Beginning midnight tonight, emergency safety rules go into effect. They all stem from Friday's deadly crash in Silver Spring. 11 people were killed when a mark train collided with an Amtrak train. Investigators are checking if some victims might have escaped if there had been more accessible emergency exits. And passenger rails will be required to ensure that emergency window exit actually opens and operate as intended. Furthermore, emergency window exits must be clearly marked and visible. And new rules also require better crew communications to make sure engineers acknowledge caution or stop signals. Running such signals may have been a factor in Friday's crash. And today we get a sense of the first frightening moments after the crash, when people living near the scene heard the accident and called 911. There were plenty of witnesses to that deadly collision. The accident happened just steps away from some high rise apartments. Funeral services for Carlos Byrd will be held this Saturday at the Cornerstone Church of Christ on Park Heights Avenue, a harrowing experience for passengers aboard a jetliner and national airport this afternoon. A Continental Airlines jet ran off the runway after landing and got stuck in the mud. There were 79 passengers and crew aboard, including the and state men's basketball team, which was returning from a game in South Carolina. Passengers did not have to slide down emergency chutes to get off. Busses were sent out to the plane to retrieve them. The flight came from Tampa, Florida and stopped in Greensboro, North Carolina on the way. He has a bail review tomorrow. Meanwhile, the killings have sparked a second loss. 64 year old John Scheffler was struck and killed by a car last night. Walking to memorial services for the slain family. A look of surprise came over the faces of the jury in the Renee Allen trial today, as she took the stand in her own defense. She is the woman accused of setting her house on fire, killing her two toddlers. Mike Schuh says the jury almost didn't get the chance to decide her fate. When Rene Alton was called to the stand, there was a flurry of activity in the jury box as the 12 who will decide her fate and the alternates flipped open their notebooks. Her attorney asked the hard questions before the prosecutors got a chance to. Did you start the fire? November 15th, 1994. Alton flushed and, rubbing her hands together, said no. Did you kill your children on November the 15th, 1994? No. Why did you tell the officers you had a flashback and accidentally started the fire with a cigaret? I got really uptight, and I just made up a story to get them off my back. Do you remember telling the officers you set this fire? The prosecution offered a plea bargain. Rene told her attorney that she could not make that decision by herself. So her mother was summoned to her side for five minutes. They talked about it. Both broke down into tears. In the end, her mother told me afterwards that she couldn't make that decision for Rene either. So the trial continues tomorrow at Mitchell Courthouse. Mike show, channel 13, Eyewitness News. A Pulitzer Prize winning expert on police coerced confessions, will be on the stand tomorrow, and the jury will probably get the case Thursday. Governor Glendening got some big backing for his gun violence legislation today. A group of top CEOs and business leaders gathered this morning to announce gun violence is bad for business. They support the proposed laws that would put more restrictions on gun purchases. The governor says more and more criminals are coming to Maryland to buy their guns. Two years ago, Virginia put a law that said no more than one a handgun sale a month. And now the source state. According to the FBI report released just last month, is Maryland. A tribute was paid to the four African-American troopers who died in the line of duty. A special salute went to Captain Milton Taylor. He was the first African-American to ever become a member of the state police. Well, what do scarabs, hieroglyphs, and sarcophagi have to do with fifth graders? They all came face to face at the Walters Art Museum today. Vick was their special chaperon. Nick shared his first visit to the museum with students from Baltimore's Have Ville Elementary School. They toured the Ancient Egypt exhibit and talked about old kids love this mummies and statues and carvings, Vick says. It was neat seeing children so young, learning about things that date back so far to B.C. is that it must be a special exhibit just for black. It's fantastic. Yeah. It is a case that sparked nationwide controversy when defendant Kenneth Peacock confessed to killing his wife after finding her with another man. Judge Robert Cahill said he might have done the same thing and sentenced Peacock to only 18 months in jail for manslaughter. Now, nearly two years later, the judge's words have landed him before a judicial investigative board, and Roberts is in Annapolis for today's hearings and has more on the controversial Judge Cahill and what happened wrong. Well, Denise, Judge Robert Cahill has been in the eye of the judicial storm since the sentencing of Kenneth Peacock back in 1994. But it's not the 18 month sentence that has him before this judicial inquiry. It's what the judge said. The seven member Commission on Judicial Disabilities is considering the comments made by Judge Cahill at a sentencing in Baltimore County in October of 1994. In sentencing Kenneth Peacock for manslaughter in the death of his wife, Judge Cahill told the court I seriously wonder how many men married five, four years would have the strength to walk away without inflicting some corporal punishment. The judge's remarks angered many women's groups and led to several demonstrations. Today, investigative counsel Christopher Romano called Cahill's remarks offensive and inappropriate and demonstrating gender bias. I'm a family law practitioner, and I practice in Towson, Maryland, and the concern that I have is when a woman comes in front of me and for representation, can she get a fair trial in matters involving this type of thing in front of Judge Cahill? But Cahill's attorneys are calling witnesses who were in the courtroom when the judge made his comments and effort to show Cahill did nothing unprofessional. If his comments are considered in context, Peacock's attorney, David Irwin, defended Cahill, saying the press was highlighting a dramatic story using buzzwords. It was not a fair interpretation of Judge Cahill's remarks. And Denise, we're back live in Annapolis now. Judge Cahill left the courthouse with his family, his wife and five children about an hour ago, saying only two reporters that he would see us tomorrow. His son, Robert Junior, is one of his three attorneys that are representing him, and we are expected to hear from Judge Cahill before this hearing ends. Denise. Well, one of the powers that this commission has run, I mean, I know there were calls by some groups a while ago to remove Judge Cahill from the bench. Can the commission do that? Well, no. No, that's one thing. Let's make that clear to Denise. This commission cannot remove a judge from the bench. What this commission can do. It can recommend to the Court of Appeals the Judge Cahill be dismissed for violating rules of judicial conduct. It also has two other options. It can issue a reprimand, or it simply can dismiss this case. Denise. All right. Thank you. Ron. The commission hearing will continue tomorrow. Cecil County man faces two counts of animal cruelty for stabbing a dog to death Saturday that barked at his snowmobile. There was a huge bloody patch of red snow. The woman was afraid to show her face because what she saw scared her. The dog died about an hour later. In his commentary tonight, Michael Lasker calls it a triumphant step on a remarkable journey. And he is a humble man. So I'm sure his thoughts went back to Baltimore today. Healthwatch reporter Carolyn says researchers hope this new information will change the way that parents and kids talk about the issues. Yeah, they really do. One of these studies shows that pot use among the children of baby boomers is increasing. Denise Topping, tonight's Healthwatch. For the first time in years, the number of teens smoking pot is on the rise. A recent survey of more than 9000 teenagers, pre-teens and parents says that the problem is attitude. According to the study, baby boomers don't think that their kids have access to pot, so they don't discuss it with their children. Kids say it's readily available and see nothing wrong with smoking marijuana because their parents did it. In a second study, the researchers found that smoking marijuana on a regular basis impairs a person's ability to pay attention, impairs it forever or for how long? Well, it says that it can impair it. Of course, during, you know, the time that they're smoking the marijuana but can also impair it even a day after they finish smoking the pot. There are tenants instead of students, but the face is the same. And now a group of graduates is hard at work to preserve its heart. Where's my yearbook? I have pictures. With something about Brazil. We had music and dancing and, did. But every year we had a production. Many people will remember those people used to fill that auditorium to see the productions at Douglas. The heart of the school was the auditorium where each of these former students polished their skills as orders. Musicians and vocalists. I sang, in some of the assemblies. Will lose you. And then I went to New York and, won a contract to sing at the Metropolitan Opera and had this one about Brazil. I remember I had on this turban was the days of the the lady with the turban. What was her name? With the fruit on her head. Carmen Miranda. Right. The Sandtown Winchester Community Association came to the Douglas alumni about restoring the auditorium. And the alums could not say no. Those high school to me was a family. It didn't matter where I was in the class of 43, 41, 40, whatever or beyond. Somehow we could come together. A crackdown on speeding trains begins and one hour after the terrible tragedy in Silver Spring. The deadly crash four days ago sparked the government to quickly enact emergency rules, hoping to stop future disasters on the rails. The Nightteam's Tim Williams has the latest and joins us now live from Penn Station. Tim. Vic. Transportation Secretary Federico Pena unveiled a new set of rules today. In essence, they go into effect at midnight. And there are four guidelines designed to enhance rail safety. Many people we spoke with here at Penn Station say they're being instituted, none too soon to get us from one point to the other safely. I'll take it. That's also the attitude taken by the National Transportation Safety Board after Friday's fatal collision between a commuter train and an Amtrak liner. Current measures have been rethought, even though there's no conclusion on what caused the crash. When a train passes a signal. Engineers will be required to call out to another crew member if that signal is either red or yellow. Pena says this should ensure the entire crew is alert after a train stops at a station to let people on and off, or is slowed to less than ten miles an hour. Henceforth, the train shall proceed from that point at no faster than 30 miles an hour. The Secretary says this will allow engineers to stop before the next signal. One of the safety issues facing passengers could result in a compromise traveling at lower speeds, to assure a higher rate of safety. Just about an hour ago, enough votes were counted in the New Hampshire presidential primary to declare Buchanan the winner. This is the third strong showing for the conservative commentator in this young political season. Tonight, he declared this a victory for middle America. Bob Dole, who came in second, now calls it a two man race and says he's not about to quit. The justice system can offer quite a sting. Sometimes the victim is the one who ends up feeling stung. The Nightteam's Dennis Edwards has the story of one such woman who says, a man who tried to burglarize her home and attack her son is now free, believe me. Very, very angry. I'm scared. I feel that. I'm victimized by that young man and by the judicial system. Marina Dixon doesn't feel safe at home anymore. Not since March of last year, when Dixon's son, an off duty police officer, spotted Anthony Gause attempting to break into her basement. That's one of several reasons Dixon is still angry. She wants to know why prosecutors negotiated a plea bargain for someone who tried to attack a police officer. It's not fair on my son, either. Although he has been released from jail, Gause is no longer living in Mrs. Dixon's neighborhood. Judge Robert Cahill has spent his career on the bench. Today, he's set before it. Cahill is facing the Judicial Disabilities Commission. He is accused of making biased comments in 1994, when he sentenced a man to 18 months in jail for killing his wife after he found her in bed with another man.
