Lee is the trucker charged with automobile manslaughter. He was at the wheel of a tractor trailer that crossed the median strip on I-80 three last April. The resulting crash killed five people, most of them Pennsylvania residents, on their way to work that spring morning. We will have an update on exactly what that verdict is as soon as it's available. Neighbors in the Abington area of Harford County awoke to screams this morning. What they heard and saw sparked an extensive search that has ended with the arrest of a man who is now facing murder charges. Harford County sheriff deputies responding to a call to 911 found the body of a military desk clerk on a battlefield. Police aren't releasing any names at this hour. It is day seven of the boycott at Morgan State University and most students are sticking with it. They want a promise in writing from the governor, a promise of better funding. But Little Dare says about a fifth of the students are back in class this afternoon. Their fear has something they say is more important. Canceling spring break. Okay. Let's just spread it out. This is spread it out across by eight. This morning, MORGAN Students formed a human chain trying to keep the class boycott alive. Sometimes it worked. Let's go. Here you go. That's right. Sometimes it didn't. This after a weekend session when school administrators said get back to class or get no spring break. Well, all day on Channel 13, Eyewitness News. Maryland Higher Education Commissioner Sheila Arya says she will be meeting with Morgan students later today to go over Morgan's budget. But she'll only meet with those students who are going to class. Some 3000 Baltimore elementary schools are in danger of losing federal funding. The dollars are intended to help low achieving students in depressed areas. All but five city schools qualify. It offers vouchers for healthy foods and education about proper nutrition, nutrition to new mothers. But only a portion of those pregnant women and mothers are now enrolled in that program. Governor Schaefer, attending the morning session in an exclusive interview, told Eyewitness News he will consider legislation against steroids, even though he says laws won't change anything if parents and coaches keep up, the attitude of winning is everything. No, I would use that old cliche. The answer is not always the law. Am I going to introduce it in the next legislature if I'm still around? Yes, I will introduce it a little later this year. All the debris left by Saturday's multi alarm blaze at the Jack and Jill ice cream plant is hampering efforts now to determine the cause of that fire. Investigators have ruled out arson. City and state health inspectors are trying to determine if ice cream kept in the nearby freezer is any good. A final determination won't be made until tomorrow, but it appears the ice cream will have to be dumped because smoke got inside that freezer. Maryland has taken its NFL hopes to the owners front door. Maryland Sports Authority chief Herb Belgrade is in Orlando, Florida, for the NFL owners meeting this morning. He wrapped a simulated front page around newspapers and delivered them to each of the owners. The simulated headline reads Baltimore Awarded NFL Franchise. That's not likely to happen by the time the owners adjourn this meeting, but I guess it's wishful thinking, something to consider at this meeting. So if you watch this on the eastern shore in general, throughout the temperatures, we're talking about by about ten degrees. Today, the Nurses Association is filing a request with the National Labor Relations Board to hold an election. Our new news look at headlines around the nation begins with striking teachers in West Virginia. 100,000 students are out of school as teachers picket in 40 of West Virginia's 55 counties. The teachers say they will stay out of the classrooms until the governor calls a special legislative session to consider giving them pay raises. But the governor says he won't call the session until the teachers go back to work. In Florida, striking Greyhound drivers say they are not responsible for the latest violence directed at one of the company's busses. Last night in Jacksonville, someone fired a gunshot at a bus operated by a replacement driver. I heard a big bang. Two or three at the same time. And I thought I'd been hit in the air and people started yelling and screaming that they was hit. And then we seen people bleeding and stuff and a man told everybody just hit the floor and, you know, stay low. Seven of the busses, 41 passengers were injured. None of the injuries are life threatening. A maryland couple suspects their 13 year old daughter may have died of vaginal cancer because of a drug taken years earlier by her grandmother. The parents are suing the Lilly Company of the that they manufacture that synthetic hormone as the drug used to prescribe to prevent miscarriages way back when. It has been banned for use by pregnant women since the early seventies. The girl's doctor and parents say other children may be at risk of cancer if their grandmothers took the drug. At the Customs House. It actually got the 95 degrees. The official high today at the airport was 86 degrees. Most places were at least 80 to 86 degrees across the region today, unless you live right along the bay or the bay where a temperature is around 40, 41 degrees. Most other places were extremely warm right by the bay temperature state in the seventies. So you had a really nice, cool bay bridge all week long look for those temperatures to be at least in the eighties until Thursday and Friday. Then we'll start to see some cooling for the latter part of the week and the weekend. All right, Bob, thank you. A new twist tonight to the week old standoff at Morgan State University. Protesting students are now on a hunger strike as they continue to press for improvements to their campus. Lowell Daniel reports. How did you feel about that when they said if we do go back to classes 8:00 this morning, there would be no spring break? What, you think you I'm going to call? No, I'm I don't mind not having a spring break. It's you know, I have no opposition with that. Like I said, some of us want to go to class. A lot of these students will tell you the upcoming midterms are what will get them into graduate school to know the material they have to go to class. That's hard to do. When your teachers support the boycott, they cancel them. My teacher my teacher believes he believes that what students are doing is right. And, you know, I'm behind students on 2%. Of course I'm one. So I feels I belong with my brothers and sisters. But the issues are very prevalent. But, you know, we're hurting ourselves. When I go in a class off camera, we talk to a lot of frustrated professors who spent their class time talking about the boycott. They say what good does it do to have class when only a quarter of your students are there in the first place? Maybe not stronger test scores, but stronger tensions in an already tense situation. The mayor is said to favor alarms over hiring an additional 25 guards who he feels will do little to improve school security. And there is also the perplexing problem facing some city schools that could be forced to give back much needed funds. David Murphy reports. The problem centers around a new plan to divide. $32 million was changed out by Andre Jones as a bonus to the kids at Armistead Elementary School. Andre is a math tutor, an extra teacher who helps them score higher, learn more and even help check papers. It gives them some responsibility. Mm hmm. That's pretty good. And how are they doing today? Oh, excellent. I have a lot of high scores today. Tutors like Andre are made possible by a federal program called Chapter One. Chapter one also pays for pre-K classes and outreach programs that help parents teach their kids. All of this is aimed at reading and math in schools that don't usually get any extra money. A good idea, right? It turns out it may be too good of an idea. We do know that many of our schools will need to be in program improvement, which means they have to change their programs so that more of the boys and girls will achieve the reading and math levels that the federal government has set forth. And proposals to redistribute the 32 million should be ready in a couple of weeks. Tonight, the man in the middle of the ports recent labor problems is stepping down. William Detwiler has resigned as the president of the Steamship Trade Association. Dockweiler also represented the association for many years as the chief negotiator in contract talks with the port's union dockworkers. Tonight, the verdict, his hand on the trucker accused of manslaughter and a deadly accident. At age 83, a Baltimore County judge found Donley innocent of five counts of manslaughter. It has been called the worst highway accident in Maryland history. Five people were killed and six injured when a tractor trailer crossed the median on I-80 three and hit six cars. Members of MADD final this trial closely and were surprised at the verdict. I guess the message is that you can drink and drive the message. While Donnelly was found innocent of manslaughter, he has to pay $2,000 for for minor traffic charges. Donnelly's license was taken away when he was originally charged. He still has no license to drive. Tonight, angry farmers from western Howard County are on the road. They're in the middle of a rolling protest at this hour and they will soon be descending on the Howard County office building with their tractors. Deborah Stone is standing by live at the office building with a report Deborah. Well, Denise, we often cover protest marches, but today's demonstration is a kind of protest drive. It all has to do with zoning in western Howard County. Right now, zoning regulations allow one house for every three acres in this part of the county. A current proposal by the county executive would make that one house per five acres. You see, you wanted to be able to live here. You wouldn't be able to live here. Farmers say they need people to work for them, but without housing, they can't get the help they need. And those farmers who may want to sell their land say this will devalue their property drastically. This is about their land. They have put all their money into land. That is their savings. And if they were denied the right to make the best profit out of that for the best purpose, then they've lost their pension. They've lost their savings. They've lost their. Really the right. The thing they've worked for all their lives. So far, the five acre zoning has only been proposed and no one has yet even introduced the proposal for 20 acre zoning. The residents who live in western Howard County who don't like this idea, are hoping to get a jump start on it and hoping their anger will nip the zoning change plans in the bud. Denise now. Contractors have begun ripping up the ancient Greek roadway of state circle, which surrounds the state house, a roadway in need of repair. It will be totally rebuilt, as will the brick sidewalks and the granite. Curbing street lights will be changed to lights more in keeping with the colonial atmosphere and most importantly, the vast cobwebs of utility wires and poles will disappear underground. The circle is closed to traffic, and so are the streets that intersect it, like spokes on a wheel. This was sharp lined Maryland Avenue late this morning. Few people and anxious merchants were not too pleased with it. We hope that eventually, of course, you'll bring more business to Maryland Avenue. But for the few months ahead of us, it's going to be kind of rough. We need the people in the shop understand, understand this. The city is doing everything it can to help the merchants, including the shopper dropper 30 cent bus service every half hour from Navy Marine Corps Stadium to the shopping areas and back. All the noise and traffic disruption has drawn mixed reactions from long time and politics. I think it's a good thing. They don't lose the old charm. I just think it's a mess, that's all. One thing I've learned about them trying to tear up state circle here in Annapolis is that they don't build streets the way they used to. Those bricks are tough. But another neighbor looked out her window and saw a man standing over what appeared to be a woman's body. She called 911. Bonnie Joseph was working the 6 p.m. to 3 a.m. shift. She left the military police headquarters at 2 a.m. to go out to buy cigarets and snacks for the employees on duty here. She did her shopping here at the 7-Eleven on Route 40 in Aberdeen sometime between 215 and 240 when she didn't go back to the office. Her supervisor reported her missing. 3 hours later, Bonnie Joseph's body was found. Her car was parked along the railroad tracks through the woods on the other side of the ball field. Police dogs picked up the man's scent, but Chase was on. Sightings were reported by citizens. Eventually, police caught Daniel Eugene Turner in the woods a few miles from the murder site. One witness places Turner outside of a 7-Eleven early this morning. Sergeant James McGarvie is an MP at Aberdeen Proving Ground. It's just it's just hard to believe. Today, lawyers charged in federal court that took his life because Navy doctors botched their diagnosis of hypothyroidism. Lawyers for East Widow claim Navy doctors failed to spot a boy problem. The condition caused his to become suicidal, according to lawyers. The suit asked for three and a half million dollars from the Navy on the grounds of negligence. Some alarming numbers tonight about the numbers of athletes using steroids. Health professionals meeting at UMBC say half of all professional football players are using steroids. And now Health Watch reporter Ann Kellan says steroids are filtering down to college and high school athletics in growing numbers. So I played in the trenches. Testing is not the answer unless we deal with our materialism, our fixation on winning. I tell parents, you better get used to your kids using these drugs. And I think we have to implement testing techniques, primarily spot testing. And if a kid is caught using, he's off the team. And Governor Schaffer says he'll consider a law in the next legislature. The high pressure sitting right off the coast of Florida just pumping up this warm, warm air. And that to our west is enough moisture that's causing some showers to begin to build, even some thunderstorm activity over portions of Louisiana and East Texas area. Right now they aren't very big, but as elm trees go, they are the toughest trees ever raised under glass. These are tough trees for tough times. Tough enough to take on the elm beetle and the disease. It carries a killer fungus known as Dutch elm disease. From its introduction in 1930, Dutch Elm Disease has killed 100 million trees in America. In Baltimore, there are only a few streets left relatively untouched, and most of the trees were wiped out. This was a typical elm city from 30 years ago. It was a city that was basically a tree lined and with which was fairly cool in the summertime. And now it's a city that has very few mature street trees. After 20 years of breeding, the National Arboretum believes it has a strain of American elm impervious to Dutch elm disease. The fungus interferes. Directly or indirectly in the movement of nutrients and water up the vascular system of the tree from like blocked arteries in humans. Right. The killer fungus does not strangle these new elms spliced into existence with the help of a tougher Asiatic variety of tree. With Dutch elm disease no longer a threat to new trees, researchers believe Elms will again be lining American streets from the quietest suburbs to the most congested cities we know. They tolerate air pollution, salt, deicing salts, soil compaction. They tolerate a limited route volume for growing the roots. It's been a long road for Morgan students, but they say after seven days of prayer and commitment to a cause, they can finally begin to see the light at the end of the tunnel. We've won, we being realistic, there are only certain things that the students can handle. The student body has agreed to stop the boycott and vacate true call on five conditions one that the administration reinstates 67 new faculty staff positions to the speeding up of renovations on campus. Three that nearly half a million dollars be allotted for Holmes Hall classroom renovations for that faculty get a four and a half across the board pay raise. And five that $887,000 be allotted for student scholarships. Student leaders will meet with Dr. Sheila Arie, head of the Department of Higher Education, March 14th. And with the Governor Shafer March 21st, Shafer tells students he has three or four proposals of his own to help students out. And as students march with candles around Morgan's in court. They wanted one thing to remain clear The boycott is not over. This is a truce while negotiations go on. If at any point that we feel that the government is not operating in good faith and we feel that somehow the negotiations are being swayed and we don't approve, we will take over to Tile again. The record for tomorrow is warm at 76, were predicting around 86. It could easily get into the low nineties again down at the custom house downtown, which by the way, is three stories up above the street level. That doesn't mean that's the temperature you're feeling, but officially, that's what the record temperature was recorded today, 95 degrees there today. And I thought I'd been hit in the air because I felt a a bang upside my head. You know, it was from vibration of the windows. And everybody started panicking and hollering. Blood was flying everywhere. Sniper fire also hit the luggage compartment of another Greyhound bus in Connecticut this morning. No one was injured in that shooting. The union for striking Greyhound Workers denies any responsibility for the shootings. The state is one step closer to a possible takeover of the Maryland port. Tonight, the state Senate gave preliminary approval to a bill that has port workers crying union busters. Deborah Stone has the story. It may be March in Annapolis, but scenes from January are no doubt still on the minds of legislators. A three day strike by the International Longshoremen's Association brought operations at Baltimore's port to a screeching halt despite the strikes end. Everyone says Baltimore must be more competitive with the port at Norfolk. What we have seen, however, is a diversion to Virginia. We have seen a loss in cargo, a loss of man hours. So Delegate Rahman is sponsoring a bill that has made it through the House and now has come up for second reader in the Senate. It would allow the Maryland Port Administration to operate terminals and collectively bargain with labor. Trucker Donald Lee is a free man. A Baltimore County judge today found him innocent of manslaughter. Lee was charged after his tractor trailer crossed the median in 83, smashing into six other cars. Five people were killed and six injured. The judge said although Lee had probably consumed alcohol on the morning of the crash, the prosecution did not prove he was driving drunk. The theories of trying to prove that he had prior blackouts. Just didn't come up to the reasonable doubt standard. I thought it was an improper decision. This doesn't mean I don't have any compassion for the people who were killed. It was a horrible accident. I can't see how how the law can possibly let this in. A fuel tanker truck involved in the crash did not burn, but many cars were reduced to charred steel. Rescue crews work for hours to reach people trapped in their vehicles. Over 50 people were injured. Tonight, Mikhail Gorbachev's plan to become the Soviet Union's first president is running against a wall of opposition and a special session of the Soviet Congress in Moscow today. Gorbachev urged the deputies to revoke the Communist Party's monopoly on power and create a new presidency. However, Congress is divided about how much of the session was spent discussing Lithuania's landmark vote yesterday to secede from the Soviet Union. That historic vote sent thousands of jubilant Lithuanians into the streets today. For 50 years, Lithuania has been under communist rule. But for many, joy is overshadowed by fear of what Moscow's response to the move might be. Gorbachev calls Lithuania's Declaration of Independence alarming. But one conservative member of the Politburo is ruling out the use of force against the Baltic Republic. The White House has stopped short of recognizing the new Lithuanian government. But tonight, many Baltimoreans joined in the celebration of independence. John Carroll High School. Tonight, 15 Lithuanian students and two Lithuanian teachers said goodbye to the new American friends. It was the closing night of this year's Soviet-American exchange program. Dr. Jonas Salk is being helped by the Catholic Church of Los Angeles, which is asking elderly priests and nuns in the order to volunteer to be tested. Many researchers say Salk is going too fast and that his tests on chimpanzees are inconclusive. Salk's vaccine uses AIDS virus that has been destroyed by radiation. Well, despite everything we know about nutrition, Americans continue to eat too many fast foods too often. And a new study suggests the trend is getting worse. As Ann Kellan reports in tonight's Medical Minute. Munching down a Big Mac and some greasy fries is one of America's favorite pastimes. But it may be getting a little too popular. A study in nutrition shows the number of fast food restaurants in this country more than quadrupled from 1970 to 1980. And the trend appears to be continuing into the nineties. It would be hard to find an idea that touches on so many sensitive subjects sex, religion, even church politics. But the archbishop of Los Angeles, Roger Mahony, has taken all of that on with his call for elderly priests and nuns to volunteer for testing of an experimental AIDS vaccine. Some in the medical community are worried. They say the vaccine developed by Dr. Jonas Salk is too dangerous to be tested on humans who don't already have the AIDS virus. Some in the gay community are angry. They say the Catholic Church is just trying to gloss over its hostile attitude towards homosexuality. And some of Dr. Salk team are doubtful. They say all the publicity may now kill chances. Government officials will ever approve this experiment. As we said, it would be hard to step on any more toes. It killed many and crippled thousands until the Salk vaccine stopped it. The secret of the Salk vaccine a generation ago was that it was made up of dead virus, often called inactive dead virus of the same disease, poliomyelitis meant to provoke the body to develop its own defenses. It worked and made the iron lung obsolete. And the world has been grateful since. In the 1980s, as the AIDS epidemic raged, Dr. Jonas Salk worked on another vaccine again trying the dead virus technique. He tried it on chimpanzees and reported results this past June. They seem to have been free of infectious virus, which had been present before, and they resisted the challenge. Has the famous Jonas Salk scored again? The vaccine Salk produced has been tested on people, too, on 100 individuals in California who have the AIDS virus. It's important to note for this vaccine, it's being used as a therapeutic. In other words, to try and treat people who are already infected with the virus. This is different than the use of a vaccine to prevent infection in people who might become exposed to a virus. But what about as a preventive for those who have not contracted the virus? Where would one find a population willing to be injected? The problem with using the vaccine at all, of course, is that it may not all be killed. That's the major risk. That means someone could become infected, become an AIDS victim after taking a shot to prevent the disease. Who then would be willing to be tested to try out the new vaccine?
