For a time, as it vapor release from a Fairfield chemical plant shut down the Harbor Tunnel Thruway. As Alex Dietrich reports, the worry was the cloud would mix with rain and become burning hydrochloric acid. For a time, all the traffic in Fairfield was headed one way out. Only fire units and chemical response teams were rolling into the Vista chemical plant when a safety valve on a unit processing hydrogen chloride gas exploded. Turn all sudden here, too big boom. All you can do is do the best you can. Grab the safety equipment you have in hand and hope you don't have to use it. The cloud of acidic vapor rolled out of Fairfield toward the harbor. At the Harbor Tunnel, traffic was stopped and the tunnel closed because of worry about what would happen if the gas mixed with rain. Turning it to hydrochloric acid. In news from the other side of the world today, the Iraqis are on full alert and the Saudis are reinforcing their defenses. Reports indicate some Iraqi forces are heading toward Saudi Arabia despite promises to withdraw from Kuwait. There is a sword that is now being held at the throats of the Saudis and the entire Western world. And it can only get sharper and more dangerous and lower on the jugular vein. The president says the troops will remain in the West African nation for as long as necessary. More than 60 Americans were evacuated to U.S. warships off the coast. Topping today's Noon Health Watch, we have encouraging news for couples who use fertility drugs. A new study finds that women using the pregnancy stimulating drugs face no greater risk of having children with neural tube defects like spinal bifida. Researchers at Houston's National Institute of Child Health and Human Development tested more than 1700 fertility drug users and found no evidence of increased risk of any reason why infertility drugs would cause a higher incidence. So it seems logical to me that they wouldn't. They wouldn't, and I would I don't think I would see any problems with that conclusion. Despite the study's results, doctors do caution that women taking fertility drugs still need to be monitored, especially with ultrasound, to prevent any unforeseen complications. So while the risk of birth defects isn't a major concern for fertility drug users, women still need to be prepared for other problems that often accompany multiple pregnancies. Dr. Robert Bergman is concerned about threats to the fundamental right of free expression. He says the law and the courts are the judges of obscenity. And all of us who take money from the NEA, just like anyone else, is subject to the laws that allow obscenity to be prosecuted. No one was trying to escape from the laws of the United States. We're just trying to be sure that artists who produce works of art under NEA grants have the kinds of freedoms that anyone else in the country is provided. Art students are also concerned. At the Maryland Institute, students I talked to called efforts to restrict freedom of expression censorship. One made this point The art and the music is a reflection of our society. So that's a reflection of the social problems that we're having, the economic problems that we're having. And that's where we should direct our attention. Same neighborhood, same place, same station here tomorrow night. Let's take a look at what's going on weather wise. Well, it does cause the summer cold is when you've got no, no, no size in any today. How you should think of it. It's our weather is too bad. I do point out I think we have something new here. Yes. Science minor. Okay. But anyway, we had some pretty good rainfall last night. In fact, some figures came in here to help you 3.2in last night and another half inch today. It's 3.75in of rain the last 24 hours. In other sections of Baltimore, over five inches of rain fell last night. Now, the airport, about an inch and a half fell. Baltimore County down to half a county just south of cities and pretty good showers and thunderstorms. It's just ended here today where there's one little shower left at the junction of Carroll, Howard Baldwin County, that's moving toward our region. So we'll see some more showers overnight. Eastern shore, look for some thunderstorms in about the next hour, especially in the northern section of the eastern shore. You folks in Ocean City and Salisbury, that section may see just a few showers passing through the area. Most of these seem to move the east northeast. So you may get some of this activity a little bit later on tonight. Stuff down in southeastern Virginia will probably affect that kind of Virginia and the southern portion of the eastern shore now after 8 or 9:00 tonight. Take a look at the state map. You see the temperatures around the region pretty consistently in the 70s from the bay westward and similar ladies or the eastern shore where there was some sunshine today, not a horrible beach day, I understand. Some clouds, some sun, some haze. But all in all, no rain. 78 ocean city northerly winds in the Baltimore area, 7 to 14. Those northerly winds will be from the bay rest east of the bay tomorrow. The frontal boundary to be just east of Baltimore. There'll still be some seven winds and the best chance of rain tomorrow will be in Delaware and the eastern shore. Also some moisture on the west side and this moisture, Tropical storm Donna, which probably will become a hurricane tomorrow. Briefly, as I think it will be hitting the coast of Mexico, south of Texas, it's almost had to do west right now, as you can see for our region. All that moisture along the East Coast, but most of it is seems to be moving just east of our region. And we should see somewhat dry, drier moving in at the upper levels. Most people think just because they have a deed to their property and they paid the mortgage, the land is theirs. But did you know there's a law in Maryland that can take your land and give it to your neighbor? I'm concerned about that. One woman decided to get gausman. You know, I've mentioned this thing to a few people, and most of them are absolutely shocked. So am I. When they find that honest to goodness this is really true, this can happen. Just because you have a deed that says this is your property and you have a plat that sort of draws it out line by line, that doesn't mean you are absolutely safe. If you don't pay attention to what you own, you could end up losing it. In a rural setting like Harford County, it's sometimes difficult to tell where one person's property ends and another's begins. That's part of the charm of living in the country. But it's also part of the reason Margaret Wasson, who owns a three acre homesite in Bel Air, is having a dispute with her neighbor. It started when that neighbor started planting bushes and mowing the grass and what appeared to be her property. The gentleman said, well, the stakes, they said the former owner pulled them out of the ground. And as a result of that, they went out evident.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/114894/file/218453#t=3672.03,3768.75"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/114894/file/218453/transcript/62320/annotation/37","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"But I've been here three years. Therefore, I told him I know my property stakes, but the plantings and Boeings continued disrupting what wasn't intended for her land. This gentleman was planting exotic bushes and trees and flowers, and I did not want that. And I fear because I plan on using it to plant fruit trees. This would have taken away from my purpose. Some people might say, fine, if someone else wants to spend money to improve my land, why worry? Mrs. Watson actually has good reason to be concerned. You see, under Maryland law called adverse possession, you can actually lose legal title to your own land if another party claims an interest in it. That means that your strip of land over here can end up going to your neighbor over here. The adverse possession must continue for 20 years, but after that, a court can pass title to the possessor to stake a claim to her land. Watson hired a surveyor to come out and restate the property lines. They were where she expected, meaning the plants and bushes could go. I personally went out and pulled them up because the land survey had been done and they assured me that this man was indeed on my property. Amazing. Amazing. Considering that some people have land they don't see for years and years and years. They don't live on it. Well, what if this happens? Is there something you can do to get your land back? Well, you know, some states say yes. Some states say you can you can petition the court to get your land back. But in Maryland and in most states, Albert, once you lose it through adverse possession, it's gone. It's history. The only way you can get it back is by adversely possessing it again.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/114894/file/218453#t=3769.53,3865.98"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/114894/file/218453/transcript/62320/annotation/38","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"In other words, staking a claim on it, hoping that the neighbor doesn't notice it, letting it continue for another 20 years. If you don't usually and if you let somebody else use it, put up a fence, claim the area is that person's you're going to lose it 20 years, your history is out of there.
