Traffic investigators are still trying to figure out what caused a fatal accident in south Baltimore after midnight. Police say the force of the two vehicle crash sent an SUV flying through the air and landed on its roof in the 1500 block of Church Street. Rescuers had to cut the driver out of the mangled wreckage, but it was too late. The driver was pronounced dead at Harbor Hospital. So far, no word on his identity. We have an update to that terrible crash in Essex that killed two people, including one year old Lianna McKinney. Investigators say a Ford station wagon was cut off by an SUV, sending it slamming into little Liana. Her godmother and another woman crushing them against a utility pole. They were waiting to cross a busy street when it happened. Yesterday, Tamika McKinney, Leona's mother, made a tearful plea to drivers. Dozens of townhomes with dozens of decks on one of Baltimore City's last wooded chunks of land in north Baltimore. That is if one of the city's most powerful developers gets his wish. Strober brothers Echols and Rouse have submitted plans to develop an $8 million development of townhomes and single family cottages on a nine acre site off of Falls Road, just south of the city line. People living in the Lake Falls community say this project has been, quote, crammed down their throats, unquote. A march bid does not make for the nicest lawn around. Just ask the grounds. Crews at Ravens Stadium left cleaning up the mess left behind by this weekend's festival. The grass field did not have a protective layer on top of it, and now much of the grass is gone in some parts and full of trash, stickers, gum, etc., etc.. Marty, we have breaking news out of Belgrade this morning where after a closed door meeting, Serbia's parliament has approved an international peace plan for Kosovo. It was that parliament's rejection of a peace plan in March that actually led to NATO's peacekeeping bombing mission. Stick with Eyewitness News as we get details on what could be the first sign that peace may be possible in Yugoslavia. And the other big story that everybody's talking about this morning is the crash landing of American Airlines Flight 1420. As of the hours reports today, the investigation is beginning to look at not only the weather, but how pilots make key decisions in the split seconds before landing. Where the airplane is in the river on fire. A night of horror and heroes. I crawled out on the wing and just started pulling people through. Was followed by a day of tough questions. It is as there was active weather in the area, whether that had anything to do with the incident where it's too soon to say. Questions that seemed to center on whether the crash of Flight 1420 could have been avoided. The National Weather Service had seen these frightening images and reported severe storms to air traffic control before the plane landed. That relief was apparent when survivors were reunited with their families. Investigators will review the cockpit voice recorders and talk to the copilot to determine why the crew attempted the landing. Little kitten was stuck up 40ft in a tree. Parkers park workers brought in their cherry picker, raised the basket and caught the cat. This morning, Kosovo peace talks are underway in Belgrade. The Yugoslav parliament reportedly has voted to accept the NATO's plan this morning, but nothing is signed as of yet. And the Clinton administration is preparing in case those talks fail. Bill Plante joins us this morning from the White House with details on reaction there. Good morning, Bill. Good morning, Jane. No reaction yet from the White House. And we know that they will say that all of the conditions Naito has laid down must be met before there can be any cease fire in Yugoslavia. Meanwhile, the president is meeting today with his top military advisers, the Joint Chiefs of Staff, for a progress report on the air war. There is not a consensus within Naito for anything other than a peace implementation force. And I think one of the shaping forces of this operation from the very beginning has been political reality because. But the military planners at least want to know what their options are. And some of them are anxious to get ground troops moving before the Balkan winter sets in. But one White House official shrugged that off yesterday in a conversation with us saying, look, we can winterized the camps, but it's going to be awfully cold in Belgrade without any heat or any light chain. So does this make an invasion force more likely, Bill? Well, not necessarily. The White House obviously doesn't really want this. They don't mind if all this talk helps to pressure Milosevic into a settlement. But privately, they're patting themselves on the back around here for having avoided the divisive debate over ground troops both in the US Congress and among the NATO nations. Bill Plante at the White House, thank you. In medical news this morning, Japanese researchers report that an innovative transplant procedure can restore the eyesight of some people who are blind. The operation is said to work on people who've been blinded by fire, chemical burns or illnesses. Good morning, Jane. Breast cancer for any woman is a scary experience. But for women who want to have children, the effects can be even more frightening. You know, for years, we've been worried that pregnancy may cause a recurrence of the cancer. But a new study shows that isn't the case. Researchers at the University of Washington looked at 288 women who are diagnosed with early stage, meaning stage one or stage two breast cancer. And when they compared the women who went on to become pregnant and those who did not. There was really no difference in the rate of recurrence or death from breast cancer. However, scientists did note that the women who did become pregnant had a 70% higher rate of miscarriage. Now, doctors believe this may be the result of chemotherapy and radiation that's often used to treat the breast cancer. Now, this isn't the first study that has found that women with breast cancer can later go on to safely become pregnant. So it does often offer even more evidence to ease the fears of breast cancer patients who may be thinking of having a child. But certainly it's important to check with your doctor first before trying to become pregnant to make sure that the timing is right, Jane. And more on the timing, Dave, how long do doctors recommend that a couple wait after breast cancer treatment before trying to conceive? I tried to get out through the hole and got home and people were still crowding over me on top of me spilling out everywhere. And I know some people died and. And she's, you know, as many of us as walked away from that. That's that's pretty amazing. Cohen and other badly injured passengers were rescued by fellow passengers like Charles Fuller, a college professor from Arkadelphia, Arkansas, who was returning home from a trip to Europe with his college course. I crawled out on the wing and just start pulling people through, and I had a small girl. We got out. I had an older man who I think broke his leg and I called out three times to see if anybody else was there. And I got no response. There were hugs and heartache as relatives were reunited with loved ones who survived survive thanks to a stewardess who, despite her own injuries, directed passengers to safety. One day after a major airplane crash in Arkansas, a scare in the skies over Baltimore. A United Express commuter flight heading from Dulles Airport to New York was diverted to BWI when the pilot thought there was smoke inside the baggage compartment. The plane landed safely just before 9 a.m. with 17 passengers on board. It was checked and no problem was found. So the passengers reported and took off a short time later. No doubt yesterday's American Airlines crash landing was on the minds of some of those passengers landing at BWI this morning. Today is the shock of the horrible crash in Arkansas wears off. Investigators trying to piece together how it happened. Staring at the broken and burned fuselage of the MD 80. That was Flight 1420. It's hard to imagine that anyone walked away alive from a landing that brought the jet screaming down a Little Rock Airport runway before crashing into a set of metal light poles. Officials now say that nine of the 145 passengers did not make it out, including the pilot, Captain Richard Bushman. Since the crash Tuesday night, there has been great speculation as to why Bushman, an experienced pilot, would try to land during a severe thunderstorm, come down. Three. But passenger Wayne McDaniel, who made the frantic 911 call for help, believes Bushman may actually be responsible for saving lives rather than losing them. He had his hands full. I just wish that. Instead of everybody guessing what was on his mind. I wish he was here to tell it. Investigators with the National Transportation Safety Board will instead question the copilot who they are hoping will have more insight as to how and why the decision to land was made. And certainly we are interested in the issue of whether in this investigation, but it's not the only focus. Investigators will also be looking at other factors like just how much weather information air traffic controllers passed on and whether a power failure at the airport about the same time as the crash affected communications. It landed on its roof and rescuers had to pull its driver out. Authorities say one person died in this accident, but the victim's identity has not been released yet. A teenager is in critical condition today after being struck by a police car in Ocean City. Police say that 18 year old Matthew Imron ski jump ran across Coastal Highway about midnight. Officers say that he was drinking beer at the time and he had several cans and bottles in his backpack. He was flown to Peninsula Regional Medical Center in Salisbury with a broken leg and head and internal injuries. A group of women and children are nervous and upset today. They have got to find a new place to live now that the YWCA is closing one of its shelters. Eyewitness News is live downtown at YWCA headquarters where Tim Williams has that story Tim. Well, Kelli, there are three shelters that the YWCA operates, one in Arbutus, one here downtown and one out in Reisterstown. That is the Hannah Moore shelter. That is the one in question here. A group of women now about 20 ladies and their children are expected to be put out of that shelter by the end of the month. But the Y has told us that they will find other places for those families to go. But right now, those women are very, very concerned. The boy was able to run home unharmed, but he did see a man get into a Burgundy colored car with a stuffed rabbit strapped into the passenger seat. The suspect is described as a white male, age 35 to 40 years old, with black hair and a black mustache. Have to be done about this to stop drivers from running through life. Something is being done. Police say they're stepping up patrols here to catch speeders, but neighbors say that speeding is only half the problem. What about this light? The pedestrian gets the signal that it's okay to cross and starts walking. The problem is they don't have enough time to cross 7O2 before the light changes. Pedestrians are stuck in the middle of all this traffic. We time the light, it only gives you 21 seconds to cross. And tonight, Eyewitness News caught plenty more people willing to try, even with a little one in a stroller. Now, police say that an eight year old, an 18 year old, died trying to cross that same intersection in March. That makes three deaths in just as many months. There is a pedestrian bridge about a quarter of a mile away, but neighbors say women have been raped and people have been robbed on that bridge. The weather is a prime suspect, but pilot error and mechanical failure may also be to blame. Stepping in jet fuel and squeezing between pieces of jagged metal. NTSB investigators swarmed over the wreckage of American Flight 1428, looking for clues and hoping for answers. Although the weather remains the primary focus, there are other factors that may have been just as deadly. We are beginning to work on documenting the the friction factors associated with the runway to determine if there could have been any slipperiness problems, water ponding or any other sorts of abnormalities. Passengers tell investigators when the plane touched down on the slippery runway. It never slowed down, careening out of control as the pilot desperately fought to keep it in line before slamming into a lighting structure, ripping the plane into the pilot as one of the dead young men. I mean, we lost control. We regained he regained control. We lost control. He regained control. And I'm sure he had his hands full. Officials will now examine the jets brakes. You can see their handiwork on a remaining tree. Luckily, she was across the hall from the guest room when the final cut dropped a huge tree onto her roof, nearly slicing her home in half. They cut the branches out the wrong side. It was very uneven because they've had a lot of weight on this side of the tree, but it was just fall. That's why I fell this way across the house. And Carroll County fields are parched and many farmers are simply not planting crops they believe won't survive without rain. At Liberty Reservoir, for example, water levels are the lowest in many years. It has been years and years, I'll say 30 or 40 years anyway. I don't remember it being this low before. Now I know it's been low before, but I don't recall in the past 20 some odd years seeing this low. Sizable firefighters are borrowing extra water tankers in case of a major fire breaking out and the water is simply not available. Water use restrictions are in effect tonight in the southern part of Carroll County, and they will likely remain in effect until we get a good soaking rain. And that may not come any time soon.
