But Ben Chavis apparently isn't taking no for an answer. And though he's been fired as executive director, Chavis is holding a scheduled leadership summit, an event that is now not sanctioned by the NAACP. Now, this summit is taking place in Baltimore today under a cloud of controversy. Chavis was fired for mishandling funds, including a $330,000 settlement to a woman who accused him of sexual harassment. We have team coverage tonight, beginning with Kai Jackson, who's standing by live at the Union Baptist Church in Baltimore. Kai. All right. Richard, here at the A9 Baptist Church in West Baltimore, this is a scheduled rally for Doctor Ben Chavis, assured support by a lot of people who disagree with the NAACP decision to fire him. There's a lot of emotion today, particularly from student members of the NAACP whom Chavis went out and recruited into this organization now. NAACP leaders told me today that there was several things that led up to Doctor Ben Chavis being fired as executive director. But this payment offer, this alleged payment offer to a former employee was apparently the last straw. The former NAACP executive director even hinted that he might get his job back. Well, the vote last night. I've just been told by you that it may have to vote the wrong way. NAACP board members fired Chavis by a voice vote and not an actual count. But the NAACP vice chairman says the vote was legal. And by the books, if there was a requirement of a two thirds or a three quarter vote, then you would have to be very specific on the count. But if it's a majority vote that determines the outcome, you have only to have a method that determine what the majority is. The reaction to Chavis being fired is mixed. We all have been men. You know, if you did not do the allegation, you wouldn't pay that kind of money. Follow me. I believe in Doctor Shavers, his words, his viewpoints. And he has a message for African-Americans and people all over the nation. Doctor Ben Chavis won both supporters and critics with his aggressive leadership style, a manner in which he reached out to many in the black community who've been ignored in the past. Some say that style contributed to his success, and at the same time, his firing. Chavis was criticized for including Nation of Islam leader Louis Farrakhan in the NAACP African American Leadership Summit in June, but he's been praised for getting young people to join the organization who are now threatening to leave. But I'm hoping after they have a chance to to digest what has happened, that what is in the best interest of the association is what I hope they continue to do. The board should have been aware of not just the money that was this, that was spend it and expended for this issue, but also aware that the organization was also confronted with the issue. Earl Shin Holster, the NAACP national field secretary, will temporarily take over Chavis job. Ironically, he was a finalist for the job of executive director when Chavis was selected. So you've got a couple of things going on here, Richard. One, of course, is the threatening of young people to leave the organization that could severely hurt the NAACP. Again, an organization which has been criticized in the past for not bringing up young people. Some board members obviously would disagree with that statement. On the other hand, you have people saying there's an ideological difference with the NAACP versus a class difference, saying that some people want the NAACP to go one way ideological, other people saying, no, that's not it at all. It's a class difference. The underclass, so to speak, as people might say, trying to get into the organization and some people resisting that effort. The truth be known, it may be a combination of both of those. Richard K, any questions being raised tonight about Doctor William Gibson's position as chairman of the board there there are some questions being raised. In fact, as, we talk with doctor Mr. Ben Andrews today, a vice chairman, he told us that Doctor Gibson's future with the NAACP is questionable, as well as the entire board who has been sitting, over doctor, Ben Chavis at this point. Malcolm X had to lead the nation when Jesse Jackson had to leave SClc. Now, being safe has to leave the NAACP. It may be the best thing for both Ben and George Curry, the editor and CEO of emerge magazine, attended the first African American Leadership conference last month. He's not at all concerned about Doctor Benjamin Chavis, his ouster from the NAACP. Curry says that change could lead to an opportunity to start a new organization. I think so, I think absolutely. So I think people going to insist on a kind of integrity and guts to being Chavis has that he will be forced to be here at some kind of organization. The issues that are before the summit, those that deal with our youth, with gangs, with the violence and drugs are issues that need to be addressed by the totality of the African-American leaders. I feel good that the chambers opened the two and a half day summit with Nation of Islam leader Doctor Louis Farrakhan at his side. Farrakhan is one of 85 national community and grassroots leaders attending. Some observers claim Doctor Chavis refusal to distance himself from groups like these led to his downfall at the NAACP. However, the area of concern right now is shifted over to the northern part of the eastern shore and down through southern Maryland. This is Washington, D.C. so this is Charles County, down through Calvert County, Saint Mary's County. This will be moving on over to the Eastern Shore so far as the immediate Baltimore area goes. We're in for just showers until this gradually tapers off over the next few hours. So over on the eastern shore, keep your eye in the sky. All right. Doctor Bob, a 22 year old city man, is in critical condition at Shock Trauma tonight after being shot by a city police officer at Bowen Secure Hospital late this afternoon. Police tell Eyewitness News the officer, whose name is not being released, was guarding Melvin Caldwell advanced core when the suspect got the officer's nightstick and started swinging. After ordering him to stop, the officer shot Caldwell in the chest. Caldwell had been arrested Friday on charges of breaking and entering. He was at the hospital for drug treatment. The officer suffered injuries to his hand, but he was not seriously hurt. And Baltimore County Police tonight are looking for two suspects who barged into an elderly woman's home bound and gagged her, then ransacked the house. 89 year old Elizabeth Evans lay in her Stephenson Lane home for six hours Friday morning until a neighbor who'd come by to help pick tomatoes from her garden heard her screaming. Police say the suspect stole her checkbook, some credit cards or diamond engagement ring, and about $50 in cash. Police say the thieves got in by forcing open the locked front door after slitting the screen door, which was also locked. Well, as you may have just seen on ABC news, lawmakers in Washington have almost decided what to do about crime in this country. A compromise crime bill is up for a vote right now on a rare Sunday session on Capitol Hill. There are important programs in this bill, and there are a lot of people in our country, including myself, who believe that we got to work on both sides of this. You got to do everything. You can't just do one thing. And this bill does a lot of very positive thing. The compromise includes almost $11 billion for state and local law enforcement, 10 billion for prisons and 7 billion for crime prevention. When President Clinton was asked about the bill's chances, he just crossed his fingers. This is a frontal system working its way on toward the east and during the evening hours for the next couple of hours, particularly over on the northern part of the eastern shore, then maybe even a little bit later on the southern part of the eastern shore. These showers will be working their way on through. We do have a severe thunderstorm watch that remains in effect for virtually the entire area. Although once again, I think the area of concern now is really east of the bay. And that remains in effect until 9:00 tonight. So keep an eye on the sky. It's still Glatter warm over on the Eastern Shore, down in Salisbury. And this has cooled us off here down into the 70s or so. Open up to the bigger picture, though, and you get the idea that we're not the only one experiencing these thunderstorms. A frontal system working its way on by. We'll bring in a quite different air mass, which is going to make next week feel quite different than, say, the last couple days. The humidity will be decreasing. There's the front moving along. The ayes are 235, the knees are 195, and the conference report is agreed to and without objection, the motion to reconsider is laid up on the table within minutes. At the white House, President Clinton hailed what he called a great victory. The House moved beyond politics as usual, to assume responsibility for protecting our citizens and for punishing those who prey on them, and for giving our children a better future. To gain support of more than 40 Republicans, the crime bill had been cut from 33 to $30 billion and its language toughened in some areas. Even then, Democratic leaders had to defeat an effort backed by the gun lobby and members such as Ravenel of South Carolina to pass an alternative without the ban on assault weapons. You know, if they had banned the assault weapons of 1775, we probably would not have been able to win the first American Revolution. To Democrat Butler, Derrick, all that gun lobby pressure produced a backlash. So they didn't. But one reason and that reason is guns. That is the only reason that we are having difficulty getting this bill passed. Next in the Senate, supporters may have to gather 60 votes to overcome opponents intense opposition. He was talking about the fact that he sees the opportunity for a compromise crime bill over the next 72 hours. Mayor Smoltz prediction was off by a day and a half. But the crime bill, finally approved by the House tonight, provides millions of dollars for local crime prevention programs. And people we talked to tonight say that's timely for Baltimore. I think the crime bill is great. I mean, it's long overdue, and it's about time they finally address it and put some money behind it. I think it's a good thing. And crime bill has been passed for the different, different aspects of it as like, you know, as far as getting these people off the streets. I'm thrilled. At last, they've done something sensible, the first move against guns. And I admire President Clinton enormously for having taken the stand. He did, and I'm glad the Congress finally followed him. But there are those concerned that the bill doesn't go far enough. I think, you know, crime bills are okay. But my problem is we already incarcerate people at the highest rate in the Western world. Really? Police tell Eyewitness News that 22 year old Melvin Caldwell, a burglary suspect, had been brought to the hospital Friday after apparently ingesting some cocaine. Officer David Lesher, who was guarding Caldwell, had put down his nightstick. Caldwell got a hold of it and hit the officer in the hands. The officer made several. He made several orders to cease and desist. The suspect continued to swing the nightstick at the officer while maneuvering his way down the hallway. The officer shot the suspect one time. Caldwell was shot once in the chest, is in serious condition, and shock trauma Officer Lesher suffered a minor wrist injury. Also tonight, Baltimore County Police are trying to find the two men who attacked an 89 year old woman in her Stephenson Lane home. 89 year old Elizabeth Evans was getting ready for bed around 130 Friday morning, when the two men broke through her front door and tied her up. Six hours later, a neighbor heard Evans screams and called police. Doctor Louis Farrakhan of the Nation of Islam is a featured speaker. The board said his agreement to a $300,000 settlement of a threatened sex discrimination suit was the last straw in a strained relationship. At first, no one was sure if it was real or part of the act. The clowns were doing their, you know, thing, and then all of a sudden the elephant just came charging in and there the one man, he was already so limp, I thought it was a dummy. The kids were screaming, are saying, sit down, sit down. And he was just throwing the man all over. 12 more people were injured as the elephant took off down a street. Police and firefighters chased it, cornered it and shot it. They first tried tranquilizers, but the drugs apparently didn't take effect. This is the second elephant attack in a week at Circus International. In other news, a scientist at Yale University has been infected with a rare and sometimes deadly disease following an accident in his laboratory.
