I'm Al Sanders. I'm Bob Top here for Bob church. We had a gorgeous day today. I got some thunderstorms to talk about in the forecast tomorrow. Hi job you are now. This is Eyewitness News. Without Sanders. Denise Cope. Weather with Bob Turk. Sports with John Byron. Michael, Alaska's commentary. The long and tortured research is over. President Clinton has chosen Ruth Bader Ginsburg as his nominee for the Supreme Court. Ginsburg, a champion of women's rights, was praised by the president today as one of the nation's best judges progressive in outlook, balanced and fair in her opinions. We have team coverage of the Ginsburg nomination, beginning with CNN's Skip Loescher in Washington. 60 year old Ruth Bader Ginsburg is described as a consensus building centrist, exactly what President Clinton says he wants. Ruth Bader Ginsburg cannot be called a liberal or conservative. She has proved herself to thoughtful for such labels. Despite having been educated at Cornell, Columbia and Harvard, Ginsburg found herself unable to get a job at a major law firm more than 30 years ago because she was a woman and a mother. It helped shape her into a strong supporter of women's rights throughout her life. She has repeatedly stood for the individual, the person the less well off the outsider in society, and has given those people greater hope by telling them that they have a place in our legal system. Ginsburg says one of her judicial guidelines was formulated by Chief Justice William Rehnquist. A judge is bound to decide each case fairly in accord with the relevant facts and the applicable law. Even when the decision is not, as he put it, what the home crowd wants. As a judge on the U.S. Circuit Court of Appeals here in Washington for the past 13 years, Ginsburg won respect for fairness. She's open minded, even handed. She listens, thinks, and then reasons carefully. And Attorney General Janet Reno says Ginsburg would interpret the law as it should be interpreted.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786#t=109.23,240.63"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786/transcript/71037/annotation/3","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Very intelligent, very thoughtful person who has a a sense of humanity about her. Despite her support for abortion rights, Ginsburg gets kudos on Capitol Hill, too. And I just think this is a clean, clean appointment and should receive. I would be surprised if anybody begins to agree with her on everything. Of course not. But she's going to make a very excellent justice in it. And right now, it seems likely she will be confirmed before the Supreme Court begins its next session in October. President said 40 candidates were considered for the Supreme Court nomination. There is reaction at home tonight to the nomination of Judge Ginsburg. Judge Ginsburg's nomination drew quick response, As a matter of fact, for many in this area. And Suzanne Collins spoke to those who know her and who have a vested interest in her selection to the court. That's right, Deborah, especially those involved in the abortion battle. President Clinton promised to appoint a pro-choice justice, and he did. But pro-life groups also see hope for their cause in the nomination of Judge Ruth Ginsburg. Line Abortion is an issue that brings out those who feel strongly one way or the other in demonstrations around our state law. Very hard job. And whether abortion remains legal is highly dependent on the leanings of the highest court in the land. So after years of conservative appointments to the court, this pick by a Democratic president was welcomed by pro-choice forces. Well, we understand that Judge Ginsburg is pro-choice, and we're very pleased about that. We think it's really important that President Clinton has nominated a person who will uphold a constitutional right to privacy. But in the Maryland offices of pro-life, they were actually hopeful about the nomination. That's because Judge Ginsburg has questioned the legal underpinnings of the versus Wade decision, which legalized abortion.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786#t=241.35,354.09"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786/transcript/71037/annotation/4","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"The most encouraging thing is that she she did irritate the feminists when she questioned the legal logic of RU versus Wade, even though she is an abortion supporter. And the Jewish community is naturally pleased that one of our own is now making it to the highest court in the land. For a more personal appraisal of what kind of justice Judge Ginsburg might make. We went to the offices of Delegate Sandy Rosenberg. She was his law school professor. When we arrived at his office, the delegate was scanning his Lexis database for legal opinions by Judge Ginsburg. He also was going through legal publications for articles on her writings. Rosenberg led the pro-choice fight in the House of Delegates, and he looks forward to her confirmation. She has served with Justices Scalia and Justice Thomas on the D.C. Circuit. They have worked together. So I think she will know how to hopefully build a consensus to bring the court back away from the rightward drift that we've had in the over the last 12 years with the Reagan Bush appointments. Or at least locally, that this nomination won't cause anywhere near the firestorm that the Clarence Thomas selection did. And to Delegate Rosenberg talk at all about Judge Ginsburg's performance as a professor. He did. He said she was not an ideologue and she didn't try to impose her views on her students. In fact, she challenged them to come up with their own views. All right. Thank you, Susan. You know, Flag Day may not be one of the more popular celebrations in our history here in the United States, but there certainly are some patriots out there who'd like to change that. And you see. The dawn's early light. The traditional display of colors at the 14th annual Salute to Flag Day. It's not one of the nation's more celebrated events, though some feel it should be. It's an opportunity for all Americans to stop for a moment in their lives and to say these words are the pause of the pledge. And that's what we've done, is to make an opportunity for America wherever they may be. Part of the celebration is called pausing for the pledge, which some youngsters did using sign language. When I visited the World and the Flag Day celebration at Fort McHenry carries with it not only tradition, but also the history of Baltimore. Because the fort was used to protect the city from the British. During the War of 1812, Major George Armistead wrote his commanding officers to tell him that should the British try to invade Baltimore, Fort McHenry would be ready. But they still needed one very important piece of equipment, a US flag. His statement is that we he wants a flag so large that the British would have no difficulty in seeing it from a distance. And that's what we have here today. That's what we have here today. US flag with stripes that are two feet wide. The period of time the flag has 15 stripes and 15 stars. Greg Starter joins us now live from city hall where officials are expected to vote tonight on restricting adult entertainment on the block. Greg Allen, a lot of pressure facing the block tonight. All of that pressure coming from city hall right upstairs. First up, city officials very concerned about the crime in the area. Obviously, they're very concerned about the dancing. City officials say they have to take a stronger stand against adult entertainment. They've been gyrating and twisting on stage at the block. For years, adult entertainment has always been a part of downtown Baltimore. I've heard about this block all the way to California. People come down here just to come down to see what's going on. But city officials are trying to regulate what has been going on. They'd like to restrict the entertainment, allowing dancers to only take the stage between 6 p.m. and 2 a.m.. Officials are also trying to improve the city's image. Just last week, two people were injured in a shooting near the block. And there's no question there has been problems with drug activity and there's been problems with prostitution. All we wish is to be treated like a business. Britney has been a dancer for 19 years. She says the city council has its priorities mixed up. I think the politicians should really concern themselves with what's going on around the city. Then they should have this small area right here. No problems at all through the evening and overnight hours. Our temperature on TV. Hell, right now, 79 degrees. Same thing out in Hagerstown. A little bit cooler than at the nation's capital, but a little bit warmer up in Harrisburg. As we go ahead and take a look at the national radar, I bring this up because of those thunderstorms that we did allude to as being in the forecast for tomorrow. Some of these will be producing some severe weather tonight during the late afternoon into the evening hours out here in the Ohio Valley. These are slowly moving in our direction. You get an idea of where the very humid springtime air is right now beginning to creep back in to our vicinity. Today, though, no problems at all like that. As we look at the local satellite view, the East Coast satellite. We saw high pressure settle in over the East Coast over the weekend. Still with us today. The University of Maryland Medical Center took part in the breakthrough, which Alex Demetric reports requires an intensive therapy using existing treatments. The results of this study was a real surprise for us. Eat exceed exceeded our expectation by a major margin. We did not expect it to be that good. The good news is that if people with diabetes monitor their blood sugar levels four times a day and adjust their insulin levels with 4 or 5 injections a day, the new intensive treatment can reduce blindness by 76%, kidney failure by 50%. And nerve damage, which often leads to amputations of the feet by 60%. Possibility of blindness or having my feet amputated. Just very distasteful. Frightening. And so the fact that this study is showing that these complications can be greatly reduced or delayed is very heartening. I feel much better now than I did when I joined the study. I mean, just in a matter of months, I think I was feeling healthier than I had been before I went on the insulin pump therapy. Insulin pumps like Denise Altman's can be set to just the right amount to keep the body's blood sugar levels in balance. Only if rigorous self monitoring is done. First, get a nice, good sized drop of blood on your fingertip. And apply to the test strip and then it automatically. Determine the blood sugar level. The cost of the intensive treatment runs as high as $4,000 a year, twice the current conventional treatment costs, but with improvements in monitoring and insulin delivery systems. That price should come down. It's much better to provide this type of care early on to prevent complications, you know, down the road that are going to be much more expensive and have a greater impact, I think, on people. And for those with diabetes, the greatest impact is a chance at a longer, healthier life.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786#t=1982.69,2094.639"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786/transcript/71037/annotation/21","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Alex Dietrich, Channel 13 Eyewitness News. In his commentary tonight, Michael Lasker says Clayton's death will stir memories around Baltimore and around the world. One of the original seven men who went to the heavens, Donald Deke Slayton, whose death reminds us of a time when the American space program was soaring and money seemed to be falling out of the sky and landing on a lot of aeronautics industry workers around here. More than that, though, it reminds us of a time of courage almost beyond belief. The writer Tom Wolfe said the original Mercury astronauts had the right stuff. The phrase stuck because it called up something more than scientific computing and electronic gizmos. The ones like Deke Slayton climbed into the heavens not only on the wings of physics and engineering, but seemingly on the fragile whims of the gods. For Slayton, the big moment arrived in 1975 when his craft linked in space with a Soviet craft and a rare thaw in the Cold War. It seemed a momentary ray of hope to a troubled planet, a sign that if human beings could link arms up in the heavens, maybe their governments could learn to do it here on Earth. I'm Michael, Alaska. Today's Coke has the night off. Well, they had it all tonight. Power plays, backroom meetings and charges of abuse of power all generated over city attempts to permit the incinerator to operate in South Baltimore. The night team's Mike Shue saw it all and he joins us live now from city hall. Mike, our politics sure can be crazy. There were two big incidents which happened here tonight at city hall. First, let's take a look at the fireworks. A medical waste incinerator has been operating for two years without a city permit. It contends the state permit is good enough. The city sued. So tonight at the council meeting, there was a bill to give the incinerator a permit. Simple enough. A classic give and take. The city agrees to drop its lawsuit. The incinerator agrees to ship its ash out of the city. That amendment passes against the wishes of the council president. So when it comes time to vote on the actual ordinance, Council President Mary Pat Clarke uses a pause in the proceedings to move on to the next item, enraging some of the council members who wanted to vote on that item. She wills them out of order and moves on.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786#t=3576.24,3688.94"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786/transcript/71037/annotation/35","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Following the passage of other bills, Clark moves to adjourn. She's quickly seconded and some stunned council members sit in their silence. Well, it was clearly a misuse of the power of the chair because of the chair is so vested in an issue until I cannot be objective to the point that they destroy the order of the meeting, they should remove themselves from the chair and pass the chairmanship over to another member of the body. Ten members still in the room. Vera Hall, the vice chairman, does something no one else can remember ever having been done before. She calls a quorum and reopens the meeting. All they do is agree to recess, and during that time an hour deals are struck. So the incinerator ordinance and new amendments can be voted on by the whole council. The full body, minus one, comes back and subsequently passes the incinerator ordinance that the chairman tried to block. Our councilman, if you notice, did not come back. He would have been a sure event. But with what happened in the council, of course he left. He didn't return. So I think it's kind of unfair. Maybe we'll have our day in court, maybe we'll have another recourse. So with the approval of the incinerator ordinance, it goes on to its third and final reading. That'll happen here on Thursday night. Remember, I said there are two big things that go on. There's the other one right down the street. It is the block. Let's go on to that. The block legislation. In a 15 to 4 vote, the council agree to restrict the activities of the block to the hours of 6 to 2 a.m., make them pay a $1,000 license fee, clean up the exterior of the building and take down some of their signs.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786#t=3689.48,3776.24"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136238/file/252786/transcript/71037/annotation/36","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"They will also clean up the area and take the sleaze and the godliness out of that area known as the Block and other neighborhood bars that have adult entertainment. They will be required to renovate the exterior so that they are more in conformance with other properties in Baltimore City. Now, that ordinance was expected to be controversial and that passed relatively with ease. It was really strange tonight, people calling this Rome and the Colossus in the Coliseum, and they wonder when the Lions were going to come out and start eating on everyone out. My God. We could back up for just a moment to the incinerator ordinance. As I understand it, the ordinance will, in fact, be up for Final Reader on Thursday. Any chance that the deal is not done tonight? It's very interesting you said that because there seemed to be some maneuvering, right as the vote was going on. Some votes were changed. And I understand it from some sources down here that the whole thing may be come up to be reconsidered on Thursday. So while usually by the time it goes to a third reading, it is a done deal. I'm not placing any bets on this one. All right. Thank you. Eyewitness News will continue to follow this story and have complete details as they happen. So frightening moments in the Ridgeley area. A judge is bound to decide each case fairly in accord with the relevant facts and the applicable law, even when the decision is not, as he put it, what the home crowd wants. Ginsburg is considered neither liberal or conservative is drawing praise from various interest groups. In Baltimore, we found this to be true even among those who were sharply divided over the abortion issue. We understand that Judge Ginsburg is pro-choice, and we're very pleased about that. We think it's really important that President Clinton has nominated a person who will uphold a constitutional right to privacy. The most encouraging thing is that she she did irritate the feminists when she questioned the legal logic of RU versus Wade, even though she is an abortion supporter. Insulin pumps like Denise Altman's can be set to just the right amount to keep the body's blood sugar levels in balance. Only if rigorous self-monitoring is done. First, get a nice, good sized drop of blood on your fingertip and apply it to the test strip and then it automatically. And for those with diabetes, the greatest impact is a chance at a longer, healthier life. For the night team. Alex Demetriou, Channel 13 Eyewitness News. But the thing we're keeping an eye on is so far as these thunderstorms go, are these very heavy ones down here in eastern Kentucky. Severe thunderstorm alert has been issued. And judging from the echo returns that we're getting on the recent scan, there are some severe thunderstorms occurring there now. At the moment, two areas that seem to threaten us, this one with some heavy duty cells in this one right at the moment, some lesser cells. But during the course of the day tomorrow, if those thunderstorms do materialize, we think there's at least a 5050 chance of that. They could end up being of the heavy duty variety. So far as our weather today goes, though, hardly a cloud in sight throughout the day. Some very high clouds now beginning to show up in our particularly our Western viewing area. But here is the line of clouds that we are concerned with for tomorrow. High pressure system brought us gorgeous weather. That was true all the way up through New England. But the clockwise circulation around this now bringing in the moisture and with that moisture, here come the thunderstorms. What that means for us for tomorrow is that we'll start out with clouds around here and there spread throughout the region, maybe a high thin overcast. We will see some cloud, some sunshine shining through the clouds.
