Ironically, this happened on the same day two Maryland congressmen called for gun control legislation requiring gun locks. A school playground turns into a killing field. And as for withdrawal, the stopped even before it ever had a chance to begin. Cynthia Bowers has more from Macedonia for. Nowhere is the sense of disappointment greater than in refugee camps like this one. And stink of it's Macedonia, just a few miles from the French Air Force base, where Netto and Yugoslav officials tried to come to terms over the weekend. The talks began early Sunday with NATO's officials confident Yugoslav military generals would accept the terms of the accord already agreed to by their boss, President Slobodan Milosevic, including demands for a seven day troop withdrawal from Kosovo. By the end of the day, we fully expect to have a signature on the document and we can begin our mission of creating a peaceful environment inside Kosovo. But instead, Yugoslav generals stalled, insisting the schedule was impossible and the safety of their troops could not be guaranteed. Ultimately, NATO's commander, Lieutenant General Michael Jackson, emerged in the early hours of the morning to say talks had broken down. NATO's airport has no alternative. This morning, Secretary of State Madeleine Albright is in Bonn, Germany, talking about the stalled talks with G8 members. President Clinton cut short a weekend visit to Camp David. Bill Plante has more on these stories from the White House. Good morning, Bill. Good morning, Jane. U.S. and NATO officials are not surprised by the breakdown of the talks. They see this as Slobodan Milosevic simply trying to buy time to negotiate what he wasn't able to negotiate when he had to accept this peace deal last week. Officials here say that there won't be any negotiations and that the bombing will not only continue, but will intensify until Milosevic begins to withdraw his troops. The president was at Camp David for the weekend and he did return earlier than scheduled last night. He meets today with various members of his war team. And his secretary of state is meeting in Germany as everyone in the Western powers tries to get this back on track. But most here see this as the Yugoslav trying to buy time. They are, for example, saying that they want a U.N. resolution in place before the withdrawal begins. And Naito, as you heard earlier, is saying that that doesn't allow for the safe return of the refugees. And you're back just in time for the hot weather. That's right. So we want to talk about being safe in this hot weather. Now, the simplest solution may be to switch your exercise time to early morning or late afternoon when the sun isn't quite so hot. But of course, that's not practical for everybody. So here are a few other ideas. The most important tool for any warm weather athlete is water or other non caffeinated liquids. Your body needs adequate fluids to sweat. And sweating is what prevents you from overheating. In warm weather, you should always drink 1 or 2 glasses of water right before and right after any physical activity. What about heat exhaustion and heatstroke, though? I know those are really serious. How do you know those are coming on? One little rule of thumb if you're thirsty, you're already behind in fluids. So drink plenty of fluids. If you feel nauseous or dizzy or you feel like you're going to pass out, get out of the heat right away. Get into a cool area. Don't just stop exercising. Get into a cool area and really replenish fluids. That's very important. Don't let yourself get thirsty on a on a day like today, especially if you're in the northeast. They weren't taking any chances in Patterson Park yesterday when neighbors found a suspicious package. That is a pipe bomb had gone off in the neighborhood recently. So everyone was racing to get out of harm's way. Eyewitness News was there when the bomb squad rolled in. And as Ron Martz reports, as bomb scares go, this one takes the cake. Look closely and you can see a white box sitting on the hood of the gray Buick. You were concerned that it might be what? Well, it could have been an explosive. There was one right here at the corner Less than three weeks ago. The same neighborhood was sealed off after a pipe bomb damaged this Lexus on nearby Fairmount Avenue. Police found five more unexploded pipe bombs that day. So today they were taking no chances. A bomb technician was called in as anxious neighbors watched and waited. Everybody in our house kept running to the windows and stuff and was getting scared. And I was asking to go out back because that's where I thought it be safe with my dog. In your own backyard. It's scary to watch out for. And in the city, the record is 99, set in 1988. We're going for a high of 95 degrees. I would guess the city could get to 97 or 98. That's an improbable. This is a guaranteed. And I got news for you. It's just going to be harder tomorrow. Forecast high for tomorrow is 97 degrees, sunny, hot and humid for the next couple of days Kelly. Okay, Marty, thanks. And with no help will rain in the forecast in the foreseeable future. The ever worsening drought is reaching the critical stage. The dry spell has local farmers extremely worried. Yesterday at Baltimore's farmers market under the Jay effects. Farmers told us that the drought forced them to make tough decisions on which crops to save and which to sacrifice. We raised a lot of small crops like blackberries and peaches, and that's the kind that you take care of the small crops first. Corn takes a lot of water and you don't have a lot of yield on it. We're going to try and zoom in and show you his face. If anybody has seen this gentleman, please give by. And Rundle County Police a call. He's 80 years old, about 245 yesterday afternoon. He just wandered off from the front yard here. And this morning, you have a lot of officers who are in the air with a chopper. In fact, the chopper is being refueled right now to come back and search some more. And a window county police have checked hospitals. They've checked cab companies. There is just no sign of Mr. Taylor. An overnight fire filled the sky with flame and rang three alarms in southwest Baltimore. The big blaze on St Benedict near Millington and a block north of Wilkins was first noticed shortly after one this morning. The flames captured for us by the Maryland Fire Network burn their way through an old tavern and several vacant apartments before being brought under control. About an hour later, one firefighter was treated for smoke inhalation at shock trauma. Another old in this time abandoned tavern burned in West Baltimore this morning. Fighting the flames on West Linville Street proved complicated because the boarded up building also had security grates over the windows and firefighters had trouble getting past them. Also, even at 7 a.m., several suffered from heat exhaustion, but no one was affected badly enough to be listed as an injury. A toddler is fighting for his life this noon after getting a hold of a gun and shooting himself in the head. The drivers received $75 tickets and a picture of their car in the mail. And of course, everyone had an explanation for their actions. It was raining out and there was a car in back of me and I thought, if I stop that, I was going to if I were to throw my brakes at the car behind me is going to was going to ransack me or else I was going to sleep. So I figured it was better for me to go through. So far, six intersections in the city have these red light cameras, but 40 more cameras will soon be going up at other intersections. So watch out. More multiples of people will be headed to district court. Well, I have to admit that sometimes when I the rare occasions when I go through a red light, because you are in situations like that, sometimes when it's too late, you have to make a split decision and you go through. I do wonder, is this one of those intersections or not? Am I going to go through a red light? You're moving through a yellow light. You're proceeding with caution to an intersection. Okay. We talk about the pollution index and, you know, grass and trees and mold and whatnot. We're going to have to start talking about, you know, elevated pollutants. You know, we could be pretty darn close to a code this day if that deal comes down. We of course, we'll let you know. I want you to take a look at this picture. Look at the clouds swirling behind high pressure down to our south. You know, we always talk about a heat pump pipe and we always talk about the circulation around it. Clockwise. Wow. Did you just see it right there? It is just this simple. That area of high pressure runs the show right now. It's the heat pump. How we've been talking about it for the past many days. And remember, last week we said it looked like the Bermuda high was indeed setting itself up, which means hot, humid, clear conditions in this area. Well, indeed it has. It's a matter of fact. Let's get a bigger look at this. Look, here's the high. Look at everything going around the high, whether it's where's the air coming from? The air is coming from where it is flat out hot right now. So we're dealing with the Bermuda high. Pretty darn hot. The beach forecast, I mean, I will tell you this, I was down in Ocean City. Certainly, Sunny, simply magnificent. Secretary of State Madeleine Albright arrived in Germany today for a meeting of the so-called G-8 nations that are trying to finalize the Kosovo peace resolution to be sent to the U.N. And to make matters worse, the Maryland Department of the Environment issues an air pollution code red. The air is literally unhealthy to breathe and people are urged to stay inside. But some people are forced to go about their business despite the unbearable heat. Imagine working out in the bad air with heavy equipment or at a dusty construction site. The heat forces Baltimore City schools to close early because some classrooms have no air conditioning tomorrow. And although county schools and Prince George's County schools will close two hours early. St Mary's County schools will close at noon. The first morning weather station, of course, never closes. That's where Bob Turk is right now. The very latest on what we've been through and what we can expect. But well, it's a pretty warm night out there right now. Here it is, 11:00. 81.2 degrees here. If you walk back about 50 yards back in the woods here, it's a lot cooler, believe me. This blacktop and that's what helps keeps the city warm. It's that urban heat island effect I wanted to get today, even at BWI without that effect. The record today was broken. Yeah, 95 back in 1994 was the previous record. And two nights out in this news, Health Watch Keeping kids cool is crucial in the heat wave. The same goes for pets. I want to do is talk to doctors on staying safe. Healthwatch reporter Kelly Lin has the story. Doing what you can to keep cool is a must when it's hot outside. Otherwise, you run the risk of heat exhaustion or heat stroke. Heat exhaustion is a more severe level of dehydration, where we tend to have more systemic symptoms, nausea and weakness. You can have people passing out from that and in the final stage would be heat stroke, which is an uncontrolled high temperature where you'll have neurologic problems, meaning that patients can come in in comas and severe delirium and very altered behavior. Emergency room physician Dr. Jeffrey Stern, M.S. says in hot weather, stay indoors if you can and avoid strenuous outdoor activities like exercise. But if you actually have to be outside, you need to drink plenty of fluids. It's recommended at least 12 to 24oz every half hour. Whether you're thirsty or not, you want to go ahead and make sure you drink water. Stay away from caffeine and alcoholic beverages. And don't forget about your pets when it's hot outside. Never leave a dog in a hot car even if the windows are cracked. And finally, if you're leaving your dog outside for a significant portion of the daytime hours, you want to make sure, one, that they have a good shady area to be in and you want to make sure that they always have access to fresh, cool water. Sherman was sentenced to consecutive life terms for the murders. The crime also created a feud with the large Sherman family. And now a startling development in the Sherman case. Eyewitnesses investigating what happened today in court will amaze you. Kathy Bhalla is just back from Harvard County. Join us live with his exclusive Eyewitness News investigation Kathy. Well, Denise, Tim Sherman shot his own parents to death. He avoided the death penalty, but he got back to back to back to back life sentences. Despite that, Eyewitness News has learned exclusively tonight that Tim could be free in just a few years. But we fear for our lives. We really do now that he's going to be released. When Jerry Scarborough was in court today and was shocked to hear that his nephew, Tim Sherman, could get out of jail in just four years. I honestly believe that he's going to kill again. Tim Sherman was 18 years old when he was sentenced to two life sentences for shooting his mother and stepfather, Steve, as they slept in their bed in their Hartford County home. For years, his attorneys claimed that Tim was innocent. But Judge Cyrus would feel the same Judge who sat at Tim's original trial made an offer. I just killed him. Was a bad decision. But I killed him. Today, with his retirement just two weeks away. Judge Whitfield made good on his promise to Tim. He suspended one life sentence and all but 40 years of the other. The state's attorney was appalled. I just think for two first degree admitted, cold blooded, first degree murders, I just don't think that that's an appropriate sentence. This case has deeply divided the family and community of the Gibson Estates, where the Shermans lived with their son. Tim Sherman's grandparents were happy about today's ruling. They didn't want to go on camera, but they told Eyewitness News that they've always supported Tim and planned to support him both emotionally and financially when he gets out of jail. This murder case has rocked this small community. Everyone talking about today's ruling. If you killed your parents, you should they should never let you out. Now, the state's attorney also tells Eyewitness News tonight that Tim has never received any counseling or any psychiatric evaluations to make sure he's not a danger to society. It's very hard on a farmer to go through this every day. They are long days, but now those days are filled with waiting, waiting for Mother Nature to keep up her end of the deal. This field we're in right now was planted the last week of April, and by this time should be up to the top of my head. And as you can see, it's not. He's talking about tobacco out of his 350 acres. It's one of the smallest but most lucrative crops. And then there are strawberries. They fared better. But just ask some who've picked them how they've appeared. This weather has really dried them out a lot. It's not like it. I can see on the vines there's not many strawberries on the vine as normal. And instead of hiding under Earth, body counts as biggest crops, soybeans is in his hands. It's too dry to plant. Let's take a look at this corn plant. It's usually waist high this time of year, but as you can see, it comes to about my ankles. So what does this mean to you? Possibly higher prices and less selection at the grocery store. Well, we're going to lose some farmers, I would think, if this drought persists through the rest of the summer. There are just we had a bad year last year.
