For the second time in two days, A shot fired from a city police officer's gun hits a drug suspect. But this time, it may be the suspect who accidentally pulled the trigger. Baltimore police say a city man was shot during a scuffle with an officer who was trying to arrest him on drug related charges. Police officer who was Hobson saw two men and a woman involved in an alleged drug deal in an area recently designated as a drug free zone. As he approached them, a fight broke out. One of the men grabbed Hobson's gun and it went off, hitting the suspect in the chest. 23 year old James Dismal is in serious condition at Sinai today. The two other people were arrested on drug charges. Excuse me. Investigations continue into a similar shooting the night before last. Two versions have come out of the police shooting in Golden's 32 year old brother, Bruce Bryant, was shot once in the neck during a scuffle with Officer Dennis Brown. The officer told police he was trying to arrest Bryant on drug charges when the suspect grabbed for his gun. But witnesses claim Bryant was already subdued when the officer fired a 14 year old Baltimore boys hospitalized after he was hit in the chest last night by a bullet fired at a stray dog. 31 year old O'Brien Carter of Montpelier Street is charged with assault with shooting and various weapons charges. Now, Rosenberg is in stable condition at Johns Hopkins Hospital. Yesterday, the jail had 207 more inmates than that limit allows. The city has until the end of this month to get the population below the limits set in. Some healthy foster children are being housed at area hospitals because there is nowhere else to put them now. Administrators at three local hospitals say they're reluctantly or they've reluctantly agreed to a request from Baltimore Social Services because they understand that department's needs. In most cases, the children stay in the hospital for several days to a week at a cost of $500 a day per child. A social services spokeswoman denies the accounts of hospitalizations are accurate. Two local colleges are under investigation for price fixing and setting tuition or awarding financial aid. The Justice Department has asked Johns Hopkins University and Gautier College for large quantities of records on tuition rates, fees, faculty salaries and financial aid. A Hopkins spokesman says the university is confident the facts would show its fees and aid packages have been fairly set. A voucher spokeswoman says the college has a policy of keeping tuition rates as low as possible. A new proposal in Baltimore County may have parents going back to school. A task force report recommends parents go to school to plan, review and approve the classes and extracurricular activities of their children. The report also suggests combining several county high schools and vocational schools into a regional campus with a full range of study choices. A massively malodorous mystery in this section of Baltimore City seems to be at an end, or at least there's now an explanation for the big stink. What we seem to determine is that some of the sludge hit back, verbally hit a pocket of some sludge that was was odorous. So we pulled operation out of that out of that lagoon that we were dipping. And we know. We'll bring any of that sludge here until we get it straight. A back room. And as I said, we process the sludge first. Be very careful before we bring slides back out here. And if you're curious about how the aroma level was today when all the officials were here to smell it, it came and went. But what? I was here. It was an eight on a scale of ten. So did this morning's meeting do any good? Well, now I know why it smelled particularly terrible in the last few days. I don't know whether having that information makes it any better because it seems very clear to me that the same thing could happen again. They're telling us that they're going to try to get the smell to come down, but they're only going to be half way. So that means we're going to have to put in a big barrier to put up with this for close to two more years, but not that long at that degree of odor we had last week. Sewage from boats is considered a small but troublesome pollution source that has contributed to poor water quality in shallow and stagnant parts of the bay. Federal regulators say there are too few pumping stations on the bay to put a discharge ban into effect. It was just a couple of weeks ago that thousands of members from the American Legion came to town for a convention. Well, today, about 10,000 Shriners started their 46th annual convention here. A band competition at Pier six was the highlight of the morning. Bands from some of the 24 temples from across the country perform for the public. The winner will be announced at three this afternoon at the amphitheater. Tomorrow at ten, the Shriners will hold a big parade starting at the Washington Monument in Mt. Vernon Square. And the fleet is in in the Inner Harbor. Two U.S. Navy ships are in Baltimore as part of the 175th anniversary of the Star Spangled Banner. The USS Spartanburg County, a 522 foot amphibious tank, well, it's a landing ship. It's the largest ship to go on pier side at the Inner Harbor. The USS Blakely, a 438 foot frigate, will be berthed at the Dundalk Marine terminal. Both ships will be open to the public tomorrow and on Sunday. Sounds fun. And in that period, it looks like we're going to see a pretty widespread occurrence of shower activity. You'll see that in the forecast for the rest of today. Clouds will be around with some sunshine peeking through shower. Right now, rescue teams from as far away as Rockville are trying to find the worker who was thought to have been buried by the collapse of an 18 foot trench. Paula Thompson has a live report on the rescue from Ellicott City Paula. Well, I'm in the Turf Valley subdivision, and that's on Timber Trails Court. And that's where about 40 workers from three different agencies, Ellicott City, Bethany and a caving unit from Rockville, are working cautiously and optimistically to recover the worker. And they're working under the premise the man is still alive. Now, apparently two contractor workers for Howard County have been excavating an 18 foot trench to lay new water and sewer lines for the subdivision. Just after 345 this afternoon. One of the workers left the site for personal leave when he returned. The trench had caved in. He assumes his partner is beneath the dirt. What they're doing right now is moving the soil power. And again, we do not want to operate any heavy equipment in here for fear the vibration will cause additional. One short footnote, however, workers here say that unfortunately, this is not rare. They have to do one of these rescues. Reporting live on a cave that could have trapped a worker now in Howard County. Dozens of people bound for a city jail are free tonight. This is one more sign of emergency steps being taken to ease overcrowding at the jail. David Murphy reports. Those charged with a variety of minor offenses are now being released on their own recognizance. If you are driving with a suspended license in Baltimore and you get caught, you no longer have to worry about being kept behind bars to wait for your trial. And you can thank another round of overcrowding at the city jail for that. And an order to city court commissioners to stop sending certain offenders here. He hasn't said just anybody is going out on the street and very minimal type of offenses. And what it does, I mean, the public really ought to be pleased with this because it gives us the room for all those hardened criminals. But the mayor and jail staff warn this move alone will not solve overcrowding. We need to work as a system of the whole criminal justice process, needs to play a more active role in what is happening. The jail is over a court ordered cap by about 160 last night. But spokespeople say the cut back in admissions has already helped. And Schmoke says the city has got the situation well in hand when it comes to meeting a November 1st deadline for coming up with a long term plan on overcrowding. However, the order limiting who comes here is an emergency step showing that for now, overcrowding is still a problem here, despite the ongoing work to change that. Two city police officers involved in separate shootings this week of drug suspects remain under investigation tonight. The first shooting occurred Wednesday night, and Govan Officer Dennis Brown says he scuffled with the man who tried to grab his gun and was forced to shoot the suspect. Tonight, a serious shortage of good foster homes has left some children in Baltimore City sleeping in hospital beds. According to published reports, three local hospitals have been asked to provide beds for children who do not need to be hospitalized. Social Services says in most cases, the children stay in the hospital for several days to a week. But one nine year old mentally handicapped girl has been at Harbor Hospital for many months now. Recent reports show social services now has 100 fewer foster homes than this time a year ago. Well, tonight is the second week of school comes to a close in Baltimore County. The school system is facing a serious shortage of bus drivers. Education reporter Debbie Wright joins us with news that some students are sitting in the aisles because there aren't enough seats which cannot be very safe. No, it can't be. And this is a situation that has kind of been escalating for the past 4 or 5 years. There simply aren't enough bus drivers. These busses hold 54 kids, but parents here say as many as 64 students have boarded the bus for school. Forcing kids to sit or stand in the aisles. There are 64 children on one bus. On another bus. I've heard that there are as many as 72. That's an unsafe situation. There's too many kids and they ride with the kids standing up where they have to put extra kids in each of the seats. And this isn't the only bus line with the problem. It is a system wide dilemma in Baltimore County to remedy it. Some busses end up making two and three trips because there just are not enough bus drivers. How many bus drivers do you need right now? I could put 50 of them to work tomorrow in order to deal with the problem. Today, Baltimore County school officials implemented emergency measures. We are going to try and draw from our own population of employees and train some people in other divisions to drive school busses to help us out in emergency conditions. But that won't provide a long term solution for that. The county simply needs more people to apply to drive busses. At any rate, for the first time since the school year started, all of the Owings Mills Elementary School kids did find a seat on their bus today. Their parents just hope it stays that way. By the way, there are 568 bus routes in Baltimore County School system. Round two. This afternoon, a tanker from the Zouk Molasses Company tried to turn onto a key highway from Tacoma Street. Instead, it turned over, spilling 3000 gallons of molasses onto the street. The fire department's doing its best covering the molasses with sand. Still don't know when it will be cleaned up. Tonight, the nation is pausing to remember those who never returned from Vietnam. Men and women who are either prisoners of war or missing in action. In Baltimore today, a ceremony was held at the VA Medical Center. Suzanne Collins spoke to the family of an Air Force colonel who has been missing in action for over 20 years. The thing that strikes me the most about the day we said goodbye, BWI, was that it was so much like all the other times that he had gone flying. Closed down or shut down inside prison. And an emotional part of me that belongs to my father, which is frozen and is kept. I don't want to end that part of me. Michael Tyler believes his father may still be alive, but for his sister, keeping that constant hope was just too difficult to bear. I've accepted that he's gone. I don't believe that that he was alive for a very long duration or that the hero and the tremendous sacrifices they made for him. I don't think either. The city now has a new explanation for the extraordinary odor that's been wafting out of the Woodbury landfill the last few weeks. Don Scott says some of the sewage sludge being spread there turned out to be from a very bad batch. That's the Woodbury landfill falling away there. What we seem to determine is that some of the sludge at back, we hit a pocket of some sludge that was was odorous. So we pulled operation out of that out of that lagoon that we were dipping and we no longer. We'll bring any of that board here. So until we get it straight, a back room. And as I said, we process as much first. Be very careful before we bring slides back out here. And if you're curious about how the aroma level was today when all of the officials were here to smell it, it came and went. But what I was here. It was an eight on a scale of ten. So we did this morning's. We didn't do any good. Yeah. And now I know why it smelled particularly terrible in the last few days. I don't know whether having that information makes it any better because it seemed very clear to me that the same thing could happen again. They're telling us that they're going to try to get the smell to come down, but they're only going to be half way. So that means we're going to have to put in a big barrier to put up with this for close to two more years, but not that long at that degree of odor we had last week. New efforts are underway to protect Maryland's most precious waterway, the Chesapeake Bay. The Bay Commission is asking that the baby declared a no discharge zone for boat sewage. The commission says sewage and recreational boats pollutes the bay water and should be dumped on shore instead. They're asking Maryland, Virginia and Pennsylvania to support the ban. One of its organizers is a retired member of the British Navy. It's a confusing sight in a place that symbolizes the American struggle against Britain. But there he is, Roy Birch, former lieutenant commander in the British Navy. He wears a medal for fighting in the Falklands War. The Union Jack sits proudly on his desk. It'll make a difference. The Poles are looking for support. I'm glad the president has responded to this cry that we should do more. We need to send people to help them, too. They want advisers and they're looking to the United States first and foremost. It's difficult, though. There are so many priorities now. I mean, the president just announced this drug plan, which, of course, is taking a lot of attention. How important should be our help to Poland in terms of our economic agenda here? We've spent a lot of Treasury in the postwar period to check communism and hopefully to get countries to move out from under communism. And here's Poland doing exactly that. So I think we have a very strong interest in their success. Former President Ronald Reagan got the word that he's been waiting for today, and that's discharge. The Gipper left the Mayo Clinic in Minnesota today after undergoing surgery earlier this month to remove fluid from his brain. Former first couple headed home to Los Angeles on a private jet. Doctors say they're pleased with Mr. Reagan's recovery. Our children are getting fatter and exercising a lot less. That's the result of a ten year nationwide study. The findings show today's kids weigh up to 9 pounds more than they used to, and that's caused by poor eating habits and less physical activity. Howard County rescuers are battling the clock and incredible odds they're trying to reach a construction worker thought to be trapped under 18ft of dirt. Hope is fading for the Baltimore man who may have been buried alive this afternoon by the collapse of a construction ditch in Ellicott City. Paula Tuchman has a live report on this seven hour rescue attempt Paula. Hi. Well, the search does continue for a 40 year old Maryland plumbing company employee who is believed to be buried. Now, unfortunately, some rescue workers tell me that man probably won't be going home tonight. The hope is running out that the man will be recovered alive. However, workers are still doing everything they can to find him. It's a very tedious process. The trenches some 18ft deep, more than five feet wide and about 17ft long. When the dirt caved in at about 200 pounds per cubic foot, it made rescue very difficult for special rescue workers from Rockwell's cave and crew could even begin to look for the buried man. Workers had to spend five hours securing the trench. We have to make sure that the trench doesn't the dirt does not fall back into the hole. So what we do is we put shoring with very special devices that hold the dirt back using combination of ladders, plywood and a device called an air jet, which are the large silver tubes that you can see in the hole. And they just hold the dirt back. Concern is rising tonight for children trapped in a social services system with too few for foster parents and too many kids. As a result, perfectly healthy foster children are being placed in hospitals. The items Hendrix of Brandy adds up the cost to taxpayers. His name is Darryl and he is Nathan and Victoria Eaton's eighth foster child since they signed up as foster parents nine years ago. The money that I get, I put them in lot of activities along with my kids, you know, treated the same as my own. Darryl has hit a home run in his temporary family, though he's still working on strikes. Here in the bowling alley. Daryl is a fortunate young man. There are some foster children who can't be placed with parents right away. Yet they've got to live somewhere. And for some unlucky kids, this is the place. Nearly two dozen foster children are now occupying rooms in city hospitals, including two here at Harbor Hospital Center. Only only in the sense that I wish there was a better way of handling this situation for the children sake. But I'm glad that at least we are able to help out. Anyone interested in becoming a foster parent should contact the Department of Social Services. A soaring inmate population is resulting in some people being turned away from city jail tonight. Just Judge Joseph SIU Tolley has ordered bail commissioners throughout the city to release people awaiting trial on minor offenses without bail. Under the order, people charged with crimes such as driving without a license, possession of marijuana gambling, loitering or prostitution are to be released on their own recognizance. The directive is to remain in effect indefinitely. Crisis is not a word Governor Schafer likes to use when describing security for Hickey School for juveniles. But that's still the way some people who work there feel about it. Lowell Vail reports The governor himself may have fueled the latest fire of discontent at the facility. It took over the show for only half an hour at a terrific high school for juvenile delinquents yesterday.
