This corner is where police tell Eyewitness News that a late model white Honda was identified by the regional auto theft team. They call that the rat team as having stolen tags. Now, members of that rat team pulled him over, placing a car both in front and behind the vehicle. Now, at that point, they say the suspect was only suspected of having stolen tags. It was then that he then began ramming the Honda into the two unmarked police cars, trying to get away. That's when officers fired at least three shots at the Honda. The momentum of the the suspect rammed the two vehicles, not one of the Baltimore city officers, to the ground. Also, at this point, our county officer discharged his weapon. The suspect vehicle continued to ram the vehicles and fled from the area. Well, we're back here live in Bolton Hill. That's when the suspect. But we're told that the police, the suspect, tossed what they believe was a pound of marijuana out of the window. He then traveled about four miles to the 24 100 block of Winchester Street. That's where he ditched the car in the Winchester Apartments parking lot. Police found the car. They recovered the car. They also recovered the pound of marijuana. The suspect, however, Sally, has gotten away. All right, Jim, I know you'll keep us posted. Tim Williams, an Eyewitness News, reporting live from Bolton Hill. An overnight car crash. Now a Brooklyn man clings to life. The force of the two vehicle accident in south Baltimore sent his SUV airborne. It landed on its roof and rescuers had to pull the driver out. 29 year old James Dorsey is now in critical condition at shock Trauma. A very alert pilot makes an emergency landing in Baltimore just one day after a major airplane crashes in Arkansas. A United Express commuter flight heading from Dulles Airport to New York was diverted to BWI with a pilot. Thought there was smoke inside the baggage compartment. The plane landed safely just before 9 a.m. with 17 passengers on board. It was checked and no problem was found. So the passengers reported and took off a short time later. There's a good chance the United pilot was thinking about the American Airlines crash landing in Little Rock yesterday. Now more questions are surfacing about that tragic accident. Mainly, was it the weather or pilot error that caused the Arkansas crash? It's a question investigators are working on right now. Vick joins us with the latest. Vic? Hi, Sally. Aviation experts are looking at two black boxes retrieved from the plane as passengers who survived relive their horrible experience staring at the broken and burned fuselage of the MD 80. That was Flight 1420. It's hard to imagine that anyone walked away alive from a landing that brought the jet screaming down a Little Rock Airport runway before crashing into a set of metal light poles. Officials now say that nine of the 145 passengers did not make it out, including the pilot, Captain Richard Bushman. Investigators with the National Transportation Safety Board will instead question the copilot who they are hoping will have more insight as to how and why the decision to land was made. And certainly we are interested in the issue of whether in this investigation, but it's not the only focus. Other factors, like how much weather information did air traffic control pass on and a power failure that occurred at the airport about the same time as the crash. Now what you need to know The decision to land is always up to the pilot and is often based on information that has been passed along by air traffic control. Caution is the watchword as word spreads that Serbian leader Slobodan Milosevic is crying uncle. So far, words are cheap as the crisis in Kosovo continues. Slobodan Milosevic says that today he accepts an international peace plan. But the question is, does anyone believe him? His capitulation comes after Serbia's lawmakers voted overwhelmingly to approve the peace agreement. President Clinton is taking the decision with the first. Put it in a small plastic bag and some unsuspecting people might think it's marijuana. Ron Mattes reports a student who allegedly sold it and three who allegedly bought it and now face charges in this bizarre lookalike drug bust in Anna Rundle County. Take a look at these green flakes in these plastic bags. You might think it's marijuana, but it's really oregano. A 13 year old, a Rundle Middle School student and his neighbor are charged with selling the lookalike drug to three other students at the school. Scary for 13 year olds be thinking like that. That's very scary. You know, an important point. The school involved all the kids, which the sixth graders are very naive. You know, that's scary also. Eyewitness News spoke with several parents today who expressed concern over what happened here. I mean, I hope my children don't get into that because, I mean, we've talked about it. Not good. Oregano, of course, is perfectly legal. But police say two of the five teens charged in this case are accused of selling the flakes to unsuspecting students who thought they were buying marijuana. Two national organizations are targeting teens and they're targeting people who work night shifts, night shifts or rotating shifts and split shifts. Now, what they want to do is get the word out. And I'm talking about the National Highway Traffic Safety Administration and the National Center for Sleep Disorders Research. They want everybody to know that if you're tired, don't get behind this wheel. In some cases, the results of drowsy driving are downright disastrous. She's worked various shifts that cause her plenty of drowsiness behind the wheel when taking a 20 minute drive from her home in Tucson to work. She says that short time seems like an eternity. I mean, you find you do not at the red lights. I've had some really close calls where I've nodded off. And, you know, you feel the jerking of the car and there's another car and horn blowing at you in front of you because you've crossed that yellow line. Debbie is much more fortunate than others like those who lost their lives in this 1996 New Jersey fatal bus accident where one was killed and 35 injured. The driver apparently fell asleep at the wheel. The average person is about 6 to 8 hours of sleep. Dr. Henry Nomura of Maryland General Hospital tells me if you suffer from sleep apnea where breathing is difficult or narcolepsy where sleep suddenly attacks you or from insomnia, drowsiness while driving can be dangerous. Most of the patients with sleep apnea are obese. About two thirds of the patient sleep apnea, obstructive sleep apnea are obese. So the number one treatment is to lose weight. If they go to bed and they cannot fall asleep, don't don't stay in bed. Just get up. You will find a little bit of a busy pace moving around the stern here on the Jones Falls Expressway, northbound out of the west side Beltway at 40 west Axon and off to the shoulder now stacked up solid from Liberty Road, Reisterstown Road to the Beltway. Busy intersection there anyway and a lot of heavy traffic. Usually today we've got signal lights out because of a power outage. So expect major delays coming up on the you know, a little bit out of the beltway here. That northwest down between 795 Reisterstown and Green Spring. And Toronto County accident overturned vehicle shutting down 424 right near Route three. Also northbound Fort McHenry and Harbor Tunnel Thruway, about a four minute delay a piece. That's later. Last week, Eyewitness News reported the $60 million ticket was sold in Pasadena. But Katie Lyon reports no big game winner has come forward to claim the big game prize. You saw the winning big game numbers drawn exclusively on Jay-Z Eyewitness News. One ticket matched all six numbers and it was sold right here in Maryland. But that was more than a week ago. And still no one has stepped forward to claim the $60 million prize. We do know that the ticket was purchased at this BJ's Wholesale Club in Pasadena the Saturday before the drawing at about 1:00 in the afternoon. And we know that it was part of a three ticket buy. The winner has 182 days to claim the win. At this point, he or she has 173 days left. That is what shoppers and employees in Las Vegas had to face early this morning. 23 year old Zane Floyd allegedly walked into an Albertson's supermarket and opened fire. Four people were killed and another critically wounded. Police are looking for a motive. At this point in time, we have not established a motive. We don't believe that robbery was a motive for this and we have not established anything else. The man surrendered to police without incident outside the store. All four people killed were employees at the supermarket. Maryland is going to get nearly $4.5 billion over the next quarter century as part of a legal settlement from tobacco companies. Statehouse reporter Suzanne Collins joins us live from the Newsroom now to explain how we won that windfall and how you might benefit Suzanne. Well, sadly, our attorney general joined other states suing tobacco companies. They were asking for the money Maryland has paid out to Medicaid patients suffering lung disease today tied to these. And the payoff for that is billions of dollars. While touring the University of Maryland, Greenbaum Cancer Center today. Governor Glendening announced how he plans to spend a large chunk of that money. And many of you may see the benefits. A sampling. Students in schools will get education on the dangers of smoking. Low income people can get free patches to help them quit. And if you're a cancer victim, there will be more top notch treatment available to you. I see this as an opportunity to take the tobacco industry's blood money. Now, Glendening has designated just one third of that. He says it's his preference that the rest go to education, schools and that more money go for medical research. Tonight's Neighborhood News takes us to a ribbon cutting in Pikeville. This new fire station is really needed. It replaces one that was built way back in 1922. It's $1.6 million. Station Will has an engine medic and rehabilitation unit. But the old station will also be put to good use. It's been placed on the county's historic registry. So what does that mean? How will they use it, Bob? You know, I'm not really sure. Maybe offices or something. Yeah. Yeah. Red Cross to the state police headquarters. Right there in Clarksville at the center. I used to be a safety on that corner. Yeah. Right. There was a safety net going into elementary school. So, you know, that's why you may cross registration. You might. A little drop fell yesterday across northern the northern tier. We got a quarter to a half in some areas, about three quarters of an inch. So that helped, but a lot of it just ran off. The door was open. And then I noticed a screen that was cut. Once inside, the thief eventually made his or her way down this hallway and into the office where the canister was kept. It was more than twice the size of this nearly full. And some are baffled as to how they could have carried it off. It would take two of us at least just to tilt it over, to empty it into the bags, to take it to the bank. But as if an ounce of a prayer, our hearts and wallets are opening up. On Tuesday, a woman and child were killed when a traffic accidents and a car careening into them. This news is live in Essex where, mike, you talk to the people affected by this tragic accident. Mike indeed. Vic, you know, this intersection is no stranger to misery. In fact, an 18 year old pedestrian was killed here just about two and a half months ago as he tried to cross the street. Because of these three deaths in as many months. The golden ring, Barrick has decided it's time to beef up the patrol. Is this hot? Is this hot? Starting to touch my hustle? The people would just come here. Eunice Amos keeps coming back to this painful spot in Essex. Innocent girl just lost her life as my baby. That is my baby. Her sister, Kiya Denise Hughes, died when a car slid into her and a one year old baby. Something has to be done about this is stopped drivers from running for life for major accidents happened here last year and three people have died here in as many months. State police are going to try to bring this accident rate down by the end of the month. This stretch of highway will have extra patrols assigned to it. It needs to be done. Officers from the regional auto theft or rap team spotted the stolen Honda near Park and North Avenues. Two police cruisers blocked in the suspect, and that's when he started ramming their cars. A United Express commuter plane was forced to land at BWI after the pilot report. The pilot reported smoke in the baggage area of the plane. Emergency crews cleared the runway and prepared for the worst. The plane landed without a problem and soon 17 passengers re boarded and continued their flight to JFK. The pilot declared an emergency 15 miles from BWI. There was no such warning from the pilot of American Airlines Flight 1420. The plane crashed at Little Rock Airport, killing nine passengers on board. Today, NTSB investigators still believe that stormy weather was a factor in the crash, but they also are looking at the possibility of mechanical failure. The man I mean, we lost control. But allied leaders have no plans to call off the airstrikes just yet until Serb forces begin a verifiable withdrawal from Kosovo. We will continue to pursue diplomacy, but we will also continue the military effort that has brought us to this point. In fact, the bombing continued even as Yugoslav President Milosevic began the first of two meetings with Russian and European envoys yesterday when their talks ended this morning. Serbian leaders overwhelmingly approved the deal. Some feeling there was no option left. In my opinion. It's the only solution. After more than two months of bombing, in that two months, hundreds of thousands of refugees have fled Kosovo. Naito insists a deal must allow for an armed international peacekeeping force to help the ethnic Albanians return. What is still unclear whether leaders in Belgrade have accepted this part of the plan unconditionally. This is not a time for popping champagne corks. This is a time for getting the refugees home and for getting the Serb forces out of Kosovo. Yugoslav leaders say Serb forces could begin withdrawing this week, but at this point, that estimate means very little to military planners at the Pentagon have to translate promises into performance, and that hasn't happened yet. We haven't seen one Serb soldier leave. The administration is taking the news out of Belgrade very seriously. Firefighters are also preparing for possible water shortages. Sikes Bill, Firefighters are lining up extra tanker equipment from departments outside Carroll County. They'll use tanker trucks to backup the county's water system just in case dry conditions affect water pressure. We would have an alternative water supply, an alternate source if the domestic water system should fail or not perform up to the capacity that it should, then I would have an alternate source already in place that we could draw water from to help fight any fires. Carroll County's water supply is being stretched by growth. More and more people are moving in. Placing an added burden on county infrastructures designed to serve a small population and to keep the fish biting at Liberty Reservoir. Maybe a little rain and professional, but our hope for hopefully water restrictions here in Carroll County will continue indefinitely or Denise until there's significant rain. All right. So usually here in this Maryland area, during the spring, we get decent rainfall that sustained just through the summer months, the hot, dry summer months, because most of the rainfall we get in the summer months is spotty thunderstorm activity unless we happen to get a tropical storm. Unfortunately, it looks like this year with already below normal rainfall, it's probably just going to continue right now, at least for the near future. And things could get very, very dry this summer, especially in this top layer, as you saw. So I'm advising you to conserve water and mulch all your plants and all your beds considerably. Today, volunteers are putting the finishing touches on the new home. One of a series of fix ups in Chester Park, paid for by donations of money, material and free labor. That'll give you a good feeling today. Saying this makes me feel wonderful, makes me feel great, makes me know that God is good all the time. It's a miracle that people now really care and stuff like that, right? You're living proof that they do? Yeah. Chester Park isn't the only pocket of poverty in Talbot County. This is Punch Point, about eight miles from St Michael's and about a century out of sync. Some of them have indoor plumbing and sewer, but only a couple. The rest don't have indoor plumbing and sewer. There was a huge amount of trash here, not necessarily put here by the residents, but put here by other people in the community that does use this place as a dumping ground. Trash like this, which volunteers have already started cleaning up. Punch Point is the next rehab project. Its help locals never expected. I love this place so well. Eyewitness News data Officer reporter Suzanne Collins tells us that those are just some of the ways money from a legal settlement with tobacco companies will be spent. Governor Glendening toured the Green Bomb Cancer Research Center today at the University of Maryland. That hospital will be getting $10 million a year for a decade, and so will Johns Hopkins Hospital. We have an obligation to use this money in a way that helps to end the pain and the suffering that was created by tobacco. Doctors, lawmakers and anti-smoking groups listened as Glendening announced how he plans to spend $4.4 billion to be paid to the state over 25 years in the first ten years. Over 80 million will help move southern Maryland tobacco farmers into other crops. 300 million will be spent trying to stop people from smoking, especially teenagers. There will be money to fight addiction not only to tobacco and 500 million for fighting cancer. Suzanne Collins, Eyewitness News. And the legislature must now approve the Governor Glendening plan for the money, which begins to flow in next summer. And reaction to the governor's plans for spending the tobacco money has been generally positive. However, in his commentary tonight, Michael Lasker says one particular element should not be overlooked. Michael. Well, it is a lot of money, $4.4 billion to spend in the fight against smoking and the diseases it can cause. Delegate Pete Rollings, pleased with the plan, said Governor Glendening will hereafter be known as the Cancer Avenger. But don't overlook something else. Part of the money, about $83 million, will help those in Maryland who are tobacco farmers convert their land for other, healthier uses. Many of those farmers have been in business since long before we knew the real dangers of smoking and tobacco farming was simply their way of life. In recent years, they've been among the biggest opponents of anti-smoking legislation and the biggest financial backers against it because it cut into their livelihoods. Eastern shore agriculture areas, not a drop of rain to yourself. Some pop up, you can see them thunderstorms popping up this afternoon in the humidity down here along this frontal boundary. They kind of slice through a region this afternoon, drier northwest breezes moving in and those drier air, dry air mass will be with us throughout the entire weekend. By the end of the weekend, however, as that dry air moves offshore, we'll start seeing return flow of heat and humidity. So temperatures and our humidity levels will be increasing by next week. Two governmental organizations are targeting teens and people who work irregular shifts. Now, the National Highway Traffic Safety Administration and the National Center for Sleep Disorder Research are trying to get the word out that if you're tired and sleepy, you should not get behind this wheel. In some cases, the results of drowsy driving are downright disastrous. By conservative estimates, people getting sleepy behind the wheels of their cars cause over 40,000 traffic injuries per year, not to mention over 1500 fatalities nationwide. I usually keep food and drinks in the car and you'll nod off and you have to pinch yourself and roll down the window and tell yourself you got to stay awake. Debbie Phillips is a nurse in the emergency room at Maryland General Hospital. The people behind your wake people for 19 years now. She's worked various shifts that cause her plenty of drowsiness behind the wheel when taking a 20 minute drive from her home in Townsend to work. She says that short time seems like an eternity. I mean, you find you do not at the red lights. I've had some really close calls where I've. Not at all. The driver apparently fell asleep at the wheel. The average person is about 6 to 8 hours of sleep. Dr. Henry, the more it tells me if you suffer from sleep apnea where breathing is difficult while sleeping, narcolepsy, where sleep suddenly attacks you or from insomnia, drowsiness while driving can be dangerous. Now, for those of you who work irregular shifts, there are ways to help deal with staying awake behind the wheel. Most of the patients with sleep apnea are obese. About two thirds of the patients sleep apnea, obstructive sleep apnea or obese. So the number one treatment is to lose weight. If they go to bed and they cannot fall asleep, don't don't stay in bed. Just get up. Now, the government has an education effort going on. They're handing out information to shift workers and their employees. And among that educational material is stuff about allowing nap breaks. Maybe that'll help break drowsiness. And they also say that teenagers need a lot of sleep, much more sleep than adults, probably about a good nine hours or so, Vick. And hopefully they have an opportunity to get it. Thank you, Stan. I was going down University Boulevard and somebody pulled up right and just right smack into the side of my motorcycle total that crushed my leg. I heard you fracture. Have you managed? Actually, I have no problems. I play golf better than I did with real legs fell on me up. Despite their disabilities, three of our golfers losing legs in accidents. The fourth, their diabetes. Nothing gets in their way. There's no barriers to being disabled. The only barriers, the ones that you kind of put in front of yourself and to say that you have legs and I don't. Is a barrier that you have in your mind. But I have legs and do everything I want to do. Including playing as a fearsome foursome in Monday's golf tournament to raise money for the league for People with Disabilities. The tournament is an excellent way to show the non-disabled community that people with disabilities can lead sometimes normal lives and do all of the things that we without a disability can do, including recreational activities. How are you managing, Jeff? With your disability? How has it affected your life? It's a pain in the butt. But in this case, the vacation package was certain as to time, place and price, and it cannot now be changed without compensating the customer. That may now be beginning. The travel agencies lawyer said the increase came from Kingdom Tours, but his client may be able to help reduce the price. And Disney has now opened an investigation to see how this happened in the first place and what can be done about it. This is incredible and it could be terribly upsetting for a lot of people know that they would like cruises where people in the middle. Hey, it's the millennium. The price just went up. So who has the ultimate liability? Is it Disney or is it the wholesaler? What's going to happen is that, you know, the travel agent can't make a certain contract like this and then expect to change it. If it has to eat the difference here, it'll go back against the wholesaler, which may go back against Disney. It'll work its way back down the chain.
