This is a story really that is so shocking. It is stunning. The nation. A Maryland father was first accused of murdering his two year old son. The family tragedy now becomes even more horrible when his three year old daughter, Destiny Signal died yesterday, one day after her brother, Richie. Did you do that, sir? Richards stood before a court commissioner last night for the second charge of first degree murder. Richard Speck should never have been able to buy a gun. This morning, 13 investigates signals troubled past and finds a mistake by the Howard County Sheriff's Department allowed him to get a gun. At Richard Speck nails Laurel home. Flowers lay on the steps where his children once played. One bouquet for destiny, another for Little Richard. In back, a Tigger flag waves in the wind and people wonder about the turbulent and now tragic life. I cannot see why or imagine why a man or how you want to put him would do this to his children. Court records show that Richard Spector's problems seem to have started in 1992. That's when he was charged with felony theft. If he'd been found guilty of that charge back then, he would never have been able to buy the gun he bought at A-1 pawnbrokers in College Park, the one he allegedly used to shoot his kids. But the judge back then gave him a break. Probation before judgment, a ruling that was wiped off his record within a year. Eyewitness News has learned Becnel married then Lisa Fields in 1995. Their daughter, Destiny, was born a year later. And then came Richard in 1997. But then just a year later, court records show the couple separated after a physical altercation. But now Eyewitness News has learned on August 18th, the system failed these two angels. Richards Buckner walked into this pawn shop on that day and filled out state and federal handgun application forms which prohibit anyone under a protective order from owning a gun. But officials in Howard County had made a grave error, accidentally removing the protective order from court computers last January. 11 months too soon. Spike Knowles handgun application was approved, and on September 2nd, he walked back into the pawnshop and picked up his new nine millimeters. Smith and Wesson. I feel terrible about it. I do. Something fell through the cracks here, and we're trying to determine just what did and how it happened. In an unrelated case, a Maryland couple will soon be back in Florida to face trial for allegedly lying about their baby's disappearance. Marlene and Steve Eisenberg were arrested at their Montgomery County home here in Maryland earlier this week. Two years ago, you may recall, they lived in Florida and they told police someone kidnaped their five month old baby Sabrina from her crib. Despite a nationwide search and national TV coverage, the baby was never found. A police chase claims an innocent life at an intersection in north Baltimore. It all started yesterday with officers pursuing a juvenile driver. The suspect is accused of hitting an officer on foot with a car. Police say moments later he ran a red light, broadsided and killed 21 year old Mark Levy. Neighbors are shocked. Horrible. I mean, you can't think of anything else, but it's just because this happened so quick and such a shock. Officers finally caught the driver. He is in police custody this morning. Well, that wasn't the only police involved incident of the day either. An East Baltimore man is shot and killed after pointing what looked like a weapon. And police. It started in the 1500 block of Patterson Park Avenue. That's where two plainclothes officers spotted a man wanted on a federal warrant. A police say the man ran several blocks to a home on Mumford and Oliver Streets and then hid behind some steps. Witnesses say police ordered him to come out and then he pulled out a cell phone from his waist and pointed it at the officers. The officers fired, hitting the man three times. Right now, police aren't releasing the man's name. Two former strangers are now linked by the gift of life, the miracle donor and the Maryland teenager who now has one of her kidneys are sharing their experience with the world. This is the first post-operative meeting between Joyce Roush and 13 year old kidney recipient Chris Beinecke. They exchanged gifts, hugs and laughs in a very emotional moment. Thank you, Tim. First, let's get back to some of the stories people are talking about this morning, though. He's accused of dragging a man to death from the back of a truck. And on Monday, a jury of 12 whites and two Hispanics will begin hearing the murder trial for 32 year old Lawrence Russell Brewer. Brewer is one of three white men accused in last year's dragging murder of James Byrd, an African-American man from Jasper, Texas. One of the men has already been convicted and sentenced to death. Beer work would also get the death penalty. A third defendant is awaiting trial. Well, these are trying times in New York City as the Big Apple battles a big mosquito problem. A little buggers are so bad that the city is fighting back from the ground and from the air. Helicopters are spraying the city from above while trucks are spraying neighborhoods from the ground. Nine cases of encephalitis. That's an illness spread by mosquitoes have now been reported in New York. Serious business. There are reports this morning that actor comedian Martin Lawrence is out of the hospital and now resting at home. For the past three weeks. Lawrence has been in a California hospital after collapsing while jogging in 100 degree heat. Doctors say when he was rushed to the hospital, he was near death with a body temperature of 107 degrees. Lawrence is best known for his starring role in the TV show Martin. A lot of people don't know about this, and I want to talk about it. But first of all, I just want to say you look very spiffy this morning, just in honor of your mom. Well, that is very nice. You're all dressed up. You look who was almost always my last chance to wear this thing. You know, it's going to be, you know, McConnells and pullovers. You're right. Well, in any case, let's go back to the subject at hand. What is this? This virus? It's called a human papilloma virus. And it's very common. In fact, it's the one that causes warts. You know, when you have water on your hand or your feet is caused by this virus. Now, the good news is it is a cervical ball. Well, no, it's a skin virus. Okay. As I say, the good news is we now have discovered the cause of cervical cancer and it's this virus. And that being said, at least we know the cause now. We still can't treat a virus per se. So there are a number of people who are at high risk for this problem. And who would they be? They would be mainly young women, active sexually. Interestingly enough, if you smoke, it increases the risk. If you drink too much, that increases the risk. It's more common in African-Americans than in Caucasian. Which the important point here is that you really have to get checked. A Pap test is the way to check to see whether or not this virus is causing a problem. So the Pap test is the answer. Now, we have a problem here because there is a special kind of pap test, a little more complicated than the ordinary Baptist, which ought to be used. Trouble is, that costs 25 bucks more, which means the HMO is starting to squeak about that now. So there's always a problem. Okay. Well, in any case, you should if there's cervical cancer, is nothing to mess around with because it's so easily treated. Treatable. If you get that pap test and you see it. That's the big thing. How often should women above a certain age get to get a cervical which you shouldn't say above an eight, because this is common in young women, young in their 20s, early 20s. So I really think every woman, sexually active woman should get tested every year. And if the HMO don't like it, well, they can put in their year. Okay. So I think he's made his stand this morning. All right. So you get the test and then it shows that, yes, you have the papillomavirus. What then? We recognize and respect that they're dealing with the murders of two toddlers allegedly committed by one man, this man, their father. Did you do this, sir? 27 year old Richard Speck? No. Today denied bail and ordered to remain in jail. Speck No. Initially claimed he was carjacked. His kids kidnaped, but investigators say he eventually confessed to the murder of his two year old son, Reggie, and his daughter, Destiny. His attorneys say that so-called confession is suspect. And this morning, we're told that state police divers are going to resume their search for the murder weapon in the Chop Tank River. But this morning, we know more about Richard Bicknell and the computer mix up in the courts that cleared the way for him to purchase a gun in December of 1998. A protective order was placed against Richard McNeil after his wife, Lisa, claimed he shoved her into a wall. The protective order should have prohibited him from owning a gun. I have three children and I live with an income that child support. And he doesn't pay child support on a regular basis with me and my husband's income. Both put together. It's still low income for one person. That's what they say. We both go to work every day. And you don't want him to go without food? I don't know. He's my main concern. So I'll put him before I put myself as far as that goes. Here at Course's Market, the food bank has been running a continual tab. It's so children can come in and get free milk anytime they want it. But unfortunately, with the deficit, this program has stopped. He's a small businessman. We can't run a large bill and not be able to pay it. So take some money comes in. We're not going to be able to get the milk. The food bank lucked out when melons were donated from an overturned truck. But much more is needed. Another controversy hot off the presses in Baltimore's mayoral shuffle. Okay. Here's the scoop. O'Malley's use of the afro in his TV commercials and fliers allegedly gives the impression that the newspaper endorses him. Tonight, Eyewitness News went after the facts. Dennis Edwards joins us live with the latest Dennis. Pat, the television ad has a lot in common with this campaign. O'Malley campaign mailer under a list of endorsements. The flier has a quote from the Afro-American newspaper that looks like an endorsement. Too many readers, Afro editors are crying foul because the newspaper endorsed Carl Stokes. The Afro-American says he's one of the most outspoken, active and conscientious elected officials. Afro editor in chief Anthony McCarthy says it had to be intentional. He says this television ad makes a quote from his newspaper's editorial page look like a full endorsement of Martin O'Malley's campaign. We just want people to know that we found this piece misleading. We find we're very disappointed in the O'Malley campaign for doing this. But the effort will not be used that way. We certainly don't want the African-American community to be confused in any way. More than two weeks ago, the Afro Baltimore's oldest black newspaper endorsed Carl Stokes for mayor. McCarthy says the weekly his phone started ringing off the hook when the quote appeared. Eyewitness News caught up with O'Malley during a candidate's forum at the Church of the Holy Trinity. The bottom of it right here, it says, also endorsed by a League of Environmental Voters, which kind of in the context of it and puts it in the middle. Stokes, O'Malley, Lawrence Bell and Mary Conaway made time to try and win support from members of Delta Sigma Theta. Delta is a predominantly black service sorority with deep community roots. Forums like this one are key in the last days of a tight campaign. They're helping a lot of people make up their minds. I was harshly decided prior to coming to the meeting, but it definitely made my mind set. No, I won't say who I'm going to vote for, but the candidate I plan on voting for basically just clinched it for me. A lot of people are keeping their vote preferences to themselves. Polls show a large number of undecideds in this race. But campaign sources tell Eyewitness News many voters have made up their minds. They just don't, telling pollsters or anyone else who they will vote for. Thank you, Dennis. Baltimore residents, as Dennis was saying, have three days left to sort through the issues and get down to a vote. The winner of the Democratic primary is considered a shoo in in the race for mayor. And Sally Spooner takes a look at what's ahead for the person who wins. Many would argue there's still plenty of charm and Charm City, but people who work and live in Baltimore say there are some fundamental issues that need attention from the next mayor. First on the list is crime. Many people tired of fighting what they see as a losing battle are packing up and moving out, leaving behind blocks and blocks of empty houses. They get filled with trash and become a real nuisance in the neighborhood. Then here, five years and when I moved here, we have five vacant houses. And the people that live in there, they move. And again, we have five vacant houses again. The people living in Baltimore's upscale historical neighborhoods want to stay in the city, but they're worried urban flight is taking away the city's tax base. You can't live in Baltimore City, All right. If you put your kids in private school, if you have to pay the property taxes that we pay, if you have to have everything secure and wired up. And so somewhere there's a tradeoff. You know, I'm not going to go to the board. And the tradeoff, Baltimore City parents will tell you is their children and the education provided by Baltimore's public school system. Many parents are fighting back, creating their own winning system, but they say the city needs help. I'm tired of hearing mayor's talk the talk. I want to see them walk the walk. I want the mayor to be a bridge between communities, between businesses, and definitely with education on top. Many of the people who spoke to us for this story will be joining us live in our living room on primary night. Richard Sean Andrews of Hyattsville was killed. A 17 year old accused of stealing a car and killing a man with it goes before a judge on Monday. Police say they were trying to stop the teenager when he hit another car at the intersection of 27th and Saint Paul. 21 year old Mark Levy was killed. The 17 year old is charged as a juvenile with vehicular manslaughter. Their father's car became their death chamber, but it was a gun that killed them. And now investigators say it was an error that allowed Richard Bicknell to buy a gun. Police say Speck No was under a restraining order that made it illegal for him to buy the gun he allegedly used to kill his children. But the order was not in the computer database. Tonight, Katie Lyon looks for reasons behind the deaths of a three year old girl and her little brother in this family tragedy. Chris Warrant knows the mental and financial challenges of raising two children, but he can't understand what could possibly push a parent like Richard signal to kill his kids. You have an option of taking a minute and taking a breather and going outside and clearing your head or, you know, letting the situation get the best of you. And I think that's probably what happened. We've seen it happen too many times. Susan Smith's two children drown, still strapped into their car seats when she pushed the car into a lake. I asked a local psychologist just what it takes to turn a mom or a dad into a killer. It depends, really, on the issue of motive. In one set of circumstances, you have somebody with a very deranged mental status who's so out of touch with reality that they don't really appreciate the wrongness of what they're doing. Psychologist Dr. Jim McGee says parents not only kill out of mental illness, but also for financial gain and possibly as revenge against a spouse. And in those instances, it's just very cold blooded, very matter of fact, a complete indifference to the welfare of the children. No concern that they're you're stealing their lives from them, things like that. No one knows why Richard's Becnel allegedly killed his kids. We do know he had filed for bankruptcy in May, was unemployed and had been ordered to pay $500 a month in child support. There was a protective order issued against him after a physical altercation last December. And at this College park pawnshop, just two weeks before the killings, he allegedly bragged about his dad being a former Baltimore city police officer as he bought the alleged murder weapon. Dr. McGee says any domestic abuse should be taken very, very seriously. In a lot of these domestics, every member of the family is fair game, the children or the spouse. Doesn't matter who gets in the way. The person is enraged. They want vengeance. They want to get back. They're having all kind of financial problems trying to pay off child support. And they decide foolishly decide that the solution here is to just kill everybody on. Katy Leon. Holidays have lost all meaning for the families who lost their loved ones in a deadly fire. A Dundalk couple and their four children from previous marriages died of smoke inhalation. Tonight, the mother of two of those boys who perished in the fire on Williams Avenue talked to Eyewitness News. Dennis Edwards joins us live with more on how she's coping. Dennis. Part families of divorce are sometimes drawn together by troubling circumstances. But tonight, tragedy binds two families together who knew little of each other until their children died in a fire at the home of their former spouses. I screamed. I pretty much my legs gave out. The question why Bernadette Morris worries about their memory. Her two boys, Raymond and Jacob Jamison, were 12 and ten years old when fire took their lives. They were spending Thursday night with their father, Raymond Singer, and his second wife, Marie. The fading of the memories. I know I can keep them in my heart. James McGrady wonders what went wrong. How did the Blaze break out in this former wife's home? How did it race up the stairs and claim Marie's life and the lives of his two sons, James and Brandon? Why? How come they couldn't get out in time? Where they sleeping? None of them suffered. Eyewitness News has learned the victims died of smoke inhalation. The fire appears to be accidental. Baltimore County firefighters say it started in the family room at the base of a stairway. Smoke detectors went off, but the fire was so intense and quick, the family was trapped and had no time to react. About the only consolation the surviving parents and their families have is the fact that they aren't in this thing all by themselves. People that don't even know friends and relatives have brought flowers and candles. They placed them on the fence in front of the house, turning this area into a makeshift memorial. The marshes end. James McGrady and his fiancee Connie, are now bound together in tragedy. It is a tie that's connected them for life. Nice to meet people like them, but not in these terms. But they did a lot. They've been there for years. They were here one day and. They were taken from us by the next day. A funeral mass for all six victims is set for 10:00 Wednesday at Sacred Heart of Mary Church on Youngstown Road. Viewing hours on Monday and Tuesday at Connolly Funeral Home in Dundalk. Pat. Thank you, Denis. Another tragedy tonight. A light rail passenger is hit and killed by one of the trains. It was right at the stage. And we're getting information from witnesses who indicated that the individual got off a southbound train, walked along the track area and was struck by the northbound train. The victim is Antonio Lucas, the 39 year old passenger at the Waterview light rail station in Cherry Hill. Other passengers were shuttled on busses during the accident investigation. Lucas was apparently killed instantly. The light rail was shut down for 2.5 hours during the investigation. State police are trying to prevent as many accidents as they can this weekend. More than 100 additional troopers are on the roads this Labor Day weekend looking for drunk, drugged and otherwise dangerous drivers. Some of them may be in or on their way to Ocean City right now. Nearly 200,000 people are in Ocean City this weekend. Tropical Storm Dennis cooked up a surf that resembles a crab boil and the beaches were closed at five this evening until ten tomorrow morning.
