Two bombs explode outside a Harvard County school, sending students home for the rest of the day. Authorities are now sweeping the area around Japantown High School following this morning's bombing. Richard Share is standing by live at the scene with this report Richard. All right. Just talking to Dr. Keach, the superintendent of schools, Dr. Keech, here in Harford County, he does want to say, I know we're getting to the end first, but that school will be open here tomorrow, even though it's closed now at Georgetown High School. And also the adult English as a second language class will be held tonight. Now, let me tell you what happened. We got that on the air, as you requested. This incident started at about 825 this morning. There were two bombs or two explosive devices that went off just before 830. Let me give you a look at what went on here just a little while ago. As soon as the bombs went off or the dynamite exploded, sheriff's deputies, the state fire marshal, state police helicopters were called here to the scene. There was a young man who apparently we graduated from Japantown High School two years ago making threats to the children here, to some of the students who were outside it at gym class. They brought in bomb disposal equipment. Like nothing like a quarter stick and dynamite on one of the barriers inside the school. And it blew up. And that's when our gym administrator went down and talked to the principals. And ever since then, they called us all out of class. We've been outside since then. As a precaution now, the school was closed and most of the kids left by bus. Those who drove are still on the grounds, or at least some of them. You can see one of the state police and fire marshal dogs looking now, searching the students cars because David Walker was apparently seen down by the automobiles and they want to make sure that he did not plant or leave any of his explosive devices around there as the school was closed as a precaution. Now, I'm with Bob Thomas, who's the deputy chief state fire marshal. Tell us what's going on right now And do you suspect there are other devices here? Well, right now we have six explosive sniffing dogs from the state fire marshal and state police that are searching a wooded area around the school. David Walker was wanted for two outstanding warrants here in Hertford County for breaking and entering and felony theft when he was arrested this morning. The good news is no one was injured in these two explosions here outside of John Baytown High School. The adult English class will be held tonight as scheduled, and school will be open again tomorrow here at Java Town High. We'll have more on the story tonight at 6:00 on Channel 13. For the third time this year, a cab driver was shot to death on the job. Baltimore City police are searching for two men and witnesses who witnesses saw running from the crime scene around 930 last night. 66 year old James Lewis, who drove a diamond cab, was shot in the 400 block of Swale Avenue at Cherry Hill. The US Justice Department is suing the state of Maryland for allegedly violating the Civil Rights Act. The suit claims the Maryland lottery practiced reverse discrimination in 1983, when four top lottery positions were set aside for minorities and denied to qualified white male applicants. Or Maryland officials are saying the suit is an unnecessary attack on a one time effort to recruit minorities. A local chemical producing plant in Luck, Maryland, is the 36th worst dioxin polluter in the nation, according to a government study. The Environmental Protection Agency says the West Bacco plant threatens people eating fish caught in the waters near the facility. Researchers say the fish they tested contained enough dioxin to pose a cancer risk to three out of every 100,000 people. Environmental groups are saying the EPA is understating the dangers posed by the dioxin producing plants up in New York. Today, the United Nations Security Council may get even tougher with Iraq before the day is out, before the Security Council is having a special meeting on a resolution to cut off Iraq by air. The U.N. has already banned sea and land trade with Iraq. The General Assembly opened yesterday with world leaders venting outrage at Iraq and its invasion of Kuwait. The measure was the measure to bar flights to and from Kuwait or Iraq. Because since we can't really talk to the soldiers over there and tell them how we feel about, it's a way to show them that we care by sending cookies, how we really think about them. In today's Consumer Watch, recent statistics show one person is injured or killed by a passing car every hour, every day. And while safety officials take many precautions to protect motorists, not too much is being done to keep the streets safe for pedestrians. It's not much of a contest when a 3,000 pound car collides with a human being. The car is going to win. We shudder when we see protests, when we hear of a pedestrian victim coming in. Because most of the time it's a very serious injury. Every year in this country, 80,000 pedestrians are injured by cars. Every 45 minutes, one of them dies. In most cases, the victims, those killed or hurt are the old seniors who just can't judge traffic or the young kids who just don't know how to be safe around cars. For years, schoolchildren have been taught to cross at the crosswalk because it's safe there. The problem is that's just not true. When Marks crosswalks are targets, we find that about a third of the fatalities occur in marked crosswalks. They're particularly dangerous. It's a jungle out there. Drivers ignore pedestrians, sometimes whizzing by with just inches despair. Witnesses say a speeding tanker truck carrying liquefied petroleum gas overturned in a busy Bangkok intersection then exploded into a giant fireball. 53 cars and motorcycles were burned in the blaze and at least 30 buildings on both sides of the street caught fire. Thailand police say the truck driver was trying to beat a red light when the accident occurred. Back in this country, South African President F.W. de Klerk is meeting with congressional leaders in Washington today. He wants to prove he's serious about ending apartheid in his country. But some black activists won't be so easily convinced. Yesterday, de Klerk met with President Bush to discuss the violence that's put that's pitting South Africans against one another. The cleric is the first South African president to visit the U.S. in 45 years. This afternoon, the foreign leader will talk with a group of black lawmakers. Topping today's Noon Health Watch, we have some incentive for people who smoke and want to quit or should quit. The US surgeon general says it's never too late. In an annual report on tobacco, Dr. Antonia Novella says if you stop smoking before age 50, you have half the risk of dying in the next 16 years. As someone who smokes. Dr. Novella says quitting is the single most important thing smokers can do to lengthen and enhance their lives. This year's primary election campaign obviously did not succeed in bringing out the voters. The turnout was one of the lowest. But the election did succeed at something else, bringing Governor Schaefer out of his silence on the issue of abortion. The primary does clearly demonstrate that abortion is a major issue for those who bother to vote. At least three state lawmakers lost reelection bids because of their stand on abortion. It suggests that the issue will make a difference in the general election. More important, it says that voters will not let the governor and state lawmakers deal with abortion as they did last year, either avoiding the issue altogether or battling it out for weeks, then not resolving anything. This year, the Governor and General Assembly of Maryland won't get away with that. Voters are obviously holding them accountable for the voters sake. It's good that Governor Schaefer has finally taken a stand for their sake. All other candidates seeking their support have an obligation to do the same. This was a WJC TV editorial. They found this one on Walker when he was captured. Doctors determined the toddler died of injuries resulting from blows from a blunt object to his upper body. Police have arrested and charged Charles G. Watson with first degree murder. Watson is the boyfriend of the young boy's mother. A bail review is to be held tonight. We continue following the murder of a Philadelphia book saleswoman who was shot during a robbery this month outside the Catonsville Quality in Valerie Brown, who offered no resistance, was gunned down September 17th while pleading with the robber to spare her life. Today, a boyfriend of the murdered woman arrived in the area from Philadelphia and may have given police their first break in the case. We've been able to determine that a piece of jewelry is missing. It's a thin gold necklace that had a small horseshoe charm on the necks itself. So we would hope that the person who did this is still in possession of it or perhaps has given it to someone that he cares about that might help us out. And since it is politics and not principles here, it is a part of the American politics. And since the questioner remains entitled to his opinion of what is right or wrong and what is consistent with its own interests, let us then resort to dialog and not to arms the way to our common understanding and to acceptable solutions. And the Arabs in such a situation will be more capable of resolving their problems. And one because themselves if there is a desire. To involve the international community in solving the crises and the problems of the area as a whole. The road to this is what we have called for in our initiative of the 12th of August 1990. And when we proposed that all the issues of the region should be discussed together Palestine, Lebanon and the Gulf. However, in that excerpt, he did call for President Bush to engage in a dialog with him using speech as opposed to arms and try and resolve this. Do you think is sincere about that? Does he want to have a meeting? Well, I think he certainly would much prefer to talk with him than to go to war with him. Soviet Foreign Minister Eduard Shevardnadze lashed out at Iraq today as he addressed the United Nations General Assembly. He warned that war could indeed break out at any moment in the Persian Gulf. And at this hour, the United Nations Security Council is meeting to consider adding an air embargo to the U.N. naval embargo of Baghdad. We'll have the latest on the Persian Gulf situation tonight. But tonight at 11, what concern tonight among many local people who work for the government as they get closer and closer to a job furlough deadline. Hundreds turn out at Social Security's Metro West building today to protest the possible action. Some Baltimore employees face two day a week furloughs for the next 11 weeks if Congress fails to pass a deficit cutting budget by October 1st. Social Security employees think they're being unfairly singled out. Their agencies are not having to undergo the hardship and the sacrifice that we are. We ought to be the last to go, not to work. Trouble at Elkton High today in Cecil County for students arrested after a knife fight broke out between two girls at the school. Elkton Police say there have been no been reports of racial tension among students. Several white youths allegedly gave a Nazi salute at Elkton High yesterday, triggering a fight. No one was injured in today's incident, but afterwards, students had to pass through metal detectors as security searched for more weapons. Longer school. Your ears are on top of Maryland students. The State Board of Education voted today to add 20 days to the school year. But before you panic, the days will be added gradually. Five days a year will be added for four years, beginning in the 1992 93 school year. The change is part of the state school superintendent, Joseph Schilling's Schools for Success Initiative. Local school systems will be responsible for deciding where their calendars to add the days. The city kicked off a self-esteem program today designed to help middle school students make the grade. The nationwide program is called Teen Outreach and A\u0026E. Andrea Koppel reports. For the third year, it is working to cut down on teen pregnancy, drug abuse and school dropouts. Children accept responsibility a little more. They're more interested in coming to school and more motivated. Attendance, for one thing, has improved. They get more into classroom activities, helping each other. What do you think would have happened to you if you hadn't gotten to this program? I don't know. I. I think I'd be in a worse place or something, you know, just under a lot of pressure. And I think I probably will be ready to get away. And that that is okay. Say, whatever. You see, Thanos used what's called good time credit to get out of prison early on a 1986 robbery charge. The problem is he already used that good time credit to get out early on a rape charge back in 1969. The bottom line, someone left when I was out a year and a half early. We are reviewing charges now. Civil or criminal? Civil. How many administrative charges? I cannot comment any further. As I said earlier, I would refrain from discussing individual responsibility because every individual has a right to a free and impartial trial. And that employee or employees may not be the only ones brought to court. If the employee is merely negligent, the state will be liable under the Tort Claims Act. Committee members wondered what would have happened had there been no good time credits. Corrections officials said something just as bad The eventual bad impact would be 3600 inmates times ten additional months divided by 12 3000 deaths. And that means the state would have to build three new prisons. For legislators, the job is to strictly define good time credit, something corrections officials say works well when calculated properly. It just took John Thanos to show them otherwise. Her mother, who has since died, lived in Pennsylvania with another daughter. So Flowers thought it would be a good idea to open a bank account there her sister could use. In the past, a balloon procedure called angioplasty is done to break up the clot. But in this particular artery, angioplasty has a 5050 chance of failing. The artery walls keep collapsing. That's where the stainless steel reinforcement called a stent, comes in. This animation illustrates how it works. As the balloon is inflated, the stent is expanded and embedded inside the artery, holding it open like a scaffolding. It's made of stainless steel and is permanent. With that can today has the procedure at Union Memorial Hospital. He's given medication to relax him. The area is numb. Small incisions are made in the groin to feed a tiny tube and the angioplasty balloon to the blocked area. Watching a monitor, Dr. Criado first inflates a balloon to clear up the block. And then with another balloon, we insert the stent there. We can see the balloon being inflated. Risks can range from bleeding to perforating the artery wall. This is rare. So far, 95% of the cases have been successful and everything went very well. And it will be fine. Chances are that you will be going home tomorrow. Great. Okay. A Swat team used flashbang grenades to divert a gunman holding 19 people hostage at a McDonald's restaurant. The standoff lasted almost seven hours, but everyone did finally get out safely. Two ex-convicts were arrested and charged in that incident. Late word tonight, the United Nations Security Council has voted to impose an air embargo against Iraq. The resolution would cut off flights to and from Iraq, in turn tightening the trade embargo already in effect. Orlando Gotti graduated from the Naval Academy with the usual understanding in return for a free education at Annapolis. He would serve a minimum of five years in the military. He didn't. But he says the reason he didn't is the Navy forced him to resign because he is gay. He was serving aboard the USS Belknap about a year ago when he was told he'd have to stand trial on misconduct charges or he could resign. He resigned. The U.S. armed forces prohibit homosexuals from military service. Now, the Navy wants to go one step further. They say the value of a Naval Academy education is about $23,000, which they want goes to pay them, apparently on the belief that he was gay when he signed on to the academy. From here, it's tough to see their case. Gotye was fulfilling his part of the bargain. He was serving his country as he said he would. He didn't want to leave. It was the Navy which made him resign and then gave him an honorable discharge to boot. The spark behind that interest is an 11 hour special airing this week on PBS. A History of the Civil War. Between 1861 and 1865, Americans made war on each other and killed each other in great numbers, if only to become the kind of country that could no longer conceive how that was possible. It tells me a lot of things I didn't know. I'm learning from history in classes. There's a lot of things they don't tell you about and that from that program, you do find out, actually. So I'm learning a lot. It's also leading to brisk sales of a companion book to the series. Not Stephen King, not Danielle Steel, but dry old history. There was a lot of anticipation build up. The book actually sold way before the series started. We sold a lot of copies even before the series started. But then in Maryland, maybe more than most states, there has always been a lot of interest in the Civil war. Bits and pieces of the Iraqi leaders message to the American people aired on network and local stations across the land today. It was Saddam Hussein's turn to rebut an earlier message to the Iraqi people by President Bush. Within hours of its arrival today at the State Department, Saddam Hussein's one hour and 60 minute videotaped response to President Bush was on the air. How come Bush no, Saddam Hussein or the colleagues of Saddam Hussein and the leadership, when he refuses to enter into a direct debate on TV? The Iraqi leader accused President Bush of placing Americans in a critically embarrassing situation by defending Kuwait. He then attempted to fan the flames of an unpopular war, comparing the Persian Gulf to the U.S. involvement in Vietnam. Bush wants to bring back the sorrows of America and to humanity by repeating the Vietnam experience only this time in a more radical manner and more violence and more casualties. Tomorrow, the ousted Kuwaiti leader will make a personal appeal to the United Nations, asking his country be freed from Iraqi occupation. In Washington today, President Bush met with Turkish President Assad and promised the U.S. would increase its trade with Turkey to help it weather the economic embargo against Iraq. Bush also said he'd push to try and get more military aid for Turkey. And he appealed to the world community to give generously to the countries rocked by the Persian Gulf crisis. The debate goes on tonight over the new telephone technology known as Caller ID, a box that attaches to the phone displaying numbers of incoming calls. The night team's long tail report. About 85% of the individuals that we have had have a problem. Had a problem on a call. That was a phony call. The guy was calling from a telephone booth. Guy was calling from one house and went to meet our driver at a house that was vacant. And lest you think battered women exaggerate their point. Listen to a confessed batterer. My wife left me, and if I had caller I.D., then it wouldn't be to her event. TNP says if caller I.D. endangers battered women, it can protect them from harassment. But in New Jersey now, where they've had it for almost three years, they have reduced annoying and harassing calls by over 60%. As for a compromise, battered women ask for something that would block their mates from getting their number. While such a device does exist, simply says it defeats the purpose for the 19 holdouts under 13. Eyewitness News. Across the board, federal spending cuts will go into effect and the budget blues are hitting here at home as well. And some state workers are afraid they may end up losing their jobs and items. Paula Tubman says they took their concerns to the streets of Baltimore in protest. What do they say? About 100 state employees marched around the state office building downtown, carrying signs and chanting. Governor Shafer's 1991 budget is $150 million in the red, and state workers don't even want to imagine what that's going to mean to their offices. Health care workers could be dietary workers, maintenance, housekeeping, maybe even some direct care aides. The cuts are expected to be far reaching and painful, affecting some 65,000 people in Baltimore alone. Many agencies expect to lose up to 6% of the moneys in their operating budgets. It seems as though that every time the state falls into a financial crunch, it relies on the state employees and the services that they render to cure the deficit. And we're here tonight to make the public and the elected officials aware of that, jeopardizing our jobs and the services that we provide. It's not a cure for the budget deficit. Workers say there's got to be a better way to balance the budget. It appears an argument between the child's mother and her boyfriend escalated into the shooting and that a misdirected shot hit the 12 year old. The youngsters in critical condition are child trauma. Police are still looking for the boyfriend. 20 year old David Wachter is being held on $30,000 bond in the Harford County Jail tonight. Walker is charged with setting off two explosives near his alma mater, Japantown High School this morning. No one was injured when he was arrested. Police say they also found two explosive devices and three guns on him. Walker faces explosives, weapons, assault and breaking and entering charges. A Michigan repair shop has a new trophy to show off thanks to the trouble in the Persian Gulf. It seems that Saddam Saddam Hussein sent his $300,000 Cadillac limousine to the shop for some fixing before the invasion of Kuwait. Now, under the president's order to freeze Iraqi assets, it is stuck in Michigan. This is definitely a customized limo outfitted with bulletproof tires and tear gas dispensers.
