture. But this time it looks like it'll be a little warmer, a better chance of more sleet and some rain mixing in, which should at least cut down accumulations, especially from the city on south and east. But it may be the kind of snow that they tend to cling to wires more and trees more, which could present other problems later in Friday and Saturday. Thank you, Bob. Most people spent much of this day recovering from yesterday's snowstorm. The sun provided the spotlight for shoveling and digging out cars that hadn't moved for days. My shoe joins us live from East Baltimore with that story. Mike Dennis, where I am standing right now. Just an hour or so ago, there was a lot more snow and there also was a car sitting right here. What had happened is that the city tow trucks came through, followed by the plows, and they got all of these cars out here. The reason being is clear to see all the way down this road, Madison, all these red signs, no route, no parking during emergency. Cars towed away. And what that means is that either you get your car out of here, are you going to be charged $200 for the privilege? This is Leslie Wallace. His car is now parked illegally on the Gwynn's Falls median strip because she was told move it off the roadway. Where can I move my car? Because this is snow emergency route. I don't know what to do. I can decide. She's over here. I can't get in. An ambulance got stuck. You see, she lives on an emergency route, but she has a problem. I have a garage. I can't get my car right. The ambulance gets stuck. I mean, this and then been an avalanche. And this is what Leslie fears will happen to her car. All day long, traffic enforcement officers have been leaving their costly calling cards. Tow truck drivers have been playing these levers like a calliope. You see, when they're done, these trucks can follow. And that's the whole point. I feel sorry for them. Put it on my bag. Put it in my backyard. Look, I can't do nothing with it one way or the other. The cars will be moved because the rest of us need to get through. Indeed, that is the case. They have towed over a hundred cars today. I thought the number might be close to a thousand that they still have ready to go. And actually, let me show you some laundry we're going to do. We're going to walk in here right behind me. This guy just pulled up. I love you. You see us? Help me drive. He gave be a tow truck has just pulled up and it's going to tow away that car right there. So you can see that even though this has already been found. They're coming back and they're ripping them out here because they need to keep these areas open. Now, as long as we have this as a backdrop. Let's go to some some text here to show you what's going on around the area as far as the quality of the roads in the city. Primarily, all the roads are clear, the big ones, but the side streets, the residential areas, those are classified as marginal. Out in Baltimore County, they plow about 2000 miles of residential area. Now that they hope to get to all the urban areas tonight. And Carroll County, they're letting the crews take a rest in Carroll County because they're going to be expecting this other snow coming later in the week. Dennis, any questions? No, no question. You were very thorough. Thank you, Mike. City police aren't the only ones working hard during this blizzard. We're told the city housing crews have been working 24 hour shifts since Saturday to help families get snow related help. This storm is more than an inconvenience for a farmer in Frederick County. Hundreds of his milking cows were crushed to death or were injured. Alex Demeter reports. The sheer weight of too much snow caused the roof of his barn to collapse. It is a staggering loss and we warn you that some of the pictures are disturbing. Many of the cows died outright late Sunday night. Others are still dying from injuries they received when the barn roof caved in. The lights are out. The cows are in stress, the ones that were caught. There's a lot of moaning and just a chance just in the constant bawling in their state of confusion. Some of the cows were trapped for at least 15 hours. This is wide open for the cattle, so. The collapse and the clean up has taken creatures of habit and left them so stressed that milk production is way down. All the excitement. Cows are kind of getting a routine and then everything changes. That really interrupts the production. The losses will be a long time adding up. Glen Eves can't even guess what they will be. Today, sunshine and blue skies were like the end of a sentence. Look up in the sky. It's a plane like you have got back in two days. This is the most traffic we've seen crossing this tarmac tundra. Planes taxiing down the runway again are an encouraging sight. But after yesterday, a deal took time. She isn't jumping for joy. He's been fooled before. It's horrible. Just waiting. Number one, BWI and the airlines here have been able to move 90 to 95% of their scheduled flights out of here pretty much on time. That's 90 to 95% of 600 flights. Pretty good record considering what they've been going through. The bad news is for the major carrier, which is USAir, the wait in line to get rebooked for your flight is anywhere from an hour to two hours long. So the advice is that you come to the airport like you were traveling the day before Thanksgiving when it's really, really heavy. You want to give yourself at least three hours. Okay, Pat, thanks a lot for your reporting live from BWI. If you do, you're traveling by MTA bus. The transit system is adding more lines to city streets. Allow to find out if your line is up and running. Call the MTA information line at 539 5000. The one mistake that we cannot allow ourselves to make this 1996 legislative session is to break down in terms of parochialism, regionalism and partizanship. And debate will really get raucous about funding that stadium for the Browns. Apparently letters have been coming in down here saying how could you fund it with taxpayer money and then have people pay to have the privilege to buy tickets if you remember those personal seat license fees. The other hot issue that is to come up, Vic, is abortion once again. Should the state pay for it with tax dollars through the Medicaid program? Okay. What about casino gambling? Will that be an issue this year? Well, some lawmakers might try to squeak that one in, but a task force has already said they don't recommend it and the governor doesn't support it. But what could come up? Should we put slot machines at Maryland racing tracks? Now, you know, Delaware just did that a couple of weeks ago. It's been really popular. And their advertising in Baltimore for clients to come up to Delaware. So that could come up. Okay, Suzanne, thanks a lot for covering for us. Governor Glendening has to put together a budget without knowing how much financial aid he might get from Washington, where they still can't get their act together. There was talk of cutting taxes, but apparently that's now out of the question. And there's talk of state layoffs, which is apparently not out of the question. But the biggest money controversy this winter may turn out to be an issue the governor never imagined he'd have to fight stadium financing. Lots of people want football, but now that it's apparently coming, they wonder why they have to pay for a new ballpark in Baltimore and new roads in Prince George's County when the football teams will be doing most of the profiting from it. Already some precip showing on our regional radar out of Chicago. You can see some snow into portions of Illinois right now. This is just ground clutter over Kentucky. We'll continue to watch this system develop and grow as it moves out to the east. But that's just the tip of the iceberg. It's really not going to affect us as much as a coastal storm developing along the East Coast. On Friday morning at 6:00 in the morning, we expect to see an area of low pressure developing off the coast of South Carolina. And then we'll move up during the day Friday evening around 6:00. We expect a low pressure storm to be right off the coast of Ocean City, just a little bit further west. Then the blizzard, which means a little bit more ocean air, a little bit more of an easterly flow, which means we could see a better chance of sleet, rain or freezing rain with this storm than we did with the last one. It will be a little bit warmer. So the folks in the eastern shore particularly have a better chance of getting lesser accumulations and greater chances of rain, which will help to cut down the accumulations because to be warmer. There's a little bit of encouraging news tonight. One of the computers we use, the prints out, precipitation is not printing out as much as we even thought earlier today. So here's what the beginning of the storm is already snowing in portions of Illinois, now moving to southern Indiana. Just a little bit stuff. This is just really the tip of the iceberg of the actual storm. This is one area of pressure, another one going to form off the coast of South Carolina. People who will have to get to work tomorrow while they're trying to make sure that in Baltimore City, at least, the road crews are clearing the streets. We do know that the city is still in a phase two, which means you can't park on snow emergency routes. You do need snow tires, chains, or at least radials that are approved. It's the same case in the state. The State Highway administration tells us that all around the state, except for places like Queen and Cecil and let's see, Kent Counties, places near the water. Everyone else is still in phase two, in a state of emergency, as they say. A snow emergency plan. But all that aside, what we found is that people are getting cabin fever and they're telling us that they'll do just about anything to get out of the house. And if that means going out into the snow, they figure, well, if they can't beat it, they'll join it. This more self predicted city road crews have little time to throw out the old and make way for the new. All my people that's working down here out on their bus ride will try to make it safe for the public and for the emergency vehicles coming through here in the mall and the vendors. But when snow closes down the job, some take the walls of light to escape the walls of home. I think it just shows that. Enough that they just wanted to get out. Why not come to a hockey game? Now we're downtown. As you can see, the parking meters down here, even with the snow plowed up on the sides are just about covered. My thought is if the snow is covered, the parking meters and you can't see them, you don't have to pay them. Now, of course, I think Mayor Schmoke may have something to say about that. Of course, that's not an official word. But if you can get downtown, I think the streets down here will be clear. Governor Glendening is still waiting to find out if Uncle Sam will pick up some of the $48 million cleanup costs. All this snow has created a real dilemma for city dwellers. If you live in the city and you own a car, you have to park it. But if you park it on a snow emergency route, it will be towed away at great expense. So you head for the side streets, but they're still so crammed with snow you can't even drive in. So where do you put your car? Public works doesn't have an answer, simply a priority. It has to keep the main routes plowed for traffic. And then there's an even more basic problem. Food. With another storm on the way, shoppers have been frantically trying to restock. But then items. We're looking out right now wondering how much snow we're going to get. I feel a little stunned. I felt a little relieved. And I just finished talking to AccuWeather guys and the newest computer run, which came through around 1030 1045 tonight, is not printing out that much precipitation with this storm and it's showing it as a much weaker storm further out to sea and not well-developed. So which computers out Hal or Sally? It's Irving and Irving. Well, Irving, I trust Irving. You know, it's one of the computer models we use, which has been pretty accurate.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136233/file/252781#t=4523.69,4680.59"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136233/file/252781/transcript/71043/annotation/44","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"The other computer model, which we also used, has still calling for a pretty appreciable amount. So we're going to go for 6 to 12in. At this point, it may be reduced, but that's where we're looking at right now. I think I have a real good grip on this by tomorrow night, of course. I know everybody wants to know exactly how much snow we're going to get. It's very hard to tell. It really is 17. It's cold right now, but it will warm up a little bit around the rest of it with some cold numbers. Three degrees with snow cover in Johnstown, 21 in Richmond, 18, D.C. and Salisbury, 19. Atlantic City, Andover, 18 up at Wilmington, 24, down on the beach. They got several inches of snow down there. In fact, portions of the eastern shore. By the way, we haven't talking too much about it. Anywhere from 5 to 12in of snow generally on the eastern shore in the blizzard with drifting as well. 33, 23, 40, 23 as normal. Northeast winds around ten tomorrow. National radar. Well, firstly, a little map. This is what we expect out of the next storm. We'll see some ice to the central portion of Maryland and on snow about north and west of the city. Snow, ice and rain to our southeast and a mostly rain situation. Worcester Wicomico in Sussex County in southern Delaware. So that's the way it shapes up right now. How much of that we get is a little tough to tell at this point. There is a lot of moisture out in the Midwest. Some of that is going to move to our north. But we do have two areas of low pressure. And what we expect to happen is that both of these will kind of break down and combine into one source of energy along the South Carolina coast.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136233/file/252781#t=4681.13,4762.94"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136233/file/252781/transcript/71043/annotation/45","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"And that is going to be the storm up for Friday. It's just how quick it develops, how strong it develops, how much moisture gets into this particular storm is now somewhat in question, least based on the latest progs that we have tonight. High pressure over us now. Very cold weather. Low pressure out to the west. Let's just say this storm develops along the South Carolina coast and moves up to the east and northeast America. It may be a little bit too far out to sea to give us all that much moisture. May not have enough time to really wrap around and bring that ocean moisture in and the cold air that's in place now is going to retreat somewhat to the east. So it doesn't look like it has the same dynamics as a blizzard at all. And the latest ones we saw tonight in the computers are really not putting out that much precipitation for the Baltimore metro is a lot of clouds. Yes. And yes, we are going to see snow. And I said six to maybe as much as 12. I think that's by this point maybe the worst case scenario, unless we really unless the computers come in tomorrow evening and say, here's the way it's going to shape up. This thing's really going to explode and become a very deep, deep storm. That's the way it shapes up. Or at least that's the way it looks right now. 32 in D.C., 27, Harrisburg, March 20th and Deep Creek, they were down about five below zero in Gary County tonight, 34 in Salisbury tomorrow, 35, Atlantic City, 35, ocean city with mainly a rain event, maybe some snow at the end of this storm. 31 for all of us.
